1. References:
a. Republic Act No. 10121 "Disaster Risk Reduction Management of 2010";and
b. IMPLAN Saklolo 2014.
2. This pertains to the conduct of NHQ/PRO Disaster Incident ManagementTask Group (DIMTG) Disaster Preparedness Audit to be held on June 24, 2016 at6:30 AM in front of the NHQ-Building, Camp Crame, Quezon City. The said audit willbe participated in by the different PNP tasked units member of the PNP DIMTG.

3. The primary objective of this activity is to evaluate the capability and capacityof the members of NHQ and PRO Disaster Incident Management Task Group(DIMTG) in responding to calls during disasters/calamities. Further, this is also partof the preparedess plan of the PNP in preparation for the rainy season (LA NINA).
4. In this regard, this Directorate respecfully recommends the following for yourapproval.
a. PNP CMC re Simultaneous NHQ/PRO DIMTG Audit 2016 (Tab "A"); and
b. Budgetary requirement for this activity amounting to Php 190,125.00chargeable against Agency Reserve Fund (Tab "B").

a. Memorandum Circular No. 2013-021 "PNP Critical Incident
Management Operational Procedures";b. Republic Act No. 10121 entitled "Philippine Disaster Risk Reduction
and Management Act of 2010;" andc. IMPLANSaklolo2014.
2. PURPOSE:
This Command Memorandum Circular (CMC) provides the guidelines onthe assessment and evaluation of the capability and capacity of the members of theNHQ and PRO Disaster Incident Management Task Group (DIMTG) in responding tocalls during disasters/calamities. It is applicable to all PNP units from the nationaldown to the station level.
This CMC also intends to mainstream to the PNP system the differentresponse clusters identified in the National Disaster Response Plan forHydrometeorological Hazards which was approved by virtue of NDRRMCMemorandum Order No. 23, s. 2014 issued on October 29, 2014.
The response clusters approach has been proven effective in managingpotential and actual disaster consequences and has significantly enhancedmechanisms for resource management, reporting and documentation, promotion ofresponders safety, and optimum achievement of response objectives as evident inpast major disaster response operations.
3. SITUATION:
The geographical location of the Philippines, being situated between thePacific and Eurasian plates, makes it a constant target of highly destructive naturaldisasters and calamities, such as storm surges, floods, tidal waves, landslides,volcanic eruptions, and earthquakes. With at least 22 tropical storms traversingevery year and compounded periodically by high-intensity earthquakes in an average
