The Upstate New York Chapter of the National MS Society presents its 2003 Annual Report with “A Focuson Outcomes.” Measuring outcomes, by designing and conducting evaluations to determine the level ofimpact a program has on its participants, is an essential component of innovative program delivery that isresponsive to individual and community need. Our efforts to improve high quality programs weresuccessful, as we were a recipient of the Pamela Cavallo Award. This prestigious award is presented annuallyfrom the National MS Society to Chapters that provide exemplary service in program delivery, advocacyand community impact. Other 2003 highlights include increased collaboration with community systemslocated throughout our 42 county area and enhanced development, special event and major gift fundraisingin an ongoing pursuit of our mission to end the devastating effects of multiple sclerosis.

The successes of the past year would not be possible without the dedicated donors, friends and volunteers.We are grateful for your support.

Focus on OutcomesIn Spring 2003, Chapter support groups wereevaluated. The value of the groups in helping people managelife with MS, this life-long, unpredictable and ever-changingdisease, was supported by the following outcomes:

• 44% of participants attended the groupfor 5 years or more

• 32% attending 1 – 5 years• 24% attending less than 1 year

Attendees reported that through theirparticipation in the support groups:

• 100% indicated that the support groups they attendedwere relevant and helpful to them

• 95% of participants learned new information about MS• 92% used information from their group to make

decisions about managing MS and the effects of MS ontheir lives

• 91% had a better understanding of how MS affectsthem and their family

• 81% acquired information about resources that helpedthem or their families

2003…was a remarkableyear of triumphfor the UpstateNew York Chapter.We were honoredin November atthe 2003 NationalMultiple SclerosisSociety’s NationalConference withthe Cavallo Award,which is given inmemory of PamelaCavallo, CSW, andher expansivevision of client andchapter programs.The Cavallo Awardrepresentsexemplary servicein the areas ofadvocacy,professional education, and programs that directly servepeople with MS and their families. Continuous program improvement is a high priority. In addition to surveys andquestionnaires administered to program participants, staff routinely assess client needsthrough participant and volunteer feedback. Staff involved in the collection of outcome datahave modified the outcome measurement tools that can be used with people whose MSsymptoms have resulted in communication challenges.

The Chapter remains responsive to the changing community environment and to theleadership and direction provided by United Way community-wide outcomes. Over the pastyear the Chapter has redesigned and strengthened its program outcomes to include theacquisition and application of knowledge, strategies, and skills that enable people with MS tomanage their disease more effectively.

Staff has implemented Chapter-wide program evaluation initiatives. Through their work inthe Rochester Effectiveness Partnership, evaluations of the Information & Referral service in2002 and support group services in 2003 were completed. Additional evaluation methodsinclude discussion and review of monthly program statistics, monitoring the “Best Practices”of national program guidelines and implementing as appropriate, and reviewing randomaudit call outcomes for continuous quality assurance.

Outcome results are reported and discussed regularly during individual staff supervisionmeetings, program team meetings and administration and Board of Directors’ meetings. TheChapter has two volunteer committees, Clinical Advisory and Chapter Programs, tomonitor and assess the quality of service delivery, review program outcomes, andrecommend program modification as per results. With this process, the programdepartment responds to the needs of participants, their families, and the community.
