Major infrastructure changes punctuate this period as Federal and 92nd Avenue go through a much-needed redesign. 92nd Avenue will have a new surface, marking a new face for the major thoroughfare from east to west in the City. While the projects will require some months of patience from residents, the result will set the tone for future changes. Public Transportation is available in Federal Heights. Please check by phone or online for the

latest schedules, availability and cost. Here are some of the options:

A-LIFT offers transportation to Adams County residents who are age 60 and over or who are mobility challenged regard-less of age. Persons needing transportation to medical and dental appointments, adult day and respite programs, grocery facilities and/or congregate meal sites or personal trips within 5 miles of residence may qualify to use this service Contact Seniors’ Resources Center, 303-235-6972, to set an appointment for a free ride.

Call-n-Ride, 303-434-3472 or www.rtd-denver.com, offers

rides at low cost to anyone. Discount fares are available for all seniors 65+, individuals with disabilities, Medicare recipients, elementary, middle and high school students ages 6-19.

Access-a-Ride provides service to those who are disabled and cannot access the fixed-route bus and rail sys-tem. They can provide boarding assistance, if needed. Make reservations at least 1-3 days in advance by called 303-299-2960 Monday through Friday, 8 am -5 pm, or visit www.rtd-denver.com.

Ralston House is building a new child advocacy center supported by seven municipalities and two counties working together in the 17th Judicial District to provide professional and comprehensive services for sexually, physically, and emotionally abused children and their families. This is an expansion of previously available services. The City of Northglenn made the site available where the facility was constructed. The cities are con-tributing toward the total $1.7 million cost. The ground-breaking on March 1st marked the start of the project. State and Federal authorities have used Ralston House to supplement the system to provide necessary care for victims.

THE CITY OF FEDERAL HEIGHTS, COLORADO, IMPOSING A RETAIL MARIJUANA EXCISE TAX UPON THE FIRST SALE OR TRANSFER OF UNPROCESSED RETAIL MARIJUANA BY A RETAIL MARIJUANA CULTIVATION FACILITY IN ACCORDANCE WITH THE PASSAGE OF BALLOT ISSUE 2LOn November 7, 2017, the voters in Federal Heights approved a ballot issue which authorizes the City Council to levy an excise tax upon the first sale or transfer of unprocessed retail marijuana by a retail marijuana cultivation facility. Though the ballot issue approved a maximum tax rate of ten percent, City Council set a tax rate of five percent, based on the average market rate of unprocessed retail marijuana. Currently, no cultivation facilities are located in Federal Heights.

ORDINANCE NO. 18-03 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF FEDERAL HEIGHTS, COLORADO, AMENDING CHAPTER 70 OF THE FEDERAL HEIGHTS MUNICIPAL CODE REGARDING DISTRICT, CONDITIONAL USE AND SITE PLAN REGULATIONSThis ordinance corrected three sections of Chapter 70 of the City’s zoning code: Uses allowed in all districts; conditional uses in the C-1 district; and Conditional Use applications.

ORDINANCE NO. 18-05 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF FEDERAL HEIGHTS, COLORADO, AMENDING SECTION 22-32 OF THE FEDERAL HEIGHTS MUNICIPAL CODE REGARDING COURT COSTSIn accordance with the Compulsory Insurance Section of the Model Traffic Code, which has been adopted by the City, a defendant charged with operating a motor vehicle on a public highway without proof of insurance shall not be convicted of the offense if the person produces proof of insurance, in full effect at the time of the alleged violation, to the municipal court. With this ordinance, a defendant who is charged with this offense and produces documents to the court proving that a valid insurance policy was in place at the time of the alleged violation shall be assessed costs in the amount of $47.00 to reimburse the City for the administrative and judicial expenses incurred in processing and handling the summons and complaint and determining that the defendant had insurance as required by law at the time of the alleged violation.

Federal Heights police officer safety is a priority for City officials. The mayor and city council recently approved the purchase of additional protective gear for the officers. The new gear will help keep the officers safe in dangerous situations. We must keep our officers safe in order to keep the community safe. The City Council will also be discussing addition a traffic enforcement unit to the Police Department. Most of the complaints I receive from the community are related to people speeding through neighborhoods, ignoring stop signs, and lack of police presence. In the past the City has contracted curbside collection events for disposal of bulk items. This type of program utilizes limited landfill resources, affects our environment and is no longer economically or environmentally viable. The recycling and proper disposal of items is encouraged to help protect our environment and precious land, air and water resources. VEHICLE REGISTRATIONSAdams County, Colorado – Renewing your license plates in Colorado is now exciting and much easier. Citizens in 12 Colorado counties now have the option to renew their vehicle registration at any of the 20 self-service kiosks located in any of those participating counties.

“As government officials, we have a responsibility to utilize technology for the convenience of our citizens,” says Adams County Clerk and Recorder Stan Martin. “If you live in one county but shop, work, attend school or go on vacation in another participating county, you can use any kiosk along the way to renew your license plate. You’ll walk away with your tabs in minutes.”

The kiosks are available to residents of Adams, Arapahoe, Boulder, Broomfield, Douglas, El Paso, Freemont, Jefferson, La Plata, Larimer, Mesa and Weld counties. However, more counties may authorize kiosk transactions for residents later this year. Find your nearest kiosk at www.adcogov.org/renewal-kiosks.

“Our goal at the Motor Vehicle office has been to reduce wait times, and, since 2015, we’ve decreased the average wait time by 85%,” Martin says. “These new innovative kiosks will help that trend and provide quick and friendly service to the citizens of Adams County.”

The kiosks are yellow machines that look similar to an ATM. To use one, simply type your license plate number on the touch screen or scan the barcode on your renewal postcard; then, pay by check, credit or debit card. The kiosk will instantly print your receipt, vehicle registration and license plate tabs.

There are a couple of items to consider before using a kiosk:

• If your vehicle requires an emissions test, you’ll need to complete it at least two business days before using a kiosk. • If you have recently changed or updated your auto insurance, please wait four business days before using a kiosk. • If your grace period for your renewal has ended, you’ll need to visit one of our six Motor Vehicle locations i n Adams County.

YARD OF THE MONTHCity Council initiated the Yard of the Month program to recognize our neighbors who go “above and beyond” to make their yards look magnificent. City Council will name two “Yards of the Month” in July, August and September. The two categores are stick built residential properties, and manufactured home properties. We will also have a commercial recognition award in September for best outdoor space. Winners will receive a yard sign to be displayed during their month of recognition, a certificate, and a bundle of gift certificates to be used throughout the City.

The presentation to City Council will be limited to the top four most desirable nominations in each category. If more than four nominations are submitted, a committee of three people will select the most desirable nomination to present.

Nominations may be resubmitted for each category for a total of two months. Winners from the previous year and Council members are ineligible for selection.

The criteria for Yard of the Month selection include:• Yard must be in Federal Heights City limits• Total exterior appearance as viewed from the

street• General maintenance, tidiness and neatness• Pruned, trimmed and shaped foliage, • Edged and defined lawns, borders, flower beds• Visually appealing façade

CRIME PREVENTION FOR THE SUMMERMany of us enjoy the warm summer and look forward to the vacation we will take with our families. When we go on vacation we set up reservations, we plan the trip ahead, we call family and friends we also pack and prepare for the trip, but don’t forget to protect your home when you are gone. Here are some tips you can use to help prevent crime against your property while you are gone:

• Remember to have someone pick up your mail and paper every day.• Leave a key with a neighbor you trust and ask that the house be checked periodically. • Have the drapes periodically opened and closed; and have different lights turned on and off so the house

appears occupied.• Store your valuables.• Tell the police when you are leaving and when you

plan to return; and take advantage of the vacation watch program offered by the police department.

• Consider asking friends or relatives to live in your home while you are away.

Despite precautions, if intruders are determined to enter and burglarize your home, they can probably do so. 2018 WATER AND SEWER RATE INCREASESThe City of Federal Heights realizes that safe drinking water and reliable wastewater services are valued by its citizens as much as they are by the citizens of every other municipality in the surrounding area. The City of Federal Heights obtains its water from the City of Westminster and wastewater services from the Metro Wastewater Reclamation District located in Thornton and incurs the same rate increases from those service providers as do the citizens living in those municipalities. In order to maintain the infrastructure and resources necessary to bring these safe and reliable services to the doorstep of customers within the City, these rate increases unfortunately must be passed on through the City’s own water and sewer rates. These increases for 2018 of 8 percent for water and 1.4 percent for sewer match the increases being incurred by the City and will be reflected in the City’s utility billings. While these increases are never easy, they help to ensure the future existence of these services and are an essential component of making a high quality of life possible.

HOUSEHOLD CHEMICAL ROUNDUP

DON’T MISS OUT!This is the only event scheduled in 2018 for safe disposal and recycling of unwanted antifreze, oil, pesticides, and other household chemicals. The event is sponsored by Tri-County Health Department and held locallay here in Federal Heights. It is open to residents from Brighton, Commerce City, Federal Heights, Thornton and Unincorporated Adams County. Please bring proof of residency such as a driver’s license, state identification card, or utility bill to prove that you are eligible for the event.

There is a $25 fee per vehicle to participate.

The event will be held in the northest corner of the Water World parking lot near the intersection of 90th Avenue and Pecos Street (see map for more details). The event is very popular and residents are encouraged to arrive early to reduce wait times and secure your place at the event.

Items that ARE accepted at the event:• House and Garden Chemicals• Automotive fluids and fuels• Fluorescent light bulbs and CFLs• Propane Tanks (1-20 lbs.)• Vehicle and Household Batteries• Items containing mercury• Car and pickup-truck tires (off rim)• Paint and paint products• Cleaning products and supplies

Items that ARE NOT accepted at the event:• No business or commercial Waste• No electronic waste (TV’s Computers etc.)• No radioactive waste• No smoke detectors• No waste containing asbestos• No compressed gasses (other than propane)• No tractor tires• No medical waste

Kaitlin McCann has joined the City of Federal Heights as the Assistant City Engineer and Environmental Compliance Officer. Originally from North Carolina, Kaitlin attended undergraduate at Tufts University (Massachusetts) and lived in Hawaii and Oregon before settling in Philadelphia and attending the University of Pennsylvania for her master’s degree. After earning her MS, she worked at the Environmental Protection Agency as a Stormwater Research Fellow for two years. She then worked as an engineer for Pennoni Associates and an assistant project manager for GZA GeoEnvironmental. Kaitlin enjoys hiking, cooking, and reading and is looking forward to exploring all that Denver and Colorado have to offer. She moved here with her wife, Jaclyn, and their cat, Punkin in February 2018.
