Welcome to the New Year. Here are some of the goals that I would like to see the flotilla accomplish for the up-coming year: Have all members complete the man-dated training as soon as possible so that the flotilla has a 100% completion rate. Have all members complete required workshops early in the year, both ves-sel examinations and operations, as applied to your respective certifica-tions. Have a member training survey com-pleted so that the member training officer will know what types of train-ing to schedule after each flotilla meeting. This will help instructors get their required annual hours. Set dates and locations for Vessel Safety Checks. This will help vessel examiners get their required annual vessel safety check hours and other members to fulfill their public affair hour requirements. Contact a Boat Oklahoma certified in-structor to set up a Boat Oklahoma class. This needs to be planned early in the year. Invite other division mem-bers that might be interested in teach-ing this course

Contact the Marine Enforcement divi-sion to find out when a Voluntary In-structor Program is going to be held as members need to attend this before any of the Instructors can teach Boat Okla-homa. Urge all members that still have not ful-filled their yearly requirements (REYR) to complete their respective re-certification requirements to bring their competencies current. Encourage those who want to attend a C school training course to submit their applications early to the member train-ing officer. Help members accomplish their respec-tive goals for new certifications. Our newest member, Bryant, wants to work toward a Boat Crew certification. I know John and Bryant want to get their Op-erational Auxiliarist (AUXOP). Linda wants to become a PA Specialist III. Getting members active in meetings, training sessions and activities will cre-ate a flotilla that, as a team, will be able to accomplish all of the above goals. Art Whaley, Flotilla Commander

2015 was my last year as Flotilla Commander. I am leaving it in good hands, no that is wrong, I am leaving it in great hands. Art Whaley, Flotilla Commander, will run it with a fair and strong hand. Bob Arnold, Flotilla Vice Commander, will follow the regula-tions to the letter. Last year was a year of firsts for this area. Lake Texoma flooded within 30 days twice for the first time in history. The levee in Cumberland breached for the first time. The year was very hard on all flotillas in Division 10. There were no areas to patrol due to the flooded lake. Dock walks had to be cancelled as the high lake decimated most of the docks at the marinas. Roads to the marinas washed out. Fuel was a com-modity that was almost impossible to get on the water. But as hard as the year was, the flotilla maintained the hours to keep all active mem-bers current on their competencies. This is because the flotilla has an extremely strong core. We have members that specialize in different mission areas that worked very hard to maintain the requirements of their respective certifications. I want to thank each and every one for without you the flotilla would not have pulled together as a team and accomplished the activities that were accomplished. To me this flotilla is more than a group doing volunteer missions. It is a family of very diverse personalities, brothers and sisters having the occasional misunderstanding. But in the end, always there for each other no matter what. Our love for the Auxiliary is strong but our respect for each other is stronger. Bravo Zulu brothers and sisters, you are the best. Flotilla 10-3 Officer Responsibilities

Communications: Exercise staff responsibility and supervision over all matters pertaining to flotilla communications, and keep flotilla members in-formed of all developments in this area.

Communication Services: Exercise staff responsibil-ity and supervision over electronic communication services for the flotilla. Keep the flotilla informed of all developments in these areas.

Diversity: Exercise staff responsibility and supervi-sion to make sure that all members are treated equally without respect to race, ethnicity, gender, sexual orientation, socio-economic status, age, physical abilities, religious beliefs, political beliefs, or other ideologies.

Finance: Exercise staff responsibility and supervision over all flotilla financial matters and keep flotilla members informed of developments in this area.

Human Resources: Exercise staff responsibility and supervision over all matters pertaining to the flo-tilla’s member resources program, and keep flotilla members informed of all developments in the pro-gram.

Information Services: Exercise staff responsibility and supervision over all matters pertaining to the collection, recording and forwarding of the flotilla’s AUXDATA data, and keep members informed of all developments in this area.

Materials: Exercise staff responsibility and supervi-sion over the procurement of materials including stationery, forms and publications for distribution to the flotilla officers and members and keep flotilla members informed of all developments in this area.

Marine Safety: Exercise staff responsibility and su-pervision over all matters pertaining to the flotilla’s role in the Auxiliary Marine Safety and Environ-mental Protection activity, and keep the Flotilla Commander and members informed of all develop-ments in this area.

Member Training: Exercise staff responsibility and su-pervision over all matters pertaining to the flotilla’s training program and keep flotilla members informed of all developments in the program.

Navigation Services: Exercise staff supervision and re-sponsibility for chart updating patrols, verification of private aids to navigation and the prompt reporting of discrepancies in aids to navigation (ATON), chart discrep-ancies and chart updating information and to inform flo-tilla members of all developments.

Operations: Exercise staff responsibility and supervision over all flotilla operations programs including search and rescue (SAR), regatta, safety and/or air patrols, and keep members informed of all developments in the program.

Public Affairs: Exercise staff responsibility and supervi-sion over all Auxiliary public affairs and public informa-tion matters within the flotilla, and keep flotilla mem-bers informed of all developments in the program.

Publications: Be the editor of the flotilla newsletter. Encourage all flotilla members to submit articles of inter-est for inclusion in the flotilla newsletter.

Public Education: Exercise staff responsibility and super-vision over all matters pertaining to the public education program, which includes the scheduling, organization and conduct of flotilla public education activities; and keep flotilla members informed of all developments in the program.

Program Visitor: Exercise staff responsibility and super-vision over all matters pertaining to the flotilla’s Program Visitor program and keep flotilla members informed of all developments in the program.

Secretary of Records: Be responsible for the recording and publication of the minutes of the flotilla when it meets in official sessions.

Vessel Examiner: Exercise staff responsibility and super-vision over all matters pertaining to the flotilla’s VE pro-gram, and the inspection of facilities, and keep flotilla members informed of all developments in the program.


Division 10 First Quarter Activities

Division: Board and Staff Meeting—January 10, 2pm at Carpenter Recreation Center, 6701 Coit Rd, Plano, TX Officers will be sworn in at the business and staff meeting. Several of us will continue with this year’s Flotilla Commander Academy webinars. After school classes resume as some of us plan to go to our respective local schools and offer to teach Boat Safety Classes – whatever

works within their required schedules and policies.

10-02: Flotilla meeting [meet 2nd Saturday, 6 pm, at various places] January 9, Spring Creek BBQ, 12835 Preston Rd, North Dallas, TX Ned Newman starts his 40th year of weekly Boat Safety talks on KGAF radio.

10-03: Flotilla meeting [meet 3rd Saturday at Jane Willis Community Center, Soldier Creek, OK] January 5, Bob and Helen Arnold will take a webinar training course on the Texas Boating Course prior to the FCA webinar.

10-04: Flotilla meeting [meet 2nd Thursday, 6:30 pm, Cabelas, Allen, TX] Gary Wilkerson will attend the Aux 12 C-School in St. Louis, MO.

10-05: [meet 2nd Saturday, 11 am, Gander Mountain, Sherman TX] No Flotilla meeting this month due to Division meeting Mike Cook contacting commercial fishermen; renewing Guide license – 2 responses, so far. (From Dean Dorothy, FC) “Sounds like a ‘Bucket List’ request. Following would be the plans for Flotilla 10-05 for the 1st quarter of

2016. Hold regular monthly meetings. Determine the venue for training needed. Establish schedule for desired/required training. Prepare for the coming boating season. Any further detailed plans will be established during the first meeting.”

February 2016 Activities

Division: No planned gatherings at this time, but we will be busy with individual/flotilla training and early planning for boating season. Hopefully we will have a few schools scheduled for future business and staff meetings. And, of course, our favorite past-time is making reports.
