PARADISE CITYArrival/Departure* NOTAM as Published

Paradise City turf strip is 2205 FT long x 60 FT wide with displaced thresholds on each end. A ditch runs parallel to the south side of the strip.

Inbound traffic approach LAL from the south at 500 FT AGL. Enter the pattern on the downwind leg at a forty-five (45) degree angle.

Avoid South Lakeland Airport (X49) 3.5 NM SW of LAL due to extensive aircraft activity. Be alert for heavy traffic in the airspace surrounding LAL. Use caution for helicopter operations at the same altitudes just east of Paradise City.

Do NOT fly north of the Paradise City turf strip or east of Airside Center Drive.

Monitor Paradise City Advisory and provided position reports on frequency 123.825 with enough time to receive advisories. Note: The frequency is for airport advisory information and pilot communications. It is NOT intended/authorized for Air Traffic Control clearances, sequencing, or separation of aircraft.

All pilots must attend a pilot briefing prior to departure from Paradise City. Briefing times are available in the Paradise City main tent.

**Paradise City is limited to Ultralight Aircraft (14 CFR 103), Light Sport Aircraft (SLSA), Experimental Light Sport Aircraft (ELSA), and Homebuilt rotorcraft (Ultralight or Experimental). Aircraft not included in these descriptions may apply through the Paradise City Chairman for special authorization by the Sun ‘n Fun Director of Operations. VFR daytime operations only.

Welcome to the 2020 SUN 'n FUN Fly-In and Paradise City. We are truly happy to see our old friends and veteran Fly-In visitors again this year, and to welcome those of you joining us for the first time. We sincerely hope that each of you will enjoy this year’s event, and we will do our best to make your visit a pleasant experience.

This pamphlet has been prepared to help acquaint you with rules and procedures used here in Paradise City. We have grown and many things have changed this year. We continuously strive to promote safety and maintain a safe operating environment during the Fly-In, but we need your help and cooperation to do this. Please help us to help you by following the operating procedures and safety rules set forth in this pamphlet, and if you don’t fully understand a particular item, PLEASE ask questions and seek clarification until you do.

The airspace surrounding Paradise City and traffic patterns we use will become extremely congested during our daily periods of open flying. It is critical that you know, understand, and follow the rules and procedures that have been established to provide for the safe, smooth, and efficient movement of traffic, both in the air and on the ground.

You must attend a briefing at least once each day that you intend to fly. In order to receive a briefing pass, you will be required to sign the attendance list with your name, your pilot registration number, and your aircraft registration number at the briefing. The attendance list is an official document that must be completed before a pass can be issued. Your pass will include your pilot number and will be issued to you alone. Passes are non-transferable. You must wear your daily briefing pass and waiver wristband each time you fly, and you will be required to show your passes to our Air Ops Volunteers each time you taxi out for takeoff. Today’s passes will be issued immediately following this briefing.

Each Part 103 aircraft operating from Paradise City will be required to undergo a one-time safety check before being allowed to fly. A decal will be affixed to the airframe or windscreen to validate compliance with this check.

♦ The Paradise City CTAF or Common Traffic Advisory Frequency is 123.825. This frequency canbe used by all Paradise City traffic. The primary purpose of this frequency is traffic advisory andposition reporting. In addition aircraft can reach air operations personnel for field conditions andstatus updates upon request. Please report the following activities plus any other condition out ofthe ordinary to "Paradise City Advisory Tower:"

Entering or exiting the pattern, and turning final. Passing another aircraft in the pattern. Spacing requests for other pilots. Emergency Conditions. Observation of any unsafe conditions such as other traffic in our airspace.

Please keep in mind SUN 'n FUN Air Operations Volunteers are not Air Traffic Controllers and at no time will Paradise City Air Operations be issuing clearances, sequencing, or separating traffic. We will however be glad to share our observations, known ATIS information, and Paradise City field conditions/status, if requested.

When the field is open for flying, our tower will fly a Green flag. A Red flag and/or flashing Red strobe means the runway is closed except for arrivals. The Lakeland-Linder Control Tower and SUN 'n FUN Air Operations mandate when our runway and patterns are open or closed. When we are directed to close, WE ARE CLOSED.

The airspace surrounding the entire airport is closed to all flight operations during the daily airshow. For aircraft monitoring Paradise City CTAF 123.825, there will be flight line activity during the airshow, except times during the show needing our airspace such as during military and or jet demonstrations. If our “Red Flag” is up during the airshow THERE ARE TO BE ABSOLUTELY NO UNAUTHORIZED ARRIVALS OR DEPARTURES DURING THAT TIME, AND NO AIRCRAFT TAXIING. IN ADDITION, NO ENGINE RUN-UPS OR FLIGHTLINE ACTIVITY IS PERMITTED. Permission for some special activities, such as photographs or canopy inflations will be granted upon request, if possible. Check with an Air Operations Volunteer regarding special requests.

No one is allowed on the flight line side of the orange barrier fence unless they are with an aircraft, being escorted by a manufacturer’s representative, or being escorted by a Security Volunteer.

PLEASE DO NOT ENTER THE TAXI LINE OR TAXI TO THE DEPARTURE END OF THE RUNWAY FOR SEQUENCING UNLESS PREPARED FOR TAKEOFF. DO NOT WARM UP IN THE TAXI LINE, OR WHERE PROPWASH CAN INJURE SPECTATORS OR DAMAGE PROPERTY, AND ALWAYS HAVE YOUR BRIEFING PASS READY TO SHOW THE AIR OPS FLIGHTLINE VOLUNTEERS EACH TIME YOU TAXI OUT.

The point person at the departure end of the runway will use hand signals to let you know when it appears to be safe to taxi into takeoff position on the runway. Maintain visual contact with the point person as you taxi into position. CONTINUE TO MAINTAIN VISUAL CONTACT UNTIL IT IS SAFE FOR TAKEOFF AND DO NOT START YOUR TAKEOFF ROLL UNTIL THE POINT PERSON HAS VERIFIED MINIMUM SEPERATION TO DO SO. Aircraft approaching to land have the right-of-way and the point person is responsible for assisting pilots and giving advisories to maintain a safe interval between landing aircraft and those departing. Once you receive the signal to takeoff, you as the pilot, still have the responsibility for the final takeoff decision. Please keep in mind that the point person’s takeoff signal is based on safe sequencing, and hesitation may compromise safety. The signal to takeoff means TAKEOFF IMMEDIATELY WITHOUT DELAY. When a signal is given to hold or stop, PLEASE STOP IMMEDIATELY!

While in the air, a single Red paddle held up in your direction, or a Red light pointed at you means that you must land immediately, as soon as is safe to do so.

ENGINES WILL NEVER BE STARTED OR OPERATED INSIDE THE AIRCRAFT AND VENDOR DISPLAY AREAS, OR THE AIRCRAFT PARKING AREA. ENGINE OPERATION IS PERMITTED ONLY OUTSIDE THE ORANGE BARRIER FENCE ON OUR TAXIWAY, CUTOUTS OR RUNWAYS.

Safety Information Two Red paddles held crossed over the point man’s head means DO NOT LAND,

THE RUNWAY IS CLOSED AT THE MOMENT. Two Red paddles waved off to one side in a sweeping motion means DO NOT LAND - ABORT THE LANDING AND GO AROUND.

The established altitude box for flight operations from Paradise City is 200’ AGL minimum to 500’ AGL maximum. All pilots are advised to set their altimeters to 0’ for all flight operations during the Fly-In. Do not descend below 200’ AGL while in the Class D airspace surrounding Lakeland-Linder Airport (north of Highway 60), and also be aware that at times, helicopter traffic and ride-hoppers will operating above our airspace at 500’ and 700’ AGL. If you observe other air traffic encroaching into our airspace, please report it to Paradise City Advisory Tower as soon as safe to do so on Paradise City CTAF 123.825.

The minimum spacing between aircraft is 500’ and passing other aircraft in the pattern is discouraged. Spacing in-flight is extremely important, so be prepared to vary your speed and please plan ahead. if you must pass, please utilize CTAF freq. 123.825 for advisories and use extreme caution, pass only one aircraft at a time, and pass to the inside of the pattern.

During all flight operations, the point crew will assist in providing safe sequencing for landings and departures, and will work to keep the pattern flowing smoothly. However, it is your responsibility to properly space yourselves. Pattern speeds will vary from aircraft to aircraft, so please adjust your speed accordingly to maintain safe separation. During open flying, we want to promote a safe environment, so please do your part by observing the following rules in the pattern:

NO S-TURNS ON FINAL APPROACH NO LOW OR SLOW PASSES DOWN THE RUNWAY (fixed-wing)

NO TOUCH AND GO LANDINGS (fixed-wing) NO INTENTIONAL DEAD STICK LANDINGS

NO STEEP CLIMB OUTS (30 DEGREES OR LESS) NO BANK ANGLES GREATER THAN 45 DEGREES

DURING ALL FLYING ACTIVITIES, PLEASE CLEAR THE RUNWAY AS SOON AS POSSIBLE. IF YOU INTEND TO TAKEOFF AGAIN, TAXI TO THE REAR OF THE LINE OF WAITING AIRCRAFT, EVEN IF THERE IS A GAP IN THE LINE. PLEASE EXTEND THE SAME COURTESY THAT YOU WOULD EXPECT TO YOUR FELLOW PILOTS

UNDER NO CIRCUMSTANCES WILL FLIGHT OVER THE DISPLAY AND VENDOR AREAS, OR OVER THE CROWD LINE BE PERMITTED. THIS APPLIES TO ALL PARADISE CITY FLIGHT ACTIVITIES DURING THE FLY-IN. A VIOLATION OF THIS RULE WILL RESULT IN IMMEDIATE REVOCATION OF THE FLIGHT PASS AND GROUNDING OF THE PILOT. THERE ARE NO EXCEPTIONS

and Safety Information PATTERNS:

Paradise City operates a rectangular traffic patterns. A right hand pattern is in effect during Runway 8 operations. A left-hand pattern is used for operations on Runway 26.

♦ Standard Pattern - boundaries are: Airside Center Drive to the east; Route 60 tothe south; Hamilton Rd to the west; and our Paradise City grass runway on thenorth.

♦ Extended Pattern - is the same as our standard pattern except the west boundary is located 1/2mile west to County Line Rd.

Extended pattern is suggested for high speed aircraft and during high traffic times for all aircraft. If you as PIC choose to utilize the extended pattern for safety please utilize CTAF 123.825 and coordinate with leading and trailing aircraft. In addition Air Operations may request all traffic to utilize the extended pattern if high traffic conditions are present.

♦ PATTERN ALTITUDE: 500’

CAUTION: DO NOT FLY EAST OF AIRSIDE CENTER DRIVE UNDER ANYCIRCUMSTANCES. THIS IS CRITICAL, BOTH FOR YOUR SAFETY AND FOR THE CONTINUED OPERATION OF PARADISE CITY. PILOTS WHO VIOLATE THIS AIRSPACE WILL, UPON LANDING, BE GROUNDED IMMEDIATELY. THERE CAN BE NO DEVIATION FROM THIS DIRECTIVE.

The transient helicopter flight pattern to the east of Airside Center Drive is 300’ AGL, PLEASE EXERCISE EXTREME CAUTION.

CAUTION: WHEN APPROACHING RUNWAY 8 FOR LANDING, ORWHEN DEPARTING WESTBOUND FROM RUNWAY 26, ALL AIRCRAFT FROM PARADISE CITY MUST BE AT OR BELOW 300’ WHEN ABEAM OF

THE APPROACH END OF RUNWAY 9 AT THE MAIN AIRPORT.

THIS IS AN FAA DIRECTIVE FOR IN-FLIGHT SEPARATION AND COMPLIANCE IS CRITICAL, BOTH FOR YOUR SAFETY AND FOR OUR CONTINUED OPERATION. THERE CAN BE ABSOLUTELY NO DEVIATION FROM THIS DIRECTIVE.

Safety Information Go-Arounds:

♦ f you intend to go-around when approaching the field during Runway 8 operations makeanobvious right turn and break from the final approach leg using a 45 degree right turn (to thesoutheast) just as or just before you get to Medulla road. Maintain or climb to 500’ AGL andmake a 45 degree turn to the left and fly parallel to the runway, South of the drainage ditch.Make a 90 degree turn to the right (south) before you reach the GEICO building, and rejointhe traffic pattern on downwind and fly the remainder of a normal pattern.

DO NOT OVERFLY THE GEICO BUILDING OR PARKING LOTS UNDER ANY CIRCUMSTANCES

Please use extreme caution during this transition back into the main flow of traffic on downwind as all aircraft will be at pattern altitude (500’). (See attached drawing)

When Runway 26 is in use, please use the following go-around procedure. After crossing the intersection of West Pipkin Rd and Yates Roads northbound on base leg for 26, make a 45 degree turn to the left over the access road that runs east and west along the northern edge of the GEICO property.

DO NOT OVERFLY THE GEICO BUILDING OR PARKING LOTS UNDER ANY CIRCUMSTANCES

Maintain 500’ and fly to a point directly south of our campground and just south of the drainage ditch next to our runway. Make another 45 degree turn to the left and fly parallel to the runway remaining South of the drainage ditch at 500’. Immediately after crossing Medulla Rd, make a 90 degree turn to the left (south), and rejoin the traffic pattern on downwind and fly the remainder of a normal pattern. Please use extreme caution during this transition back into the main flow of traffic on downwind as all aircraft will be at pattern altitude (500’).

We request that all pilots make at least one full lap or more around the pattern between landings, to give others a chance to get into the air. This is especially important when the pattern gets crowded.

If the winds change during open flying and a runway change is required, the flag on our tower will change from Green to Red, and the Red strobe light will be turned on. When the pattern is clear and all aircraft have landed, the Red strobe will be turned off and the tower flag will return to Green.

REMEMBER: Under no circumstances will aircraft from Paradise City be above 300’ when abeam the approach end of RWY 9 at the main airport and while on RWY 8 final.

REMEMBER: Under no circumstances will aircraft from Paradise City be above 300’ when abeam of the approach end of Runway 9 at the main airport.

Paradise City Departure Procedure

(Following the close of SUN 'n FUN 2020) 

Special procedures for SUN 'n FUN will be in effect ONLY from 0700-2000 EDT (1100- 0000 UTC) Monday April12th, through Sunday April 18th, 2020.

The waivers for the Paradise City runway and Class D airspace South of Lakeland Linder Regional Airport expire on Sunday evening, April 18 at Sunset (8:00 PM Local time). 

Any and all aircraft desiring to depart from the Paradise City Area on Monday or thereafter, MUST contact the tower for the appropriate clearances using the following frequencies (MHz):

Lakeland ATIS – 118.025 Lakeland Ground -121.4 Lakeland Tower – 124.5 Lakeland VOR – 116.0

If your aircraft is not radio-equipped, please contact Lakeland Tower by phone at 863-648-3305 for taxi and departure instructions.

On Monday morning, April 12th, all aircraft movements revert to the control of Lakeland Tower. No taxiing,

takeoffs or landings on any portion of the airport are authorized without clearance from Lakeland Tower.

Additional Emergency InformationShould an incident occur on our runway, such a disabled aircraft or accident, and we must close the runway, please use the following procedures:

1. As soon as the decision to close our runway is made, departures will be stopped and anAir Ops Volunteer will be stationed at the approach end of the runway. Inbound aircraftwill be waved-off using 2 red paddles. We will also fly the red flag from the tower.

Approaching aircraft will be waved-off during the period of runway closure. Initially, pilotsshould initiate a normal go-around. Following your initial wave off, please fly a normal fly-by pattern (south of the ditch and tree line bordering our runway) and continue to orbitusing the go-around pattern until the runway has reopened.

2. Check your fuel immediately. Since we have no way of knowing how long our runwaymay be closed, this is extremely important. Please plan ahead and be prepared to divertto South Lakeland Airport X49 (CTAF: 122.9) if you are running low on fuel. SouthLakeland Airport is located 4 statute miles South-Southwest of Paradise City. The airporthas a 4,025 ft. turf runway 14R/32L; traffic pattern altitude is 800’ AGL and fuel isavailable. The Paradise City runway will be reopened to orbiting and inbound aircraft assoon as possible, and we will notify South Lakeland when the runway is open.

When the runway is reopened, wave-offs will be discontinued, the tower will raise thegreen flag, and two green paddles will be displayed for a period of time by the volunteer atthe approach end of the runway.

While in the pattern or outside of the immediate area of Paradise City, please be alert for other aircraft that may be having trouble. If you observe another aircraft making an off-field landing please report it to an Air Ops Volunteer as soon as possible. Report the position of the downed aircraft, condition of the aircraft and occupants, if possible, and any signs of distress. This will help enable us to send help and provide other assistance. In some cases, we may ask the pilot reporting the incident to fly back to the location and circle until help arrives.

If you have any problems or concerns during the Fly-In, please talk to an Air Ops Volunteer. We will do our best to help or assist you, if possible. If you are off field or need to contact Air Operations personnel call (239) 333-2447

During the Fly-In, there may be changes to our briefing times or flying schedules. We will announce all changes in advance during our daily flight briefings and through bulletin board postings in our main tent. Please check the bulletin boards frequently during the Fly-In for updates.
