Purpose of Five Star Chapter
Excellence Committee
• Aids chapters in understanding national
excellence requirements in the following key
categories: Membership, Programming, Chapter
Operations, Financial and Community
Service/Philanthropy
• Develops national training curriculum to prepare
future leaders for succession
• Mentors chapters as assigned by the NEB
• Facilitated the Stubbs-Thomas Leadership
Academy Training, during the 39th and 41st
National Conventions
Five Star Presidents Guide
• Eight chapter modules of Chapter President's
Guide:
o The Mindset of a Five Star President
o The Jack and Jill Brand
o Protocol
o Chapter Operations
o Parliamentary Procedure
o Governance
o Technology
o Succession Planning
o Resource List to be used as a reference
Five Star Leadership Guide
• The guide identified the five characteristics for
a successful Jack and Jill leadership:
o Has a servant leader mentality
o Must be knowledgeable.
o Is an effective communicator
o Is a team builder
o Demonstrates commitment

• MEMBERSHIP – The success of an
organization depends on the time, talents, and
treasures that members share with their
members because they are the life blood of
every organization. Therefore, it is crucial to
develop a comprehensive recruitment,
retention and succession plan in order for the
chapter to flourish and succeed in its goals.
• PROGRAMMING – The “Heart” of the
Organization, focuses on effective
programming that contributes to satisfied
members and demonstrates the chapter’s
support of the our aims and goals.

Guide and Series
• CHAPTER OPERATIONS – supports the
education and awareness of the organization
for members.
• FINANCIAL - deals with fiscal accountability.
• COMMUNITY SERVICE/PHILANTHROPHY –
helps chapters assess their impact in the
community; empowers children to strengthen
the community through service and financial
contributions.
Five Star Excellence Submissions
• Chapter Presidents are requested to send
letters of your chapter’s intent to apply for Five
Star Chapter Excellence status to your
respective Five Star representative by
September 30, 2015
• Applications will be accepted in 2016
