FISAgoverns the conduct of certain electronic surveillance activities within the United States andagainst U.S. persons, regardless oflocation, and requires surveillances be authorized by theUnited States Foreign Intelligence Surveillance Court (USFISC), or n certain limitedcircumstances, by the Attorney General. PAA was an interim version of the FISA modernizationlegislation and allowed the DNI and the Attorney General to jointly authorize the acquisition offoreign intelligence information concerning persons reasonably believed to be outside the UnitedStates. FAA is the permanent FISA modernization legislation and is authorized by the USFISC.(TS/INF) FISA includes all NSA FISA (to include Business Records, Large Content &
