special low rates on telephone installations at Civilian Defense control centers, the Torrance city council Tuesday night adopted a resolution asking the State Railroad Commission to grant the concession. Copies will be sent state senators and assem blymen.

In urging the passage of the measure, Police Chief John Stroh pointed out that there would be a considerable saving to the city if the telephone company was allowed to reduce its rates on the control center phone instal- ations which arc only used dur

ing practices and alerts. Other matters transacted by

the council Tuesday night were": A resident at 2334 236th St.,

James R. Wilkes protested that ils garbage can had not been 1 upticd for two weeks and that t is collectors appeared "choosey" n accepting only new tin cans 'or collection. Councilman Nick Ci cci commented : "He's my

lat more or less to needle me." The overdue collection of the Wilkcs' refuse has been takencare of, it was reported.

The unused portion of Fred Hansen's business license will be refunded to him, the council de cided. He requested the refund several weeks ago.

On motion of Mayor Tom Mc- Gulre, the citv'-J fleet insurance was renewed with the Traveler's nsurance Co., for one year, ef
