Social Weather Stations

The First Quarter 2018 Social Weather Survey, done on March 23-27, 2018, found 6.6%

(est. 1.5 million) of families reporting victimization by any of the common crimes (pickpocket or

robbery of personal property, break-ins, carnapping, and physical violence) within the past six

months [Chart 1, Table 1].

This is 1.0 point below the 7.6% (est. 1.7 million) in December 2017, but 0.5 point above

the 6.1% annual average victimization by any of the common crimes for 2017.

Property crime at 6.1%, Physical violence at 0.6%

The March 2018 survey found 6.1% (estimated 1.4 million) of families losing property to

street robbery, burglars (break-ins), or carnappers within the past six months.

This is 1.0 point below the 7.1% (estimated 1.6 million) in December 2017, but 0.5 point

above the 2017 annual average victimization by property crimes of 5.6%.

The survey also found 0.6% (est. 145,000) of families with members hurt by physical

violence within the past six months.

This is 0.2 point below the 0.8% (est. 188,000) in December 2017, and similar to the

0.6% (est. 149,000) in June 2017.

Since 1989, SWS has been asking respondents of each quarterly survey whether any

household member became a victim of street robbery, home break-in, or violence in the past 6

months. In 1992, SWS added motor vehicle theft to its list of crimes specifically monitored.

Victimization by common crimes reported in SWS surveys is much higher than the

number of crimes actually reported to the police.

Except in March 2013 and June 2016 when it was at 10.5% and 11.4% respectively,

victimization of families by any common crime was at single-digit levels from March 2012 to

March 2018. Meanwhile, except in June 2016 when it was 10.9%, victimization of property

crimes was also at single-digit levels from March 2012 to March 2018.

Fewer break-ins and carnapping compared to previous quarter

The March 2018 survey found 2.2% (est. 516,000) of families victimized by break-ins,

down by 1.2 points from the 3.4% (est. 790,000) in December 2017 [Chart 2].

Of families owning any type of motor vehicle, the survey found that 0.5% (est. 51,000)

were robbed of it in the past six months, down by 0.7 points from the 1.2% (est. 108,000) in

December 2017.

The survey also found that 4.6% (est. 1.1 million) of families were victimized by street

robbery during the past six months, unchanged from December 2017.

Fear of burglary, fear of unsafe streets, and presence of drug addicts decline

Since 1985, SWS has regularly included two survey items on whether people in the

neighborhood are usually afraid: (a) that robbers might break into their homes, and (b) to walk in

the streets at night because it is not safe. In 2005, SWS added the item on whether (c) there are

many drug addicts in the neighborhood.

The March 2018 survey found 54% of Filipino adults agreeing with the statement, “In

this neighborhood, people are usually afraid that robbers might break into their houses (Sa

lugar na ito, ang mga tao ay karaniwang natatakot na baka may mga magnanakaw na

makakapasok sa loob ng kanilang tahanan).”

This is down by 5 points from the 59% in December 2017, and similar to the 54% in

September 2017 [Chart 3, Table 2].

The survey found 46% agreeing with the statement, “In this neighborhood, people are

usually afraid to walk in the street at night because it is not safe (Sa lugar na ito, ang mga tao ay

karaniwang natatakot maglakad sa kalye sa gabi dahil mapanganib).”

This is down by 2 points from the 48% in December 2017, and the lowest since the 42%

in April 2016.

The survey also found 40% agreeing with the statement, “In this neighborhood there are

already very many people addicted to banned drugs (Sa lugar na ito, napakarami na ang mga

taong na-aadik sa mga ipinagbabawal na gamot).”

This is down by 2 points from the 42% in December 2017.

Street robberies fall in the Visayas, steady in Mindanao, but rise in Metro Manila and

Balance Luzon

Families robbed of their personal property outside their homes in the past six months fell

by 2.0 points in Visayas, from 5.0% in December 2017 to 3.0% in March 2018 [Charts 4 to 7,

Table 3 to 6].

Quarterly victimization by street robbery was unchanged in Mindanao, 2.7% in

December 2017 and March 2018 alike.

However, it rose by 0.4 point in Metro Manila, from 10.3% in December 2017 to 10.7%

in March 2018.

It rose by 0.6 points in Balance Luzon, from 3.7% in December 2017 to 4.3% in March

2018.

Break-ins fall in all areas

Families who suffered break-ins fell by 2.3 points in Metro Manila, from 5.3% in

December 2017 to 3.0% in March 2018.

Quarterly victimization by break-ins fell by 2.0 points in the Visayas, from 3.7% in

December 2017 to 1.7% in March 2018.

It fell by 1.0 point in Mindanao, from 2.3% in December 2017 to 1.3% in March 2018.

It fell by 0.6 point in Balance Luzon, from 3.3% in December 2017 to 2.7% in March

2018.

Carnapping falls in the Visayas, but rises in Metro Manila; no case in Balance Luzon and

Mindanao

The March 2018 survey found no case of vehicle-owning families experiencing

carnapping in Balance Luzon, down from 1.5% in December 2017.

Since June 2017, the SWS surveys found no case of carnapping in Mindanao, following

the 0.8% in March 2017.

Quarterly victimization by carnapping fell by 0.5 points in Visayas, from 1.8% in

December 2017 to 1.3% in March 2018.

However, it rose by 1.1 points in Metro Manila, from 1.1% in December 2017 to 2.2% in

March 2018.

Cases of physical violence fall in Mindanao and Metro Manila, steady elsewhere

Families with any member hurt from physical violence in the past six months fell by 0.7

point in Mindanao, from 1.0% in December 2017 to 0.3% in March 2018.

Quarterly victimization by physical violence fell by 0.3 point in Metro Manila, from

2.3% in December 2017 to 2.0% in March 2018.

It was steady in the Visayas, at 0.7% in December 2017 and March 2018.

It was also steady in Balance Luzon, at 0.3% in December 2017 and March 2018, the

lowest since the zero incidence in June 2015.

Victimization by street robbery and physical violence rises among women

The March 2018 survey found that among the 4.6% who have been victims of street

robbery, 59% are women and 38% are men [Chart 8, Table 7].

Victimization by street robbery fell by 14 points among men, from 52% in December

2017.

However, it rose by 19 points among women, from 40% in December 2017.

The survey also found more women (50%) than men (43%) having been victims of

physical violence [Chart 9, Table 8].

Victimization by physical violence fell by 18 points among men, from 61% in December

2017.

However, it rose by 39 points among women, from 11% in December 2017.

Since March 2005, victims of physical violence has been typically more men than

women, except in June 2011, September 2016, and March 2018 when the women outnumbered

the men.

Fear of burglaries falls in all areas except in Mindanao

Families fearing burglaries fell by 12 points in Balance Luzon, from 64% in December

2017 to 52% in March 2018. This is the lowest since the 51% in April 2016 [Chart 10, Table 9].

Fear of burglaries fell by 10 points in Metro Manila, from 70% in December 2017 to 60%

in March 2018. This is the lowest since the 57% in April 2016.

It fell by 1 point in the Visayas, from 53% in December 2017 to 52% in March 2018.

However, it rose by 7 points in Mindanao, from 47% in December 2017 to 54% in March

2018.

Fear of unsafe streets falls in all areas except in Mindanao

Families fearing unsafe streets fell by 9 points in Balance Luzon, from 51% in December

2017 to 42% in March 2018. This is the lowest since the 41% in April 2016 [Chart 11, Table

10].

Fear of unsafe streets fell by 4 points in the Visayas, from 53% in December 2017 to 49%

in March 2018.

It fell by 2 points in Metro Manila, from 54% in December 2017 to 52% in March 2018.

However, it rose by 13 points in Mindanao, from 35% in December 2017 to 48% in

March 2018.

Presence of many drug addicts falls in Balance Luzon and the Visayas, but rises in Metro

Manila and Mindanao

The presence of many drug addicts fell by 6 points in Balance Luzon, from 45% in

December 2017 to 39% in March 2018 [Chart 12, Table 11].

It fell by 2 points in the Visayas, from 43% in December 2017 to 41% in March 2018.

However, it rose by 1 point in Metro Manila, from 50% in December 2017 to 51% in

March 2018.

It rose by 3 points in Mindanao, from 30% in December 2017 to 33% in March 2018.

Survey Background

The First Quarter 2018 Social Weather Survey was conducted from March 23-27, 2018

using face-to-face interviews of 1,200 adults (18 years old and above) nationwide: 300 each in

Metro Manila, Balance Luzon, Visayas, and Mindanao (sampling error margins of ±2.5% for

national percentages, and ±6% each for Metro Manila, Balance Luzon, Visayas, and Mindanao).

The area estimates were weighted by Philippine Statistics Authority medium-population

projections for 2018 to obtain the national estimates.

The SWS survey questions about families victimized by common crimes and feelings of

neighborhood-insecurity are directed to an adult respondent. Such items are non-commissioned,

and are always included on SWS's own initiative and released as a public service.

The exact questions on victimization by common crimes are as follows: Ngayon, nais po

naming malaman ang karanasan ninyo at ng iba pang miyembro ng inyong pamilyang nakatira

dito, tungkol sa krimen. Nitong nakaraang 6 buwan, kayo ba o kahit na sinong miyembro ng

inyong pamilya ay naging biktima ng... (Pandurukot o pagnanakaw ng pansariling kagamitan;

Pagpasok o break-in sa tahanan; Pagnanakaw ng kotse o sasakyang de motor o wala kayong

sasakyang de motor; Pambubugbog, pananaksak o iba pang karahasan)? Kung OO: Ilang beses

po? [Now, we would also like to know your experiences and those of other family members

residing here, regarding crime. In the past 6 months, have you or any member of your family

been a victim of... (Pick-pocketing/robbery of personal property; Break-in at respondent’s

residence; Carnapping or no motor vehicle; Physical violence)? IF YES: How many times?].

For those who answered that there have been a victim of pick-pocketing/robbery of

personal property and physical violence in their family, a follow up question was asked: Ano po

ang kasarian ng biktima at edad niya noong nangyari ito sa kanya?[What is the gender of the

victim and his/her age when this happened?]

On feelings of neighborhood-insecurity, the questions are: “Ngayon po, mayroon ako

ritong mga statements o pangungusap na maaaring maglarawan sa nararamdaman o naiisip ng

mga tao ngayon. Pakisabi po kung kayo ay sumasang-ayon o hindi sumasang-ayon sa mga

statements o pangungusap na ito. Pakilagay lang po ang kard na may pangungusap sa

naaangkop na lugar sa rating board na ito. (Lubos na sumasang-ayon, Medyo sumasang-ayon,

Hindi tiyak kung sumasang-ayon o hindi sumasang-ayon, Medyo hindi sumasang-ayon, o Lubos
