Final Report of the Program Area Review Team for
Deer Park, Rosedale and Whitney Review December 13, 2016
RECOMMENDATIONS
The Deer Park, Rosedale and Whitney Program Area Review Team recommends: 1. That Whitney Jr PS remain a JK to grade 6 school and Whitney Jr PS and
Rosedale Jr PS continue to feed into Deer Park Jr & Sr school at grade 7; and 2. That Deer Park Jr & Sr PS explore options to address its accommodation
pressures through: 1. Measures to reduce the number of out‐of‐area students accessing the
school. Potential options include: i. reinforcing the “closed” to Optional Attendance status and not
accept any additional out‐of‐area students ii. engaging in a dialogue with the child care operators regarding
the accommodation pressure out‐of‐area students are placing on the constrained Deer Park Jr & Sr PS site with the intent of reducing out‐of‐area students accessing the school via the child care.
2. Investigating opportunities to create additional instructional space within the existing building
BACKGROUND
The Program Area Review Team (PART) membership was informed that a Local Feasibility Team (LFT), comprising of TDSB Principals, Trustees, central program and planning staff was established to examine potential solutions to the projected accommodation pressures at Deer Park Jr & Sr PS. The schools included in the LFT were Deer Park Jr & Sr PS, Whitney Jr PS and Rosedale Jr PS.
The PART was approved by the Central Accommodation Team on September 22, 2016. The objective of the PART was to continue the work of the LFT in evaluating the proposed scenario of the LFT, by seeking advice and feedback from the impacted parent representatives over the course of 3 working meetings. The PART also presented the proposed scenario to the general public to seek input from the broader community at a public meeting on Thursday October 20, 2016.
First PART Working Meeting At the first PART meeting, an explanation of the role of the PART as an advisory committee was given. The group was provided with the Program and Accommodation Drivers that the LFT used to evaluate the proposed scenario. The Program Area Review Team examined grade changes at Whitney Jr PS in order to maximize the use of space at Whitney Jr PS and reduce Deer Park Jr & Sr PS future accommodation pressure. Enrolments and utilization rates reflecting the status quo and the recommended grade range change are presented in Appendix A. As shown in the projected enrolment, under the status quo scenario, the number of students at Deer Park Jr & Sr PS is expected to continue to grow. A map showing the current junior and intermediate attendance areas and the proposed intermediate attendance areas is contained in Appendix B.

The PART membership reviewed the actual and projected enrolment for each of the schools under the status quo and the scenario being considered. The PART requested that staff report enrolments by JK to grade 6 and grade 7 to 8 totals to better understand the proportion of junior and intermediate students at Deer Park Jr & Sr PS. The PART discussed the number of out‐of‐area students who currently attend Deer Park Jr and Sr PS and Rosedale Jr PS and as a result requested staff to provide more details to review at the next PART working meeting. PART members suggested an alternative option to keep Whitney Jr PS a JK to grade 6 and increase the utilization by extending the school’s boundary to include a portion of Deer Park’s current junior attendance boundary. Staff agreed to model the boundary change option and bring the analysis back for consideration at the next PART working meeting.
Second PART Working Meeting At the second PART meeting, staff reviewed the LFT recommendation again with enrolment reported as requested, JK to 6 and grade 7 to 8 totals. Staff reviewed and answered questions submitted by the Whitney Jr PS council chairs. The questions were related to the possibility of rotary classes, Whitney Child Care, specialty classes, if portables would be required, and number of teachers required. Staff presented the requested Whitney boundary change option to include a portion of Deer Park’s existing junior attendance boundary on the east side of Mount Pleasant Road between Inglewood Drive and Moore Avenue. Based on actual and projected student enrolment and school capacity, the working group recommendation was not to proceed with considering a boundary change option. Staff presented data on the number of out‐of‐area students currently at Deer Park Jr & Sr PS and over the past 5 years. Deer Park Jr & Sr PS has been closed to optional attendance since 2010 and a scenario where all out of area students were removed from enrolment was reviewed and discussed. The majority of out‐of‐area students enter Deer Park Jr & Sr PS through the childcare at JK and through feeder school cohorts at grade 7. A detailed number of out‐of‐area students by each school can be found in Appendix C. Public Meeting The comments and questions posed at the first and second PART meeting informed the content of the presentation at the public meeting. A Community Meeting held on October 20th, 2016 provided an opportunity for parents to provide feedback on the student accommodation options being examined by the PART Team. A summary of the feedback received at the public meeting can be found in Appendix D. A survey was provided at the public meeting and also made available online.

Benefits of JK to 8:
• Reduce transition • Benefits of children remaining in a smaller environment close to home • General agreement of proposed staff recommendation as a solution to reduce the future accommodation pressure at Deer Park
• Good use of existing resources and infrastructure • Kids get a chance to be community leaders and strong sense of belonging at
Whitney Third PART Working Meeting The PART held a third working meeting to discuss the feedback received at the public meeting and develop recommendations. The discussion primarily focused on the information provided regarding the number of out‐of‐area students at Deer Park Jr & Sr PS. The School Representatives on the PART asserted that there are opportunities to address the number of out‐of‐area students as well as potential opportunities to explore creating additional instructional space within the school. The representatives indicated that they could not agree that the changes proposed for Whitney and Rosedale were absolutely necessary at this time. There was discussion that the immediacy of the accommodation pressure at Deer Park had subsided and provided time to explore the other opportunities. There was discussion that additional accommodation pressure at Brown Jr PS would likely require space at Deer Park. The PART membership indicated that Brown was not currently involved in the review and the information required to inform any

recommendation in this regard was not currently available to them. The voting members of the PART came to a consensus based on the information presented through the process to keep the schools status quo and to recommend that the TDSB explore the opportunities to address the number of out‐of‐area students at Deer Park and also opportunities to potentially create additional instructional space. The voting PART members acknowledged that if it was determined that Whitney and Rosedale were required in the discussion about addressing accommodation pressures at Brown Jr PS that they are willing to be part of that process.

ANALYSIS OF PREFERRED AND ALTERNATIVE SCENARIOS
The Program Area Review Team considered 3 options: 1. LFT Proposed Scenario ‐ Convert Whitney Jr PS from a JK to grade 6 junior school
to a JK to grade 8 school; and Rosedale Jr PS would also become a feeder school at grade 7. A grade change to both schools provides more efficient use of existing facilities and reduces the accommodation pressure at Deer Park Jr & Sr PS. In September Deer Park Jr & Sr PS reported approximately 50 students below projection which allowed for greater flexibility for feedback on a potential

implementation year. Design staff have investigated 2 classroom spaces in the basement and determined that changes can be made to enhance their function for instructional purposes.
2. Junior Boundary Change – That Whitney Jr PS junior catchment extend to include the neighbourhood located on the east side of Mount Pleasant Road between Inglewood Drive and Moore Avenue. If a boundary change is implemented, Deer Park would still be over capacity.
3. Status Quo – Whitney Jr PS and Rosedale Jr PS continue to be a feeder school at grade 7 and Deer Park Jr & Sr PS to develop strategies to allow only in‐district students attend the school. In the long‐term, Deer Park Jr & Sr PS future accommodation pressure will continue if measures to reduce out‐of‐district students are not implemented.
SUMMARY OF FINDINGS
There is generally strong support amongst the PART members to remain with the status quo. The PART identified the local Whitney and Rosedale students are not the source of Deer Park’s growing accommodation pressure as there is time to explore strategies within the school that could be adopted to prevent the need for portables. Throughout the course of our discussions, school representatives at the PART working meeting provided feedback and raised several questions about the program and accommodation plan for this community.
The PART recommends pursuing the recommendations contained within this report. SUMMARY OF APPENDICES
