I. Acknowledgements – The City of Colton Electric Vehicle Curbside Charging Infrastructure project received funding from AB2766 MSRC local government match program and South Coast Air Quality Management District EV charging grant as part of the match.

II. Scope of the project- The City of Colton developed a comprehensive electric vehicle (EV) plan that would provide the community infrastructure needs to own, drive and charge in the City of Colton. Part of this plan was seeking funding to provide multifamily apartment dwellers an opportunity to own an electric vehicle if they lived in an apartment complex that did not have EV charging capabilities. The first step was to evaluate if any multifamily units planned to update infrastructure to provide EV charging to residents. The Conclusion of this evaluation was the apartment owners didn’t have the funding to provide this to their renters. As a result the City provided 3 curbside pedestal charging stations, outside of Colton’s largest multifamily apartment complexes with grant funding secured by MSRC and SCAQMD.

Final Selection of the Location of Work and assigned addresses:

905 E Washington Street - Cottonwood Ranch Apartments (388 dwelling units)

1111 RV Center Drive - Nova Pointe Apartments (600 dwelling units)

1095 E Santo Antonio Drive -Casa Mediterrania Apartments (360 dwelling units)

In the original application request for funding was for 901 E Washington Street. This location was going to be selected but RV Center Drive serviced the same apartment complex in a more convenient place to pull power.

Once the curbside EV chargers were installed the City provided marketing materials for renters to know where the EV chargers were located. This included a handout leaflets and a poster for each apartment manager to hang in their laundry rooms.

The overall goal of the project was to provide low income an opportunity to own an EV and charge more conveniently. Second generation EVs are out in the market and with low income State incentives, EV ownership for this customer class has become very affordable.

The City of Colton, owning its own power utility, is proud to be 50% renewable in resource generation by 2018. The Majority of the Cities power comes from solar, wind and natural gas. EV charging in Colton is from clean fuel with no coal generation by December 31, 2017.

Detailed Analysis of the project- The first task was to develop EV charger bid specifications detailing design, performance parameters, as well as technical quality assurance and warranty requirements through the Southern CA Public Power Authority.

An Invitation for Bid (IFB) package was issued to perspective manufacturers of EV chargers and installers. (Contractor) SCPPA on behalf of the City of Colton, reviewed and evaluated all requests submitted by each manufacturer.

Greenlots was selected as the most qualified competitively bid vendor for the project. Pre-Production Meetings began in July of 2016, and were completed in December of 2017. From this date design plans for the EV charger begun. The units ordered for the project were CMI units with convenient credit card charging swiping capabilities. Each unit was safety checked and tested prior to being placed permanently on the curb.

The EV charger units were commissioned by Greenlots to provide back-end monitoring of the units for LCFS reporting for ARB and to be publically connected to the plug share app for EV drivers.

Community outreach to the apartment units was the final step of the project. It is great to install EV charging but without reaching out to the apartment managers the renters potentially would not know what they were or how they can be a benefit to the user. Flyers were developed, in English and Spanish that provided this information to the renters in the apartment complex along with a poster for their laundry facilities:

The only issue that occurred during the completion of the project was the CMI units were backordered taking several months to arrive which was threatening the loss of our match for the MSRC grant. This was resolved by the manufacturer and installers working extra hours to get the job complete. Weather was another factor that delayed installations of the units.

III. Conclusion: This report was submitted in fulfillment of AB 2766/ML16062 and Curbside EV Charging by the City of Colton under the (partial) sponsorship of the Mobile Source Air Pollution Reduction Review Committee (MSRC). Work was completed as of 3/22/17.

The City of Colton Installs New Curbside Electric Vehicle Charging Stations for

Multifamily Dwelling Units

Colton, Calif. — ([Date]) —The City of Colton has installed three curbside electric vehicle (EV) chargers from funding received from the Mobile Source Air Pollution Review Committee (MSRC), under the AB2766 Discretionary Fund local government match program, and South Coast Air Quality Management District (SCAQMD) EV charging grant as part of the match.

“This grant is one of many grants the City has been awarded for the purpose of reducing greenhouse gas emissions in the Great City of Colton,” says Mayor DeLaRosa.

The City of Colton had already installed EV chargers strategically placed near hospitals and entertainment areas. The addition of multifamily EV chargers provides an opportunity for apartment residents who wouldn’t have the ability to charge to now have the option of owning their own EV. With the new market of preowned EV’s available and rebates for low income families, ownership of EVs can be a reality for all.

SCAQMD is the local agency with the primary responsibility for regulating stationary source air pollution within the geographical area of AQMD in the State of California. SCAQMD is authorized under State Health & Safety Code Section 44225 (AB 2766) to levy a fee on motor vehicles for the purpose of reducing air pollution form such vehicles to implement the California Clean Air Act.

AB2766 further mandates that 30% of such vehicle registration fees be placed by SCAQMD into a separate account for the sole purpose of implementing and monitoring programs to reduce pollution from motor vehicles. AB 2766 creates a regional Mobile Source Air Pollution Reduction Review Committee (MSRC) to develop a work program to fund projects from the separate account for the sole purpose of implementing and monitoring programs to reduce air pollution from motor vehicles.

The City of Colton Electric Utility has developed the “Recharge Colton” EV program for new EV owners that includes a special EV rate and rebates for upgraded level II chargers installed in their home.
