ItismypleasuretopresenttheannualreportofJanvikasfortheyear2013-14,highlightingthevariousinterventionsofJanvikasduringtheyear.OneofthekeyrolesofJanvikashasbeentoinitiategroundlevelprocessesasresponsetotheprevailingreality.Thesegroundlevelinterventionsinfuturecananddotakeshapeofanorganization.OnesuchinterventionofworkingwiththeInternallyDisplacedPersons(IDPs)duetoGujaratviolence2002istakingshapeofanorganizationcalled“Buniyaad”.AnotherunitcalledParyavaranMitra,whichhasbeenworkingasanautonomousentityisnowalsobecominglegallyindependent.Athree-yearroadmapofParyavaranMitrahasbeendevelopedanditisexpectedthatParyavaranMitrawillbecomeafullyindependentinstitutionbytheendofthreeyears.PrimaryroleofJanvikashasbeentosetupandbuildissue-basedinstitutions.However,suchinstitutionscanonlybebuiltaroundcompetent,committedandapassionateleadership.TheleadershipofParyavaranMitrahasstoodthetestonthesethreegroundsandisnowconfidentofleadingthejourneyindependently.WehavesimilarhopeswithBuniyaadwhichstillhastocoveralongjourneyfrombecominganorganizationtoanindependentinstitution.
ThefirstphaseofourworkoneradicationofmanualscavengingthroughCBOsin5states,whichwassupportedbySirDorabjiTataTrust,hascometoanend.Someofthekeyachievements/impactsandlearningsderivedfromtheprojectneedmention.
::TheapproachofstrengtheningCBOsandmakingthemtakeprimaryresponsibilityofworkingontheissuewiththeirowncommunityhasworkedwellintermsoferadicationofmanualscavenging,empoweringthecommunityanditsleadership,grassrootadvocacyandfacilitatingalternatelivelihood.• Communitybasedsustainablemodelslike
educationsupportcentres,monitoringsystemsofPHCs,useofsafetyequipmentsetc.,havebeenwellestablishedandareoperational.
• HumanandInstitutionalDevelopment(HID)supportprovidedbyJanvikasHIDRCthroughtrainingandhandholdingsupporthascontributedinstrengtheningtheCBOsandtheirleadership.
• SignificantachievementshavebeenmadewithasmallbudgetbetweenRs.2lakhand5lakhperannumofeachCBO.Toillustrate,all12CBOstogether.o liberated1300manualscavengers,o 2439scavengershavegotalternatelivelihoodwithguidanceandsupportofCBOs,
o 48communitybasededucationsupportcentresareoperationalwith1920children,
o 142governmentschoolsaremonitoredbyvoluntaryleaders,
o 3065childrenweresupportedtoaccessscholarships,
o 6183peopleweresupportedinaccessinggovernanceschemes,
o 3944sweepersareusingsafetyequipments,o 683peoplegothousingrights.
andmanymorequantitativeachievementsapartfromprocessrelatedachievements. JanvikasplanstoupscalethisprogrammewiththesameapproachandwantstoengagewithandstrengthenmanymoreCBOsontheissueofmanualscavenging.Raisingfinancialresourcesisstillachallengeforthisintervention.
Ourprogrammeon“EnhancingEmployabilityamongYouth”hadfocusedondevelopingvocationalskillsneededfortheservicesectorandfacilitatingjobplacementoftrainedyouth.Since2006,wehavetrained5437youthfrommarginalizedcommunitiesandfacilitatedplacementof3765youth.TheseplacementshavebeenlargelyinbigcitieslikeAhmedabadandVadodara.However,sincethelasttwoyears,whenwestartedenrollingruralandsmalltownyouth,werealizedthattheissueofplacementinbigcitiesisamajorchallenge.Wealsorealizedthat

Intheabovecontext,wedecidedtofocusonself-employmentfortheruralandsmalltownyouth.Wewillcontinuevocationaltrainingandplacementforyouthinbigcities.
OurworkonHIDsupporttoorganizationsandindividualscontinues;asmentionedinourearlierannualreports,wehavebeenfocusingonstrengtheninggrassrootsmallNGOs,CBOs/People’sOrganizationsandcommunityyouthleaders.WedosupportotherNGOsandissuebasednetworksbutitislargelydrivenbydemand.
WehavealsoundergoneODprocesswithinJanvikas(1)torevisitourvision,missionandstrategies,inthechangingsocio-eco-politicalandcivilsocietycontextand(2)todevelopandstrengthencollectiveleadershipofJanvikas.Wehavetakenconcretestepstostrengthenourleadershipbothattheprogrammeandatorganizationallevel. TheAnnualReportcoverstheactivities/effortstoEnableAccesstoQualityPrimaryEducationin
GovernmentSchools,EnhancingEmployabilityandLeadershipamongYouth,EradicationofManualScavenging,WorkwithInternallyDisplacedPersons(IDPs),StrengtheningEnvironmentalSustainability(ParyavaranMitra),HumanandInstitutionalDevelopmentResourceCentre(HIDRC),GovernanceandFinanceDepartment[whichisnowajointunitofJanvikasandCentreforSocialJusticeasGovernanceandFinanceServices(GFS).

Janvikasstartedasatrainingandsupportorganizationin1987andistodayrecognizedasaleading‘OrganizationDevelopmentInstitute’,formingastrongcoalitionofvaluebasedorganizationsinthesocialdevelopmentfield.JanvikasisrecognizedasaNationalResourceandSupportOrganizationknownprimarilyforsettingup,supporting,incubatingandnurturingstrategicdevelopmentinterventionsinresponsetoemergingsocio-economic-politicalrealities.Overthelast27years,Janvikashasgrownintoawebof12decentralizedautonomousinstitutionswhichstartedasprogrammes/supporttoyoungprofessionalsand/orcommunityleadersofJanvikas.
TheoverallgoalofJanvikasis‘to contribute to building/strengthening a just, democratic and secular society and to bring about concrete and sustainable changes in the lives of the poor, marginalized and disadvantaged communities’.ThegoalofJanvikasisfulfilledthroughthefollowingstrategicroles:
• HumanandInstitutionalDevelopment(HID)supporttograssrootorganizations,individualsandissuebasednetworks.
• Settingupandspinningoffissue-basedinstitutionsledbycommittedyoungprofessionalsand/orcommunityleaderstoworkwiththemarginalized.
• Enhancingcapacitiesofdifferentlevelsofpersonnelindevelopmentorganizations
• Developingandcapacitatingleadershipincivilsocietyorganizations.
• Initiatingandstrengtheninggrassrootinterventionsinresponsetotheemergingreality.
• Institutionalresponsetonaturaldisastersandtostructuralviolentconflicts.
Janvikas’s direct interventions through different programs and units address the following issues:
• Castebaseddiscriminationwithspecificfocusonmanualscavengingacross5states.
• RightsofInternallyDisplacedPersonsduetocommunalviolenceof2002andjusticeforviolenceaffectedpeopleofGujarat.
• MonitoringandadvocacyforproperimplementationoftheRTEAct2009andimprovingthequalityofeducationinselectedgovernmentschools.
• Monitoringandadvocacyforproperimplementationofenvironmentallaws,advocacyfornewpoliciesandjusticeforaffectedpeopleduetoviolationsofenvironmentalandlandlawsbyindustries
• Conflicttransformationamongtheyouthofmarginalizedcommunitiesthroughyouthdevelopment,strengtheningtheirlivelihoodsecurityandbuildingacitizenshipperspective.
• Humanandinstitutionaldevelopmentofcivilsocietyorganizationstoimprovetheirinternalgovernance,todevelopleadershipatvariouslevels,tobemoreeffectiveandrelevant.

OURCONSTITUENCY (thegroupsweworkwith)
Janvikas in its direct interventions has always targeted populations of marginalized communities across all age groups – children, youth, adult men and women in productive phase of their lives. Thus, it works with:• Dalits: Thecommunitiestreated/considered
untouchablesinIndiancastesystemareknownasDalits.UndertheIndianConstitution,thesecommunitiesarelistedasScheduledCastes(SCs).TheSCpopulationinIndiais16.6%,whichdoesnotincludeDalitChristiansandDalitMuslims.SomeoftheDalitswhoconvertedtoChristianityandIslamarenotincludedinthelistofScheduledCastes.JanvikasworkswithallDalitswhohavebeenconsidereduntouchables.TheDalitsacrossIndiahavebeenfacinguntouchability,atrocities,noorlittleaccesstosocio-economicrights,andexclusionfromdevelopmentprocessatalllevels,separatehabitationandthemostinhumanpracticeofmanualscavenging.Withrapidurbanization,thepracticeofmanualscavengingcontinuestoexistandgrowacrossthecountryinspiteofthelawprohibitingsuchpractices.Workofsweepingandmanualscavengingisstillacaste-basedoccupation.
• Muslims: Post 2002,JanvikashasbeenworkingwithMuslimsinGujaratthroughdifferentgrassrootinterventions,HIDsupporttoindividualMuslimyoungleadersandCBOs.
• internally Displaced Persons (iDPs):Afterthecommunalviolencein2002asignificantnumberofpeoplewerecompelledtoleavetheirhomesandtheycontinuetoliveinresettlementcoloniesasInternallyDisplacedPersons.Severalrightsareviolatedconsequently–housing,livelihood,educationanddevelopment,accesstoservicesofhealth,sanitationetc.,becauseofthisforcedeviction.
• Children: FocusofJanvikas’directinterventionswithchildrenemergedfromthearticulationandvisibilisationofthechallengesfacedbychildrenfromthemarginalizedcommunitieslikeIDPs,ManualScavengers,Dalitsetc.inaccessingeducationservicesandfacilities.Thefocusofalldirectinterventionistoensurechildrightsofchildrenfromthemarginalizedcommunities.
• Youth: Theyouthformcloseto20%ofthecountry’spopulationaccordingtotheCensus2011.Howeverasacategoryofpopulation,thereislittleattentiontotheneedsofthisagecohortandthusthereareseveralunmetneeds(education,skillbuilding,livelihood,healthandreproductiveservicesetc.)andvulnerabilitiesthatneedtobeaddressed.Duringcommunalviolence2002,itwasobservedthatlargenumberofyouthbelongingtomarginalizedcommunitieswereinstrumentalizedandvictimized.JanvikashasinitiatedalongtermprogrammecalledYouthDevelopmentandConflictTransformationtoaddresstheissuesofmarginalizedyouth,todevelopperspectiveofsecularismandequality,andtodevelopleadershipamongtheyouth.
• Women: Asagroup,womenfacediscriminationandseverebroad-spectrumrightsviolationsinbothpublicandprivatespaces.Thewomenfromthemarginalizedgroupsfacetripledisadvantages–ofgender,ofcasteandofpovertyfurtherincreasingtheirvulnerabilities.Workingonissuesofwomenhasevolvedfromandmergedintoourotherprogrammes.

Overtheyears,Janvikas’sinterventiononprimaryeducationhasshifteditsfocustoincreasingaccessandimprovingqualityofeducationingovernmentrunprimaryschoolstobenefitchildrenofmarginalizedcommunitieswhonormallyattendtheseschools.Theinterventionsandinitiativesunderthisprogrammeareorientedtomakethegovernmentschoolsfunctionalbymakingthemaccountable,interveninginthefunctioningofschoolstoimprovetheirquality,makingthecommunityawareandresponsivetowardsensuringthattheschoolsarefunctionalandensuringthatthechildrenfromthemarginalizedcommunitiesenjoyuninterruptedaccesstotheirrighttoeducation.Whilethefocusonrighttoeducationisaprogrammeinitself,educationalinterventionsarealsomainstreamedintootherprogrammesoftheorganization.
Duringthereportingperiod,anewinitiativeinAnjarblockofKutchwasstartedandUdaanMeghdhanushPrimarySchoolinPanchmahalshasstartedplanningformakingitasustainablemodelschoolthroughcommunitysupport.
Monitoring and advocacy for proper implementation of RTE to improve the functioning of the government schools through Jan Adhikar Manch: Janvikasinitiatedthe“Campaign on Right to Education” throughtheJan Adhikar Manch (JAM),acollectiveoforganizationsworkingontheissueofpeaceandcommunalharmony.Thefocusin2013-14wasonensuringeffectiveimplementationoftheRTEAct,advocacyforbasicfacilitiesinMuslimconcentratedareasandpeacebuilding.FollowingorganizationsareactivelyinvolvedinvariousinterventionsofJAM:
• Parwaaz • niswan• sahyog • Janvikas TheenactmentofRightofChildrentoFreeandCompulsoryEducationAct,2009(commonlyknownasRTEAct)waslandmarklegislationinIndia.HopeswerepinnedontheActasthestatusofprimaryeducationinIndiawasdeterioratingwithtime.TheActshowedrayofhopeforhundredsofthousandchildrenasthisActempoweredthecommunitytotakethereinsofthegovernmentrunprimaryschoolsintheirhandsandmakeitfunctionwell.Butevenafterthreeyears,theissuesofqualityofeducation,inadequateinfrastructure,skewedPupilTeacherRatio(PTR)andlethargyofadministrationindealingwiththeloopholesandproblemsofMid-DayMeal(MDM)etc.remainasmainchallenges.
Since2010,JanvikashasbeenactivelyinvolvedinmonitoringtheimplementationofRTEActbytakinginitiativestoincreasetheaccessandimprovethequalityofeducationformakinggovernmentprimaryschoolsaccountableandcreatingabetterlearningspaceforthemarginalizedchildren.TheconceptofyouthEdu-leaderswasinnovatedbyJanvikastostrengthenthemonitoringofimplementationofRTEAct.TheEdu-leaderisalocalvolunteerwhotakesresponsibilityofimprovingtheconditionoftheprimaryschoolinhis/herarea/villageandactsasacatalystforcommunityparticipation.In2013-14,302Edu-leadersweretrainedandareactivelyparticipatinginmonitoringandresolvingissuesintheschoolsintheirvillages/areaondailybasisandalsotakeupissuesrelatedtoschoolinfrastructure,regularlyinteractandbuildcapacityofSMCmembersandcreateawarenessamonglocalcommunityontheissueofeducation.

HIGHLIGHTSOFTHEYEAR• Theyearstartedwithpublishingareport“Status
ofImplementationofRighttoEducationAct-2009inGujarat:AStudyof506Governmentprimaryschools”whichisanoutcomeofastudyconductedbyJanAdhikarManch(JAM)partners.ItreportsonthestatusofprimaryschoolsinGujaratonthefollowingvariables:
o Physicalinfrastructure(drinkingwater,sanitation,roomproportionatetostudents,computerfacilities,library,playground,compoundwall,MDMfacilities,)
o Personnel-Humanresources(adequacyofteachers,teachersformathematics,scienceandsocialscienceinhigherprimarylevel)
o Qualitativeaspects:qualityofMid-Day-Meal(MDM)anddiscrimination,regularityofteachers,teacherstrainings/capacities,etc.
• Fivenewschools(2eachinAhmedabadandKutchand1inMehsana)weresanctionedbytheGovernmentduetoconstantrepresentationandpersistenceofEdu-leadersandSMCmembersunderJanvikaseducationteam’sguidance.
• Around80schoolsinKhavdaandNakhatranaregionsofKutchhavestartedfunctioningwell.
• Infrastructuralissueslikedrinkingwater,toilets,MDMrelatedissues,regularityofteachersetc.weresolvedduetointerventionofEdu-leadersinabout200schools.
• InPanchmahal,33applicationsrelatedtoinfrastructuralproblems,humanresourceissues,schoolmanagementetc.weremadetodistrictandstateofficialsbyEdu-leaders.Janvikasteamisfollowinguponeachoftheapplicationtoresolvetheseissuesofschools.
InSumraporvillageinKutchaschoolbuildingwas in dire need of repairs. The SMC hadinformed the District Authority about thesame by sending a resolution passed inthe SMC meeting but due to negligence ofauthorities, nothing happened. Finally thepart of ceiling collapsed and two childrenwereseriouslywoundedintheaccident.JAMtookupthe issueandfinallyafter facilitatingNCPCRvisit,Governmentordereddemolitionof old building and new school building isunder construction. The two children whowere seriously injured in the accident werealsonotgivenpropermedicaltreatmentandcompensation, which was taken up by JAMwiththeAuthorityandfinallyboththechildrenhavebeengiven freemedical treatmentandcompensation.
• Duetoconstantrepresentation,teacherswerepostedorregularisedin20schoolsinKutchmakingtheschoolsfunctional.
• WecreatedawarenessforreconstitutionofSMCsinKutchandPanchmahalandinabout100schoolsthroughseriesofawarenessprogrammes,throughEdu-leadersandcommunityleaders,properprocesswasfollowedtoreconstitutetheSMCs.
• WeensuredthatMDMandtransportationfacility(wheretheschoolisawayfromvillage)isprovidedtothechildrenaspertheRTEnorm.DuetoconstantmonitoringandrepresentationsmadebytheEdu-leadersandSMCmembers,children’sattendancehasgoneup,SpecialTrainingProgramme(STP)classesforthosewhowerenotinschoolshavebeenstarted,andtransportfacilityhasbeenarrangedforthechildrentogotoschool.ThereisasignificantimprovementinfunctioningoftheschoolspostNCPCRvisitandconstantadvocacybyEdu-leaders.

One of the partners of JAM, Sahyog filedPublic Interest Litigation (PIL) against thegovernment for not providing transport tothechildrenforgoingtogovernmentschoolsas per the RTE norms. The organization haswon the case, and the children in their areaaregoingtoschoolinvanprovidedbyschool.
• InSanklitnagarprimaryschoolinAhmedabadtherewasnoshedforcookingMid-DayMeal.AfterlotofeffortsbytheEdu-leader,itwasfinallysanctionedandwasconstructed.
• InBapunagarwardofAhmedabad,thebuildingofUrduschoolno.5and7wasdamagedduringearthquakein2001butthelocalofficialswereneglectingtheissue.Finally,duetointerventionofJAM,buildingrepairisbeingundertakenandchildrenhavebeentemporarilyshiftedtoschoolno.6tofacilitatethework.
• 83childrenofSTPclassinVishalaCircleareaofAhmedabadwereadmittedinBhataPrimarySchoolandtransportationfacilitywasprovidedbythegovernmentduetoconstanteffortsofJAMpartners.
• In2schoolsinAhmedabad,watertankswereconstructedafterprolongedfightbytheEdu-leaderswiththelocalmunicipalbody.SimilarlyinoneschoolinSabarkanthadistrict,watertankwasconstructedinschool.
• Rs.5.89croresweresanctionedfortotalreconstructionofGovernmentschoolatMehsana
• 17dropoutstudentsenrolledin10thclassinNationalInstituteofOpenSchooling(NIOS).
• 23childrenfromValmikicommunitywereenrolledingovernmentprimaryschoolinAhmedabad
• 6children(including2girls)enrolledinhostelinSanandandinGandhiAshram,Ahmedabad.
Improve the quality of education imparted in government schools:
FromMay2013,Janvikashasinitiatedaneducationqualityenhancementprogrammein18GovernmentPrimarySchoolswithsupportfromWelspunFoundationforHealthandKnowledge,theCSRarmofWelspunLtd.Thisprogrammecovers14villagesand18schoolsinAnjar,MundraandGandhidhamBlocksofKutchdistrict.Themaincomponentsoftheprogrammedealwithqualityenhancementthroughvariousextra-curricularandco-curricularactivitieswithchildren,strengtheningofSMCsandcommunityinvolvementinrunningofschoolsandTrainingofTeachers.Janvikashasidentifiedandtrained14Edu-leaders,whohavestartedmonitoringtheschoolintheirvillages.JanvikashasalsodevelopedspecialworkbooksonMathematics,Environment/SocialScienceandGujaratilanguageforclass1sttoclass5thstudents,whichweredisseminatedandusedwithallthechildren(about3,500)in18governmentschools.Apartfromthat,5one-dayChildren’sCampswereconductedwithvariousthemessuchassciencecorner,artandcraftcorner,activitycorneretc.Useofsubjectbasedfilmswasalsooneofthekeyfeaturesoftheinterventionlastyear.Inalltheschools,4-5filmswerescreenedforchildrenindifferentstandards.

Udaan Meghdhanush Primary School, Kalol:UdaanMeghdhanushPrimarySchoolwasstartedin2006tocatertotheneedsofchildrenoffamiliesdisplacedduring2002riots.Sincethen,theschoolhasbeencateringtoabout200childreneveryyear.Intheacademicyear2013-14,atotalof193childrenpursuededucationinstandard1to5.Theschoolisopenandaccessibletoallchildrenwhowishtogetqualitylearningataffordablerates.Thehighlightsoftheschoolintheyear2013-14areasunder:
o AnadvisorycommitteeundertheChairmanshipofProf.J.S.Bandukwalahasbeenformedtoincreasecommunityparticipationinmanagementandfunctioningoftheschool.
o Ithasbeendecidedtoextendtheschooluptostandard8,makingitacompleteprimaryschool.Asafirststeptowardsthis,anapplicationtoaddStandard6fromacademicyear2014-15hasbeenmade.
o UdaanMeghdhanushPrimarySchoolmeetsallthestandardsasprescribedintheRTEAct2009.
o Communityhasbegunmakingdonationsincashandkindforthemaintenanceandupkeepoftheschoolaswellasprovidingforchildrenlikedonationoflunchboxes,ROplantfordrinkingwateretc.
o A5dayteacher’strainingon‘DiversityEducation’wasconductedatJanvikasTrainingCentreinAhmedabadduringDiwalivacation
o 139childrenstudyingintheMeghdhanushschoolreceivedpre-matricscholarshipofRs.1,000/-forchildrenofminoritiesunderthePrimeMinister’s15pointprogramme.
o Duringtheyear,childrencelebratedimportantfestivalswithgreatenthusiasm.Thisincluded,RakshaBandhan,Navratri,Diwali,Christmas,NewYearetc.alongwithIndependenceDay,Teacher’sDay,RepublicDayandAnnualDaycelebrations.

JivanTalimProgramme-EducationCentresinKutchDistrict:UndertheJivanTalimProgramme,Janvikashadestablishedcentresinvillages/areaswheretherewerenoprimaryschoolsorschoolswerenotfunctionalduetoabsenceofteachersorlackofinfrastructure.Thecentersalsoprovidedadditionalinputstochildrenstudyinginthegovernmentschools,helpedteachersinlearningnewmethodology,andovercomelanguagebarrierswiththehelpofEdu-leaders.TheconstantadvocacyandstrictmonitoringhaveyieldedexcellentresultsinKhavda(Bhuj)andNakhatranablocksofKutch.Outof17centresthatwerebeingrun,15werecloseddownin2013aschildrengotadmittedingovernmentprimaryschools.Thiswaspossiblebecauseteachersbecameregularandnewschools/STPclassesbeingstartedbygovernment.NowonlytwocentresarebeingrunbyJanvikas. TwoJivanTalimcentresarebeingcontinuedforthetimebeingbutassoonasthechildrensecureadmissioningovernmentschoolsnearby,thesewillbeclosed.InKutch,theJivanTalimstaffnowworksfortheeducationcampaignandtheyconductvariouschilddevelopmentactivitiesinschoolsalongsideregularrightsbasedwork.Overtheyears,theyhavedevelopedexcellentrapportwiththecommunityandalsotheschoolstaffandhaveaccesstoclassroomswheretheyusetheirskillsandknowledgeinimpartingvaluebasededucation.

YouthDevelopmentandConflictTransformation(YDCT)programmewasinitiatedinyear2006-07basedonourexperienceofengagingwithyouthpost2002.Theprogrammefocusesondevelopingperspectiveamongtheyouthaimedatbuildingtheirunderstandingontheissuesofcaste,gender,communalism,povertyandpromotingthevaluesofequality,diversityanddemocracy.Italsodevelopsskillsamongyouthtoaddresstheirissuesofemployment.Atthesametimetheprogrammecreatesspacesforyouthfortheirentertainment,recreation,sportsetc.Asaprocess,theprogrammebringstogetheryouthfromdiversecommunities,facilitatesintegrationofvaluesinthecourseofvariousactivitiesamongyouth,buildsunderstandingofvariousconflictsandtheirresolution.Itwasrealizedtwoyearsagothataddressingissueofemploymentamongyouththroughvocationalskilldevelopment,vocationalguidanceandfacilitatingjobplacementneedsaseparateteamandawelldesignedprogramme.Inthiscontext,interventiononenhancingemployabilityamongyouthisbeingseparatelymanaged. Thedesignoflivelihoodprogrammeisbasedonorganizationallearningthatemergedwhileworkingwithyouthfrommarginalizedcommunitiesonyouthdevelopmentactivities.Theobjectiveoftheprogramme,whichbeganfrom2011,istostrengthentheemployabilitythroughvocationaltrainings,guidanceandjobplacements.
The achievements at a Glance 2013-14
• Thetotalnumberofyouthgivenvocationaltrainingsis807.
• Thedroprateduringtrainingwasonly6%
• 47%(379)ofthetotaltraineesarewomen/girls.
• 87%ofthetotalenrolledtraineesarefrommarginalizedcommunities(SC,ST,OBCandMinority).
• 56% (449) of the total trainees were successfully placed in jobs.
• Main reason for seemingly low job placement is 10% of the trainees who completed the training, did not want to do a job. The other reasons were family problems, further studies or being underage etc.
• The main employers of our trainees have been call centers and hospitals. Around 27% of our trained youth got employed in call centers and 24% got employed in Hospitals.
• 58%oftheplacedyouthgotstartingsalaryintherangeofRs5000-7000/-permonth.

Effortsweremadetoexperimentwithothersectors,likeserviceindustry,constructionindustry,manufacturingsectoretc.tobroadenthescopeoftheprogramme.However,wesoonrealizedthattheentireindustryoperatesoncontractlabourandtherewasnospaceforthevocationalskilltrainers.WetriedwithanichecourselikeHotelManagementwhereinweaffiliatedwithTheGrandBhagwatitoprovidetrainingsandplacementstoouryouth.However,thecoursedidnotappealtotheyouthforvariousreasons(longduration,lackofglamourorprestige,etc). OurinterventioninconstructionindustryincollaborationwithLarsenandToubroalsodidnotserveourpurposeofempoweringyouthwithabetterstandardoflivingastheposttrainingplacementwasdoneacrossthecountryatdifferentsitesofL&T. FacultyDevelopment: Theroleofthefacultywasexpandedfrombeingonlytrainerstocentrecoordinators.Differenttrainingsessionswereorganizedwiththefacultyandsupervisorsonimprovingtheirefficiencyandqualityoftrainingsimpartedbythem.ThereweretwoToTsandaparticipatorytrainingonunderstandingtheenrolmentmethodsandtoolstobeusedforeffectiveenrolmenttrainingandplacementprocesses.
MISfortheProgramme: Aoneandhalfdaymeetingisorganisedinthefirstweekofeverymonthtoreviewtheprocessesandresultsachievedinthepreviousmonthandplanforthecomingmonth.Apartfromthese,othermonitoringsystemsareasfollows:
• Weeklycallstoeveryfacultymembertotakeweeklyupdates.
• Halfmonthlymeetingofprogrammemanagementteam.
• Monitoringvisitsbyprogrammeleader,placementofficers.
Observations, Learnings and Challenges:
Followingarekeylearningsfromvariousprocessesfollowedandexperiencesinvariousaspectsoftheprogramme.
• Enrolment:Astrategicchangethisyearledtoimprovementintheenrolmentsascomparedtolastyear.Thetrainerswereassignedtheresponsibilityofenrolmentandbuildingarapportwiththecommunitythisyearasagainstthepreviousyearwheretheyweregiventargetstoachieve.
• Placement:Ahugegapbetweenurbanyouth’sexpectationsfromajobandindustryofferingsofajobwasobserved.Theyouthareinsearchofquickmoneyanddonotconsiderthelong-termbenefitsorprospects.Secondly,theirexpectationsaretoohightoacceptentry-leveljobsandtheyarenotreadytostartsmall.Andironically,thoughtheyouthdesirebigsalariestheyarenotdedicatedtoworktowardsgettingit.
Againstthis,theruralyouthfacethechallengesarisingfrommigration.Thesalariesonentry-levelpositionsdonotaffordthemalifeofdignityandcomfort,ascomparedtotheirlivesinthevillages.
Anotherobservationwasthattheindustryoffersthesamesalarytotrainedyouthasitofferstoanyotherfresheroruntrainedyouth.Howeverwerealizedthatthevalueaddofourtrainingisthatthoughthetrainedanduntrainedyouthgetthesamelaunchpad,theirtrajectorydiffersvastlyandourtrainedyouthtendtohaveasteepergrowthpath,theuntrainedyouthgrewintheircareerataslowerrate.

Training:ThetrainingmodulesweredetailedoutandvalueandperspectivebuildingwasbuiltintorunthroughthecourseinlinewithJanvikas’overallgoalsandvalues.Extensivetrainingoftrainersandmonthlymeetingswereconductedtoensureproperimplementationofthemodulesandevaluateandsolvetheproblemsthatcomeupintheactualimplementationofthecoursewithmutualsharingandlearning.Trainersalsolearntbyexperiencesharinginthesemeetings.
Toensureproperfunctioning,achecklistforassuringqualitywasdevelopedwhichwasrevisitedbywhoevermadeavisittothecenters.
Themajorchallengeintheprogrammewasthatthetrainersappointedweretooyoungandinexperiencedtotakeupsessionsoflifeskills.Lifeskills–whichwasthemostsignificantpartofourcourse,wassidelinedgraduallyandtheparticipantsgotonlythecontenttrainingsansanyvalueorperspectivegrowth.
However,wegrowonlybymakingmistakes,hencelearningfromourmistakeswehavedecidedtobuildaspecialin-houseteamthatwilltakelifeskillslecturesinallourcentres.Thisteamwillbespeciallytrainedinsuchactivitiesandmotivationbuilding.

ThevocationalskilltrainingandjobplacementprogrammeofJanvikasisbeingimplementedsince2006inVadodaracityfortheyouthbelongingtodisadvantagedcommunities.Itwasupscaledto20smallandmediumsizetownsandtwobigcitiesacross7districtsofGujaratwithsupportfromSirRatanTataTrust.InthelasttwoyearsJanvikashastrained1003youthandplaced491youthinservicesectorjobs.Outoftotaltrainedyouth514belongtobigcitiesi.e.AhmedabadandVadodara;whereas438youthwerefromsmalltownsandvillagesaround.Theupscalingofthisprogrammewasfocusedonreachingouttodisadvantagedandemploymentseekingyouthlivinginsmallandmediumsizetownsandvillagesaroundthosetowns.
Ourexperiencehasledustorethinkourstrategiesofworkinginsmallandmediumsizetownsontheissueofstrengtheninglivelihoodsecurity.Werealizedthatvocationalskilltrainingsandjobplacementinsmalltownsisnotaviableoptionduetolackofindustriesandopportunitiesforemployment.Otherobservationsare:
• Theexpansionofservicesectorisconcentratedtobigcitiesonlyi.e.Ahmedabad,Vadodaraetc.Henceservicesectorjobsinsmallandmediumsizetownsareveryfewandarepoorlypaidcomparedtobigcities.
• Servicesectorfacilitieslikefinancialservices,insurance,healthservices,agro-servicesetc.reachingouttosmalltownsandvillageskeeptheirbaseinnearbybigcities.
• Youthinvillagesandsmalltownsarenotwillingtooptfortraditionallivelihoodoptionsastheiroccupationsduetovariousreasonsi.e.growingconsumerism,influenceofmediaandcommunicationmediums,andrejectionofhardphysicallabourworketc.
• Thereishugemismatchbetweengrowingaspirationsofyouthandtheavailabilityofjobopportunitiesinsuchplaces.
• Youthfromsmalltownsandvillagesfinditdifficulttomigratetobigcitiesasthesalariesinentryleveljobsareinadequatetosurviveinbigcities.
• Anotherreasonforresistancetomigrationisculturalshock.Ifcompelled,theyliketomigrateinagroupi.e.migrationofconstructionlabourers;andwouldprefertoliveinsameculturalgroups.
Basedontheseexperiencesandourmarketassessmentswere-strategizedtoconcentrateontrainingyouthtosetupmicro-unitsfor/ofself-employmentwhichwillensuretheirlivelihoodsecurity.Followingistherationalebehindthis:
o Janvikasdoesnotbelieveinpromotingdistressmigration.Hence,wedonotencourageyouthfromruralandsemi–urbanareastomigratetobiggercitieswheretheyenduplivinginacutesocialinsecurityandsubhumanlivingconditions.Webelieveinstrengthening/developinglocalandsustainablelivelihoodoptions.Preparingyouthforself-employmentisaninitiativeinsuchdirection.
o Increasingnumberofpeoplearereachingouttosmalltownsaspartoftheirservicesectorbusinessexpansionwhichisgeneratingopportunitiesforself-employedfoodjoints,teavendors,andlocaltransport,animalhusbandry,fisheries,agro-services,repairsandmaintenanceservicesetc.
o Manufacturingunitsaresetupinruralandsmalltownareasandthishascontributedincreatingopportunitiesformicroandsmallenterprisesinvarioustrades.
o Informalsectorhasbeengrowinginspiteofneweconomicpolicywhichfocusesonprivatization,liberalizationandglobalization.
o Informalsectorlargelyconsistofmicroandsmallenterprises.Governmentnowhasbeentakingstepsinstrengtheninginformalsector.

ThestrategicapproachoftheinterventionaimsatengagingwithyoungpeoplebelongingtomarginalizedcommunitiessuchasDalit,Muslim,AdivasiandOBCs.Primarilythesecommunitiesareadverselyimpactedbythecommunalclashesof2002eitherbybecomingvictimsoftheviolentprotestsorbybecominginstrumentstoexecutesuchhatepropagandaandviolence.Hence,itisimportanttofacilitatethesecommunities’especiallyyoungergenerationstodevelopmutualunderstanding,respectfordifferencestheylivewithandresolveinternalcontradictionstheyhavebyvariousinnovativeandcreativemethodologiesandevents.Theinterventionalsoenvisagesthatinthelongtermsuchyouthlearnandpracticenon-violenceandcompassionasvaluesintheirdailylives.Wealsorealizedthattherearesomeyoungleaderswhowanttotakeleadershipnotjustforthemselvesbutalsoforsocietyatlarge.Withthis,wealsoinitiatedayoungcitizenleadershipdevelopmentprogramme,whichoffersvariousopportunitiestoyoungpeopletodeveloptheirleadershippotentialandpracticeactivecitizenshipbydirectlyengaginginlocalgovernanceandactinguponcivicissueslocally.
Janvikas’sengagementwithyoungpeopleremainedfocusedonfacilitatingtheirleadershipdevelopmenttoleadpositiveconflicttransformationprocesses.TheinterventionisbeingimplementedthroughyouthledspacescalledYouthDevelopmentCentreslocatedindifferentBlocks.Duringtheyear2013-14wehavefacilitatedrangeofeventsandcapacitybuildingprogrammesdirectlyengagingwithnearly3000youth.Followingarethedetailsofvariousprogrammesimplementedduringtheyear.

Thesecondcampalsofocusedongivinginputongenderbaseddiscriminationandexploringtypesandscaleofdiscrimination,violencearoundus.Eachparticipantidentifiedoneortwotypesofbehaviourtheywillstartpracticingathomei.e.washingone’sownclothes,cleaningthehouseetc.
ThethirdcampfocusedonskillbuildingofyouthleadersonRighttoEducationandRighttoFood.AspartofthistrainingyouthleadersweregiveninputsonhowtomonitorvariousschemesundertheseActsandfacilitatebenefitsofsuchschemestotheneedyandpoorpeopleintheirvillagesandtowns. Thefourthcampwasorganizedforalltheyouthleaderswhoareactivelyassociatedwithyouthspacesandyouthactivities/events.Thiscampwasfocusedonmotivatingyouthleaderstotakeupleadershipatcommunitylevelandstrengthentheircollectiveleadershiptotakeuparealevelissues.
Asaninitiativethisstrategyhasworkedwellandanumberofyouthhavestartedtakingupleadershiplocallywhichresultedinfacilitatingbenefitstotheneedyandhasalsoinitiatedaprocessofcivicvigilanceatmicrolevels.

• 13manholeworkersweretrainedinusingtechnologyforcleaningundergrounddrainages.
• 10workerslefttheunsafeoccupationofundergrounddrainagecleaningandnowareoccupiedinalternatelivelihood.
• 44educationsupportcenterswererunbyCBOs,whichprovidedlearningopportunitiesto1319childrenfromthescavengingcommunity.
• 70governmentschools,socialwelfarehostelsweremonitoredforimplementationofRTEActandpropertreatmenttoscavengers’children.
• 486youthwereenrolledinvariousvocationalskilltrainings.
• 1150personsfromscavengingcommunitytookupalternateoccupation(thansweeping,manholecleaningormanualscavenging).Theystartedworkingasagriculturelaborer,NREGAworkers,hospitalhousekeepingstaff,etc.Around30%ofthemstartedselfemploymentasbarbers,tailors,foodstallowners,pettyshopowners,etc.

• 642childrenwereenrolledingovernmentprimaryandprivateschoolsandhostels.Around30ofthemwereenrolledinJavaharNavodayaKendriyaVidyalayorKasturbaGandhiBalikaVidyalaya,etc.whichfollowCBSEcurriculum.

EMPOWERINGTHEINTERNALLYDISPLACEDPERSONSTOACCESS SOCIO-ECONOMICRIGHTS
JanvikasisworkingwithIDPsofGujaratineightdistrictssince2002.IDPsarepersonsdisplacedfromtheirhomesasanaftermathofcommunalviolenceof2002andcontinuetoresideinreliefcolonies,unabletoreturntotheirhomes.TheinitialphaseofworkingwithIDPswasfocusedonprovidingimmediatereliefmeasures,whichlatershiftedtofacilitatelongtermrehabilitationmeasures.Janvikas’sengagementwithIDPscontinuedsincethen,asthemarginalizationoftheIDPsbytheStateandmainstreamsocietybecamesystemicandcommunal.Janvikas‘sspecificinterventionsduringthisyearfocusedinfollowingfourthematicareas:
• Accesstobasicamenitiesandhousingrights,• Accesstosocio-economicrights,• Communityorganizationandleadership
promotionatcolonylevel• Addressingissuesofviolenceagainstwomenand
strengtheningtheirorganizationandleadership(MahilaSamajikNyayManch).
Access to basic amenities and housing rights:
Overtwolakhfamiliesweredisplacedinthe2002Gujaratcarnagewhichevenafter12yearsofGujaratviolence,morethan3000families(16087people)continuetostayin83coloniesasInternallyDisplacedPersons.Thesecolonies,designedastemporaryshelters,werebuiltbyMuslimreligioustrustsandNGOsinemergencysincethedisplacedpeopledidnothaveanyshelter.Allthesecolonieswerebuiltontheoutskirtsofthecitiesandremotevillageareaswithlackofbasicamenities.Sincethen,theIDP’s,arelivingwithbareminimumbasicfacilitiesandininhumanconditions.
TherehasbeenlotofcorrespondenceandpersuasionwiththeGovernmentforbasicamenitieslikedrinkingwater,sanitationfacilities,approachroad,internalroadetc.ItwasfeltthatGovernmentwouldinitiateproactivemeasurestorehabilitatedisplacedfamilies
bybuildingfull-fledgedshelterswithbasicamenities.Havingbuiltunderemergencycircumstance,noformalallotmentprocedureswerefollowedatthetimeofhouseallocation.
Ofthese83colonies,itwasfoundbyourstudy“status of internally Displaced Persons in Gujarat: Ten years Later”thatinmostcoloniesneitherhastheconstructionbeenregularizednortheownershipofhousebeentransferred.Thiscreatesinsecurityamongtheresidentsofcolony.
Thecolonieswhichweresupposedtobetemporarysheltersturnedintothepermanentshelterasgovernmentrefusedtoacceptthatthereareinternallydisplacedfamiliesduetoconflictinthestate;nordiditmakeanyefforttorehabilitatethedisplacedfamiliesbacktotheirnativevillages.Ontheotherhand,eventhecharitabletrustswhobuiltthecoloniesarenotshowinginterestinallocatingthehousesinthenameofbeneficiaries.Theyareoftheopinionthattheybuiltrelocationcampsandnotpermanentrehabilitationcenters.

TheGroundReality:
• The‘InternallyDisplacedFamilies’grapplewithvariousinsecurities astheyhavelosttheirproperty,financesandthereforecannotbuildnewhousesmakingthemvulnerable.
• DifficultiesinaccessingGovernmentschemes:Houseownershiptitleactsasaguaranteeforaccessingcreditfromnationalizedbanks.However,creditisdeniedtoIDPsbecausetheydonothaveownershiptitle,cripplingtheirdevelopment.
• Threatsfromthe‘Trustees’iftheydemandbetterfacilitieslikeinternalroads,municipalwatersupply,streetlightsetc.orwanttodevelop/renovateandexpandtheirdwellingunits.Theseweredisallowed,ortheywerethreatenedwithevictionoraskedtovacatethehousesetc.
• DiscrepanciesinlegalcompliancebyGovernmentOfficials:likeproblemsintitleclearanceorlackofchangesinrevenuerecordswhenlandwasgrantedtoTrustsetc.
• Habitationwithoutproperfacilities: Thesecolonieswereconstructedinemergencysituationwithoutfollowingdueproceduresforlandallocationand/orbuyingandconstruction.Thereforethegovernmentauthoritiesneverrecognizedthecoloniesandthusmostofthecolonieslackbasicamenitieslikemunicipalwater,sanitation,streetlights,approachroadsandinternalroads.
JanvikasdecidedtointerveneinhousingrightsofIDP’sasthedemandfromthedisplacedfamiliesgrewstronger.Thisresultedinthreatsfromtrusteestotheresidentswheretheyreiteratedstronglythatthecoloniesaretobeusedstrictlyforresidentialpurposeonlyandnotforownership.
DifferentstrategieswereadoptedtofacilitatehousingownershiprighttotheIDPs.
• StatelevelMeeting:Affectedpeoplewereorganizedatstateleveltomakethemawareofthehousingrights,legalandsocialdiscrepanciesintheprocedureandcomplexityofeachdistrict.AStatelevelcommitteewasformedtogatherdocumentstotaketheprocessfurtherandorganizemeetingsatcolonylevel.
• Communitylevelmeeting:Communitylevelmeetingswereorganizedinallcoloniestobuildunderstandingregardingthehousingprocedures,newgovernmentresolutionsandnecessarystepstobetakentocompletethetransferofhousingtitles.Acommitteecomprisingbothmenandwomenwasformedinallcoloniestoexpeditethetransferprocess.
• Districtlevelmeetings:Districtlevelmeetingswereorganizedtwiceayeartounderstandthesituationandsharetheprocessacrossthecommunity.
Aroundthesametime,Governmentpassedthebillon“RegularizationofIrregularConstruction”whichpavedthewayforlegalizingillegalconstructionwithpaymentofimpactfee,determinedbylocationandcarpetareaoccupied.Theinhabitantshavetosubmitproofofresidence,PANcard,electricitybill/Municipaltaxpaymentreceiptetc.

• MeetingswithGovernmentofficials:Janvikasalongwithcommunitycommitteewentthroughalltheproceduresfortransferofhousingtitles.Janvikasrepresentativesmetgovernmentofficialsatregularintervals;peopleweremobilizedandtakentomeettheseofficialstosolvetheirissuesineachdistrict.RepresentationsweremadetoChiefSecretary,GovernmentofGujarat,Collectors(District/AdditionalCollector/SDM/DisasterMamlatdar/BlockMamlatdar/Talati)etc.Thiscreatedpositiverelationshipwithgovernmentwhereinsomedistrictstheofficialswerereadytotransferthehousesinthenameofresident.However,theyneededthe‘NoObjectionCertificate’fromtheTrusteesorlandowners,toexpeditethetransferprocedure.
• MeetingwiththeTrustees:ItwasfeltthattrusteesneedtobetakenintoconfidenceandthereforeattemptsweremadetoforgeadialoguewithIslamicReliefCommitteeandGujaratSarvajanikReliefCommitteeandotherlocalTrusts.Howeverthisdidnotyieldmuchsuccess.TheyrefusedtogivetheN.O.Crequiredfortransferforhousingtitles.Theysaidthattheapplicationwouldbeprocessedoncolonytocolonybasis.
SomeChallenges/stepsforfurtheradvocacy:• GovernmenttakesthepresentIDPcolonies
underanyofthe‘AwasYojna’intheruralareasandHousingUrbanDevelopmentSchemeinurbanareasandtransfersitinthenameofIDPsbeneficiarieslivinginthedisplacedcolonies.
• Ifthiscannotbedoneintheexistingpolicyframework,thennecessaryamendmentsinthesameshouldbemadeasspecialcaseandprovidehousingownershiptothedisplacedpeople.
• CharitableTruststobemadeaccountabletotransfertheownershipinthenameofbeneficiaries.
• CharitableTrustsproactivelyproceedfurtherforregularizationandownershiptransferwork.

Astudyon, ‘Basic Amenities in Muslim Concentrated areas of Gujarat” wasundertakenin63Muslimdominatedareasofthestate. Thestudyfocusedonbasicamenitieslikedrinkingwater,sanitationfacilities,roadconnectivity,availabilityofAnganwadiandschools,publichealthsystemandcreditfacilityfrombanksamongothers.
Adraftreportwasreleasedon18December2013,atAhmedabadwhichhighlightedthefollowingkeypoints:-
o Muslimareasinthecityandthestatethatboastsofvibrantdevelopmentlagbehindasfarasbasicamenitiesareconcerned.
o MuslimdominatedareasinAhmedabadandKutchhadtheleastdevelopedinternalandexternalroads.ForexampleJuhapurainAhmedabadhadapopulationoffourlakhMuslimsbutdoesnothaveoneinternalpuccaroad.
o AsfarasbankingandcreditisconcerneditfoundthatexceptforKutchandMehsanabankingfacilitieswerefairlyavailableinsurveyedareas.Butthepicturechangeddrasticallywhen accesstocreditwasanalyzed.TheStudyfoundthatMuslimsdonothaveaccesstocreditfrommainstreamfinancialbankstostartorexpandtheirbusinesses.
o FurtheritwasalsoseenthatlotofdiscriminationalsostemmedfromthepoorrepresentationofMuslimsintheassemblyandloweducationamongthem.

Theyear2013-2014witnessedstrengtheningofcommunityorganizationofyouth,womenandcommunityleadersthatledtopowershiftwithinandoutsidethecommunity.Awarenessamongtheyouthregardingrighttoeducationandparticipationingovernanceincreasedandtheystartedparticipatinginpublicspheres.Youthhavestartedtakingupcommunityissueslikeeducation,scholarship,drinkingwater,approachroadandinternalroadstoappropriategovernmentforums.
Sustainedcommunityefforts,educatingcommunityregardingthenewlawsandnegotiationwithgovernmentofficialsforhousingtitleshavehelpedIDPscompiledocumentsandsubmitittotherelevantgovernmentdepartments.
ThemobilityofMuslimwomenhasincreasedasevidencedbytheirattendanceinmeetingsandtrainings.Womenhavestartedevolvingtheirownforumtoaddressissuesofdomesticviolencewhichwasunheardofbefore.Theyhavestartedchallengingthepatriarchalstructureandresortingtoconstitutionalmeansofjustice.
• Communitymeeting:Communitymeetinghasbeenanimportantfeatureofsupportingandstrengtheningtheprocessofcommunityorganization.Atpresentthereare20communitylevelcommitteesindifferentdistrictsconsistingof12membersofwhich50%arewomen.ThisCommitteemeetsonceintwomonthsandhasevolvedasaspaceforpeopletocometogethertoplanandsharetheirexperiencesregardingcommunityissues.Itisnoteworthythatwomentakegreatinterestinattendingthecommunitymeetings,planningandmakingdecisionsinthemeeting.

Theyear2013-2014witnessedMuslimwomenleaderstakingleadershiponissueofsocialjustice.Inthepastoneyear,womenleadersofHimmatnagarandModasahavebeenworkingwithwomenfacingdomesticviolence.Theyrealizedthatvictimswhospeakabouttheviolencefacedwithinthefourwallsoftheirhomesneedlegalandpsycho-socialsupportandguidanceateverystep.Theyalsoexperiencedthatinsuchcircumstancesthevictim’sfamilyalsodoesnothelpherandoftenadvisehertogobacktoherhusband.Thismakesthevictimofgenderbasedviolenceveryvulnerable.

• AlotofeffortstillneedstobemadeforeffectiveimplementationofRighttoEducationonmatterofinfrastructuredevelopmentandqualityofeducation.ThebiggestchallengeisthecapacityoftheSchoolManagementCommitteewhichisresponsibleforfunctioningandmanagementofschool.Theseneedtobestrengthenedandmadeinclusivebyimprovingtheparticipationofparentsespeciallywomenandmarginalizedintheschool.

theruralpopulationofthesurroundingregionswasfacingproblemsofleachate-groundwaterproblem,adverseimpactonambientairquality,degradationofqualityofthefarmlandsandotheradverseimpactoftheill-treatedoruntreateddispersionoftheMSW.Alsomorelandwasallottedforthelandfillwhichwouldhaveaddedtoairandwaterdegradation.

throughtworegionalcoordinators.ManavGarima,Gujarat,acriticalpartnerintheprogram,isgivenconstanthandholdingandotherstrategicsupportbyamemberofJanvikas.These3youngprofessionalswerementoredbyseniormembersofJanvikastounderstandtheirrolebetterandplayiteffectively.
• ProgramcoordinatorvisitedpartnerCBOsandsupporteditsstaffinreviewingtheirwork,identifyinganddiscussingstrategicareasofintervention,etc.
• Janvikasinitiatedaninnovativedemonstrationprogramwherepartnersweresupportedtooffersafetyequipmentstosweepersandprovided2128setsofequipment.CBOsinitiatedcommunityeducationprocesstoencouragesweeperstousesafetyequipmentsandformedcommunitymonitoringgroupstoensurethatthosewhoreceivesafetyequipmentsusethemregularly.Thiscreatedanimpactongovernmentdepartmentsaswellassomeprivateemployerstoprovidesafetyequipmentstosweepers.
• AnotherinnovationbyJanvikaswastoprovidesmallrevolvingfundofRs.10,000/-toeachCBOtopromoteentrepreneurshipamongstindividualsfromscavengingcommunity.Twooccupationswereidentified–runningafoodstalltobreakcastemindsetandhousekeepingtomakethatworkmoreorganizedandrespectable.CBOstaffspenttimeintalkingtocommunityonboththeseideas,identifiedpersonswithpotentialandeagernesstostartbusiness.Motivators(staffofCBOs)aftergettingtrainingatJanvikasworkedwithentrepreneurs,helpedthemidentifyfooditemandplacetosell,educatedthemonsettingupneatandcleancart/stall,managebusinessprofessionally,preparebusinessplanandrepaymentschedule.Thus,wecouldpromote12entrepreneurswhoarerunningbusinessofcookingandsellingtea/idly/Chinese/chhole-bhature/eggdishes,earningbetweenRs.300toRs.1000aday,atmarketplaces,challengingcastemindsetandattractingdinerswiththeircleanlinessandqualityservice.

PanchmahalMahilaVikasSangathan(PMVS):PanchmahalMahilaVikasSangathanhasbeeninitiatedbyHIDRCwithfellowshipstotwoyoungwomenwhowantedtoworkwithlocalwomenontheirdevelopmentalissues.Aspartofthisfellowshiptheyinitiatedsavingsgroupsoflocaladivasi,dalit,muslimandotherpoorwomen.Aftersixmonths,HIDRCstartedfacilitatingtheirworkandhelpedthemtoregisterasaving’sandcreditcooperative.
Theyear2013-2014witnessedtheformationandregistrationofawomen’sorganizationinPanchmahals,namedMahila vikas Mandalwith1572members.ItwasregisteredbothasaTrustandaSocietyinMarch 2014.TheMahilaVikasMandalwasoperationalininformalmannerforthepastthreeyears,howevertheneedtoinstitutionalizewasexpressedbywomenastheirsavingsandcreditgrewinscale.Theregistrationoftheorganizationhasbeenasteptoformalizeitsmissionanditsobjectives.
MahilaVikasMandalisanorganizationofMuslim,Dalit,OBCandtribalwomen.Thisorganizationhasbecomeaspaceforwomenofdifferentcommunitiestocometogetherandaddressissuesofpracticalandstrategicinterests.

MahilaSamajikNyayManch:JanvikasstartedworkinginSabarkanthadistrict,Gujarat,addressingissuesofdomesticviolencewithInternallyDisplacedwomenintheyear2013.Inthepastoneyear,womenleadersofHimmatnagarandModasahavebeenworkingwithwomenfacingdomesticviolence.Theyrealizedthatvictimswhospeakregardingviolencefacedwithinthefourwallsoftheirhomesneedlegalsupport,socialsupportandaccompanimentateachandeverystepandareveryvulnerable.ThedecisionofworkingondomesticviolenceissueswastakenbythewomenleadersofSabarkanthadistrictascasesofdomesticviolenceusedtocomeupfordiscussioninthecommunitymeetings.
TheformationofMahilaSamajikNyayManchistheresultofwomen’sdemandtofightagainstdomesticviolence,tochallengeandchangepatriarchalideology.Theobjectiveoftheforumwastoaddressissuesofdomesticviolenceintheirareas.AprocesswasfacilitatedtohelptheManchdecideonitsformat,modeofoperation,membershipbaseetc.
SpecialtrainingswereorganizedbyHIDRCforthewomenonlegalknowledgelikeProtectionofWomenagainstDomesticViolenceAct-2005,IPCS.498A;Cr.PC.S.125,FilingofF.I.R,Understandingproceduresofcourtetc.

TheGovernanceandFinanceDepartmentofJanvikasisrunbyaunitcalledGovernanceandFinancialServices(GFS).Thisisanautonomousunit,whichprovidesarangeofGovernanceandFinancerelatedservicestoJanvikasaswellasotherorganizations.
Duringtheyear2013-14,GFSorganizedtwomeetingsoftheJanvikasBoardofTrusteesandtwomeetingsofitsFinanceandMonitoringCommittee.Thefollowinglegalcomplianceswerefulfilled:-

TheJanvikasTrainingCentre(JTC)wascreatedtoconductTrainingSessions,Workshops,Meetings,etc.forJanvikasaswellasotherorganizations.ThefacilitiesofferedbyJTCinclude:-
(a) NineACRooms,threeofwhicharetwin-sharingdeluxeroomswithTVsandtheremainingsixroomswhichcanaccommodatethreepersonseach;
(b) ADormitorywithsevenBeds;(c) TwoTrainingHalls;(d) ARecreation-cum-DiningHalland;(e) Afull-fledgedKitchen.
TheoccupancyratioofJTCfortheyear2013-14was37%forAccommodationand38%fortheTrainingHalls.JTCalsoprovidesLunchforstaffmembersofJanvikasanditssisterorganizations,atasubsidizedcost.
JTCalsomanagesaWomen’sHostelforwomenstaffmembersofJanvikasanditssisterorganizationsandaCrècheforthechildrenofallitsstaffmembers(maleandfemale).Anaverageof6womenstaffmembersand5childrenbenefitfromtheWomen’sHostelandCrèchefacilities,respectively.
JTCearnedrevenueofRs23,49,031.41andincurredanexpenditureofRs.23,83,820.35,resultinginadeficitofRs.34,789.06duringtheyearended31stMarch,2014.
