Notice of Intent to Prepare anEnvironmental Impact Statement onManagement of Certain PlutoniumResidues and Scrub Alloy Stored atthe Rocky Flats EnvironmentalTechnology SiteAGENCY: Department of Energy.ACTION. Notice of Intent.

SUMMARY: The Department of Energy.(DOE) announces its intent to prepare anEnvironmental Impact Statement (EIS)pursuant to the National Environmental PolicyAct (NEPA), in accordance with the Councilon Environmental Quality (CEQ) Regulationsfor Implementing the Procedural Provisions ofNEPA and the DOE NEPA implementingregulations. This EIS will evaluate thepotential environmental impacts associatedwith reasonable management alternatives forcertain plutonium residues and all scrub alloycurrently being stored at the Rocky FlatsEnvironmental Technology Site In Golden,Colorado. The residues and scrub alloy arematerials that were generated during theseparation and purification of plutonium, orduring the manufacture of plutonium-bearingcomponents for nuclear weapons. Dueto the risk they present, DOE previouslydecided to stabilize and repackage the

plutonium residues at the Rocky Flats Site forsafe interim storage as discussed in the SolidResidue Treatment, Repackaging, and StorageEnvironmental Assessment/Finding of NoSignificant Impact. The activities analyzed Inthis EIS would be in addition to certainactivities described in the Solid ResidueEnvironmental Assessment by subjecting aportion of those residues to further treatmentto prepare them for disposal or otherdisposition. This EIS will also analyzemanagement activities for scrub alloy. Thisnotice describes the proposed scope of the EISand requests that members of the publicsubmit comments regarding the scope of theEIS. Comments may be submitted in writingat the public scoping period and orally duringpublic scoping meetings as described below.

DATES: The public scoping period beginswith the publication of this notice and willcontinue until December 19, 1996. Writtencomments postmarked by that date will beconsidered In preparation of the EIS.Comments postmarked after that date will beconsidered to the extent practicable.

SUPPLEMENTARY INFORMATION: DOEannounces Its intent to prepare anEnvironmental Impact Statement pursuant tothe National Environmental Policy Act(NEPA) (42 U.S.C. 5 432 1, et seq.), inaccordance with the Council onEnvironmental Quality Regulations forImplementing the Procedural Provisions ofNEPA (40 CFR Parts 1500-1508) and theDOE NEPA implementing regulations (IOCFR Part 102 1) to evaluate reasonablealternatives for management of certainplutonium residues and all of the scrub alloyat the Rocky Flats Site in Golden, Colorado.Plutonium residues and scrub alloy arematerials that were generated whileprocessing plutonium during the manufactureof components for nuclear weapons. Themanagement alternatives to be analyzedinclude treatment of these materials to enablethem to be disposed of as waste or, for somesurplus weapons-usable material, otherwisedispositioned.

Purpose and Need

Stabilization activities to mitigate the risksassociated with the current storage conditionof plutonium residues (e.g., deteriorating andoverpressurized storage containers, andignitability concerns) are in progress at theRocky Flats Site based on the decisionsresulting from the Solid Residue Treatment,Repackaging, and Storage

Environmental Assessment/Finding of NoSignificant Impact, issued in April 1996(DOE/EA- 1 120, the "Solid ResidueEnvironmental Assessment'). The SolidResidue Environmental Assessment addressedthe potential environmental impacts associatedwith stabilizing the entire 106,600 kginventory of Rocky Flats Site plutoniumresidues to allow its safe interim storage untilthe final disposition of the residues could bedecided upon and implemented. However, dueto the need for expeditious action to resolveproblems with storage of the plutoniumresidues at Rocky Flats, the Solid ResiduesEnvironmental Assessment did not addressdisposal or other disposition of the residuesafter these materials were stabilized. Decisionsregarding treatment of these materials forpurposes other than stabilization, i.e., disposalor other disposition,1 will require theevaluation of several treatment technologiesand thus were considered to require a lengthierand more complex evaluation process thancould be completed in time to meet the moreimmediate need to make and implementstabilization decisions.

DOE has determined that, even afterstabilization, approximately 42,300 kg of thetotal of about 106,600 kg of plutoniumresidues currently in storage at Rocky Flatswould remain in forms that, although notdirectly weapons usable, would containsufficiently high concentrations of plutoniumso as to not meet the safeguards termination I

As a result of the potential for disposal of thesematerials at WIPP, "disposal requirements" for theresidues and scrub alloy refers to the Planning BasisWaste Acceptance Criteria for WIPP (or alternativetreatment level, depending on decision in the Recordof Decision for the WIPP SEIS ID, and any otherrequirements that must be met to allow disposal,such as safeguards termination requirements.Requirements for other disposition will bedeveloped as part of detailed NEPA analyses thatwill be tiered from the Storage and "position ofWeapons-Usable Fissile Materials ProgrammaticEnvironmental impact Statement (draft issued byDOE in February 1996; also see item 6 under"Related NEPA Documentation" in this Notice).

requirements for disposal.2 Because of theplutonium concentration and the relative easewith which plutonium could be recoveredfrom the residues, such residues could beattractive to terrorist organizations as a sourceof plutonium (about 2,600 kg could beseparated from the Rocky Flats residues andscrub alloy) for use in nuclear weapons orother terrorist devices. Diluting thesematerials could reduce the plutoniumconcentrations sufficiently to meet disposalrequirements but, for many samples of theresidues, probably would yield an extremelylarge waste volume that would be very costlyto transport and dispose of. Therefore, inaddition to dilution, alternatives need to beconsidered, such as treatments that wouldeither bind the plutonium in a matrix fromwhich it would be difficult to extract, ortreatments that would separate the plutoniumfrom the remaining constituents of theresidues and scrub alloy. Any separatedplutonium would not be used for nuclearweapons purposes, but would be safely storedin secure facilities with other similarmaterials, pending disposition (see footnote1). Whenever feasible, DOE would offer suchstorage facilities to be placed underInternational Atomic Energy Agency (IAEA)safeguards. For the other 64,300 kg ofplutonium-bearing residues currently instorage at the Rocky Flats Site, the activitiesdiscussed in the Solid Residue EnvironmentalAssessment will meet the transuranic wastedisposal and safeguards terminationrequirements and will not be addressed in thisEIS.

This EIS will evaluate reasonablemanagement alternatives for theapproximately 42,300 kg of plutoniumresidues discussed above, including treatmentof the material to a form and concentrationthat is suitable for disposal or otherdisposition. Evaluation of these alternatives atthis time will facilitate planning for disposalor other disposition, and allow any additionaltreatment to be integrated with the on- goingstabilization process so that

2 Materials that could be used to fuel nuclearweapons (e.g., Uranium-235 or Plutonium-239) arerequired to be placed under a system of controlsand protections to ensure that they are not misusedor lost. This system of controls and protections isreferred to as "safeguards." In general, wastes thatcontain large enough concentrations of nuclearweapons-usable materials cannot be disposed ofunless actions (such as reducing the concentration ofnuclear weapons usable materials, or immobilizingsuch materials so that they would be exceptionallydifficult to recover) are taken that make it no longernecessary to "safeguard" them. The requirementsthat define the state into which such wastes must beconverted in order for them no longer to require"safeguards" are referred to as "safeguardstermination requirements".

handling the material can be minimized (i.e.,by avoiding potential double handling).Minimizing such handling would reduce theworker risk associated with achieving amaterial form suitable for disposal or otherdisposition.

In addition to the residues discussed above,approximately 700 kg of scrub alloy(predominately a magnesium/aluminum/americium/plutonium metalmixture) currently in storage at the RockyFlats Site, containing about 200kg of plutonium, also needs treatment beforebeing suitable for disposal orother disposition. Due to similarities in theissues related to the management of the scruballoy and the plutonium residues, managementalternatives for the scrub alloy will also beanalyzed in this EIS.

The entire inventory of plutonium residuescurrently stored at Rocky Flats is included inthe Draft Waste Management ProgrammaticEnvironmental Impact Statement (WMPEIS)under the assumption that it may be managedas transuranic waste. The WMPEIS analyzesstorage and treatment configurations (i.e.,centralized, regionalized and decentralizedtreatment and storage) for transuranic wastes,including the Rocky Flats plutonium residues.The analysis of alternatives In this EIS willtake into account the analyses of alternativesin the WMPEIS and the decisions made Inany Records of Decisions that may result fromthose analyses.

BackgroundPlutonium residues and scrub alloy were

generated by processes used to recover andpurify plutonium and manufacturecomponents for nuclear weapons.Approximately 125,000 kilograms (kg) ofresidues (containing about 5,800 kg ofplutonium) and approximately 700 kg of scruballoy (containing about 200 kg of plutonium)are currently stored at various DOE sites. Ofthese totals, approximately 106,600 kg of theresidues (containing about 3,000 kg ofplutonium), and nearly all of the scrub alloyare stored in various types of containers in sixformer plutonium production facilities at theRocky Flats Site. The remainingapproximately 18,400 kg of plutoniumresidues are stored at the Savannah River Sitein South Carolina, the Hanford Site inWashington, Los Alamos National Laboratoryin New Mexico, and Lawrence LivermoreNational Laboratory in California. About 6 kgof scrub alloy are stored at the Savannah RiverSite. Stabilization activities for theapproximately 18,400 kg of plutoniumresidues and 6 kg of scrub alloy not located atthe Rocky

Flats Site are analyzed in NEPA reviews thathave already been completed or are currentlyunderway. These reviews are listed andsummarized in the section of this notice titled"Related NEPA Documentation." The finalapproximately 5 kg of plutonium residues arelocated at several DOE sites. each having aninventory of less than I kg. Treatment optionsfor these plutonium residues have beenidentified or are in the process of beingdefined by the managements of theinstallations at which these residues are stored.The plutonium residues at the Rocky Flats Sitethat require treatment beyond stabilizationprior to disposal or other disposition consist offour categories: ash, salts, wet residues, anddirect repackage residues. The residues aregrouped into these categories due to chemicalsimilarities or similarities in the manner inwhich they could be managed. All theseresidue categories and scrub alloy will bediscussed in this EIS and are briefly describedbelow. The approximate quantities in eachcategory requiring treatment beyondstabilization to prepare them to meet therequirements for disposal or other dispositionare noted.3

1. Ash Residues. The ash residue categoryconsists of approximately 28,000 kg ofmaterial containing approximately 1, I 00 kgof plutonium in three basic groups. Examplesfrom each group are: (a) Incinerator ash,firebrick heels and fines, and soot; (b)pulverized sand, slag and crucible; and (c)graphite fines. Approximately 71 percent ofthe ash residue inventory (-19,900 kg) wouldrequire treatment beyond stabilization fordisposal in WIPP or other disposition.

2. Salt Residues. The salt residue categoryconsists of about 16,000 kg of materialcontaining approximately 1,000 kg ofplutonium and can be further sub- divided intothree groups:electrorefining salts, molten salt extractionsalts, and direct oxide reduction salts. Thesesalts consist primarily of sodium chloride,potassium chloride and magnesium chloride.Approximately 93 percent of the salt residueinventory (-14,900 kg) would requiretreatment beyond stabilization

for disposal in WIPP or other disposition.3. Wet Residues. The wet residues consist

of approximately 17,000 kg of materialcontaining approximately 600 kg of plutoniumand are made up of a disparate assembly ofmaterials, such as wet (aqueous and organiccontaminated) combustibles, plutoniumfluorides, high efficiency particulate air filtermedia, sludges and Raschig (glass) rings.Approximately 26 percent of the wet residueinventory (-4,400 kg) would require treatmentbeyond stabilization for disposal in WIPP orother disposition.

4. Direct Repackage Residues. The directrepackage residue category consists of about39,000 kg of material, containing about 300 kgof plutonium, and comprises those plutoniumresidues that are considered to be stable and donot require stabilization for storage. Theseresidues consist of materials such as paper,rags, cloth, plastic, personal protectiveequipment, and gaskets. Approximately 8percent of the direct repackage residue (-3. 100 kg) would require treatment for disposal inWIPP.

5. Scrub Alloy. Scrub alloy ispredominately a magnesium/aluminum/americium/plutonium metal mixture that wascreated as an interim step in plutoniumrecovery. The entire Rocky Flats scrub alloyinventory of approximately 700 kg, containingapproximately 200 kg of plutonium, willrequire treatment to put it in a form that wouldmeet the requirements for disposal in WIPP orother disposition.

Preliminary Alternatives

Discussed below are the preliminaryalternatives identified for management ofcertain Rocky Flats Site plutonium residues(approximately 42,300 kg) and scrub alloy(approximately 700 kg), includingtransportation to reasonable treatment sites andtreatment to prepare them for disposal or otherdisposition. DOE welcomes comments onthese or other reasonable alternatives and onthe identification of a preferred alternative.

Alternative I -No Action: The No Actionalternative consists of ongoing residue storageactivities, and activities addressed in the SolidResidue Treatment, Repackaging, and StorageEnvironmental Assessment/Finding of NoSignificant Impact, plus the on-site storage ofthe scrub alloy inventory in its current form.Under the No Action alternative, stabilization,repackaging, and monitoring of the entireplutonium residue inventory for safe interimstorage would continue. Interim storage wouldbe in containers and under conditionsappropriate for a period of approximately 20years, with

approximately 64,300 kg of the residuesprepared for waste disposal. The other 42,300kg of plutonium residues and the scrub alloywould remain in a form that is not suitable fordisposal as waste, or other disposition.

Alternative 2-On-Site Treatment: Thisalternative would involve treatment at theRocky Flats Site, as discussed below:

a. Treatment Without PlutoniumSeparation-This alternative includes treatingthe plutonium residues or scrub alloy toprepare the material for disposal as wastewithout removal of the plutonium. Thistreatment alternative would use techniquessuch as immobilization, (e.g., ceramificationor vitrification), or dilution by blending withother matrix materials (e.g., blending the saltresidues with depleted uranium oxide oradditional salt). The resulting waste formwould meet the planning basis wasteacceptance criteria for disposal in WIPP. Thematerial would no longer be attractive as apotential source of plutonium since it wouldbe in a physical and chemical form fromwhich it would be difficult to recover theplutonium, or the resulting material wouldhave too low a concentration of plutonium.However, the dilution approach would resultin substantially greater amounts of transuranicwaste.

b. Treatment With Plutonium Separation—Plutonium separation would consist ofremoving the plutonium from the residue orscrub alloy. Plutonium separation wouldgenerate two distinct forms of material; atreated waste form and a plutonium metal oroxide. The treated waste would meet theplanning basis waste acceptance criteria fordisposal in WIPP. The plutonium metal oroxide would be in a form that would besuitable for disposition in accordance with thedecisions resulting from the Storage andDisposition of Weapons-Usable FissileMaterials Programmatic EIS. The Rocky FlatsPlutonium Residues and Scrub Alloy EIS willinclude analysis of any actions needed tomanage separated plutonium until thedecisions resulting from the Storage andDisposition of Weapons-Usable FissileMaterials Programmatic EIS are implemented.Under this treatment alternative, there wouldbe no need to dilute the plutonium-bearingmaterials to allow them to meet transuranicwaste disposal requirements, although othertypes of waste would be produced that aremore easily disposed of. 4 The recovered

Head at the address indicated aboveunder the heading ADDRESSES. Agencies,organizations, and the general public are alsoinvited to present oral comments at the publicscoping meetings to be held at the times anddates listed in the DATES section above.

Written and oral comments will be givenequal consideration. Individuals desiring tospeak at a public scoping meeting (ormeetings) should pre- register by telephoningor writing the contact person(s) designated forthe meeting as specified above in the DATESsection of this Notice. Pre-registration shouldoccur at least four days before the designatedmeeting. Persons who register at the meetingwill be called on to speak as time permits,after the pre-re istered speakers.

To ensure that everyone has an adequateopportunity to speak, each speaker at ascoping meeting will be allotted five minutes.Depending on the number of persons whorequest an opportunity to speak, more timemay be allowed for speakers representingseveral parties or organizations. Personswishing to speak on behalf of organizationsshould identify the organization in theirrequest. Written comments also will beaccepted at the meetings, and speakers atscoping meetings are encouraged to providewritten versions of their oral comments for therecord.

DOE will record and prepare transcripts ofthe oral comments received during the publicscoping meetings. plutonium could not be used for nuclearexplosive purposes under the DOE Secretarialpolicy established in December 1994.5

Alternative 3-Off-Site Treatment: Under thisalternative, the plutonium residues or scruballoy would be treated off-site using varioustreatment technologies, with or withoutplutonium separation, as discussed underAlternative 2 above. The plutonium residuesmight require pre- treatment at Rocky Flats tomodify the material composition and physicalpackaging so that the material would be in acondition suitable for transportation. Potentiallocations for off-site treatment include: theSavannah River Site, the Los Alamos NationalLaboratory (LANL), and the LawrenceLivermore National Laboratory (LLNL). TheSavannah River Site has the capability to treatmost residues and all scrub alloy efficiently.LANL and LLNL each have facilities thatcould treat only part of the salt residues (about13,400 kg), but at much slower rates thantreatment at the Savannah River Site. The costof treatment at LANL and LLNL Is expectedto be slightly higher than the cost of treatmentat the Savannah River Site. None of thesefacilities, including the Rocky Flats Site,currently is capable of treating all of the ashresidues. Further, treatment at LANL andLLNL may be difficult to accommodate inlight of the other missions of those sites.Taking account of all these circumstances, theSavannah River Site appears to be a morelikely offsite location for treating the RockyFlats plutonium residues and scrub alloy thanLANL or LLNL. Nevertheless, DOE cannotrule out the possibility that further analysis orchanging circumstances might provide reasonsto treat some of these materials at LANL orLLNL.

Any plutonium that might be separatedunder the "Treatment With PlutoniumSeparation" option would be placed in storagepending implementation of decisions madeafter completion of the Storage andDisposition of Weapons-Usable FissileMaterials Programmatic EIS. As specified forAlternative 2.b above, the Rocky FlatsPlutonium Residues and Scrub Alloy EIS willinclude analysis of

commercial treatment, storage and disposal facility. Anylow-level radioactive wastes would be disposed of alongwith other low-level radioactive wastes generated at theRocky Flats Site.

environmental issues listed below for analysisin the Rocky Flats Plutonium Residues andScrub Alloy EIS. This list is presented tofacilitate discussion concerning the scope ofthe EIS and is not intended to excludeconsideration of other pertinent Issues thatmay be suggested during the scoping period orto predetermine the scope of the EIS. DOEinvites comments on these and any otherissues relevant to the analysis in the EIS. Theenvironmental issues identified by DOE are asfollows:

1. Public and Occupational Safety andHealth: The potential radiological and non-radiological Impacts of the managementalternatives for the plutonium residues andscrub alloy, including projected effects onworkers and the public from routine operationsand potential accidents at the Rocky

5. Socioeconomic: Potential impactson local communities, including labor forceemployment and support services.

6. Environmental justice: Potential fordisproportionately high and adverse impacts ofDOE activities on minorityand low-income populations.

7. Cultural Resources: Potentialimpacts on cultural resources, such as historic,archaeological, scientific, or culturallyimportant sites.

8. Regulatory Compliance: Theimpacts of the alternatives oncompliance of the Rocky Flats Site, SavannahRiver Site, Los AlamosNational Laboratory, and Lawrence LivermoreNational Laboratory with applicable Federaland state laws and regulations.

9. Cumulative Impacts: The impactsof these alternatives in conjunction with otherpast, present and reasonably foreseeable futureactions regardless of agency (Federal or non-federal) orpersons undertaking such other actions. 10. Potential

13. Rocky Flats Site-%!de EnvironmentalImpact Statement Notice of Intent (59 FR4001 1. August 5, 1994). This Noticeannounced DOE's intention

to prepare a site-wide EIS for the RockyFlats Environmental Technology Site. Ina Federal Register Notice dated July 17,1996, DOE deferred completion of theSite-wide EIS pending the completion of

a new cleanup agreement (since completed)with the Environmental Protection Agencyand the State of Colorado and decisions thatmay result from issuance of the WM PEIS(see item5, below).

14. Interim Storage of Plutonium atthe Rocky Flats Environmental TechnologySite Environmental Impact StatementNotice of Intent (61 FR37247, July 17, 1996). This Noticeannounced DOE's intention to preparean environmental impact statement toevaluate the alternatives for providingsafe interim storage of approximately 10metric tons of plutonium at the Rocky FlatsEnvironmental Technology Site pendingimplementation of decisions based on theStorage of Disposition of Weapons-UsableFissile Materials Programmatic EIS. Anyplutonium that would be separated throughthetreatment at Rocky Flats of residues andscrub alloy would be stored inaccordance with decisions that may.result from the analysis in the Interim Storage ofPlutonium at the Rocky Flats EnvironmentalTechnology Site EIS, pending implementation ofdecisions based on the Storage and Dispositionof Weapons-Usable Fissile MaterialsProgrammatic EIS.

15. Draft Waste Isolation Pilot PlantDisposal Phase SupplementalEnvironmental Impact Statement (DOE/EIS-0026-S2). This is the secondsupplemental EIS for WIPP, a DOEresearch and development project that isproposed for the disposal of transuranicwastes. The Department's proposedaction is to dispose of transuranic wasteat the facility. The Notice of Intent forthe second supplemental EIS was issuedon August 23, 1995 (60 FR 43779). TheRocky Flats plutonium residues(including transportation to WIPP) areconsidered in the scope of thesupplemental EIS. The draftsupplemental EIS is scheduled to beissued in late 1996 and the finalsupplemental EIS and Record ofDecision are scheduled to be issued inthe Summer of 1997. The Rocky FlatsPlutonium Residues and Scrub Alloy

EIS will be prepared in coordination withthe WIPP supplemental EIS.

16. Draft Waste ManagementProgrammatic Environmental ImpactStatement (WMPEIS) (DOE/EIS-0200-D, August 1995). The WMPEISconsiders alternative approaches forconsolidating the management of theDepartment of Energy's low-level, low-level mixed, hazardous, transuranic,and high-level waste. Records of Decisionbased on the WMPEIS are scheduled to beissued starting in 1997 and will be made bywaste type. The Rocky Flats PhutoniumResidues and Scrub Alloy EIS will be preparedin coordination with the WMPEIS andapplicable records of decision that may beissued before completion of this EIS.

17. Draft Storage and Disposition ofWeapons-Usable Fissile MaterialsProgrammatic Environmental ImpactStatement (DOE/EIS-0229-D, February1996). This Programmatic EIS analyzesthe potential environmental impactsassociated with approaches to storage anddisposition of the Department's weapons-usable fissile materials, includingplutonium. Under the No Actionalternative, Rocky Flats plutonium metalsand oxides, including any plutoniummetals or oxides generated as part ofplutonium residue treatment, wouldremain at Rocky Flats. Under all otheralternatives, stabilized weapons-usableRocky Flats material would be transferredto another DOEsite. The treatment alternativesdiscussed in this Notice of Intent that involveseparation of plutonium would generateweapons-usable plutonium metals and oxidesthat would be stored and dispositionedaccording todecisions made based on the Storageand Disposition of Weapons-UsableFissile Materials Programmatic EIS. 18. Final Environmental Impact Statementfor Continued Operation of LawrenceLivermore National Laboratory (DOE/EIS-01 57, August 1992, the "LLNL Site-wideEIS"). This document analyzes the potentialenvironmental impacts of a proposed actionto continue operation of Lawrence LivermoreNational Laboratory and Sandia NationalLaboratories, Livermore. The LLNL site-wide EIS also analyzes the potentialenvironmental impacts associated with a no-action alternative involving continuingoperations at FY 1992 funding levels withoutfurther growth, an alternative to modifyoperations to reduce adverse environmentalimpacts of operations or facilities, and ashutdown and decommissioning alternative.The Record of Decision for the LLNL Site-wide EIS (58 FR 6268, January 27, 1993)announced that DOE had decided to continuethe operation

of LLNL and Sandia National Laboratories,Livermore, including near- term (within 5 to10 years) proposed projects. This actionincluded current operations plus programmaticenhancements and facilitymodifications required to support the researchand development rnissions established for theLaboratories by Congress and the President.The alternatives to be analyzed in the RockyFlats Plutonium Residues and Scrub Alloy EISthat would involve treatment of a portion ofthe Rocky Flatsplutonium residues at LLNL will representactivities beyond those considered in theLLNL Site-wide EIS.

19. Los Alamos National Laboratory Site-wide EIS Notice of Intent (60 FR 92:25697-8,May 12, 1995). This notice announced DOE'sintention to prepare a Site-wide EIS to addressoperations and planned activities at the LosAlamos National Laboratory foreseen in thenext 5 to 10 years. DOE anticipates that thisEIS will provide an analysis of all activities atLANL and all DOE land managementactivities related to operations at LANL. Thedraft LANL Site-wide EIS is scheduled to beissued in mid- 1997. The alternatives to beanalyzed in the Rocky Flats PlutoniumResidues and Scrub Alloy EIS thatwould involve treatment of a portion of theRocky Flats plutonium residues at LANL willbe prepared in coordination with the analysesbeing performed for the LANL Site-wide EIS.

20. Plutonium Finishing Plant StabilizationEnvironmental Impact Statement (DOE/EIS-0244, May 1996). This EIS addressed thepotential

environmental impacts associated withalternative technological processes at theHanford Site for stabilizing plutonium-bearing materials, including plutoniumresidues. In the Record of Decision for thisEIS (61 FR 36352, July 10, 1996), DOEdecided that the plutonium residues having alow plutonium content (less than 50 weightpercent) and meeting criteria

established by DOE will be immobilized at thePlutonium Finishing Plant through acementation process and stored pendingdisposal. This EIS provided the NEPAanalyses requiredfor management of the plutonium residuescurrently stored at the Hanford Site.

2 1. Interim Management of NuclearMaterials at the Savannah River SiteEnvironmental Impact Statement (DOE/ EIS-0220, the IMNM EIS). The IMNM EISaddressed the potential environmental impactsassociated with alternatives that theDepartment could implement to stabilize avariety of nuclear materials that are at theSavannah River Site for improved safety or toconvert them to another form to support theDepartment's programs.This analysis also included an evaluation ofthe alternatives for the treatment ofapproximately 1,000 kg of plutonium residuesand approximately6 kg of scrub alloy (discussed in IMNM EISSection 2.3.3, "Plutonium and Uranium Storedin Vaults"), some of which originated atRocky Flats Site and is currently in storage atthe Savannah River Site. Three Records ofDecision have been issued for the IMNM EIS(60 FR 65300, December 19, 1995; 61 FR6633, February 21, 1996; and 61 FR 48474,September 13, 1996), each covering differentmaterials. The decision regarding theplutonium residues and scrub alloy, specifiedinthe first Record of Decision, was to processthese materials through the canyon facilities toa form that meets the DOE storage criteria(DOE-STD-3013-94) and to store the plutonium at the SavannahRiver site.

at Rocky Flats have ceased, the plutoniumresidues and all o the scrub alloy currentlystored at the Rocky Flats Siteto address health and safety concerns raised bythe Defense Nuclear Facilities Safety Board inits Recommendation 94-i. and to prepare thesematerials for offsite disposal or otherdisposition, while supporting site closure andlimiting worker exposure and wasteproduction. The proposed action is to processthe plutonium residues and scrub allay inpreparation for disposal or other disposition.

The materials addressed in this draft EISinclude approximately 40% of the 106,600 kg(235,000 lb) existing inventory of Rocky Flatsplutonium residues, and also the entireinventory of Rocky Flats scrub alloy. Thecovered material consists of 42.200 kg(93,000 lb) of plutonium residues(containing 2,600 kg (5,730 lb) of plutonium)and 700 kg (1,540 lb) of scrub alloy[containing 200 kg (440 lb) of plutonium].The remaining Rocky Flats plutonium reidue3 will meet the requirementsfor disposal after being processed asdiscussed in DOE's Solid ResiduesEnvironmental Assessment (DOEIEA-1120,April 1996), and are not addressed in the draftEIS.

Alternatives Considered

The draft EIS evaluates reasonableprocessing alternatives that could be appliedin the 1998-2004 time frame. Threealternatives are analyzed for each residuecategory and the scrub alloy:

Theprocessing technology options for eachmaterial category analyzed in the draft EISinclude those that can be accomplished atRocky Flats, and those for plutoniumseparation only that can be accomplishedoffsite at the Savannah River Site, nearAiken, South Carolina, and/or at Los AlamosNational Laboratory in Los Alamos, NewMexico.

Invitation To Comment

The public is invited to submitwritten and oral comments on any or allportions of the draft ETS. DOE especiallywelcomes comments on the following topics:the technical adequacy of the document. thealternatives that DOE should select uponcompletion of the document-, and the criteriathat DOE should use in making theseselections.

Public Hearings and Procedures

DOE will hold three public hearingsaccording to the schedule provided at the endof this section. The hearing format willprovide for collection of written and oralcomments and will enable the public to discussissues and concerns with DOE staff.Participants who wish to speak at the hearingsare asked to register in advance by calling toll-ftee- 1-800-736-3282. Requests to speak thathave not been submitted prior to the hearingswe be handled in the order in which they arereceived during the meetings. DOE's responsesto comments received during the publiccomment period will be presented inthe final EIS.

An independent facilitator will open thehearings by explaining the format to befollowed. The hearings will be conducted in amanner that is intended to foster a cordial,open and mutually beneficial dialog betweenthe participants and the DOE representatives.In the interests of achieving this goal, DOErepresentatives may ask clarifying questionsregarding statements made at the hearings, willanswer questions from the public, and maycomment on statements made by other hearingparticipants.

To ensure that everyone has an adequateopportunity to speak, each speaker at a publichearing will be allotted 5 minutes. Dependingon the number of persons who request anopportunity to speak, more time may beallowed for speakers representing severalparties or organizations. Persons wishing tospeak on behalf of organizations shouldidentify the organization in their requestWritten comments will also be accepted at thehearings, and speakers at public hearings areencouraged to provide written versions of theiroral comment for the record.
