Thereafter, by clicking “SUBMIT” Button, candidate shall reach to a where he can perform various activities of counseling. 3. Now, the candidate is required to pay Registration fee in order to be able to fill up the choices. The Registration Fee is Rs 20000 for General/OBC candidates and Rs 12000 for SC/ST Category candidates. The Fee has to be paid only ONLINE using Credit Card / Debit Card/Internet Banking in the similar manner which was followed during filling of UPSEE Application Form. Such a candidate, who opt this WITHDRAW option, will be treated to have withdrawn from the ALL the remaining rounds of counseling. The seat allotted to such candidates will be cancelled and shall be treated vacant. 5. STEP-1 : Registration and Payment of Registration Fee:

1. In order participate in the counseling process of UPSEE-2016, the Candidates who qualified UPSEE-2016 examination, the candidates has to register themselves through Login on the website http://upsee.nic.in using their Application Number and Password. This is same Application Number and Password which were used by the candidates during for filling of the Application Form and downloading of admit cards of UPSEE-2016.

2. A candidate, after login, will see terms and conditions of the UPSEE-2016 counseling process. After reading and agreeing by clicking “I Agree”, he/she will see his/her personal details and UPSEE-2016 Rank(s) of all the streams in which he/she has qualified. On bottom part of the same page, those candidates, who belong to economically weaker section and possess the required certificate (Certificate Number 12 given in the Information Brochure), he may be able to apply for Tuition Fee Waiver (FW) Seats by clicking ticking the field named “Do you belong to Fee Waiver Scheme”. Those who are not eligible for Fee Waiver scheme should leave this field blank. Thereafter, by clicking “SUBMIT” Button, candidate shall reach to a where he can perform various activities of counseling.

3. Now, the candidate is required to pay Registration fee in order to be able to fill up the choices. The Registration Fee is Rs 20000 for General/OBC candidates and Rs 12000 for SC/ST Category candidates. The Fee has to be paid only ONLINE using Credit Card / Debit Card/Internet Banking in the similar manner which was followed during filling of UPSEE Application Form. The full Registration Fee shall be adjusted against the Institute Fee at the time of admission in the Allotted Institute. The full Registration Fee of those candidates, who could not be allotted a seat as per their choice list, shall be refunded.

4. The Registration Fee of those candidates, who gets allotted a seat and withdraws (through “WITHDRAW” Option) as per provision given in the counseling schedule, after deduction of administrative charges with a rate of Rs 2000 per round of counseling in which the candidate has participated, shall be refunded online in the same account. Such a candidate, who opt this WITHDRAW option, will be treated to have withdrawn from the ALL the remaining rounds of counseling. The seat allotted to such candidates will be

cancelled and shall be treated vacant.

5. The Registration Fee of those candidates, who confirms a seat allotted to him by exercising “FREEZE” option (in 1st, 2nd or 3rd Round)/ “FREEZE with UPGRADE” option or “FREEZE without UPGRADE” option (in 4th round) and does not report for admission in the allotted Institute, shall be forfeited.

6. After payment of the required Registration Fee, Registration for UPSEE-2016 is complete. A message at the Registered Mobile Number of the candidate shall also be sent by the system.

7. Once registration process of a candidate is complete and registration fee is successfully paid, he/she has to fill up his/her choices. The candidate may fill up his choices in one go or at different times as per his/ her convenience through the same Login on the Website using his Application Number and Password.

STEP-2 : Online Choice Filling / Choice Locking:

8. After registration and payment of the registration fee, the candidates may proceed to fill up their choices through website (www.upsee.nic.in) at their convenience at any time during the specified period.

9. The candidates should fill their choices and may alter/modify/delete or add choices before locking them until the last date of choice filling as per his convenience.

10. DURING THE SPECIFIED TIME PERIOD OF CHOICE FILLING, CANDIDATES ALSO HAVE AN OPTION TO ‘SAVE’ HIS/HER CHOICES. THIS MEANS THE CHOICES ENTERED BY THE CANDIDATE WILL BE SAVED ON THE WEBSITE. THIS WILL ENABLE THE CANDIDATE TO LOGIN AGAIN AND AGAIN IN HIS ACCOUNT WITH HIS PASSWORD AND HE MAY MODIFY/ALTER HIS SAVED CHOICES. THE CANDIDATES MAY USE THE ‘SAVE’ OPTION AS MANY TIMES AS HE/SHE WANTS ACCORDING TO HIS/HER CONVENIENCE. REMEMBER, ONCE THE CHOICES ARE LOCKED, NO CHANGE WOULD BE ALLOWED IN THE CHOICES FILLED.

11. It is also possible for the candidates to take printout of the ‘SAVED’ choices for the purpose of study/revision or discussions with their parents/guardians. The candidate may login again with his/her password to modify his saved choices and/or their order of preference on the website as many times as desired before locking.

12. ONCE THE CANDIDATE IS SATISFIED THAT THE NUMBER OF CHOICES AND THEIR ORDER OF PREFERENCE HAS BEEN ENTERED CORRECTLY ON THE WEBSITE, HE SHOULD USE THE OPTION TO ‘LOCK CHOICES” ONLINE. HE IS SUPPOSED TO KEEP A PRINTOUT OF ‘LOCKED’ CHOICES WITH HIM.

13. It should be remembered that choices once ‘LOCKED’ are final and can not be modified/altered. Moreover same choice list shall be used by system for allotment in all the subsequent rounds of counseling in which candidate chooses to participate.

14. It is again clarified that the Choice List which has been filled by a candidate in one round of counseling, SAME Choice List shall be used for seat allotment in all subsequent rounds of counseling. One shall not get any opportunity to alter/modify/add/delete choices in the Choice List

during later rounds of counseling.

15. EACH CANDIDATE IS REQUIRED TO ‘LOCK’ HIS/HER CHOICES BEFORE THE LAST DATE OF CHOICE FILING PERIOD. IF A CANDIDATE FORGETS TO LOCK

HIS/HER CHOICE, HIS/HER CHOICES ‘SAVED’ SO FAR WILL BE AUTOMATICALLY LOCKED ON THE LAST DATE OF CHOICE FILLING AND WILL BE USED FOR SEAT ALLOTMENT.

16. WHILE FILLING THE CHOICES, THE CANDIDATES ARE STRONGLY ADVISED TO REFER TO CATEGORY/BRANCH AND INSTITUTE WISE OPENING AND CUTOFF RANKS OF LAST YEAR. THESE OPENING AND CLOSING COMBINED GENERAL RANKS ARE AVAILABLE AT WEBSITE WWW.UPSEE.NIC.IN. THE CANDIDATES ARE ADVISED TO FILL AS MANY CHOICES AS HE/SHE CAN, KEEPING THE PREVIOUS YEAR’S TREND IN THEIR MIND. HOWEVER, IT MAY BE NOTED THAT TRENDS IN THIS YEAR MAY NOT BE NECESSARILY SAME AS PREVIOUS YEAR. A LARGE NUMBER OF CHOICES WILL BE HELPFUL FOR CANDIDATES TO GET A SEAT IN ONE OF THE COLLEGES.

17. It is again strongly advised to the candidate to prepare a choice list in order of preference on paper before entering it online at website. For institute code and branch code, number of seats available in each branch at institutions, the candidates are advised to refer to Information Brochure. The candidate should prepare such list in thorough consultation with their parents/guardians. This will save time and will avoid confusion in entering choices online.

18. ALL CANDIDATES MUST REMEMBER THAT NO MODIFICATION, ADDITION, DELETION OR ALTERATION IN THE CHOICES IS ALLOWED AFTER THE CHOICES ARE LOCKED AND ALSO AFTER LAST DATE OF CHOICE FILLING. THEREFORE, ALL CANDIDATES MUST ENTER AS MANY CHOICES AS HE/SHE WANTS.

19. Choices entered by the candidates shall be treated as final. These choices will be used in the order of preference for seat allotment. The candidates will not be allowed to modify/alter/delete/add more choices after locking their choices or after the last date of choice filling, whichever is earlier. The same choice list shall also be used for seat allotment in later rounds of counseling if candidate chooses to participate. Therefore, one has to be very careful while filling and finalizing the choices.

STEP-3: Document Verification

20. In order to be eligible for the Seat Allotment of counseling process, the Candidates who have paid the required Registration Fee and have and locked their choices online through website http://upsee.nic.in, must proceed to any document verification centre at his/her convenience along with all necessary documents in original along with one set of attested photocopy of them. For a list of required necessary documents all candidates are advised to refer to the Information Brochure as well as to the details given later here in the next section.

21. A list of approved verification centers for document verification during counseling of UPSEE-2016 is available on the website www.upsee.nic.in .

22. If a candidate is eligible and willing to participate in the counseling process in more than one stream (B.Tech/B.Tech(Ag.Engg.), B.Arch, B.FAD, BFA, B.HMCT, B.Pharm, B.Tech(Bio.Tech), IInd Year B.Tech (for Diploma holder in Engg. /B.Sc Graduates), IInd Year B.Pharm (for Diploma in Pharmacy), Ist Year of MBA, MCA, IInd Year of MCA, he/she will have to follow the process of

document verification only once in the similar manner as the process of choice filling/locking was done by the candidate collectively only once for all the streams /programs, for which his/her candidature exists, together.

23. Following documents would be required at the verification centre in original and one set of attested photocopy.

(i) Admit Card (ii) Mark sheet of qualifying exam (iii) High school Certificate (iv) Character certificate (v) Certificate of Medical Fitness / Undertaking of Medical Fitness (vi) Following certificates issued by designated authority as per the

format in the brochure of UPSEE-2016:

(a) Domicile certificate, If applicable.

(b) Category certificate such as OBC/SC/ST, if applicable (c) Subcategory certificate (Freedom fighters/Armed forces

/Physically handicapped) whichever is applicable (d) Income certificate (applicable for economically weaker

only) (e) GDDA category certificate, if applicable (f) Rural Weightage certificate, if applicable.

The candidates must refer to the Information Brochure for exact requirement of documents as per their category/subcategory. The details of certificates and the formats are also given in the Information Brochure and candidates must get the certificate on those formats.

24. The document verification of all candidates will take place at various document verification centers located across the state. A list of these verification centers is available on website www.upsee.nic.in. A candidate may report at any document verification centre as per his convenience on any day during the specified period for this purpose.

25. After the verification of documents, the candidate will be sent a message at his registered mobile number (RMN).

STEP-4: Seat Allotment Result and Confirmation of Seats in Various Rounds Of Counseling

General Information

26. After document verification, seat allotment shall be made to the candidates according to the preference given by him. Result of seat Allotment shall be available on the website http://upsee.nic.in as per the schedule.

27. Once a seat is allotted to a candidate, he/she is required to either confirm the allotted seats by payment of the Seat Acceptance Fee or withdraw from the process of counseling. For the purpose, the candidate is required to Login again to the website http://upsee.nic.in using same Application Number and Password and exercise one of the options available to him. Normally

following options shall be available in most of the rounds except with a little variation in the Fourth round of counseling.

A. FREEZE Option : A candidate, who is satisfied with the presently allotted seat to him and do not want to be considered for up gradation of seat in subsequent round of counseling, should opt for the FREEZE option in order to confirm the seat presently allotted to him.

B. FLOAT Option: A candidate, who want to confirm the seat presently allotted to him and also at the same time wants to be considered for up gradation of seat in later round of counseling on the basis of his already filled choices, should opt for the FLOAT option.

C. WITHDRAW Option: A candidate, who is not satisfied with the presently allotted seat to him and do not want to be considered for allotment in any subsequent rounds of counseling, should opt for the WITHDRAW option. The candidates, who opt this WITHDRAW option, will be treated to have withdrawn from ALL the remaining rounds of counseling. The seat allotted to such candidates will be cancelled and shall be treated vacant. The registration fee of such candidates, after deduction of administrative charges with a rate of Rs 2000 per round of counseling in which the candidate has participated, shall be refunded online in the same account.

28. If a candidate is allotted a seat and he/she does not chose any of the above option during the specified period, he will be automatically treated as WITHDRAWN from ALL the remaining rounds of counseling and fee submitted by him shall be refunded as stated above.

29. In case, a candidate could not be allotted any seat on the basis of the choices filled by them, he/she will have to choose one of the following available options:

A. FLOAT Option: If candidate wants to be considered for up gradation of seat in 2nd Round of Counseling on the basis of his already filled choices, should opt for the FLOAT option.

B. WITHDRAW Option: If candidate does not want to be considered for allotment in any subsequent rounds of counseling, should opt for the WITHDRAW option. The candidates who opt this WITHDRAW option; will be treated to have withdrawn from ALL the remaining rounds of counseling. The Full Fee submitted by such candidates shall be refunded online in the same account.

30. If a candidate could not be allotted a seat and he/she does not chose any of the above option during the specified period, he will be automatically treated to have opted for ”FLOAT” and shall be automatically considered for next round (if due to be held) of counseling

31. In case of fourth round of counseling, the candidates who are allotted a seat. Will get following options available to them.

A. “FREEZE without UPGRADE” Option: A candidate, who is satisfied with the presently allotted seat to him and do not want to be considered for up gradation of seat in 5th round of counseling, should opt for the ‘FREEZE without UPGRADE’ option to confirm the seat presently allotted to him. The candidate, after exercising this option must download and print his/her Provisional Allotment Letter. If the candidate does not report for admission in the allotted institute within

the specified period, the seat allotted to him shall stand automatically cancelled and his/her registration fee shall be forfeited and he/she shall not be eligible for refund.

B. “FREEZE with UPGRADE” Option: A candidate, who want to confirm the seat presently allotted to him and also at the same time wants to be considered for up gradation of seat in 5th round of counseling on the basis of his already filled choices, are required to opt for the “FREEZE with UPGRADE” option. Registration Fee submitted by the candidate shall be adjusted against Institute fee at the time of admission in the Allotted Institute of the candidate. Such candidates, who choose this option and reports for admission in the respective Allotted Institute within the specified period, shall be considered for seat allotment in the 5th round of counseling. The candidate, after exercising this option must download and print his/her Provisional Allotment Letter. If the candidate does not report for admission in the allotted institute within the specified period, the seat allotted to him shall stand automatically cancelled and his/her registration fee shall be forfeited and he/she shall not be eligible for refund.

C. “WITHDRAW” Option: A candidate, who neither wants to confirm the seat presently allotted to him nor want to be considered for allotment in 5th round of counseling, should opt for the “WITHDRAW” option. The candidates, who opt this WITHDRAW option, will be treated to have withdrawn from the Counseling Process. The seat allotted to such candidates will be cancelled and shall be treated vacant. The registration fee of such candidates, after deduction of administrative charges with a rate of Rs 2000 per round of counseling in which the candidate has participated, shall be refunded online in the same account

32. The results of seat allotment of first round will be declared on a specified date given in the schedule and shall be available on the website http://upsee.nic.in.

33. All candidates who have participated in this round of counseling, after declaration of result must Login to their account on the website http://upsee.nic.in and exercise one of the available options of FREEZE, FLOAT AND WITHDRAW options, as explained at point number 26 to 30, within the specified period for the confirmation of their seat.

34. A candidate who is allotted a seat, but who do not exercise any of the available option of FREEZE, FLOAT or WITHDRAW options , he/she will be automatically treated as WITHDRAWN from ALL the remaining rounds of counseling. The seat allotted to such candidates will be cancelled and shall be treated vacant. The registration fee of such candidates, after deduction of administrative charges with a rate of Rs 2000 per round of counseling in which the candidate has participated, shall be refunded online in the same account

35. It is important to note that those candidates, who could not be allotted any seat, are also required to exercise one of the available options of FLOAT / WITHDRAW options, as explained at para 26 to 30, within the specified period for the confirmation of their seat.

36. Those candidates who could not be allotted any seat in this round and if such candidates do not choose any of the FLOAT and WITHDRAW options during the specified period, he/she will be treated to have opted for ”FLOAT” and shall be automatically considered for next round (2nd round) of counseling.

37. The candidate, who opts for WITHDRAW Option, is NOT required to pay any fee. The seat allotted to such candidates shall be cancelled and will be treated as vacant. Moreover, such candidates are not allowed to participate in the subsequent rounds of counseling as explained in Counseling Schedule.

38. It is again clarified that for a candidate who has been allotted a seat, it is must to exercise either FREEZE or FLOAT option in order to retain his/her allotted seat.

39. The candidate, who opted for FLOAT option, he will be considered for up gradation of the Seat Allotment on the basis of he/her same Choice List in the subsequent round of counseling as explained in the Counseling Schedule. Such candidates, if allotted a new seat (higher preference seat according to his/her given Choice List) in subsequent round, the seat presently allotted to him shall treated as vacant and offered to other interested candidates. If such candidates are not allotted any new (higher preference seat according to his/her given Choice List), the seat presently allotted to him shall be retained.

40. It should be noted that the same Choice List (Choice filled and locked) by the candidate shall be used for seat allotment in all later rounds of counseling, if candidate participates in later rounds by choosing FLOAT option(s).

41. Those candidates (whether allotted a seat or not in the First Round of Counseling), who have opted FLOAT option in the first round of counseling, shall be considered for seat allotment on the basis of their Choice List filled and locked in the First Round of counseling. Please note that such candidates shall not be allowed to fill up /alter/modify/add/delete choices in their choice list.

42. Those candidates, who could not participate in the First Round of Counseling, may also participate in this round. For this, such candidates are required to complete the Process of Registration and payment of required Registration Fee as explained the Counseling Schedule. Such candidates, being a new registration, are required to fill up their choice and Lock them. Thereafter, they must go through the process of document verification to any one of the Verification Centers as per schedule similar to first round. The List of Verification Centers is available at http://upsee.nic.in.

43. Please note that if a candidate is allotted a seat and has confirmed seat in the main round and a new seat is allotted to him/her in this round, his/her earlier allotment (whether confirmed or not ) shall deem to be automatically cancelled.

44. If a candidate is unsuccessful in getting a new seat (according to higher preference given in the locked Choice List) in this round, seat allotted to him, if any, during the first round will be retained by him.

45. The results of seat allotment of second round will be declared on a specified date given in the schedule and shall be available on the website http://upsee.nic.in.

46. Similar to the First round, all candidates who have participated in this round of counseling, after declaration of result must Login to their account on the website http://upsee.nic.in and exercise one of the available options of FREEZE, FLOAT or WITHDRAW options, as explained at point number 26 to 30, within the specified period for the confirmation of their seat.

47. It is important to note that those candidates, who could not be allotted any new seat and who has retained the seat allotted to him in the first round of counseling, are also required to exercise one of the available options of FREEZE, FLOAT or WITHDRAW options, as explained at para 26 to 30, within the specified period for the confirmation of their seat.

48. It is important to note that those candidates, who could not be allotted any seat neither in 1st round nor in 2nd round of counseling, are also required to exercise one of the available options of FLOAT or WITHDRAW options, as explained at para 26 to 30, within the specified period. If such a candidate does not choose any of the FLOAT and WITHDRAW options during the specified period, he/she will be treated to have opted for ”FLOAT” and shall be automatically considered for next round (4th round for GENERAL / OBC candidate and 3rd round for SC/ST candidate) of counseling.

49. The candidate, who opts for FREEZE Option for confirmation of seat, shall not be considered for seat allotment in subsequent rounds of counseling. The fee submitted by the candidate during counseling shall be adjusted against

the Institute Fee at the time of reporting for admission in the allotted institute and shall be transferred by the University to the Allotted Institute.

50. The candidate, who opts for FLOAT Option, shall be considered for seat allotment in subsequent round [4th round for General/OBC/ST candidates and 3rd round for SC candidates) of counseling as explained in Counseling Schedule. The fee submitted by the candidate during counseling shall be adjusted against the Institute Fee at the time of reporting for admission in the allotted institute and shall be transferred by the University to the Allotted Institute.

51. If a candidate opts for WITHDRAW Option, the seat allotted to such candidates shall be cancelled and will be treated as vacant. Moreover, such candidates are not allowed to participate in the subsequent rounds of counseling as explained in Counseling Schedule. The registration fee of such candidates, after deduction of administrative charges with a rate of Rs 2000 per round of counseling in which the candidate has participated, shall be refunded online in the same account

52. A candidate who is allotted a seat in this 2nd round of counseling, irrespective of the fact whether he/she is allotted a new seat or he/she has retained the seat allotted to him in first round but who do NOT exercise any of the available options of FREEZE, FLOAT or WITHDRAW options, shall be automatically treated as withdrawn. And the seat allotted to him, if any, shall stand automatically cancelled. The registration fee of such candidates, after deduction of administrative charges with a rate of Rs 2000 per round of counseling in which the candidate has participated, shall be refunded online in the same account.

53. It is again clarified that for a candidate who could not be allotted a new seat and has just retained the earlier allotment to him, it is must for them also to exercise either FREEZE or FLOAT option in order to retain his/her a seat.

54. A candidate, who opted for FLOAT option, he will be considered for up gradation of the Seat Allotment on the basis of he/her same Choice List in the subsequent round of counseling as explained in the Counseling Schedule. Such candidates, if allotted a new seat (higher preference seat according to his/her given Choice List) in subsequent round, the seat presently allotted to him shall treated as vacant and offered to other interested candidates. If such candidates are not allotted any new (higher preference seat according to his/her given Choice List), the seat presently allotted to him shall be retained.

55. It should be noted that the same Choice List (Choice filled and locked) by the candidate shall be used for seat allotment in all later rounds of counseling, if candidate participates in later rounds by choosing FLOAT option(s).

56. Please note that vacant seats under various subcategories (AF/FF/GL/PH) within the vertical main categories (GENERAL/OBC/SC/ST) will be merged with respective main categories. The subcategories will cease to exist in this round and onwards.

57. This round is exclusively for SC Category candidates. The vacant seats of the ST category will be transferred to and merged with vacant seats of SC category.

58. Those candidates belonging to SC category (whether he/she is allotted a new seat in second round or he/she retains the seat allotted to him in first round or he/she could not be allotted any seat in the Second Round of Counseling) and who have opted FLOAT option in the Second round of counseling, shall be considered for seat allotment on the basis of their Choice List filled and locked in earlier rounds of counseling. Such candidates shall not be allowed to fill up /alter/modify/add/delete choices in their choice list.

59. Those candidates, who could not participate in the 1st and 2nd Rounds of Counseling, may also participate in this round following the process of fresh registration. For this, such candidates are required to complete the Process of Registration and payment of required Registration Fee as explained the Counseling Schedule. Such candidates, being a new registration, are required to fill up their choices and Lock them. Thereafter, they must go through the process of document verification to any one of the Verification Centers as per schedule similar to first/second round. The List of Verification Centers is available at http://upsee.nic.in.

60. Please note that if a candidate is allotted a seat and has confirmed seat in the first/second round and a new seat is allotted to him/her in this round, his/her earlier allotment (whether confirmed or not ) shall deem to be automatically cancelled.

61. If a candidate is unsuccessful in getting a new seat (according to higher preference given in the locked Choice List) in this round, seat allotted to him, if any, during the previous round will be retained by him.

62. The results of seat allotment of third round will be declared on a specified date given in the schedule and shall be available on the website http://upsee.nic.in.

63. Similar to the First/Second round, all candidates who have participated in this round of counseling, after declaration of result must Login to their account on the website http://upsee.nic.in and exercise one of the available options of FREEZE, FLOAT or WITHDRAW options, as explained at point number 26 to 30, within the specified period for the confirmation of their seat.

64. It is important to note that those candidates, who could not be allotted any new seat and who has retained the seat allotted to him in the first/second round of counseling, are also required to exercise one of the available options of FREEZE, FLOAT or WITHDRAW options, as explained at para 26 to 30, within the specified period for the confirmation of their seat.

65. It is important to note that those candidates, who could not be allotted any seat neither in 1st round nor in 2nd round nor in 3rd round of counseling, are also required to exercise one of the available options of FLOAT or WITHDRAW

options, as explained at para 26 to 30, within the specified period. If such a candidate does not choose any of the FLOAT and WITHDRAW options during the specified period, he/she will be treated to have opted for ”FLOAT” and shall be automatically considered for seat allotment in the 4th round of counseling.

66. A candidate who participated in this 3rd round of counseling, irrespective of the fact whether he/she is allotted a new seat or he/she has retained the seat allotted to him in 1st/2nd round or he/she is not allotted any seat, but who do NOT exercise any of the available options of FREEZE, FLOAT or WITHDRAW options, shall be automatically treated as withdrawn. And the seat allotted to him, if any, in this round shall automatically stand cancelled. The registration fee of such candidates, after deduction of administrative charges with a rate of Rs 2000 per round of counseling in which the candidate has participated, shall be refunded online in the same account.

67. The candidate, who opts for FREEZE Option, for confirmation of the allotted seat, shall not be considered for seat allotment in subsequent rounds of counseling. The fee submitted by the candidate during counseling shall be adjusted against the Institute Fee at the time of reporting for admission in the allotted institute and shall be transferred by the University to the Allotted Institute.

68. The candidate, who opts for FLOAT Option, for confirmation of the allotted seat, shall be able to participate in 4th round of counseling as explained in Counseling Schedule.

69. In case of a candidate, who opts for WITHDRAW Option, the seat allotted to such candidates, if any, shall be cancelled and will be treated as vacant. Moreover, such candidates are not allowed to participate in the subsequent rounds of counseling as explained in Counseling Schedule.

70. It is again clarified that for a candidate who could not be allotted a new seat and has just retained the earlier allotment to him, it is must to exercise either FREEZE or FLOAT option in order to retain his/her seat.

71. A candidate, who opted for FLOAT, he/she will be considered for up gradation of the Seat Allotment on the basis of he/her same Choice List in the 4th round of counseling as explained in the Counseling Schedule. Such candidates, if allotted a new seat (higher preference seat according to his/her given Choice List) in 4th round, the seat presently allotted to him shall treated as vacant and offered to other interested candidates. If such candidates are not allotted any new seat (higher preference seat according to his/her given Choice List), the seat presently allotted to him shall be retained.

72. It should be noted that the same Choice List (Choice filled and locked) by the candidate shall be used for seat allotment in all later rounds of counseling, if candidate participates in later rounds by choosing FLOAT option.

Such candidates shall not be allowed to fill up /alter/modify/add/delete choices in their choice list.

If the candidate does not report for admission in the allotted institute within the specified period, the seat allotted to him shall stand automatically cancelled and his/her registration fee shall be forfeited and he/she shall not be eligible for refund.

81. The Candidates, who are allotted a seat (i.e. either new seat is allotted or allotment of earlier round is retained), and opts for FREEZE with UPGRADE” option, the seat allotted to him is confirmed. The seat allotted to such candidates will be cancelled and shall be treated vacant. The registration fee of such candidates, after deduction of administrative charges with a rate of Rs 2000 per round of counseling in which the candidate has participated, shall be refunded online in the same account.

84. In case of those candidates who could not be allotted any seat (i.e. those candidates who could not be allotted any seat in any of the earlier rounds which includes 1st round, 2nd round, 3rd round and this 4th round) on the basis of the choices filled by them, will have to choose one of the following options:

A. FLOAT Option: If candidate wants to be considered for seat allotment in the 5th Round of counseling on the basis of his/her already filled choices, should opt for the “FLOAT” option.

B. WITHDRAW Option: If candidate does not want to be considered for allotment in 5th rounds of counseling, must opt for the WITHDRAW option. The candidates who opt this WITHDRAW option will be treated to have withdrawn from the Counseling Process. The Full Registration Fee submitted (without any deduction) by such candidates shall be refunded online in the same account.

C. If such a candidate does not choose any of the above option during the specified period, he/she will be automatically treated to have opted for ”FLOAT” and shall be automatically considered for next round (5th round) of counseling.

85. It is important to note that those candidates, who could not be allotted any new seat and who has retained the seat allotted to him in the 1st/2nd /3rd round of counseling, are also required to exercise one of the available options of “FREEZE without UPGARDE” or “FREEZE WITH UPGRADE” options, as explained in counseling schedule within the specified period for the confirmation of their seat.

86. A candidate who participated in this 4th round of counseling, irrespective of the fact whether he/she is allotted a new seat or he/she has retained the seat allotted to him in 1st / 2nd/3rd round, but who do NOT exercise any of the available options, shall be automatically treated as withdrawn. And the seat allotted to him, if any, shall stand automatically cancelled.

87. It should be noted that the same Choice List (Choice filled and locked) by the candidate shall be used for seat allotment in fifth round of counseling, if candidate participates in fifth round of counseling.

STEP5: Seat Allotment Letter and Reporting at the Allotted Institutions

88. Those candidates, who have confirmed their seat by choosing “FREEZE” (in 1st, 2nd or 3rd Round) or by choosing “FREEZE without UPGRADE” or “FREEZE with UPGRADE” option (in 4th Round), as the case may be, must download and print the Allotment Letter from the website http://upsee.nic.in and report to their respective Allotted Institutions as specified in the counseling schedule. The fee submitted by the candidates through portal http://upsee.nic.in during counseling process shall be transferred by the University to the respective institutes after reporting and admission of the candidate in the Institutes.

89. The candidates, with the printed copy of Allotment Letter, must report at their allotted Institutes with the remaining amount of Fee to the Institute within the schedule specified in the counseling schedule. The candidate must carry must carry all relevant document in original with one set of self attested photocopies for verification by the allotted institution.

90. IF A CANDIDATE WHOSE ALLOTMENT LETTER HAS BEEN GENERATED, FOR WHATEVER REASON, FAILS TO REPORT AT HIS/HER ALLOTTED INSTITUTE WITHIN THE PERIOD SPECIFIED IN THE ALLOTMENT LETTER, THE SEAT ALLOTTED TO HIM/HER WILL BE TREATED AS CANCELLED AND CANDIDATE SHALL HAVE NO CLAIM ON THE SEAT AND THE FEE SUBMITTED BY THE CANDIDATE SO FAR SHALL BE FORFEITED.

91. This round is open to candidates of all the categories similar to first, second and fourth round. The vacant seats in this round shall belong to General category.

92. All the candidates, who have been allotted a seat and have reported at the Allotted Institutes and want to be upgraded on existing choices filled during earlier round. Such candidates, if confirmed their seats in 4th round by exercising “FREEZE with UPGRADE” option shall be considered for seat allotment in 5th round of counseling.

93. Further, those candidates who participated in 4th round of counseling and could not be allotted any seat in any round. Such candidates, if have not opted “WITHDRAW” option in 4th round shall be considered for seat allotment in the 5th round as specified in the counseling schedule.

94. No fresh candidate is allowed to register in the 5th round.

95. Please note that any candidate, who was allotted a seat in any of the earlier round but have exercised “FREEZE” or “FREEZE without UPGRADE” in previous rounds, as applicable in that round, are not eligible to participate in 5th round.

96. A candidate who is allotted a new seat in this round, his/her previously allotted seat, if any, shall automatically stand cancelled.

97. If a candidate is unsuccessful in getting a new seat (according to higher preference given in the locked Choice List) in this round, seat allotted to him, if any, during the previous round against which he has taken admission, will be retained by him.

98. The results of seat allotment of fifth round will be declared on a specified date given in the schedule and shall be available on the website http://upsee.nic.in.

99. Seat Allotment Letter and Reporting at the Allotted Institutions: The candidate, who have been allotted new seat in this round of counseling, shall download and print their Seat Allotment Letter and report to their respective Allotted Institutions as specified in the counseling schedule.

100. The candidates, with the printed copy of Allotment Letter, must report at their allotted Institutes with the remaining amount of Fee to the Institute. The candidate must carry all relevant document in original with one set of self attested photocopies for verification by the allotted institution.

1. Please note that the various steps such as Registration, Payment of Registration Fee, Choice

filling / Locking and Document Verification in each and every round of the counseling process are

sequential in nature. A candidate shall be able to perform any step of the process only if all the

previous steps are completed.

2. If a candidate is allotted a seat during later rounds of counseling, his/her earlier allotted seat (if

any) in earlier round will automatically stands cancelled.

3. In case of those candidates, who have been allotted a seat and participate in subsequent round

of counseling by exercising ‘FLOAT’ option or ‘FREEZE with UPGRADE’ option, if a new seat could

not be allotted to him, seat allotted to him in previous round of counseling shall be retained.

4. A candidate, who is allotted a seat, must exercise “FREEZE” or “FLOAT” or “FREEZE with

UPGRADE” or “FREEZE without UPGRADE” options, as applicable in the specific round, in order

to accept and confirm the allotted seat in the specified period. If no option is exercised by such a

candidate, the candidate will automatically be treated as “WITHDRAWN”. The seat allotted to

such candidates shall be automatically cancelled and treated vacant. The registration fee of such

candidates, after deduction of administrative charges with a rate of Rs 2000 per round of

counseling in which the candidate has participated, shall be refunded online in the same account.

5. In case of those candidates, who are allotted a seat and takes admission in the Allotted Institute,

the registration fee submitted by the candidate during the counseling, without any deduction,

shall be adjusted against the Institute Fee of the Allotted Institute and shall be transferred to the

Allotted Institute by the University.

6. In case of those candidates, who were allotted a seat but have exercised “Withdraw” Option

after allotment, he/she will be automatically treated as WITHDRAWN from the Counseling

Process. The seat allotted to such candidates will be cancelled and shall be treated vacant. The

registration fee of such candidates, after deduction of administrative charges with a rate of Rs

2000 per round of counseling in which the candidate has participated, shall be refunded online in

the same account.

7. In case of those candidates who could NOT be allotted any seat, the entire fee submitted by the

candidate during the counseling shall be refunded online by the University in the same account

without any deduction.

8. In case, a candidate confirms and accepts a seat by exercising “FREEZE” option or “FREEZE

without UPGRADE” option or “FREEZE with UPGRADE” option, as applicable in specific round;

and his/her Provisional Allotment Letter has been generated but he/she do not take admission in

the allotted Institute in the specified period, the seat allotted to him shall stand automatically

cancelled. Such candidates will have no claim on the seat. The registration fee submitted by such

a candidate shall also be forfeited and No claim for refund of the fee submitted by such a

candidate shall be entertained by the University.

9. The candidates are advised to fill up as many choices as they want and put them in desired order

carefully before locking. Once Choice List is locked by a candidate, he/she will not get any other

chance to modify/add/delete/update it during the entire process of counseling. Same Choice List

of the candidate which is filled and locked in any round of counseling shall be used for allotment

in all subsequent rounds of counseling.

10. If a candidate does not lock his filled choices within the specified period, the choices filled by them

at the end of specified period shall be automatically locked by the system and thereafter same

shall be used for Seat Allotment.

11. The Registration Fee has to be paid ONLINE only using Credit Card/Debit Card/Internet Banking.

There is no other option except Credit Card/Debit Card/Internet banking for submission of

registration fee.

12. The candidates are advised to identify their account through which they intend to make payments

of registration fee and make arrangement of money in the account ready in advance, in order to

avoid any inconvenience.

13. The candidates are advised to register and make payment of registration fee as early as possible

so that they have sufficient time to handle the possible issues of failed / broken payment

transactions.

14. Payment of Registration Fee: If the payment of registration fee is successful and transaction is

updated at NIC server of UPSEE-2016, the “Choice Filling and Locking” link in the Login page of

the candidate on the portal shall become active immediately and using this link, the candidate

shall be able to fill up his/her choices. In case, your account is debited and you do not get active

link for “Choice Filling and Locking” on the screen, it means that your transaction could not be

updated at NIC server of UPSEE-2016. It indicates that your transaction has failed. Now, you are

required to make the Payment of Registration Fee again. However, the amount debited against a

failed / broken payment transactions, shall be automatically refunded to your account by the

Bank after reconciliation as per bank rules.

15. In case of any doubt, please refer to the counseling schedule and counseling process available on

the website http://upsee.nic.in.

(iii) Though candidates are allowed to go to any verification centre/counseling centre on any day during specified period at the document verification as per his convenience. For this purpose, it is advisable to go on a date and time when minimum rush of work is there at the centre. Kindly consider the advisory details, given in the table below in this regard. Don't :

(i) Do not decide to go for a verification center based on false impression about the image of an institute. All the verification centers are good and have been certified so by the authorities of the University.

(ii) Do not leave original certificates at the verification center. (iii) Don’t be in panic at any stage. If there is a crowd on any verification

centre, candidates may proceed to other verification centre or may turn up on other day as per his convenience.

(iv) Do not entertain any advice from an unauthorized person or agency during the verification. Rely on the officials of the verification center.
