1.1 Introduction
AECOM Ltd has been commissioned by Centro to provide
transport consultancy services for the proposed
Wolverhampton City Centre Extension (WCCE) to Midland
Metro Line 1. The scheme is being brought forward in
partnership between Centro and Wolverhampton City Council
(WCC) as a key part of the Wolverhampton Interchange
Project (WIP) which includes plans to redevelop land either
side of Railway Drive and Wolverhampton Rail Station
including commercial developments, new rail station buildings
and an extension to the Multi Storey Car Park (MSCP).
The Midland Metro Line 1 currently operates between
Birmingham Snow Hill and Wolverhampton City Centre,
terminating at Bilston Street. The proposed WCCE route would
extend the Midland Metro route in Wolverhampton from Bilston
Street to Wolverhampton Rail Station via Piper’s Row and
Railway Drive. The existing St George’s stop at Bilston Street
would continue to be used by some services, with additional
stops provided on Piper’s Row adjacent to the bus station, and
at Wolverhampton Rail Station.

WCCE will deliver the integration of public transport in
Wolverhampton, and the improvement of connectivity between
strategic centres by bus, rail and Metro.
This report forms a Design and Access Statement (DAS) in
support of the Transport and Works Act Order (TWAO). The
purpose of a DAS is to confirm how the WCCE fits in the city
centre setting in terms of its design and demonstrates how it
can be adequately accessed by prospective users. It also
explains the design principles and concepts that have been
applied to the development, and the approach made to access.
1.2 Background
As set out above, the Midland Metro Line 1 currently operates

Centre, terminating at Bilston Street in Wolverhampton. The
WCCE is a proposed extension in Wolverhampton City Centre
which is part of Centro’s long term plans for network extension.
An extension of the Metro is already underway from Snow Hill
Station to New Street Station in the centre of Birmingham, and
a further extension from New Street Station to Centenary
Square in Birmingham is also planned. Work is also underway
to deliver the major expansion of the depot at Wednesbury and
a new fleet of state-of-the-art trams.

Following on from the WCCE, there is an aspiration for further
route extension from Wolverhampton to, Walsall and
Wednesbury and the WCCE would facilitate these aspirations.
WCCE would complement recent and proposed investment in
Wolverhampton City Centre, notably the WIP, as well as
WCC’s Public Realm project. The WIP is a major development
designed to enhance integrated public transport provision for
Wolverhampton, as well as providing new residential,
commercial and retail development. The WIP delivered a new
bus station in 2011 with 19 stands, and will provide a new rail
station building. The WCCE will enhance integration of the
public transport network through provision of new tram stops at
both the bus and rail stations.
1.3 Scheme Aims and Objectives
Midland Metro Line 1 is highly successful, enjoying annual
patronage levels of around five million, and taking an estimated
annual 1.2m car journeys off the road. Due to this success,
Centro and the West Midlands Passenger Transport Executive
(WMPTE) are promoting the extension of the existing Metro
Network in the West Midlands. WCCE is also supported by
Wolverhampton City Council.
Alongside, and as part of, the WIP, the WCCE will form part of
a wider programme of regeneration and investment in
Wolverhampton City Centre. WIP, Including WCCE, is
intended to meet the aims of the Black Country Local
Enterprise Partnership (BCLEP) relating to transport and
regeneration in Wolverhampton to achieve a multi –modal
transport hub, deliver new commercial floor space for high
value jobs and improve the strategic gateway to
Wolverhampton and the Black Country.
The Midland Metro will be extended to serve this new rail
station and the recently completed bus station. This primary
infrastructure will unlock the early delivery of 73,862 sq. ft of
office/ leisure/ retail floor space providing 278 jobs. A further
321,000 sq. ft of office/ leisure/ retail floor development will be
created over subsequent years providing a total of 1,590 jobs.
The aims of the BCLEP are set out below and each is followed
by information on how the WIP/WCCE will achieve them:
1. Place - ensure the availability of high quality employment
land and deliver a portfolio of mixed use development
opportunities.
The integration of the WCCE with the redevelopment of the
Railway Station and the WIP will be important in unlocking the
city’s economic potential by realising significant commercial
development upon land either side of the alignment including
much needed Grade A offices and high quality leisure and
retail facilities.
2. Place - improve the Black Country’s connectivity.
The WCCE will improve and facilitate an effective public
transport interchange in Wolverhampton across a range of
modes providing connections and improved accessibility
across the Black Country and with National and International
gateways of Birmingham Airport and High Speed 2.
3. People - improve access to opportunities for developing
skills and raising performance.
By providing improved access to local and national rail, tram
and bus services, the WCCE will reduce travel times and make
it easier for people to get to local and regional employment
opportunities and educational institutions and will support the
implementation of the Black Country apprenticeship
programme.

4. Business – develop and enable the local supply chain,
through indigenous business growth and inward investment
generated.
The WCCE as part of the new primary infrastructure within the
WIP will enable the delivery of office, retail and leisure
development supporting business growth and the local supply
chain, encouraging inward investment and complements the
Black Country’s aspiration of creating conditions that
encourage high value manufacturing.
1.4 Report Structure
The report is structured into the following chapters;
- Chapter 2 explains how relevant National and Local Plan
policies have been taken into account in relation to the
proposed development
- Chapter 3 outlines the consultation undertaken in relation to
access issues, and how the outcomes of these consultations
have informed the development
- Chapter 4 details the expected associated design of the
proposals, and how they integrate with the surroundings
- Chapter 5 states how the WCCE is accessed, and how it
affects current movements around the city centre.
- Chapter 6 summarises and concludes the report.
