(710) PALESTINE CITIZENSHIP ORDER-IN-COUNCIL, 1925.

Annulment of Declaration of Acquisition of Citizenship.

It is hereby notified that in ! exercise of the powers vested in the High Commissioner by Article 10(2) of the Palestine Citizenship Order-in־Couneil, 1925, and with the approval of thé Secretary of State, the Officer Administering the Government has annuled with effect from the 1st October, 1930, the declaration of acquisition of Palestinian citizenship made by Moshe Evenary under Article 5 of the same Order־in־Gouncil.

And it is further notified that, in exercise of the powers vested in the High Commissioner by Article 11(1) of the said Order-in-Council, the Officer Administering the Government lias ordered that the wife and minor children, if any, of the said Moshe Evenary shall cease to be Palestinian citizens as from the date hereof.

Revocation of (Certificate of Naturalisation.

It is hereby notified that,! in exercise of the powers vested in him by Article 10(1) of the Palestine; Citizenship Order-in-Council, 1925, and with the approval of the Secretary of ;Slate, the High Commissioner has revoked, with effect from the 7th October, 1930, the certificate of naturalization of Isaac Rabinovitz.

An it is further notified that, in exercise of the powers vested in him by Article 11(1) of the said Order-in-Council, the High Commissioner has ordered that the wife and minor children, if any, of the said Isaac Rabinovitz shall cease to be Palestinian citizens lis from the date hereof.

(712) FRUIT EXPORT ORDINANCE, 1927.

Regulations made by the Officer Administering the Government for the Control of Export of Citrus Fruit.

In exercise of the powers vested in the High Commissioner by Section 10 of the Fruit Export Ordinance, 1927, 1, Sir Steuart Spencer Davis, Officer Administering the Government of Palestine, hereby make the following Regulations.

1. (1) Fruit shall be exported only from the ports of Jaffa and Haifa and by railway via Kantara.

(2) Fruit intended for export from the ports of Jaffa and Haifa or by railway via Kantara shall be inspected at the places of inspection prescribed in the Schedule hereto.

(3) No fruit intended for export shall be allowed to pass into the port area or any prescribed area of any port either by sea or railway without an official certificate signed by a Fruit Inspector in respect of each particular consignment in whatsoever manner it is carried, provided that fruit arriving by night shall be admitted into the port area or the prescribed area on completion of a non-clearance certificate giving particulars which would enable the consignment to be inspected and cleared within the port area.

2. (1) An inspection fee at the rate of one mil per case or receptacle or half mil per half case or half receptacle shall be payable, together w7ith the fee due for storage, by the consignors or exporters at the ports of Jaffa and Haifa to the Collector of Customs, and on fruit intended for export via Kantara, to an official appointed by the General Manager, Palestine Railways.

At the ports of Jaffa and Haifa the agents of the vessels by which the fruit is exported shall collect the inspection fee from the consignors or exporters prior to the delivery of the bill of lading.

(2) Costs of porterage to and from the places of inspection prescribed in the Schedule hereto shall be payable by the consignor or exporter.

3. ( i ) All fruit exported shall be of good quality, in sound condition with properly cut stems, fully developed, and mature to such an extent as to be not too ripe or too unripe.

(2) Fruit affected by scale insects to such an extent as to be unsightly shall not be exported. The Chief Horticultural Officer may, however, in his discretion pass scale marked fruit for export provided that a process of cleansing has been employed which is not likely to cause mechanical injury or the breakdown of the frnit.

(3) Frnit marked with smut or fumagine, which is caused by scale insects, will be treated in the same way as fruit affected by scale insects.

(4) Fruit having fungoid or mechanical injuries likely to cause waste shall not be exported.

4. All fruit exported shall be w׳rapped in tissue or similar paper.

5. All fruit exported to countries other than those exempted under the provisions of the Ordinance shall be packed in new and clean boxes.

6. All fruit in each layer of the box shall be of uniform size, or of one consistent count or size throughout the box in both compartments; provided that in the discretion of the Chief Horticultural Officer slight variations of size may be allowed along the edges of the top layer of a box of the pack known as the Arab 144 count.

7. (1) No box shall contain both Shamuti and Baladi truit.

(2) No box containing more than one variety of fruit shall be exported. !

(3) The words "Jaffa Oranges" shall not be marked on any box of fruit containing any variety of orange other than Shamuti, unless the description is qualified by the words "Bitters", "Lates", or "Round".

8. Every box of fruit shall be clearly marked on one end with the exact number of fruit contained therein.

9. No consignment of fruit shall be refused export unless 10% of the boxes forming the consignment have been inspected and found to contain fruit unfit for export. If the exporter or his agent who is present when-the inspection is made agrees to the refusal of export after less than 10% of the boxes of the consignment have been inspected, no further inspection shall be־ made. If fruit is in the opinion off the Inspector unfit in any circumstances for export to countries that are not exempted places under the Ordinance, each box shall be marked with an official mark which shall include the words "unfit for export". In other cases: the fruit may be re-packed, if the exporter so desires, and resubmitted for inspection.

For the purpose of this Rule, "consignment" means the total quantity of boxes presented for export on I he same railway truck, motor lorry, other vehicle, animal or train of animals.

10. (1) All fruit in respect of which permission to export has been refused shall be removed from | the place of inspection within 24 hours; provided that if the exporter or consignor has required the Inspector to refer such refusal to a Board of Reference, the fruit shall remain at the place of inspection until it has been examined by the Board, and if the Inspector's refusal is upheld by the Boar( , the fruit shall be removed from the place of inspection within 24 hours of the communication of the Board's decision to the consignor.

If such fruit after final rejection is not removed•'from the place of inspection within 24 hours, the exporter or !consignor shall be charged a fee of 10 mils for each box for each subsequent 24 hours or part thereof.

(2) A fee at the rate (of 30 mils per box shall be deposited with the Inspector by the consignor requiring reference to a decision by a Board of Reference, with a minimum fee of £P. 3, provided that the fee shall be refunded if the Board decides agjainst the decision of the Fruit Inspector.

11. The Boards of Reference at Jaffa and. Haifa shall be composed, of a representative of the Director of Agriculture and two members chosen from a panel of six. The panel shall be nominated by the District Commissioner of the Southern and Northern Districts, respectively, before the beginning of the export season.

On each Board of Reference one of the panel members shall be selected by the complainant and one Ivy the Chief Horticultural Officer.

12. No oranges shall be exported from Palestine prior to the 1st of November unless on examination by the Chief Horticultural Officer at the request of the exporter the fruit in the grove from which it is intended to export the fruit is found to posses a sugar-acid maturity ratio greater than 7/1.

13. (1) The foregoing Regulations shall not apply to fruit intended for export to the following countries which are hereby declared under Section 3 of the Ordinance to be exempted places, namely :-

Egypt, Syria, Lebanon, Trans-Jordan, Sudan, Hejaz, Aden, Rumania, Bulgaria, Greece and Iraq.

(2) Fruit intended for export to such exempted places shall be packed in boxes on which the country of destination is indelibly marked.

14. Notwithstanding anything to the contrary contained in these Regulations, the Director of Agriculture may allow the shipment for experimental purposes of consignments of fruit which do not conform therewith under any such restrictions and conditions as he may prescribe.

15. The Regulations under the Fruit Export Ordinance, 1927, dated 12th November, 1928, and 7th August, 1929, are hereby repealed.

S C H E D U L E .

Prescribed Places of Inspection.

(1) Port of Haifa.

A special store within the Customs Area provided for fruit for export, or the individual packing houses or the warehouses of the Railway Station of origin.

(2) Port of Jaffa.

The Fruit Inspection Store or any store used for storing the oranges prior to shipment, whether inside or outside the Port Area, or the individual packing houses.

(3) Rail Transit.

Such places as may be determined by the General Manager, Palestine Railways, or the individual packing houses.

(714) NOTICE REGARDING THE IMPORTATION AND

EXPORTATION OF ANTIQUITIES.

Importation.

1. All antiquities must be declared to the Customs Authorities immediately on arrival in Palestine.

2. Antiquities imported into Palestine from countries other than Syria are subject to Import Duty at the appropriate rate, according to the Customs Tariff in force from time to time,

3. (a) The importation of antiquities into Palestine from Syria is governed by the Palestine-Syria Customs Agreement, published in the Gazette Extraordinary of the 1st June, 1929, and by the Agreement as to the importation of antiquities, published in the Official Gazette of the 16th April, 1926.

(b) No antiquity shall be permitted to enter Palestine from Syriq: or the Grand Lebanon unless its! exportation has been sanctioned by a licence issued by the competent authority in the territory of export.

(c) Antiquities of Syrian origin accompanied by a certificate from the Syrian Customs Authorities origin, which are imported into

to that effect, and antiquities not of Syrian Palestine accompanied by a certificate from


the Syrian Customs Authorities stating ihat the Customs duties on the antiquities have been credited to the Pales!ine Customs Administration, will be admitted into Palestine free of Import Duty.

(d) Antiquities not accompanied by either of such certificates are subject to Import Duty at the appropriate rate, according to the Customs Tarriff in force from time to time.

Re-Importation.

4. Antiquities exported from Palestine and subsequently re-imported will be admitted free of duty provided that re-importation takes place within one year from the date of exportation and that the licence to export issued by the Department of Antiquities on their previous exportation is produced, together with such other information as the Customs Authorities may require for identification of the antiquities.

Exportation.

5. (a) The exportation of antiquities Irom Palestine is governed by Section 11 of the Antiquities Ordinance, 1929, and the Regulations made thereunder

(b) Under the Ordinance, no person shall export from Palestine any antiquity unless he has obtained a licence to export it from the Director, Department of Antquities:-

(c) Application for a licence to export antiquiiies shall be made in writing to the Director, Department of Antiquities, Jerusalem, giving the following particulars.

(i) a list of the antiquities, containing a description of each object sufficient for identification;

(ii) a declaration of the value of each object;

(in) any other information regarding the antiquities that the Director may require.

(d) Before a licence to export antiquities is granted, the applicant for such licence shall pay to the Department ol Antiquities an export fee at the rate of 10°0׳ on the value of the antiquities, unless exempted under the Ordinance.

(e) All antiquities must be declared, and the licence to export exhibited, to the Customs Authorities on departure from Palestine, but packages of antiquities sealed with the seal of the Department of Antiquities and bearing within the official stamp of that Department the number and date of the licence relating to them may be exempted from further examination at the discretion of the Customs Authorities.

Re-Exportation.

6. Antiquities upon which Import Duty has been originally collected, if re-exported within six months from the date of importation, must be accompanied by a licence to export. The Customs Authorities will refund the Import Duty originally collected, less 10% in accordance with Section 155 of the Customs Ordinance, 1929, provided that they are satisfied by the production either of a certificate of import for purposes of re-exportation or of other documents that Import Duty was originally collected.

Notice is hereby given that Schedules of Claims for Rishon-le-Zion, in the Ramleh Settlement^Area, have been posted in the office of the Settlement Officer situated in Abu Khadraj Building, Abu Khadra Street, near King George V Avenue, Jaffa, and in the District Office of the Ramleh Sub-District in Jaffa, in accordance with Section 24 of the Principal Ordinance.

Persons having any interest in the lands of the said village should examine the Schedules and should take the necessary steps to ensure that their rights including mortgage, leases for a period of more than three years, or servitudes, are examined by the Settlement Officer of the Ramleh Settlement Area.

The public is hereby notified that the settlement of rights to land in the village of Ness-Ziona (including Wadi-Hunein) is about to commence. Any person claiming an interest in the lands of the said village of Ness-Ziona (including Wadi-Hunein) should act in the manner prescribed in the Land Settlement Ordinances, 4928-4930.

Notice is hereby given to the persons whose names appear in the Schedules attached that the area of the Jaffa Sub-District" was declared to be a Settlement Area on the 26th May, 1928, and that the village of Petah-Tiqva was notified as a 4*Settlement" village on the 46th September, 4930, and that I propose to determine the title to the land in the said village and am prepared to receive any claim in connection therewith.
