Thiswasannouncedatapressbrief- ing held at the council chambers of KwaDukuza Municipality yesterday (Tuesday, 10 February). Infrastructure and technical ser- vices chairperson councillor Sandeep Oudhram held the briefing to “clear some uncertainties” regarding the current load shedding taking place within the municipality. “This load shedding affects all sec- tors including business, hospitals and the iLembe District Municipality who provides us with water,” he said. According to a presentation by Prashunt Lutchman, who is a key cus- tomer executive at Eskom, when it comes to load shedding in KwaDuku- za, there is “no favouritism”. “We are avoiding a black start, contrary to social media rumors and the fact that we are load shedding should bare testament to that,” he said. “With the new system in place, Es- kom will be in charge of direct load shedding in the municipality.” This means that when Eskom sheds power, it will be done through- out the municipality for two hours a day or more depending on the stage of load shedding being implemented. Nick Hall, KwaDukuza Municipal- ity director of electrical services, ex- plained the municipality’s perspec- tive on load shedding. “With the various stages from one through to three, Eskom needs us to shed enough power to reduce de- mand. Doing the shedding ourselves has had some drawbacks and we have negotiated with them to do the actual shedding for two hours at a time across the board,” he said. The southern block, in particular theShefeild/Salt Rock area, is severelyoverloaded.

“Thismeans that when the powercomesbackon,all thegeysers, stovesand air-conditioners also come backon and overload the system whichfurtherdelaysthepowercomingbackon for an extra two hours,” he said.

Anewsubstationaimedatmitigat-ing the overload will only be opera-tional in six months time.

A representative from the iLembeDistrict Municipality appealed to Es-kom representatives present that in-

formation be relayed to iLembe atleast30minutesbeforetheloadshed-ding is initiated as failure to do sohasled to severe damage to water andsewage infrastructure.

“Just last week it took 12 hours tofixaburstrisingmainasaresultoftheload shedding,” he said.

ILEMBE residents are urged tosave water as the current watercrisis continues despite some

rain over the past few weeks.Responding to questions posed

bytheWeekly, corporatestakehold-ermanageratUmgeniWater,ShamiHarichunder issued a statement onthe current situation.

In the statement Harichundersays the recent heavy rains havedone little to replenish the Hazel-mere Dam.

“Over the past week there hasbeenatotalofabout103mmofrain-fall in the Hazelmere catchmentswhich has resulted in the Hazel-mere Dam level rising by about 4,5%,” he said.

Before the heavy rains, theWeekly reported the level of theHa-zelmereDamtobeat 34, 29%on28January.Sincethenasat6Februarythe levelof theHazelmereDamroseto 38, 79%, he said.

Healsowarnedthatthe"margin-al increase" in the dam level wouldnot be good enough to provide res-pite from the prevailing drought.

“UmgeniWater, eThekwini Met-ro,iLembeDistrictMunicipalityand

Sembcorp Siza Water continue tourge consumers to use water spar-ingly and to also avoid wastage.”

Khosi Mathenjwa, Sembcorp Si-za Water public relations officer,said while the recent rains has hadaslightlypositiveimpactonincreas-ing the level of HazelmereDam, theprobability for continued heavyrainfall in thenext threemonths re-mains low.

“In order for us to prolong thestorage at Hazelmere Dam we re-quire all users to reduce their con-sumption by at least 30%. If this isdonewewillexperienceminimalin-terruptions to the water supply.

“Many consumers have reducedtheir consumption and we wish toplace on record our gratitude foryour co-operation as well as yoursenseofresponsibilityinassistingtomanage this situation.

“However, many have actuallyincreased their consumptionwhichisratherdisappointingandthiscon-tributes to our service area notmeeting the required 30% reduc-tion.

“In an effort to now try andachieve the 30% reductionwe haveupdatedtheStage4restrictions,”hesaid.

Water savingtips fromUmgeni Water:

· Avoid washing of cars· Avoid filling of pools· Avoid filling of bath tubs, ratheruse a shower instead· Avoid watering of gardens with ahose pipe. Rather use a watering canif you have to. Collect rainwater forthat use· Avoid washing of pavings and roofs· Reduce the unnecessary flushing oftoilets or insert a brick into the toiletcistern to reduce the quantity of wa-ter being flushed each time· Report the theft and vandalism ofwater infrastructure and take own-ership of the water supply andabuse in your area.

Mother dies shortlyafter giving birth>> Hospital source says doctor cut woman’sbowel during C-section

A WOMAN died at the StangerHospital after a complicationduringa caesarian-sectionpro-

cedure on Monday 2 February.The woman, who gave birth to a

healthy baby girl, died after complain-ing of abdominal pains.

Unconfirmed reports indicate thatThembekile Mkhize (30) died as a re-sult of a perforation of the bowel, theorgan responsible for the transport offaeces from the body.

Afterdoctorswereunable toassistMkhize with a natural birth due to herbirth canal being too narrow, she wassent to the operation theatre for a cae-sarian-section.

Anonymous reports from hospitalstaff further indicate thatMkhize gavebirthtoahealthybabygirlhowever,af-ter the birth she complained of severeabdominal pains.

According toa source, thepains gotso severe that shewas sent back to thetheatre where doctors tried to find thecause of the pain.

The source said that doctors foundthat Mkhize’s bowel had been perfo-rated from the first surgery and thatfaeceshadescapedherbowelandcon-taminated her abdominal cavity.

Doctors tried to remove the faeces,but Mkhize later died as a result.

Currently,asthehospitalhasnotre-sponded toquestions fromtheWeekly,it is unclear as towhatmedically led toMkhize’s death.

The Department of Health’s AgizaHlongwaneandhe said that hewill re-spond to questions in writing by Mon-day next week.

THE KwaDukuza executive council (Ex-co) intends to demolish a house afterthey sold land not belonging to the mu-nicipality.

Now the rightful owner is suing thecurrent owner over the municipality’smistake.

The item was discussed at a councilmeeting on Thursday, 29 January at theKwaDukuzacouncilchambers.Accordingto notes presented at council, a munici-pal official sold a plot in Shakaville desig-nated as ERF54 in 2011.

The plot was sold to a Mr. Yingwana,which unbeknownst to the unnamed of-ficial, already belonged to a Mr. Khuz-wayo.

Yingwana then later sold it to a Mr.Mpunzana who then built a house on theplot. At this point of the meeting, somecouncillors showed dissatisfaction andsome confusion and speaker ThulaniKhuluse stood up to bring order and fur-ther explain the situation.

“I will try to explain this so that weall understand how this will affect us. So,Mpunzana bought a house from Yingwa-na, who believes he is the rightful owneras a transaction was made and he hasdocumentationprovingthatheownstheproperty,” he said.

“Now, there we have Mpunzana re-laxed in his house which he has built onthe property and there comes Mrs. Mt-shali, the rightful owner of the property,”

he said. Mtshali had purchased the plotfrom Mr. Khuzwayo, the original owner.

“Imagine the surprise on Mrs. Mtshali’sface when she finds someone with ahouse on property that now belongs toher legally,” Khuluse explained.

Khuluse further explained that Mrs.Mtshali had initiated court actionagainst Mpunzana who refuses to move.

“You see ladies and gentlemen, thismay not affect us now, but it eventuallywill because it is our fault. What we needto do now is for council to approve thedemolition of the structure so that wecan minimise costs,” he said.

The motion was approved and thehouse is set to be demolished soon to“minimise costs”.

DURING 2014 the KwaDukuzaMunicipality’s chief financialofficer warned council about

the financial stateof themunicipality.The bottom line is that ourmunici-

pality may be heading into deep fi-nancial trouble in the next few years.

It is a fact that our municipalitywillbereducedtobankruptcyif itcon-tinues to spend revenue at the rate itdoes presently.

However, it seems that the warn-ings of the CFO have fallen on deafears. Council has sceptically adopteda “we’ll justwait andsee”attitude.Todate there has been no joint dialoguein council about plugging the leaks inthe public purse. Furthermore, nocollective decisions have been taken

in this regard,andnoclearplanofac-tion has been outlined.

Being privy to council decisionswhere millions are squandered onnon-essentials is perhaps the mostdifficult part for me, as a councillor.FrombeachfestivalstoReeddances

to music festivals amounting to R1,3million and the list goes on.

While I admit that KDMhas publicrelation responsibilities, I must alsoadmitthatmostPReventsarenothingmore than “non-essential activities”in comparison to service delivery.

Some ratepayers believe theseevents to be nothing more than pub-licity stunts of the ruling party to re-tain the patronage of their voters.

There are several questions that re-quire answers prior to the “shopping inva-

sion” being accepted or constructed bythe greater Ballito ratepayers and resi-dents.

There are numerous matters of consid-erably more importance to the business-es, ratepayers and residents of Ballito,than building an unrequired ‘mega shop-ping centre’ merely to allow the moneygreedy KwaDukuza Municipality to col-lect more property rates to misappropri-ateonwildparties,andothernon-rateas-sociated matters.

These include a taxi rank for the manypeople who work in Ballito and travel bytaxi, an undertaking to repair and resur-face the road infrastructure over a periodof say five years, an undertaking to ensurethat Ballito has a totally acceptable pow-er supply that is continuous without in-terruptions, an undertaking from iLembeand Siza Water that the potable water

supply is not likely to fail due to any ofthe normal excuses, the final demolitionand removal of the remains of the Dol-phin Coast Mall and an undertaking tobuild a main police station in Ballito.

I’m certain that the ratepayers andresidents of the greater Ballito area, andpossibly Mr Pravin Gordhan, would givetop marks to KwaDukuza Municipality ifthose matters could be attended to in theshort term.

We would be able to give them topmarks, and applaud them for their obvi-ous efforts to make Ballito the clean, safe,well maintained holiday town that it wasin the past. All this would cost a fractionof the actual rates collected from the ar-ea, and would be considerably more ben-eficial to the area than anything that maycurrently be proposed or constructed.George N Gray

Consider making your own card,if you have kids get them to help.

Try to think out of the box, thereare lots of different ways of sendinga message without the usual card,and some of themmay just be morepersonal than the usual cheesygreeting card.

"Why don't you make your owncard," suggest Sibiya. "A thoughtful,handwritten note is always a lovelyromantic gesture."

Restaurants are usually packedon Valentine's night and specialisedValentine dinner menus more ex-pensive then the norm.

Skip the crowds and have yourown special dinner, just the two ofyou.

SAPPI invited some of PROTEC’sbrightest sparks on the NorthCoast to attend a lunch held at

Four lucky matriculants from theMandeni and KwaDukuza brancheswho achieved distinctions in mathe-matics and physical science in the2014 exams were awarded by SappiandreceivedR10000persubjectdis-tinction.

Themoney is to be used for furthertertiarystudiesof theirchoiceataDe-partment of Higher Education recog-

niseduniversity or university of tech-nology.

Sappi has been supporting PRO-TEC – a programme for the advance-ment of technological careers – since1995andlastyearintroducedafinan-cial incentive to matrics on the pro-grammebyofferingaR10000awardto those achieving distinctions inmaths and science.

Pupils from theMandeni, KwaDu-kuza, Umkomaas, PietermaritzburgandNelspruit brancheswere eligibleto receive awards and in total 18 pu-pils from these five Sappi-supportedbranches qualified for the awards,

with three of them earning distinc-tions in both maths and science,bringing the total of Sappi’s contribu-tion towards furthering their studiesto R210 000.

Notice is hereby given in terms of the National Water Act (Act No 36 of 1998) of the initiative byiLembe District Municipality to propose the construction of a sewage pipeline and and package plantWWTW in Groutville, iLembe District Municipality, KwaDukuza Municipality (Regional), KZN.

Project detail: The Priority 5 development proposes the construction of approx.1.25km sewagepipeline and two pump stations at Priority 5 (Mnyomawini) and Groutville (Aldinville) with a temporarypackage plant Waste Water Treatment Works (extended aeration plant). The proposed sewagepipeline and the temporary Package Plant WWTW will provide bulk sewage services to the Priority5 (Mnyomawini) and Groutville (Aldinville) residential developments. The Package Plant WWTW willbe an interim measure (approximately 3 to 5 years) until connection to the Regional WWTW will befeasible; where after the package plant will be decommissioned and all flows are to be transferredto the proposed bulk trunk outfall which forms part of the Regional Bulk Sanitation scheme beingcarried out by ILembe District Municipality.

Location: The site is located immediately west of the north-bound R33, approximately 350m beforeit crosses the Tugela River.

In respect of the above, the applicant intends to obtain a water use licence from the Department ofWater & Sanitation in terms of the National Water Act.

KDVA Competitive League championsGrove End have been drawn alongside so-cial league minnows, Darnall United, CoolLeaders and Teachers Style in pool B andare expected to take a power of beating.

Grove End have been begun their train-ing in earnest in quest for a hat-trick ofleague titles since winning the EZE’S Elec-trical-sponsored Competitive League titlein 2013 and 2014. They should proved toostrong in pool B and are strongly fanciedto finish the top of the pool.

Newly crowned social league champi-ons, Sunbrook have been grouped along-side competitive league teams KSST,Randsons and Warriors Sport and despiteboasting a wealth of talented players it ishighly unlikely that they will advance to

the knockout stages (semi-finals) of thetournament.

After being dethroned as league cham-pions in 2013, volleyball pundits expectedKSST to make a determined bid to reclaimthe title in 2014, but yet again they walkedin the shadows of nemesis, Grove End andhad to settle for the runners-up spot.

Rumours are rife that there is dissen-sion in the camp with Kyle Puckree, Sher-win Daniels and Cameron Singh expectedto quit the club in search of greener pas-tures. Randsons have beefed up their

Round robin matches will take placeover the next three weeks with the winnerand runner-up in each pool advancing tothe cross-over semi’s scheduled for 5March. The playoffs for third spot and thefinal will take place on 12 March.
