over the past few weeks.Responding to questions posed
by theWeekly, corporate stakeholdermanager at Umgeni Water, ShamiHarichunder issued a statement onthe current situation.
InthestatementHarichundersaystherecentheavyrainshavedonelittleto replenish the Hazelmere Dam.
“Overthepastweektherehasbeena total of about 103 mm of rainfall intheHazelmerecatchmentswhichhas
resulted in the Hazelmere Dam levelrising by about 4, 5%,” he said.
Before theheavyrains, theWeeklyreported the level of the HazelmereDam to be at 34, 29% on 28 January.Since then as at 6 February the levelof the Hazelmere Dam rose to 38,79%, he said.
Healsowarned that the"marginalincrease" in the dam level would notbe good enough to provide respitefrom the prevailing drought.
“UmgeniWater,eThekwiniMetro,iLembe District Municipality andSembcorp Siza Water continue tourgeconsumerstousewatersparing-ly and to also avoid wastage.”
Khosi Mathenjwa, Sembcorp SizaWater public relations officer, saidwhile the recent rains has had aslightly positive impact on increasingthelevelofHazelmereDam,theprob-ability for continued heavy rainfall inthe next three months remains low.
“Inorder forustoprolongthestor-age at HazelmereDamwe require allusers to reduce their consumptionbyat least 30%. If this is donewewill ex-perienceminimalinterruptionstothewater supply.
“Many consumers have reducedtheir consumption and we wish toplaceonrecordourgratitude foryourco-operation as well as your sense of
responsibility in assisting to managethis situation.
“However, many have actually in-creased their consumption which israther disappointing and this con-tributes to our service area notmeet-ing the required 30% reduction.
“Inaneffort tonowtryandachievethe 30% reduction we have updatedthe Stage 4 restrictions,” he said.

LATER this month one of South Africa’smost iconic bakeries, located in KwaDukuza and belonging to Pioneer Foods, will beauctioned.
The 40yearold Sasko Stanger bakery,a landmark extending over 5000m2, is going under the hammer following the relocation of the Sasko bakery to Shakaskraalwhich took place in mid2014.The new Sasko bakery is the largest greenfields bakery in South Africa and cost overR470 million to complete. During 2014, Pi
oneer Foods engaged in a restructuringprocess to reduce costs in the face of constrained consumer spending.
Greg Nafte of Nexus Property Group,the company tasked with taking the property to auction, said, “This is one of themost iconic properties we have ever takento auction and the interest we have received from both local and national buyershas been phenomenal.

TWOarmedrobberswhoransackedthe Fairbreeze Superette on Satur-day were swiftly thwarted by policeastheyattemptedtomakeanescapefrom the upper Tongaat area.
It is believed thatwhile onpatrol,police were alerted by communitymembers who noticed the robberytaking place. Police said suspectsfled in different directions with twoof thesuspectshijackingaMercedesBenz in an effort to escape.
“The armed robbers were at-tempting to flee the area in a Mer-cedes just before 5pm when theywere confronted by Tongaat police.Oneofthesuspects jumpedoutof thevehicle, brandished two pistols andbegan opening fire,” said TongaatSAPS station commander ColonelSantha Moodley.
Moodley said the ‘wild west’ likescene was well handled by officers.
“The officers showed excellentresilience and kept their heads.They, of course, returned fire and
killed the suspectwho fired at them.“At this stage Tactical Response
Team(TRT)unitswereintheareare-spondingandapprehended the sus-pect attempting to flee in the Mer-cedes.”
There were no other injuries ordamage to property reported.
A witness from the area who didnotwant to be named, said he couldnotbelieve“thishappens inreality”.
“Ithappenedveryquicklyandtherobbers were extremely brave. Foronemantojumpoutofacarwithtwoguns and just start shooting in thatstyle is somethingyouwatchontele-vision.Youneverthinkyoucouldseeit in real life.”
Moodleysaidtwounlicensedfire-arms, suspected to be used duringthe robbery were recovered as wellas an undisclosed amount of cash.
“The arrested suspect will becharged with business robbery, at-tempted murder, car-hijacking andpossession of an unlicensed firearmand ammunition.”
It is alleged that the two suspectsalsoheldupasecurityguardandem-ployees of FairbreezeSuperette andstole their cellphones and an Ipadbefore they fled the scene.
The KwaZulu-Natal Provincial
Commissioner,LieutenantGeneralMmamonnye Ngobeni praised theTongaat SAPS members for theswift arrest of the suspect.
“The arrested suspect will beprofiled to see if he is not linked toanyotherbusiness robberies in thearea.
“We also thank members of thecommunity for the informationthey gave to policewhich led to thearrest of the suspect and the recov-
ery of stolen goods aswell as a hijacked ve-hicle.
“The recovered firearmswill be sent forballistic tests to establish if they were usedin any other crimes in the province,” shesaid.
Commenting on the incident, securityguardTonyHadebedescribed theharrow-ing experience.
“They were very aggressive and theymeant business.
“Theywalked up tomewhile I was out-side and began trying to restrain me.
“I fought back and they hit me with thebuttof thegunonmyhead.They thenmademe go to the back.”
Another store employee Nasir Yaseensaid he was traumatised by the incident.
“It was very difficult and we are justthankful to themanabove thatweare fine.
“They came in and seemed like theywould shoot us for the smallest mistake.They took whatever they could and justwalked out of the store. It was at this pointthat police drove up and the shoot out oc-curred.”

fisheries being considered sustaina-ble, a report has found.
Thedocument—completedbytheOceanographic Research Institute—has given the province its first de-tailed lookat thestateof fisheriesandit has found that “most of KZN’s fish-eries are either already being over-fishedorareoperatingat their full ca-pacity”.
The report haswarned that bettermanagement of ourmarina resourceis crucial the economy of the region.
Titled “Marine And EstuarineFisheries Along The KwaZulu-NatalCoast: An Inventory And Brief De-
scription”, the report — a first of itskind—wasreleasedearlier this year.
The report’s editor Bernadine Everett,aseasonedscien-tist and re-searcher cur-rently based atuShaka Marine,Durban, said for“some speciesthe picture is re-ally bleak” espe-cially “slowgrowing, long-lived residentspecies”.
Theover100-page report compiled by some of the coun-try’s leading marine researchers saidKZN’snatural resourcebase issmallandin
“most cases is already maximally orover-exploited”.
“There is thus little scope for increasedlevels of effort and harvesting and care
should be takennot to create falseexpectationsamong poorcoastal commu-nities.”
Of the 27 fish-eries along thecoastline that areas varied fromlongline fisheriesof tuna andswordfish, hook
and line to the catching of sardines theSouth Coast.
Only five fisheries are considered sus-tainableattheircurrentlevelsofoperation.
A further two fisheries were considered tobestablebut that thestock levelswereverylow compared to a couple of decades past.
Six fisherieswere sustainable for somespecies but not sustainable for others andfive fisheries were not sustainable at all.
There were a further eight fisherieswhere sustainability was not known.
Only two fisheries were listed as beingabletosupportincreasedeffort,namelythebeach-seine fishery for sardines and thesmall-scalecommercialharvestingof sandprawns in Kosi Bay.
The report warned the provincial gov-ernment, which is expected to roll out asmall-scale fisheries policy, that the thereis little scope for “increased levels of effortand harvesting”.
It said the actual economics of fisheriesare “extremely complex” and althoughsome datawas available on certain fisher-
ies, no attempt was make an estimate onthe total economic impact.
Everett said while the province has“goodcontrolmeasures”suchasmandato-ry licences, permits and regulations likebagandsize limits, the lackofenforcementofficers made it difficult to police.
“Asanation, ourability topolice illegal,unregulated and unreported fishing off-shorehasbeengreatly reducedby thepoormanagementandlackofdeploymentofDe-partment of Agriculture, Forestry andFisheries (DAFF) offshore patrol vessels,”said Everett.
She said the fishing community in KZNoften broke regulations such as the illegaluse of gillnets, keeping undersized fish orexceeding bag limits.
She admitted to “anecdotal evidence”that there has been an increase in illegallong-lining by foreign vessels offshore.
She said DAFF’s observer programmedesigned to monitor the prawn trawl andcommercial line-fishery inKZNcame toanend in 2010 and the lack of data was alsothe result of little funding.
“Innovative solutions need to be foundto secure adequate funding for researchandmonitoringofKZN’sfisheries,”saidEv-erett.

THE inquiry into the collapsed TongaatMall, which was expected to continuethis week, has been postponed because
the chairperson was admitted to hospital.Initsfinalstages,theinquirywhichhasbeen
probing thereasonsbehindthecollapseofpar-tiallyconstructedmulti-levelmall inNovember2013, had expected the mall’s developer andcontractor,controversialDurbanbusinessmanJay Singh, to take the stand.
In a statement, the Department of Laboursaid the “three-day penultimate session” hasbeen cancelled until further notice.
“Phumi Maphaha, who chairs the inquiry,was this weekend admitted to hospital due toa severe tonsillitis inflammation.
“Thedepartmentwishes toprofuselyapolo-gise for any inconvenience thatmayhavebeencaused,” read the statement.
Once the inquiry is finished the commissionwill compile a report that will likely apportionblame for the collapse. This report will be sub-mitted to the National Prosecuting Authority(NPA) who will consider pursuing criminalprosecution.
The inquiry began in February, 2014.The collapse killed two people and injured
29.While theevidence ishighly technical, it has
beenreported that themall contractoralleged-lyused lowqualityconcreteand ignoredhealthand safety regulations.
Thebuilderalsoallegedlyignorednoticesis-sued by the eThekwini Municipality whoclaimed no plans had been submitted for themall’s construction.
The city has since obtained an order to de-molish the structurewhich they believewill becarried out once the inquiry has been complet-ed.

PET loverswere horrifiedwhenablackmam-ba attempted to devour a kitten in EverestHeights, Verulam on Monday, 9 February.
According to Reaction Unit South Africa(RUSA) head Prem Balram, upon arrival thehomeownerinformedreactionofficersthat heheard a noise on his awning and assumed itwas monkeys.
“Whenheinvestigatedhesawalargesnakeconsuming one of his kittens.
“Officers climbed the boundary wall andfound the snake, which was identified as ablack mamba, with one of the kittens in itsmouth.
“It hadwrapped the second kitten in its tailpreventing it from fleeing.
“With the use of a snake prong, the highlyvenomous two metre mamba was capturedand removed from the property before beingreleased into its natural environment.”
Balram added that the second kitten, “al-though visibly shaken”, was rescued un-harmedbyareactionofficerwhoclimbedontothe roof and removed it from the awning.

TWO Tongaat schools havescooped the top four out offiveawardsinthe2014mat-
ric exams at the circuit awardsheld on Friday, 6 February inPhoenix.
Seatides Combined SecondarySchool and Tongaat SecondarySchool both produced two pupilseach that took the top tier overallawards in the circuit.
Seatides took home threeschool awards including, 100%passrate,mostoutstandingschoolin the circuit and the mayoral

UKZN student Yaseera Ismail, a doctoral student based at UKZN’s Centre for Quantum Technology, was
lucky enough to attend the Parisbasedlaunch as part of the official South Africandelegation.
The official opening ceremony of theInternational Year of Light and Lightbased Technologies was celebrated by1500 scientists, industrialists and dignitaries from most of Europe, America, Asiaand parts of Africa. This prestigious eventwas held at the UNESCO headquarters inParis on the 19th and 20th January.Amongst the attendees were the UnitedNations SecretaryGeneral, Ban Kimoon,South African Minister of Science and
Technology, Minister Naledi Pandor, aswell as Nobel Laureates Steven Chu,SergeHeroche,ZhoresAlferoz,AhmedZewail and William Phillips. The South African delegation comprised of a diversegroup of four scientists at different phases in their career, including Ismail.
‘It was a tremendous tribute to be chosen to represent South Africa at this prestigious official opening ceremony,’ said Ismail. ‘As a young scientist, for me, this wasan enlightening and inspiring experienceto be able to interact with pioneers withinthe scientific community. It was overwhelming to be part of the global initiative undertaken to promote light, the driving force of our daily lives.’
UNESCO proclaimed 2015 as the International Year of Light and Light basedTechnologies as a way to commemoratethe milestone of various breakthroughs inscience, namely, 1000 years of the IslamicGolden Age dedicated to the father of scientific methods, Ibn AlHaytham, 200years since Fresnel’s theory of Diffraction,150 years since Maxwell’s theory of Electromagnetism, 100 years since Einstein'stheory of General Relativity and 50 yearsof the Cosmic Microwave Background andOptical Fibre Technology.
The International Year of Light andLightBased Technologies is a global initiative to raise awareness of how opticaltechnologies promote sustainable devel
opment and provide solutions to worldwide challenges in energy, education, agriculture, communications and health.
One of the key themes on the secondday of the event was the notion that lightbased technologies can provide solutionsto challenges in the developing world inthe form of ending light poverty. Seventypercent of the African continent is plummeted into darkness once the sun sets. Anoutcome of this realisation is a pledge toend light poverty by the year 2030 by providing off the grid electricity by the meansof utilising solar energy.
An equivalent topic of importancethat was addressed during this two dayevent was the realisation and mitigationof the imminent threat of climate change.
Apartfromdiscussingprominentchallenges faced globally, the year of light wascelebrated also culturally as it marked theinauguration of the 1001 inventions of theworld of Ibn AlHaytham and show casedthe release of Einstein light a film production developed for the International Yearof Light.
The opening ceremony was brought toan end by a discussion of global sciencepolicies with the emphasis of international collaborations. During this session theSouth African Minister of Science andTechnology, Minister Naledi Pandor, mentioned that, ‘If we want to start an international collaboration, we need to startto learn the rest of the world.’
South Africa has a prominent photonics community with a strong culture of scientific excellence working in various avenues of science branching into fundamental light and matter interactions as wellas light based technologies. As light becomes a significant discipline of scienceand engineering in the 21st century, it isimportant to build a worldwide educational network through activities targeted towards science for young people andto focus on promoting education.
The International Year of Light is anongoing celebration and 2015 will seemany events of this nature worldwide.

Here are some tips to make thisyear's Valentine's special, withoutputting a dent in your pocket.
"Thereareplentyofheart shapedchocolates wrapped in red foil orboxes of chocolate on display atstores before Valentine's, not only
are they a cliché, but they are oftenfairly pricey. There are lots of waystoget your lovedoneasweetpresentwithout spending a fortune," saysSibiya.
A cheapandcolourfulway to giveagift is towashout a glass jar and fillit with his or her favourite sweetssuchas jellybeansor jelly totsandtieit up with a ribbon.
The cost of flowers at Valentine'sshoots up because of high demandaround this period.
"Rather than buying flowerswhy
don't you pick some from your gar-den or even buy a plant, a small potplant is not very expensive and canlast far longer thancut flowers. Ifyoudon't have a garden full of flowers,you could get creative and makethem from paper or other materialsyoucan findaroundthehouse," saysSibiya.
Consider making your own card,if you have kids get them to help.
Try to think out of the box, thereare lots of different ways of sendinga message without the usual card,and some of themmay just be morepersonal than the usual cheesygreeting card.
"Why don't you make your owncard," suggest Sibiya. "A thoughtful,handwritten note is always a lovelyromantic gesture."
Otheralternativesare sendingane-card, there are thousands tochoose from on the web they arecompletely free.
Restaurants are usually packedon Valentine's night and specialisedValentine dinner menus more ex-pensive then the norm.
Skip the crowds and have yourown special dinner, just the two ofyou.
"There are lots of alternatives tothe jam-packedpricey restaurants,"says Sibiya.
"Just a home cooked meal withyour loved one's favourite foodsshoulddo the trick. If youaren't con-fident in your cooking skills whydon't you set upapicnic on yourbal-conyor inyourbackgardenandsur-prise them when they get home."
Insteadof getting something cou-riered if that special someone isn'taround this Valentine's, why don'tsend themagift of airtime, or avoicenote.
"You don't even have to spendmoney to buy airtime, you can useyour rewards tobuyairtime for yourValentine,with the proviso that theyonly spend it on speaking to you,"concludes Sibiya.
There are plenty of options forthose wanting to send a specialsomething this Valentine's Day, thatdoesn't have to break the bank, andmay get their heart racing.

* 1 cup low fat milk* Tbs rose syrup* 1 tsp strawberry liqueur (optional)* 1 Tbs condensed milk f.. 1 bunch rose
petals pink (optional)Method
Lightly grease 4 x 80ml icelolly mouldswith vegetable oil.
Mix milk, rose syrup, liqueur and condensed milk in a jug.
Divide wellwashed petals amongmoulds, add liquid and freeze until solid(about four hours). Unmould and serve.

Or perhaps it is the fact thatwe can all easilytrack what happens around the world throughsocialmedia.Maybeit is justglobalisedcommu-nication thathasaccessedmetoall therealhor-rors of the world.
Eitherway,whathashappened tousasa so-ciety? And I am not talking about the heinouscrimes that are committed daily. I am talking

I want us to stop being selfish and to openour hearts to people who deserve it. Yes, welive inacountryof creeps,murderersandevil.But YOU are the good. You are the change.
Stop complaining. Fight. Fight back nowwithyourkindness.Andfighthard.Ifyouhavemoreknowledgeaboutsomething thansome-one else, teach them, do not mock them. Youdon’t know everything and trust me, theyknowmore about something you know noth-ing off.

A proposal to cut to zero the currentmaximum alcohol level of 0.05g/100 mlof blood was published earlier in Januaryin the Government Gazette. The legal alcohol level was dropped from0.08g/100ml in 1996.
Those who wish to comment on thenew bill and drinkdriving restrictions,have until February 27 to respond as thedraft bill has yet to go through the parliamentary process.
The original National Road Traffic actreads: “No person shall on a public road(a) drive a vehicle; or (b) occupy the driver’s seat of a motor vehicle the engine ofwhich is running, while the concentrationofalcoholinanyspecimenofbloodtakenfrom any part of his or her body is not lessthan0.05g/100ml,orinthecaseofaprofessional driver referred to in section 32,not less than 0.02g/100ml.”
The amended bill reads: “No person
shall on a public road (a) drive a vehicleor (b) occupy the driver’s seat of a motorvehicle the engine of which is running,while there is concentration of alcohol inany specimen of blood taken from anypart of his or her body.”
According to the draft bill, then thesection governing the bloodalcoholamount/limit has been omitted, meaning if you’re found driving with any concentration of alcohol in your blood, youcan be charged.
The bill was first proposed in 2011 bythen minister of transport, S’bu Ndebelewho had been in meetings with the Automobile Association for two years beforeit was proposed to parliament.
AA spokesperson Marius Luyt said alcohol played a major role in SA roaddeaths. He said a zero alcohol level wouldnot be too drastic as current levels arecurrently very low, reports Beeld.
The chairman of Justice Project SA,Howard Dembovsky, said: “The advantage is it sends a clear message againstdrunk driving but the disadvantage isthat people will be criminalised over anytype of alcohol.”

rimuthoo who was the foundingmember and chairperson ofBelchester Football Club.
