PSE can provide UESC services to any federal/tribal customer within our service territory for the next 10 years• Did you know?

• PSE is a leader and invests over $100 million a year in energy efficiency

• PSE generates over 1,000 projects a year with a team of 35 energy engineers / staff

• PSE is the 2nd largest utility owner of wind power in the US and operates one of the PNW’s largest solar-power arrays

• PSE energy efficiency offices

• Through our Area Wide Contract (AWC) with the GSA (GS-00P-14-BSD-1179, signed January 29, 2016)

UESC Services

• UESC services involve task orders that can be issued under the AWC, which include:

• Energy Management Services (energy audits, conservation measure implementation focused on energy, water, and renewables)

• Provision of services under the WUTC

Goals / Executive Order 13693

Partnering with PSE

Building Energy Conservation• Reduce energy (kBTU/ft2) by 30 percent by 2025• Compared to 2015 baseline

Clean Building Energy• Accounts for not less than 25 percent by 2025• Total amount of building electric and thermal energy

Renewable Building Electric Energy• Not less than 30 percent by 2025• Total amount of building electric energy consumed

Water Efficiency• Reduce potable water consumption (gallons/ft2) by 36 percent by 2025• Compared to 2007 baseline

Efficient Fleet• Reduce fleet-wide per-mile GHG emissions by 30 percent by 2025• Compared to 2014 baseline

• Goal: Understand your goals, needs, and project criteria

• PSE wants to meet with site-decision makers, technical staff, operations, etc. – anybody that you need project buy-in

• Some questions the team will ask:

• Do you have a current list of projects?

• What is your payback criteria?

• What are the must-haves and nice-to-haves?

• PSE will explain the UESC process and expectations

• If both parties agree it’s a good fit and you choose PSE, PSE can then move to the preliminary assessment

Preliminary Assessment

Partnering with PSE

• Goal: Determine the possible project scope that makes sense and will accomplish your goals

• Broad assessment of the potential for energy and water efficiency measures, as well as renewables

• Examination of energy and water consuming equipment and control systems

• This will be a free service

• Expected Time: 2-3 months

Task Order

Partnering with PSE

• Goal: Finalize scope, pricing, savings, and financing so you can make a final decision

• PSE will work with pre-qualified subcontractors or ESCOs (depending on complexity and preferences) to provide firm information

• PSE will secure financing for the project

• PSE will provide transparent pricing

• Expected Time: 3-4 months

Implementation

Partnering with PSE

• Goal: Deliver a successful project that is on-time, on-budget, and meets/exceeds performance expectations

• PSE will perform project management over all subcontractors

• PSE will host regular status update meetings

• All measures will be commissioned, O&M manual will be provided, and training will be completed

• PSE will conduct performance assurance to make sure the equipment is operating as designed to maximize savings

• Payments will start at project completion

• PSE will work with you to determine billing preferences

• Expected Time: 8-12 months
