INTRODUCTION
In 1945 Germany was in ruins, its cities gutted, three-fourths of the homes in itscities destroyed, its industrial plants burned and bombed, and its land divided intofour occupation zones by the victorious Allies. Economic chaos, a worthlesscurrency, food and housing scarcities, and shattered morals and morale combined tocreate a grim picture. Allied authorities administered their respective zones andprovided for the social, economic, political, and industrial recovery of a dividedGermany—eastern Germany on a Communist path and western (the United States,Britain, and France fused their zones together by 1948) along the “yellow brick road”of capitalism and political democracy.
Out of this chaos the Western Allies forged a new nation.Following the establishment of state governments in western Germany in 1948,
and with encouragement from the Western Allies, the Federal Republic of Germanywas established. The political fortunes of the new republic rested largely in the handsof the Christian Democrats. The dominating personage in postwar Germany wasKonrad Adenauer, who took office as chancellor in 1949 and ruled until oustedin1963. Elections held every four years confirmed the Christian Democrats in office,although a reinvigorated and modernized Social Democratic Party provided a strongand energetic opposition. West Germany was headed toward a two-party system.Adenauer realistically relegated to an indefinite future the question of Germanunification and the “lost eastern territories.” His government strengthened ties withFrance, cooperated in the movement of European economic integration, won thesupport and confidence of the Western powers, and provided the domestic stabilityand continuity that made possible the phenomenal German economic recovery.
With assistance provided under the Marshall Plan, careful allocation of resources,planning of capital investments, and cooperation with other European countries inlowering trade barriers, West Germany embarked upon an unprecedented economicand industrial expansion—the “German Miracle.” The economic system remainedessentially capitalist, but the government shaped economic and trade policies.
Throughout the 1950s Germany’s industrial capacity expanded above and beyondits pre–World War II capacity. This expansion was due to the lack of labor strife,increased demand for products due to the Korean War, no burden of militaryexpenditures, and government insistence on reinvestment. By the mid-1960s WestGermany was producing well over twice as much as before World War II, eventhough its industrial rate of growth showed signs of slowing down, largely because ofa labor shortage, in spite of a population increase of 10 million.
In less than two decades since the ignominious defeat of Nazi Germany, theFederal Republic of Germany had become an impressive industrial and politicalpower, coveted ally of the West, and an equal member in the North Atlantic TreatyOrganization (NATO). Material progress seemed triumphant over ideology, at least

among the older and middle-aged population. The only sources of discontentappeared among students and youth, who, like their counterparts elsewhere, rebelledand embraced a vaguely defined anarchism.
Many issues seemed to define West German foreign relations. These included thelong and arduous negotiation of the U.S.–West German balance of payments andtrade agreement, relations with France and Charles De Gaulle, relations with NATOpartners, support of the Common Market and European economic integration,concern over East-West relations, and Soviet support and control of East Germany.
Primarily, West German foreign affairs revolved around its European neighbors,particularly the German Democratic Republic (GDR), or East Germany. Animmediate postwar concern to all West Germans was the establishment of the GDRunder the suzerainty of the USSR. The GDR followed the general pattern of otherSoviet satellites, collectivizing the land, industrializing, and creating a one-partystate. Liberals, democrats, and socialists in West Germany and the communists inthe GDR were at one in their determination some day to reunite their divided nation.The West Germans insisted that it be by free elections throughout German territory.The GDR and the their Soviet overseers insisted that it be by negotiations betweenthe two governments. Although consultations were undertaken, reunificationremained remote, the issue being less in German hands than in the larger frameworkof postwar power rivalries.
Just as Germany remained divided, so too did Berlin, which lay one hundred milesdeep within the GDR. Partitioned into Western and Soviet sectors, Berlin was thescene of continuing international friction. In 1961, the Soviet and GDR authoritieserected a physical barrier, the Berlin Wall, in an effort to stem the exodus of EastBerliners to the West, thousands having already fled in pursuit of the moredemocratic atmosphere and material plenty of the West. The Berlin Wall crisiswhipped East-West tensions to a fever pitch in that summer, but through skillfuldiplomacy by West Germany, the crisis faded for a time; Germany, East or West, didnot want to be reduced yet again to battlefield rubble.

The U.S. State Department Central Files are the definitive source of Americandiplomatic reporting on political, military, social, and economic developmentsthroughout the world in the twentieth century. Surpassing the scope of the StateDepartment’s Foreign Relations of the United States (FRUS) series, the Central Filesprovide extensive coverage of all political, military, social, and economic mattersrelating to a particular country and/or world event.
The State Department Central Files for 1960–January 1963 cover a crucial periodin U.S. and world history. Each part of the 1960–January 1963 series contains awide range of primary materials: special reports and observations on political andmilitary affairs; studies and statistics on socioeconomic matters; interviews andminutes of meetings with U.S. and foreign government officials and leaders; legal andclaims documentation; full texts of important letters and cables sent and received byU.S. diplomats and embassy personnel; reports, news clippings, and translationsfrom journals and newspapers; and countless high-level/head of state governmentdocuments, including speeches, memoranda, official reports, aide-mémoire, andtranscripts of political meetings and assemblies.
In addition, these records offer new insights into the evolution of American foreignpolicy toward both allies and adversaries and into the shaping of the policies of thesecountries toward the United States. Of even greater importance for the study ofindividual countries is the comprehensive manner in which the Central Filesilluminate the internal affairs of foreign countries. There are thousands of pagesarranged topically and chronologically on crucial subjects: political parties, unrestand revolution, human rights, government administration, fiscal and monetary issues,labor, housing, police and crime, public health and works, national defense, militaryequipment and supplies, foreign policy making, wars and alliances, education,religion, culture, trade, industry, and natural resources. On these subjects and more,the Central Files offer authoritative, in-depth, and timely documentation and analysis.

DECIMAL FILING SYSTEM
From 1910 to 1963 the Department of State used a decimal classification systemto organize its Central Files. This system assembled and arranged individualdocuments according to their subject, with each subject having a specific decimalcode. The decimal system from 1950 to January 1963 consists of ten primaryclassifications numbered 0 through 9, each covering a broad subject area.
CLASS 0: Miscellaneous.
CLASS 1: Administration of the United States Government.
CLASS 2: Protection of Interests (Persons and Property).
CLASS 3: International Conferences, Congresses, Meetings, andOrganizations.

of America (UPA) has microfilmed the documents contained in Classes 7, 8, and 9.Within these classes each subject is defined by a decimal file number. The decimalfile number is followed by a slant mark (/). The number after the slant mark (/) refersto the date on which the document was generated. Documents within each decimalfile number are arranged in chronological order. The entire decimal file number isstamped on the right side of the first page of every document.
These classes are concerned almost exclusively with the internal matters ofindividual countries. The class number (7, 8, or 9) is followed by the country number.The number following the decimal point indicates subtopics within the majorclassifications. The date after the slant mark (/) identifies the individual document.
In a small number of instances, documents were assigned erroneous orincomplete decimal numbers. UPA has included, in brackets, corrected decimalentries. In addition, misfiled decimal number documents have also been included inbrackets.
