UNIFORM GRANTS GUIDANCE

• The Uniform Grants Guidance becomes effective December 26, 2014, and governs all federal grants awarded on or after that date.

• The goal of Uniform Grants Guidance is to replace the multiple OMB circulars with federal grant rules that are consistent for all grantees.

• Changes and new guidance will be communicated via bulletin and on the Division of Grants Administration Uniform Grants Guidance page of the TEA website.

WAIVER REQUEST TO U.S. DEPARTMENT OF EDUCATION

• Waiver to allow the use of Title I, 1003(a) grant

funding to Tier II middle and/or high schools currently

identified as priority schools

• Approval of the requested waiver will allow eligible

LEAs to access Title I, 1003(a) funding to provide

financial support to continue the interventions and

school reform initiatives initiated with SIG 1003(g)

funds

• This waiver is requested for the remainder of school

year 2014-15 and school year 2015-16.

TEXAS ACADEMIC PERFORMANCE REPORT (TAPR)

• The 2013-14 Texas Academic Performance Report (TAPR)

is now available on the TEA website at the following link:

http://ritter.tea.state.tx.us/perfreport/tapr/2014/index.html

• The TAPR presents a wide range of information on the

performance of students in each school and district in

Texas. It also includes information on school and district

staff, programs, and student demographics.

DISTRIBUTION OF SCHOOL REPORT CARDS

• School Report Cards will not be mailed to districts. http://ritter.tea.state.tx.us/perfreport/src/2014/campus.srch.html

• Purpose of the SRC is to inform parents and guardians about school performance and characteristics.

• TEA will notify each principal in the district that the SRC for his or her campus is available.

• District’s responsibility to provide the SRCs to the campuses for distribution to parents and guardians. Additionally, the district must provide a copy of the SRC to anyone upon request. Districts may distribute the SRC electronically if the district can ensure that parents and guardians are notified that the SRC is available and are able to access it.

• Campus must send a copy of the SRC to the parent or guardian of each of its students within six weeks of the date of this letter.

• While schools are required to provide the SRC to parents and guardians, they are not limited to providing just the SRC. Schools may include additional information along with the SRC that highlights other performance aspects of the school or district.

• Schools that are new in the 2014–15 school year will not have a 2013–14 SRC and are not

required to distribute a report.

STATE COMPENSATORY EDUCATION

• The Texas Education Code, §42.152, provides SCE funding based on the number of educationally disadvantaged students that the school districts and charter schools serve. The statute offers two methods for districts to report their eligible students:

(1) by averaging the best six months' enrollment in the national school lunch program of free or reduced-price lunches for the preceding school year; or

(2) in the manner provided by commissioner rule, if no campus in the district participated in the national school lunch program of free or reduced-price lunches during the preceding school year.

• Because of these statutory provisions, districts with any campuses participating in the

NSLP may NOT claim SCE funding for any students who are not participating in the NSLP.

• During a recent review of SCE program participation, we learned that there are districts submitting claims through our alternative SCE reporting system and through campuses participating in the NSLP, which is prohibited by law.

2014-2015 REVISED ENTITLEMENT AMOUNTS—TITLE I, 1003(A) PRIORITY AND FOCUS SCHOOLS

GRANT

• Revised entitlement amounts for the 2014-2015 Title I, 1003 (a) Priority and Focus Schools grant are now available, on the Entitlements, Division of Grants Administration page of the TEA website.

• Grantees must start an amendment in eGrants to budget for their revised entitlement amount. Once the amendment has been initiated, any 2013-2014 carryover will appear in the Actual Carryover line and will also be available to budget on Schedule BS6004—Program Budget Summary and Support.

• The deadline to submit amendments is 5:00 p.m. Central Time, July 16, 2015.

INDIRECT COST RATE PROPOSAL

• TEA posted Correspondence alerting independent school districts (ISDs) to a change in the method for applying for indirect cost rates. As a result of this change, ISDs must now submit an Indirect Cost Rate Proposal (ICRP) to request an indirect cost rate.

• To receive an indirect cost rate for the 2015–2016 school year, ISDs must submit a completed ICRP to TEA by February 13, 2015.

• The ICRP is a set of three documents: ICRP Workbook, a certification, and the organizational chart the ISD had in place during the fiscal year documented in the annual financial and compliance report.

• The ICRP Workbook is posted on the Indirect Cost Rates page of the TEA website and in the GFFC Reports and Data Collections secure application, accessible through TEAL.

1. Log onto TEAL.

2. Select GFFC Reports and Data Collections from the application list.

3. From the top menu, select Download Response Documents.

4. From the Response Template Title column, select the ICRP Excel Workbook.

• All three of the documents that make up a complete ICRP must be submitted via GFFC Reports

and Data Collections by Friday, February 13, 2015.

TITLE I, PART C CARL PERKINS CAREER AND TECHNICAL EDUCATION GRANT

• Reallocation amounts for the 2014-2015 Title I, Part C Carl D. Perkins Career and Technical Education Act Grant Application were made available in eGrants and posted on December 8, 2014, on the Entitlements, Division of Grants Administration page of the TEA website at http://tea.texas.gov/index4.aspx?id=5040.

• TEA staff will initiate adjustments to the largest budgeted class/object code to incorporate the reallocation amounts.

• TEA requests that LEAs and ESCs not submit any amendments to claim 2014–2015 Carl D. Perkins Career and Technical Education Act reallocation funding until those email notifications and attachments are distributed.

COMPARABILITY

• The Comparability Assurance Document (CAD) and Comparability Computation Form (CCF) are available now on the Title I, Part A Comparability of Services

• These forms also are available in GFFC Reports and Data Collections in

TEASE/TEAL.

• All LEAs are required to complete and submit the CAD. LEAs that do not meet

any of the criteria for exemption also are required to complete and submit the Comparability Computation Form (CCF).

• Instructions for completing and submitting the forms, as well as a comparability of services guidance handbook, are available on the Title I, Part A Comparability of Services webpage.

• The Comparability Assurance Document and Comparability Computation

Form can be downloaded through the GFFC application, or accessed via the links below.

Applicable documents must be uploaded into the GFFC application by

January 16, 2015.

• For many years, the information gathered through the Campus and Teacher STaR Charts was used to report progress on meeting the recommendations of the long-range plan, to meet technology literacy and integration requirements in No Child Left Behind (NCLB), Title II, Part D, and to meet documentation requirements for E-Rate telecommunication services.

• With federal technology funding no longer available through NCLB, Title II, Part D, and with technology planning no longer a requirement in order to receive E-Rate discounts, the Texas Education Agency (TEA) will
