Opening
• The Dispatch Profession in the United States has been around since the first Dispatcher, Stephen Floyd Whalton was certificated on June 30, 1938.
• Since that time the FAA has certificated thousands of Dispatchers.
• In recent years the FAA came to the conclusion that they needed inspectors with experience.
Opening
• The first ASI/Aircraft Dispatcher, Thomas Rau was hired into the American Airlines CMO June 17, 2001, since that time 11 other inspectors were hired.
• Because we are all Dispatchers first, we have a vested interest in the profession.
• I fully support the role of IFALDA and ADF in raising the bar, increasing safety.
What is the purposeof the ASI Aircraft Dispatcher
• Regulatory approval and oversight of Part 65 aircraft dispatcher courses.
• Regulatory approval and oversight of Part 183 Designated Aircraft Dispatcher Examiners (DADEs)
• Regulatory oversight of Part 121 dispatch centers.
Part 65 Appendix A Courses
• Initial approval is done after course review and analysis.
• Oversight of each course conducted.
• Annual review of course records in accordance with 14 CFR 65.70.
• Annual renewal of course.
Designated Examiners
• Determine the need for FAA DADE.
• Evaluate qualifications of candidates.
• Observation of a DADE conducting a Practical exam.
• Approval or Denial of DADE
• Annual renewal of DADE.
Regulatory Oversight of 14 CFR 121 Dispatch Office
• Act as office resource on Dispatch issues.• Conduct Air Carrier Surveillance under ATOS or
PTRS systems.• Review and approve Air Carrier Dispatch Training
programs.• Conduct Surveillance of Air Carrier appointed Air
Transportation Supervisors.• Conduct Surveillance of Air Carrier appointed Ground
Instructors.• Review and approve Air Carrier EWINS Training
program.
Office Resource
• Provide technical support of Air Crew Program Managers fleet specific issues.
• Investigate and conduct enforcement on violations and voluntary self disclosures in accordance with USC 46101, FAA order 2150.3A, and Advisory Circulars.
• Reexamination of a Licensed Dispatcher in accordance with USC 44709.
Conduct Surveillance of 121 Dispatch Center
• Top ten US carriers are under the Air Transportation Oversight System.
• FSDO ASI Aircraft Dispatchers may have multiple carriers and surveillance is done under the aging Program Tracking and Reporting System.
FAA Surveillance ensures proper Operational Control
• Operations are authorized by Opspecs• Aircraft are dispatched in an airworthy
condition• Dispatchers and ATS’s are trained and
qualified• Dispatchers comply with duty time regulations• Operation control and delegation are clearly
defined
FAA Surveillance ensures proper Operational Control
• Information necessary for the safe conduct of flight is obtained
• Dispatch release/flight releases meet legal requirements
• Flights are properly cancelled, delayed, rerouted or diverted
• Aircraft are released with minimum systems required and according to MEL limitations

• Qualified personnel monitor each flight and take action in contingencies
• Dispatch/operational control policies and procedures are described in operations manuals and followed
Review and Approve Air Carrier Dispatch Training
Programs• Initial approval done via FAA stand 5

• Changes made to the program are then reviewed and approved in the Air Carriers Approved Training Manual
Training Oversight andApproval
• Review annual recurrent training• Review Transition and Initial training

and ensure they are conducted via a standard format for consistency
Review / Conduct Surveillance of ATS’s
• Most carriers are required to keep a list of approved Air Transportation Supervisors. (ATS)
• Currently, FAA does not approve these competency checkers.
• Revision to 121 Subpart N, O, and P. will require approval of “Check Dispatchers.
Review Ground Instructors
• Currently most Airlines are required to keep a current list of approved instructors.
• This list is approved as a revision to the “Approved Dispatch Training Manual”.
Review and Approve EWINS Programs
• Air carrier makes the determination that they need an internal EWINS
• They determine whether they will hire Aviation Meteorologists or train Dispatchers to issue Flight Movement Forecasts
• Review and approve the training and EWINS manual
• Conduct surveillance and approve changes to the program
• Issue Operations Specifications A010
What Additional Task’s Have We Undertaken?
• Act as a regional resource for other ASI’s with respect to Operational Control and Dispatch issues.
• Conduct FAA academy training courses when asked for specialty instructors.
• Rewrite guidance in the 8400.10.• Rewrite the FAR 65 Dispatch Practical Test
Standards.
What Additional Task’s Have We Undertaken?
• Rewrite the FAR 65 Knowledge Test Questions
• Write a Designated Examiner Handbook
• Review and rewrite the Dispatch Resource Management Advisory Circular
Regional Resource RDR and Dispatch Inspector Resource
• Currently each Flight Standard Region has a designated “resource”
• Conduct practical exams in areas where no Designated Examiners are available
• Coordinate Dispatch issues with HQ in Washington
• Work with the Airline Dispatchers Federation in an attempt to create standardization
FAA Training Course
• Prepare certificated ASI's to approve and oversee 14 CFR Part 65 dispatcher training courses, 14 CFR Part 183 designated aircraft dispatch examiners, and 14 CFR Part 121 Dispatch Centers.
Rewrite Aviation Safety Inspectors Handbook
guidance 8400.10• A team of Dispatch Inspectors has been
tasked with re-writing the guidance in the 8400.10
Rewrite FAR 65 Practical Test Standards
• Currently this revision to the PTS is under review by AFS-500 in OKC
• Once it is finished we will be providing this to the DADE’s for comment
Rewrite the FAR 65 Knowledge test questions
• A major area of improvement will be to either spin off or limit the knowledge test to applicable portions of the ATP written exam
Designated Examiner
• It became apparent early on that DADE’s need standardization
• A draft DADE handbook has been started
