• Development of the Capital Plan:“The decision to invest in a road, school, or other public infrastructure is based on the answers to key questions: • Is the existing infrastructure safe? • Does the project fit with government’s commitments and

policy priorities? • What is the cost weighted against the benefits? • Does it make fiscal sense in light of other needs? • Will the infrastructure result in improved service to the

public? • What is the risk of not building it?”

• Until 2016-2017, the province asked the HRSB for “Capital Construction Priorities”. For 2017-2018, the Province requested “an alphabetical list of school projects” and the report was renamed “Capital Construction Projects”
