Enclosed are copies of General Electric's (GE's) monthly progress report for February 2015 actJVJtJes conducted by GE at the GE-Pittsfield/Housatonic River Site. This monthly report is submitted pursuant to Paragraph 67 of the Consent Decree (CD) for this Site, which was entered by the U.S. District Court on October 27, 2000.

The enclosed monthly report includes not only the activities conducted by GE under the CD, but also other activities conducted by GE at the GE-Pittsfield/Housatonic River Site (as defined in the CD). The report is formatted to apply to the various areas of the Site as defined in the CD, and to provide for each area, the information specified in Paragraph 67 of the CD. Background The General Electric Company (GE), the United States Environmental Protection Agency (EPA), the Massachusetts Department of Environmental Protection (MDEP), and other governmental entities have entered into a Consent Decree (CD) for the GE-Pittsfield/Housatonic River Site, which was entered by the U.S. Court on October 27, 2000. In accordance with Paragraph 67 of the CD, GE is submitting this monthly report, prepared on GE’s behalf by ARCADIS (formerly Blasland, Bouck & Lee, Inc.), which summarizes the status of activities conducted by GE at the GE-Pittsfield/Housatonic River Site ("Site") (as defined in the CD). This report covers activities in the areas listed below (as defined in the CD and/or the accompanying Statement of Work for Removal Actions Outside the River [SOW]). Only those areas that have had work activities for the month subject to reporting are included. The specific activities conducted pursuant to or in connection with the CD are noted with an asterisk.

- Continued GE-EPA electronic data exchanges for the Housatonic River Watershed. - Completed development of GE’s Storm Water Pollution Prevention Plan (SWPPP) revisions for

2015.

- Completed development of GE’s Best Management Practices (BMP) Summary Report summarizing the activities conducted under the BMP Plan (in the NPDES Permit) and the SWPPP in 2014.

b. Sampling/Test Results Received

Sample results were received for routine sampling conducted pursuant to GE’s NPDES Permit for the GE facility. Sampling records and results are provided in Attachment A to this report.

c. Work Plans/Reports/Documents Submitted

- Submitted NPDES Discharge Monitoring Reports (DMRs) for the period of January 1 through January 31, 2015 to EPA and MDEP (February 26, 2015).

- Submitted GE’s SWPPP revisions for 2015 to EPA and MDEP (February 26, 2015).

- Submitted GE’s BMP Summary Report summarizing the activities conducted under the BMP Plan (in the NPDES Permit) and the SWPPP in 2014 to EPA and MDEP (February 26, 2015).

d. Upcoming Scheduled and Anticipated Activities (next six weeks) - Continue NPDES Permit-related sampling and monitoring activities.

- Attend public and Citizens Coordinating Council (CCC) meetings, as appropriate.

- Submit copies of GE’s Annual Report to EPA, MDEP, and the Connecticut Department of

Energy and Environmental Protection pursuant to Paragraph 84 of CD.*

On GE’s behalf, ARCADIS performed one round of water column monitoring at nine locations along the Housatonic River between Coltsville and Great Barrington on February 25, 2015. Two of the locations monitored are situated in the 1½ Mile Reach: Lyman Street Bridge (Location 4) and Pomeroy Avenue Bridge (Location 6A). A composite grab sample was collected at each location and submitted for analysis of PCBs (total) and total suspended solids (TSS), as identified in Table 14-1. (The other seven locations are discussed under Items 15 and 20 below.)

HOUSATONIC RIVER AREA REST OF THE RIVER

a. Activities Undertaken/Completed

On GE’s behalf, ARCADIS performed one round of water column monitoring at nine locations along the Housatonic River between Coltsville and Great Barrington, MA on February 25, 2015. Two locations sampled are situated in the 1½ Mile Reach of the Housatonic River and were discussed in Item 14. One location is at the outlet of Silver Lake and is discussed in Item 20 below. Of the remaining six locations, two are located upstream of the 1½ Mile Reach: Hubbard Avenue Bridge (Location 1) and Newell Street Bridge (Location 2). The four remaining locations are situated in the Rest of the River: Holmes Road Bridge (Location 7); New Lenox Road Bridge (Location 9); Schweitzer Bridge (Location 12); and Division Street Bridge (Location 13). An additional location (Woods Pond Headwaters [Location 10]) that is normally part of the monthly monitoring program was not sampled during this monitoring event as the location was inaccessible due to ice. Composite grab samples were collected at each sampled location and submitted for analysis of PCBs (total) and TSS, as identified in Table 15-1.

- On GE’s behalf, ARCADIS performed one round of water column monitoring at the Silver Lake

Outfall (Location 4A) on February 25, 2015.* A composite grab sample was collected and submitted for analysis of PCBs (total and dissolved) and TSS, as identified in Table 20-1. Select field measurements made during the February 26, 2015 water column monitoring event are summarized in Table 20-5.

- GE obtained a gauge reading at the Silver Lake Outfall on February 25, 2015 as part of the

Housatonic River monitoring program. The lake level and discharge information for the Silver Lake Outfall are presented in Table 20-6.

- GE continued preparation of an Annual Monitoring Report for 2014.*

- GE received from EPA a table summarizing EPA’s validated split sample results for Silver Lake surface water samples, for inclusion in the Annual Monitoring Report for 2014 (February 27, 2015).*

- EPA agreed that time for submittal of the Annual Monitoring Report for 2014 would be deferred

ITEM 21 GROUNDWATER MANAGEMENT AREAS

PLANT SITE 1 (GMA 1) (GECD310)

FEBRUARY 2015

* All activities described below for this item were conducted pursuant to the Consent Decree. a. Activities Undertaken/Completed General:

- Completed preparation of Long-Term Monitoring Event Evaluation Report for Fall 2014.

- Conducted routine groundwater elevation monitoring and non-aqueous-phase liquid (NAPL) monitoring/recovery activities, as indicated in Table 21-1.

- Continued routine well monitoring and manual NAPL/removal activities at various wells within

GMA 1. Totals of approximately 61.1 gallons (231.7 liters) of LNAPL and 56.1 gallons (212.6 liters) of DNAPL were manually removed from wells in GMA 1 in February (see Tables 21-2 and 21-3). The LNAPL volume includes the manual removal of 28.0 gallons (106.1 liters) of LNAPL from pumping system 64V (due to freezing of the pump discharge line), as indicated in Table 21-2. The DNAPL volume includes the manual removal of approximately 51.5 gallons (195.0 liters) of DNAPL from new DNAPL monitoring well E2SC-03D, as indicated in Table 21-3.

Note: The following entries identify additional activities conducted within specific Removal Action Areas within GMA 1. East Street Area 1-North and South:

- Continued automated groundwater and LNAPL pumping at the Northside Caisson. No LNAPL

was removed from the Northside Caisson in February (see Table 21-4).

- Continued automated groundwater and LNAPL pumping at the Southside Caisson. No LNAPL was removed from the Southside Caisson in January (see Table 21-4).

East Street Area 2-South:

- Continued automated groundwater and LNAPL removal activities. A total of approximately

3,859,214 gallons of groundwater was recovered from pumping systems 17W, 64R, 64S, 64V, 64X, RW-2(X), RW-1(S), RW-1(X), and RW-4 during February. In addition, approximately 174 gallons of LNAPL were removed from those pumping systems during February. (See Table 21-5.)

- Continued automated DNAPL removal activities. No DNAPL was removed from pumping

system RW-3(X) during February (see Table 21-5).

- Treated/discharged 3,646,388 gallons of water through the Building 64G Groundwater Treatment Facility (GWTF) during February (see Table 21-6).

a. Activities Undertaken/Completed (cont’d)

Lyman Street Area: - Continued automated groundwater and NAPL removal activities. Approximately 125,905

gallons of groundwater were recovered from pumping systems RW-1R, RW-2, and RW-3 during February. No LNAPL was removed from those automated recovery systems during February. (See Table 21-7.)

- Monthly gauging could not be performed at monitoring well LSSC-16I due to frozen groundwater within the PVC well casing. A damaged bolt in the well cover and J-plug were replaced. LSSC-16I will be inspected and monthly gauging will resume in March.

Newell Street Area II:

- Continued automated DNAPL removal activities at System 2 (which is composed of wells N2SC-

01I(R), N2SC-03I(R), and N2SC-14). No DNAPL was removed by the System 2 automated removal system in February (see Table 21-8), as the system remained shut down for maintenance. There was, however, a manual removal of approximately 4 gallons of DNAPL from System 2, as noted in Table 21-3.

Silver Lake Area:

- Conducted routine monitoring of lake level and discharge at the outfall as part of the Housatonic River water column monitoring program. (See Item 20.a above.)

* All activities described below for this item were conducted pursuant to the Consent Decree. a. Activities Undertaken/Completed

- Conducted routine groundwater elevation monitoring and NAPL monitoring/recovery activities, as indicated in Table 23-1.

- Approximately 4.5 gallons of LNAPL were removed by the automatic skimmer located in well

51-21 and 0.3 gallon of LNAPL was removed by the automatic skimmer located in well GMA3-17 during February (see Table 23-2).

- Approximately 2.7 gallons (10.2 liters) of LNAPL were manually removed from the wells in this

area during February (see Table 23-3).

- Worked on preparation of Groundwater and NAPL Monitoring Report for Fall 2014 (due to EPA by March 9, 2015 – see Item 23.e below).

- Continued communications with EPA regarding Appendix F to GE’s Spring 2014 Groundwater and NAPL Monitoring Report (submitted in August 2014) relating to potential vapor intrusion issues at Buildings 51 and 59.

- EPA agreed to extend the date for submission of the Groundwater and NAPL Monitoring Report

for Fall 2014 from February 28 to March 9, 2015.

- As noted above, potential vapor intrusion issues arising from Appendix F to GE’s Spring 2014 Groundwater Quality and NAPL Monitoring Report, including the schedule for the next sub-slab gas and indoor air sampling event and the next submittal on these issues, are under discussion with EPA.

- Monthly gauging could not be performed at monitoring well 51-18 due to snow mounding over

the well location. GE will remove snow over well 51-18 to resume monthly gauging in March. f. Proposed/Approved Work Plan Modifications

- Received conditional approval from EPA of GE’s August 29, 2014 Groundwater Quality and

NAPL Monitoring Interim Report for Spring 2014 (February 23, 2015). - EPA’s above-referenced conditional approval letter for the Spring 2014 Groundwater Quality

and NAPL Monitoring Report stated that issues relating to potential vapor intrusion issues at Buildings 51 and 59, as discussed in Appendix F to that report, will be addressed in a separate conditional approval letter. That separate letter will address GE’s proposal, contained in that Appendix F, of several modifications to the sub-slab soil gas and indoor air monitoring program for Buildings 51 and 59.
