Powell CLE Seminar - Spectrum Policy Task Force Report: Review and Reaction – December 4th Recently, the Spectrum Policy Task Force issued the much-anticipated report of its findings and recommen- dations for spectrum policy reform. Billed as a starting point for a long- term review of spectrum policy, the report makes a variety of recom- mendations that implicate virtually all forms of spectrum used today. Individual topics include recom- mending new ways to manage inter- ference to examining innovative ways to more intensively use the radio spectrum. This CLE will pro- vide an overview of the principal recommendations of the Task Force report by members of the Task Force, as well as reaction to the report’s recommendations from prominent members of the industry. Panelists include: Brian F. Fontes , Vice President, Federal Relations, Cingular Wireless, Peter J. As we enter December, I want to wish you and your families ahealthy and happy holiday season and best wishes for the yearahead.

As a former Chair of the Young Lawyers Committee, I am partic-ularly pleased to report that the 13th Annual Charity Auctionheld Thursday, November 21st was a tremendous success. TheFCBA and FCBA Foundation raised over $50,000 for this year’sbeneficiary, College Bound/Beacon House partnership, anon-profit organization that provides educational opportunities, community supportand outreach to D.C.-area youth. Representatives from these organizations, includingsome of the kids,enjoyed the auction festivities firsthand.

Raising this amount of money in a down economy is a true testament to the hardwork and excellent organization of the planners. In a first for the FCBA, a U.S.Senator, Conrad Burns of Montana, appeared as a guest auctioneer. Senator Burns,an experienced cattle auctioneer, was so good that people had difficulty keeping upwith his rapid-fire delivery—a fact that likely contributed a few attendees biddingagainst themselves. Toni Cook Bush and Melissa Newman, both Charity Auctionveterans, tag-teamed for the second live auction. Dick Wiley, a master of driving upthe bids, also returned to lead the way for all auctioneers. John Kamp returned thisyear and joined Dick for the third live auction session. My sincere appreciation goes tothe Auction Committee Co-Chairs - Yaron Dori, Ryan Wallach, Jennifer Warren,Carolyn Groves, Cheryl Leanza, Scott Delacourt and Pam Slipakoff, the mem-bers of the Young Lawyers Committee, Bryan Tramont, Heidi Kurtz, and all of theFoundation volunteers for their hard work and dedication in making this year’s eventsuccessful. I know that many of you will enjoy trips,golf,games and other auction andraffle prizes in the coming months.

We are currently putting the final touches on the FCBA’s 16th Annual FCCChairman’s Dinner, which will be held on Thursday, December 12, 2002 at theHilton Washington & Towers, 1919 Connecticut Avenue, N.W. The FCBA willonce again honor FCC Chairman Michael K. Powell. I know that many of you lookforward to the opportunity to mingle with 1400 of your closest friends! Once again,FCBA members and their clients and colleagues from all areas of the country will joinus for an evening of fun.

I also want to highlight the successful Midwest Chapter Luncheon featuringCommissioner Michael Copps. Approximately 60 FCBA members attended thisevent and enjoyed the opportunity to visit with the Commissioner and his SeniorLegal Advisor, Jordan Goldstein. I know that many of the Chapters are planningCommissioner visits for the winter and spring months, so stay tuned to future newslet-ters for information about those dates. Once again, I want to thank Chairman Powelland Commissioners Abernathy, Copps and Martin for their continued support of ourAssociation. Each has expressed a willingness to visit with one or more of our chap-ters in the remaining months of this fiscal year, and your Chapter Representatives,Suzanne Toller and Ruth Bahe-Jachna are helping me coordinate those visits.

Almost halfway through my term as President, I can report that I have enjoyed work-ing with so many of you in this active Association. I would like to thank my ExecutiveCommittee members and Chapter Representatives for their dedication and hard workso far this year. I think we have a great deal of momentum heading into the new calen-

13th Annual CharityAuction Raises$50,000 for CollegeBound/BeaconHouseThe 13th Annual Charity Auction held onNovember 21 was another smashing suc-cess thanks to the committee and sub-committee co-chairs, the auction spon-sors, the countless volunteers and FCBAmember and local business support.

The beneficiary of the auction proceedsis the College Bound/Beacon House

partnership, a non-profit organizationthat provides educational opportunities,community support and outreach toD.C.-area youth. Beacon House, whichhas partnered with College Bound since1999, works to empower, enhance, andassist at-risk children and families inenriching their lives and their communi-ty through creative multi-cultural partner-ships.

dar year and I am optimistic that we willcontinue to provide valuable servicesand programs to our members. Earlynext year, I will report on the breakoutplanning sessions held at our ExecutiveCommittee retreat in October. We are inthe process of hearing reports from eachgroup, with recommendations for thecurrent year, as well as future undertak-ings under Sandy Wilson’s leadership.

A Few Good Men,Women (andPossibly TheirChildren) Wanted asVolunteers forMcKenna’s WagonMobile Soup KitchenIn case you haven’t heard, FCBA volun-teers work on Martha’s Table’s mobilesoup kitchen, McKenna’s Wagon, on the4th Sunday of each month. McKenna’sWagon is a mobile soup and sandwichwagon that goes “on location” to deliverfood to the homeless. The food we serveis prepared earlier in the day at Martha’sTable. For those who have volunteered,it has been a wonderful experience and agreat way to help the homeless and theD.C.community.

Volunteering for McKenna’s Wagon is veryaccommodating for those of us who havebeen meaning to volunteer but do notalways have time in our schedules to vol-unteer on a consistent basis. In fact, youcan sign up to volunteer for McKenna’sWagon on one Sunday in the near (or dis-tant) future. We currently have slots avail-able for the next six months for FCBA vol-unteers and we encourage you to bring afriend. Also, if any FCBA members havechildren looking for community service

opportunities, look no further. We havehad several “FCBA families” volunteer onMcKenna’s Wagon and have found it to bean excellent way for families to spendsome time together on a Sunday after-noon. (Children should be old enough tonot require immediate supervision at alltimes since we do get busy with handingout food). We can also accommodategroups up to six volunteers for one of thedates listed below. We encourage lawfirms, legal departments and even FCCdivisions to volunteer for a session. Wewill provide the publicity and challengeyour peers to do the same.

If you are notsure about a date but want to be includedin our regular monthly e-mail list of volun-teers, we will be happy to add you to thelist. The FCBA is scheduled to staffMartha’s Wagon on the following Sundays:November 24; December 22; January26, 2003;February 23, 2002;March 23,2003;and April 27, 2003.

If you have not yet volunteered forMcKenna’s Wagon, and want to find outwhat happens during an afternoon onthe wagon,read on . . .

First, the wagon is really a big, white vanthat is loaded up with sandwiches,

snacks and soup du jour. We typicallymeet at Martha’s Table at 4:45 p.m. incomfortable clothes and shoes. Martha’sTable is located in a yellow building at2114 Fourteenth Street, NW, in theDistrict,near the intersection of 14th andU Streets. On-street parking is available.Upon arrival we have enough time to getour assignments (some of us will distrib-ute snacks and sandwiches, others willserve soup), and don our aprons beforewe depart in the van to our location at5th and NY Ave., NW (near the newConvention Center). We are driven byone of our experienced volunteers andthe trip to NY Ave. usually takes about10-15 minutes.

We serve anywhere between 30-75 peo-ple per visit including mothers whocome for food for their families. The areais well lighted and well patrolled bypolice. The food distribution is conduct-ed in an efficient, calm and orderly fash-ion and the people we serve are typicallyquite appreciative of our efforts. Afterwe have served all our local customers,we drop off any leftovers to a nearbywoman’s shelter. Total time for the distri-bution takes about one hour and we usually return to Martha’s Table by6:30 pm.
