FCBA Foundation 2014 AWARD RECIPIENTS FCBA Foundation 2014 Award Recipients The FCBA Foundation is celebrating 23 years of giving back to the community. This year, we are pleased to select 20 students from eight Washington, DC public high schools for merit and need- based awards and college scholarships to be distributed over four years of matriculation. Also, as part of our law school scholarship program, we are pleased to award scholarships to five third-year law school students attending four different law schools and three Amy Zoslov scholarships to Case Western law students from the Amy Zoslov Memorial Fund transferred to our Foundation by CTIA’s Wireless Foundation. Finally, we are pleased to award stipends to 18 law students from 13 law schools across the country who have accepted unpaid public service internships in communications- related agencies for the summer. None of these awards would be possible without the generous support of our members and the organizations where they work. We thank you, FCBA members and organizations! 2014 COLLEGE SCHOLARSHIP PROGRAM Under the leadership of the Foundation’s college scholarship committee (Micah Caldwell, Jennifer Holtz, and Krista Witanowski), the Foundation reviewed applications from high school students of diverse backgrounds with an interest in communications-related fields, including media, journalism, technology, engineering, or law. Our applicants this year came from 10 local public high schools: Benjamin Banneker Academic, Cardozo Education Campus, Columbia Heights Education Campus, Duke Ellington School of the Arts, Dunbar, Friendship Collegiate Academy, Roosevelt, School Without Walls, Thurgood Marshall Academy, and Woodrow Wilson. Twenty-six of these high school student applicants were selected for interviews, and 20 emerged as FCBA Foundation scholars. Nineteen of these students will receive FCBA Foundation scholarship assistance funded over four years. One applicant has received substantial tuition assistance from other sources, and will be a Laptop Scholar. All 26 of the applicants who earned and attended interviews will be provided new laptop computers. Software has been graciously donated by Microsoft Corporation. Additionally, all 20 award winners will be assigned FCBA mentors to help them advance academically and professionally. Their biographies follow. Congratulations to all of our scholars! We received applications from students at more than a dozen schools, and awarded five scholarships to third-year law students ranging from $2,500 to $5,000. Second, working with CTIA’s Wireless Foundation, we received the corpus of their Amy Zoslov Fund and assumed the privilege of awarding Amy Zoslov Scholarships to current law school students at Case Western. Thanks to Sara Leibman for heading up our work on the program this year, and to Jennifer Warren and Monica Desai for their help establishing and continuing the law school scholarship program. 2014 PUBLIC SERVICE INTERNSHIP STIPEND PROGRAM Under the leadership of Glenn Reynolds, the Foundation internship committee (Rick Chessen and Kristine Fargotstein) reviewed applications from students at law schools across the country. The Foundation awarded stipends ranging from $2,500 to $7,000 to 18 students who have accepted public service positions for the summer. One outstanding student received the annual Max Paglin Award, representing an additional stipend of $600; another outstanding applicant to both the Stipend and Law School Scholarship program received the David L. Snyder stipend of $7,000. Please get to know these exceptional individuals – their biographies follow. FCBA Foundation 2014 AWARD RECIPIENTSFCBA Foundation trustees Catherine Hilke and Alison Minea are coordinating the mentoring program this year. FCBA mentors provide advice and encouragement to our college scholarship recipients and internship stipend winners as they transition from high school to college and from academics to careers. They also provide a link back to the Foundation, allowing us to appreciate our students’ progress, supported by our members’ donations. It is an honor to introduce this year’s scholarship and internship stipend awardees:

2014 College Scholarship RecipientsSELORME AGBLEZEDIRECTV Scholarship ($16,000)

Originally from Ghana, West Africa, Selorme Agbleze is a senior at Dunbar High School, where he ranks 6th in his class of about 150 students. He is a member of the National Honor Society and has been on the Distinguished Honor Roll every semester since 11th grade for maintaining a 4.0 GPA. Selorme is very interested in computers and robotics and taught himself how to program. He designed, coded, and optimized the website for his school’s robotics team, the Crimson

Tide Engineers, and has served as president of the robotics club for the past two years. He also has volunteered with Thrive DC as a computer lab administrator, where he assisted Internet users with computer difficulties. Selorme is very grateful to the FCBA Foundation and its donors for this scholarship, which he will use to study engineering at West Virginia University.

DAGMAWIT BETRUComcast Corporation Scholarship ($15,000)

Dagmawit Betru is a graduating junior at Roosevelt High School where she maintains a 4.0 GPA. Originally from Ethiopia, Dagmawit moved to the United States two years ago after living in Spain for several years. As a result of her experiences, she is trilingual, fluent in Amharic, Spanish and English. From a young age, Dagmawit has had a strong interest in studying engineering. In addition, Dagmawit has volunteered her time at the Latin American Youth Center where she tutors students, and assists them with their homework and academic challenges. She also is part of the Rough Riders volleyball team and a member of the Youth Empowerment Program through Mary’s Center, a local organization in DC. Dagmawit will attend Morgan State University, where she plans to study engineering.

BLAIR BROWNTime Warner Cable Scholarship ($10,000)

As a senior at School Without Walls, Blair Brown is truly passionate about giving back to her community. She has a great deal of experience working with the Girl Scouts of America and she traveled with Learnserve International to Jamaica for a service project last summer. In addition, Blair has worked with Martha’s Table, Toys for Tots, and was the director of her church youth choir for a number of years. Following her interest in film and media, Blair has directed a number of shorts including her senior class film that was presented at her high school graduation. Blair also has production experience, having co-directed James and the Technicolor Dreamcoat for the Sitar Arts Center. Blair is fluent in French and will pursue a major in media studies with a minor in French culture and language when she attends the University of North Carolina-Greensboro in the fall.

OSCAR CASTROSidley Austin LLP and the Sidley Austin Foundation Scholarship ($16,000)

Oscar Castro is ranked 4th in his class of 211 at Columbia Heights Educational Campus. He was chosen to be Vice President of the National Honor society and served as a member of the Future Business Leaders of America. He challenged himself academically by taking several AP courses and he received an A in all of them.

FCBA Foundation 2014 AWARD RECIPIENTSIn addition, he was a member of both the varsity soccer and varsity football teams. Throughout high school, Oscar has volunteered to assist the parent coordinator at his school on community events and as a translator. He also is an active member of his church and has participated in several fundraising events. Oscar spent the summers working for his father in construction and completed an internship at the National Building Museum, which inspired him to pursue a degree in architecture at the University of Virginia.

NATHAN DAVIS21st Century Fox Scholarship ($10,000)

Nathan Davis is 5th in his class of 353 at Woodrow Wilson High School, where he has focused much of his time on theater and journalism. He has acted in, directed, and produced several plays, primarily through his involvement with Wilson Players, a student-run play production group. He held a leadership position in this group as a producer during his junior and senior years. Nathan also worked on his school newspaper, The Beacon. He started out as a staff writer, moved up to become a junior editor, and eventually led the paper as co-editor-in-chief during his senior year. Among his accomplishments on the paper, he won 3rd place in News Writing in the Columbia Scholastic Press Association Gold Circle Awards for Student Journalism, a national competition which received more than 12,000 article submissions. Nathan plans to study political science when he attends Colorado College in the fall.

YEABS IRA DENEKEFCBA Foundation Scholarship ($10,000)

Yeabsira Deneke was born in Ethiopia and moved to the United States in 2009. Although learning the language and culture was very hard, Yeabsira challenged herself by taking Honors and AP courses and is ranked 3rd in her class of 120 at Roosevelt High School. Yeabsira also played on the softball, volleyball, and tennis teams at her school, volunteered at Food & Friends, and provided tutoring to other students at her church. Yeabsira’s favorite subjects are biology and physics, which she will study at Salisbury University. Her career goal is to become a surgeon and help women in underdeveloped countries who are suffering from fistula.

STEWART GRAY I I ILaptop and Mentor

Stewart Gray is a shining star at Thurgood Marshall Academy, excelling in both academics and as an active member of his community. He describes himself as a bold, creative thinker and

balances the rigor of numerous AP classes with multiple extracurricular activities. Stewart has conducted research through the DC Environmentors program, which earned him a national finalist position for his project. In addition, he is an active member of the Green Club and a leader of the robotics team. He was given the honor to participate in a highly competitive STEM program at Stanford University after his junior year. He also was a member of the school track team and the IT Wiz Kids. Stewart will attend Stanford University in the fall.

BETHELHEM HAILUHarris, Wiltshire & Grannis LLP Scholarship ($10,000)

Bethelhem Hailu is a native of Ethiopia who came to the United States in 2009. She has taken challenging classes and excelled in her favorite subjects, English and Art. In addition to her academics, she shows a strong commitment to public service. Bethelhem has been a frequent volunteer at Food & Friends, where she packages meals for DC residents living with debilitating medical illness. She has even galvanized many of her fellow seniors to participate in weekly volunteer activities at the organization. Additionally, she has volunteered at Magruger Park where she participated in park clean up to prepare for a Historical Preservation Society Tour and volunteered at Prince George’s County Council office where she gathered school supplies to distribute to High Point students and parents. After graduating from Roosevelt High School, Bethelhem will attend Morgan State University where she plans to study in the field of architecture, law, or art in preparation for a career in public service. ATIYA HAR VEYWilkinson Barker Knauer, LLP Scholarship ($10,000)

Atiya Harvey is a senior at Woodrow Wilson High School, where she participated in concert and treble choir, the Student Conservation Association, and the National Honor Society. Atiya also held leadership roles as a coxswain on the Wilson crew team, a team captain for the Ocean Science Bowl, and as her class representative on Wilson’s SciMaTech Academy leadership board. In 10 years, Atiya would like to be in graduate school pursuing her PhD and/or working for a top-tier corporation with science as its focus. Public service is important to Atiya, and she aspires to become a geologist who leads policy change in an effort to improve the global environment. In addition studying geology as her major, she plans to pursue a double minor in political science and Spanish when she attends Colorado College in the fall.

FCBA Foundation 2014 AWARD RECIPIENTSCOURTNEY JONESFCBA Foundation Scholarship ($10,000)

Courtney Jones is a 2014 graduate of Woodrow Wilson High School, where she was on the honor roll all four years. She has taken several AP classes over the course of her high school career and was a member of her school’s National Honor Society chapter and a senior editor on the Yearbook Committee. Outside of school, she has volunteered at community organizations such as Asian American Leadership and Development, which helps youth in the Washington, DC area, and has volunteered at a local elementary school as a summer tutor. Motivated by her love of helping others, Courtney’s career goal is to become a lawyer focusing on international human rights. In the fall, she will be attending Virginia Commonwealth University, where she will pursue a major in history and a minor in international studies.

BRIDGETTE LAFAYEAT&T Services, Inc. Scholarship ($10,000)

Bridgette LaFaye is a dedicated student who has excelled academically while attending four different high schools on two different continents. She has consistently chosen a challenging curriculum of honors and AP classes, and has earned a high GPA and a position in the top 5% of her graduating class at Woodrow Wilson High School. While attending school in the United Kingdom, she received a Silver Medal in the 2012 UK Mathematical Trust Competition. Bridgette also makes time for community service and extracurricular activities. Among other things, she co-founded the Wilson High School Math Club and has volunteered to tutor her peers in math and science, demonstrating her commitment to STEM. As a talented musician, she also is active in the school orchestra. Bridgette is excited to study materials science and engineering at the University of Illinois next fall.

EVA MONROECTIA – The Wireless Association Scholarship ($10,000)

Eva Monroe is a senior at Woodrow Wilson Senior High School, where she is actively involved in theatre and theatre criticism, and is a member of the school’s National Honor Society chapter. During her time at Wilson, Eva has pursued all aspects of theatre, including acting, stage managing, producing, playwriting, and directing, while maintaining a 4.5 GPA. She also has an interest in theatre tech and is currently assisting with lighting design for a professional production at Gala Hispanic Theatre. Eva participated in the Cappies theatre criticism program, through which her

reviews were published in The Washington Post and Connection. Eva also is passionate about her academic pursuits, having taken a full complement of AP courses, successfully lobbied for an AP Computer Science class, and studied physics at American University through DC’s High School/College Internship Program. Eva will attend Harvard University in the fall, where she intends to study physics and computer science.

RAUL MORENOKaren Kincaid Scholarship sponsored by Wiley Rein and Karen’s Friends ($24,000)

Raul Moreno is an exceptional student who has maintained a 4.0 grade point average since his freshman year and currently ranks 2nd in his senior class at Francis L. Cardozo Education Campus. He has distinguished himself as a member of the National Honor Society and the liaison for the Student Government Association. In addition to his outstanding academic performance, Raul played on the school’s

The Karen A. Kincaid ScholarshipSPONSORED BY WILEY RE IN AND KAREN’S FR IENDS

The Karen A. Kincaid Scholarship was created as an annual award that pays tribute to Karen Kincaid, a partner in Wiley Rein’s Communications Practice. Karen, who was aboard the American Airlines flight that crashed into the Pentagon on September 11, 2001, is remembered by her friends and colleagues for her warmth, intellect, and a deep commitment to her family and her community, qualities that also are demonstrated by the scholarship recipient, Raul Moreno.

Prior to joining Wiley Rein, Karen served as a Senior Attorney-Advisor for the Private Radio Bureau, at the Federal Communications Commission from 1989 to 1993. She was a law clerk to the Honorable J. Smith Hensley, U.S. Court of Appeals for the Eighth Circuit and the Honorable Leo Oxenberger, Chief Judge, Iowa Court of Appeals. She received her B.A. from Central College and her J.D. from Drake University.

Friends and colleagues of Karen Kincaid are proud to fund a scholarship in her memory which will provide a deserving student assistance toward college tuition.

Recently, as a requirement in the Electro-Mechanical Technology Training program, he received his first in a series of four certifications given by the International Society of Certified Electronics Technicians. He plans to continue the program this summer to complete all four certifications. Raul will be attending Marshall College in the fall, where he will major in electrical engineering.

SAMANTHA NELSONVerizon Scholarship ($15,000)

Samantha Nelson is a senior at Francis L. Cardozo Education Campus and is the valedictorian of her class of 75. Samantha is involved in many academic and extracurricular activities in and out of school including the drama club, volleyball, concert choir, and the YMCA Youth and Government program. She is a member of the National Honor Society, a High School/College Internship Program participant, and secretary of her school’s senior class council. In her junior and senior years she was recognized as an Office of the State Superintendent of Education Scholar. She also was awarded an opportunity to participate during the summer of 2013 in a Pre-College Program at Barnard College in New York, where she took courses and gained exposure to college experiences. She has been able to balance all of these activities and maintain a 4.0 GPA while working at Dance Institute of Washington as a student dancer. As a result of her participation in Cardozo’s TransSTEM Academy, Samantha has chosen to double major in biomedical and electrical engineering when she attends the University of Wisconsin-Madison in the fall.

ALIC IA OLUHARAYoung Lawyers and Charity Auction Scholarship ($28,000)

Alicia Oluhara moved to the United States two years ago from France. She recently was voted Best All Around Senior at Woodrow Wilson High School, where she has been an honor student and actively involved since she arrived. She was a news anchor providing the school’s morning announcements, a member of the mass media team, and a student ambassador for Wilson. With a passion for film and music, Alicia has been a member of the vocal ensemble and has participated in several film and music competitions. For the past two years, Alicia has been a semi-finalist in the DC CAP gala competition. Alicia’s music video featuring an original song by her was selected in the All American High School Film Festival as one of the top 5 music videos. Her documentary film on technology was one of 15 official selections in the White House Film Festival, which gave her the opportunity to meet President Barack Obama. She also was part of the Future Project through which she organized a concert to raise funds and awareness about the lack of water in Africa. Alicia has lived in more than five countries, speaks four

languages, and is learning three more. She hopes to one day become a respected and renowned film director, and will attend college in Santa Barbara to study film production.

SOHRAB PAS IKHANIFCBA Foundation Scholarship ($10,000)

Sohrab Pasikhani is graduating from Woodrow Wilson High School where he is a member of the National Honor Society, received recognition as an AP Scholar by the College Board, won the FIRST robotics competition 2012 DC regional, and was on the honor roll all four years. He also has been actively involved in community service through Mary’s Center, Asian American LEAD, Parent Advocate Leaders Support Group, and as captain of his school’s robotics team. Through his experience with robotics, he has acquired an appreciation of the engineering field for its dedication to ingenuity. Sohrab admires the emphasis on effectiveness and simplicity when making a product for a global audience and would someday like to be as famous as Bill Gates and Steve Jobs for his own work. Sohrab plans to go to Lafayette College to study mechanical engineering.

BHADON SHALAKINGoogle Inc. Scholarship ($15,000)

Bhadon Shalakin is a senior at Woodrow Wilson Senior High School, where he carries a 4.2 GPA. Born in Dhaka, Bangladesh, Bhadon moved to Washington, DC when he was just two years old. He belongs to the National Honor Society, and is the senior leader in Wilson’s prestigious SciMaTech Academy. He has interned for two teachers at Wilson and was an assistant to the athletic director. He considers one of his greatest high school accomplishments substitute teaching for an AP World teacher for one month while the teacher was out recovering from emergency surgery. Bhadon has been very active in the community through his involvement with Asian American LEAD, where he served as the representative on the board of executives and as the President of their District Youth Council. Every summer he volunteers his time teaching children at Thompson Elementary school and educates high school students on a variety of serious issues ranging from domestic violence and bullying to cultural awareness. Bhadon will be attending the University of Kentucky, where he plans to major in business administration-marketing.

She enjoys meeting new people and following current events – especially in entertainment. Leo is a 2014 graduate of School Without Walls, where he took an intensive course load of Advance Placement subjects that included AP Calculus, AP Chinese, and AP Physics. During his senior year, Leo also was captain of the school’s lacrosse team and helped lead his team to the playoffs for the first time in school history. In his spare time, Leo helps coordinate dinners at a local homeless shelter, and is an “Explainer” at the Smithsonian’s Air and Space Museum. He will be working this summer as a camp counselor at Mar-Lu-Ridge camp near Frederick, MD. Leo will be attending the University of Massachusetts-Amherst in the fall, where he plans to major in physics.

The youngest of six siblings, Racquelle White obtained academic recognition at an early age by receiving a full scholarship to attend high school in Ghana, West Africa, where she was born and raised. During high school in Ghana, she maintained a 3.9 GPA, was elected library prefect, collaborated with fellow students to effectuate numerous school events, and volunteered as a tutor with several charitable organizations for underprivileged children. In 2013, Racquelle was reunited with her American father, so she moved to the United States and received her U.S. citizenship. As a senior at Roosevelt STAY High School, Racquelle raised her GPA to a 4.0, gained admission into Howard University with a Legacy Scholarship, and worked part time to help support herself. Racquelle plans to major in chemical engineering, and as a talented singer, pursue her passion for the arts.

Scott Bison is a rising 2L at Case Western Reserve University School of Law. Prior to law school, Scott graduated cum laude from the University of Colorado, where he studied filmmaking. As a filmmaker, Scott’s work has been screened at the Library of Congress, the Modern Art Museum in Rio de Janeiro, the Starz-Denver International Film Festival, and film festivals around the United States. His documentary short film, Rocky Flats: Legacy, won the highest honors for documentary at CU and has helped to bring attention to the plight of countless sick nuclear weapons workers from Colorado and across the country.

The Amy Zoslov ScholarshipsAmy J. Zoslov died from breast cancer in August 2000 at the age of 42. Known to members of the communications industry as a dedicated public servant, Amy spent nearly her entire career with the Federal Communications Commission. Amy earned her B.A. from Boston University in 1980 and her J.D. from Case Western Reserve University School of Law in 1983.

The scholarship fund was established in Amy’s memory by her family and friends, the FCC staff, and telecommunications industry donors. Until 2013, the Amy Zoslov Scholarship program was administered by CTIA’s Wireless Foundation. Amy Zoslov scholarships currently are awarded annually to deserving students who exhibit the same personal strengths and professional promise that Amy demonstrated. Malea Hetrick is a rising 3L at Case Western Reserve University School of Law in Cleveland, OH. Malea is a Cox Center Fellow, a Hugo Grotius International Law Fellow, and a two-time recipient of the Student Public Interest Law Fellowship. She is the Executive Articles Editor for the Health Matrix: Journal of Law-Medicine. After her 1L year, Malea interned at Centro Bono in Santo Domingo, Dominican Republic. Centro Bono focuses on statelessness and nationality of the Haitian, Haitian-Dominican, and Dominicans of Haitian descent population. Malea is currently interning for her 2L summer with the United Nations High Commission for Refugees, in the regional office in Washington DC. There, Malea is in the Caribbean Protection Unit and continues to work on refugee and asylum issues with a focus towards the Caribbean. Malea graduated magna cum laude from Juniata College, in Huntingdon, PA with a BA in International Studies. Following her undergraduate education, Malea worked in Guatemala through the Brethren Volunteer Service. Ellen Kirtner is a rising 2L at Case Western Reserve University School of Law. Before beginning her legal education, Ellen received her bachelor of science in public relations and her master of arts in journalism and mass communication with a concentration in public relations. Internship opportunities with an arts and culture organization and with a small telecommunications startup have guided Ellen’s interest in the way legal issues impact communities and local businesses. Ellen, a Northeast Ohio native, hopes to pursue a career in community development in the Cleveland area after law school. Ellen is currently serving as an intern with the Department

of Community Development at the City of Cleveland. During the school year, Ellen volunteers with the Cleveland Metropolitan Bar Association’s 3Rs program, helping local 10th graders prepare for the Ohio Graduation Test and begin planning their careers, and with CWRU’s Cultivating Connections, giving her time at legal advice clinics in the area.

Sibelle Lambiro is a rising 3L at Syracuse University College of Law. Anna Myers is a rising 3L at The George Washington University Law School. Wayne Connor is currently a rising 3L at Loyola University New Orleans College of Law. A native of New Orleans, Wayne has taken great pride in his community and consistently embarks on endeavors in the pursuit of service. He served this past year as President of the A.P. Tureaud Chapter of the Black Law Student Association, through which he helped to serve his fellow students and the community through various programs. Stuart Downey is a rising 2L at the University of Southern California Gould School of Law. At Gould he serves as OUTLaw Co-President, Entertainment Law Society Outreach Committee Chairman, and Peer Mentor to the rising 1L class. Stuart attended the University of Oklahoma, where he graduated summa cum laude. He earned two Bachelors of Arts, one for political science and the other for multidisciplinary studies. While an undergraduate, he studied American and European audiovisual policies and regulations. He also co-founded a student-operated advertising and public relations agency.

Stuart earned his Master of Arts at King’s College London, where he graduated with distinction. Josh Hinderliter is a rising 2L at the Moritz College of Law at The Ohio State University. Josh’s interest in communications law is rooted in his professional experiences in both the telecommunications and mass media industries. Jonathan Hu is a rising 3L at Boston College Law School. Jonathan has been active on campus as the president of the South Asian Law Students Association, a member of the Law Student Association’s Diversity Committee, and a member of the First Amendment Moot Court team. He is also an active contributor for the law school’s Intellectual Property and Technology Forum.

Jonathan’s interest in telecommunications began while he was an undergraduate at the University of California, Irvine. His participation in debate led him to research issues involving net neutrality. Daniel Joslyn is a rising 3L at The George Washington University Law School. He is the current Senior Production Editor of the Federal Communications Law Journal. Last fall, Daniel interned at the American Bar Association and then spent the fall working with the Health Rights Legal Clinic at George Washington. Daniel was born in San Antonio, TX, but grew up in the Cleveland area. In addition to Texas and Ohio, Daniel has lived and worked in New Jersey, Arizona, South Korea, Nevada, and Virginia.

Daniel’s interest in communications law dates back to his undergraduate career at Baldwin-Wallace College, where he majored in Communications and interned at WTAM, Cleveland’s largest news radio station. Before law school, he worked for three years as a Policy Aide in the Ohio House of Representatives. Lauren McCarty is a rising 3L at the Catholic University Columbus School of Law where she is pursuing a certificate in the Communications Law Institute. Originally from Minnesota, Lauren received her undergraduate degree from Minnesota State University. She graduated magna cum laude with a dual degree in Political Science and Psychology. While at MSU, she was an active member of the Gamma Sigma Alpha Honors Fraternity,

the Gamma Phi Beta Sorority, the Honors Student Council, and was a recipient of the Mayo Clinic Scholarship.

During her time in law school, Lauren has interned with the FCC, Harris Corporation, and TIA. Elana Reman is a rising 2L at Duke University School of Law. She is on the Mock Trial Executive Board, the Vice President of the Government and Public Service Society, and an active member of the American Constitution Society. As a 1L, she was an attorney on the 1st place team of Duke Law’s mock trial competition, the Twiggs-Beskind Cup.

Elana was born in Ukraine and immigrated to the United States when she was four years old as a religious and political refugee. She now calls Denver home. Elana attended the University of Miami, graduating magna cum laude with majors in Media Management and Political Science, and a minor in Philosophy. At UMiami, she was a member of the school’s Mock Trial Team, Debate Chair for the Ethics Society, and a sister of Kappa Kappa Gamma.

Prior to attending Duke Law, Elana interned in the Office of Congresswoman Diana DeGette (D-CO), who serves on the House Communications and Technology Subcommittee, where she assisted with the Congresswoman’s telecommunications portfolio by analyzing private media mergers and proposed legislation. MAGDALENA ROGOSZFCC, Media Bureau, Video Division

Magdalena Rogosz immigrated to the United States at the age of 18. She graduated from University of California, Berkeley in 2011 and majored in Political Economy, with a concentration in Globalization, and minored in Public Policy. While at UC Berkeley, Magdalena took a class on the First Amendment, freedom of speech and media, which piqued her interest in the field of communications law. This led her to become a Teaching Assistant for this class for the next three years, and eventually to apply to law schools.

JEFFREY SHAWFCC, Office of Chairman Tom Wheeler “The David L. Snyder Memorial Stipend”– ($7,000)

Jeff Shaw is a rising 2L at the University of Maryland School of Law. He is a member of the Student Law and Media Association and a student member of the FCBA. Jeff graduated from Lehigh University, in Bethlehem, PA, in 2007 with a BA in International Relations, and received a MS in Telecommunications from George Mason University in 2013.

Prior to attending law school, Jeff served four years as a communications officer in the Marine Corps, including a seven month tour in Afghanistan. During this time he led the planning, installation, operation, and maintenance of secure radio, phone, and computer networks, providing world-wide voice, video, and data communications to the members of the Third Combat Engineer Battalion. After leaving the military he worked for the State Department’s Bureau of Diplomatic Security, working to field tactical radios to diplomatic security personnel in high threat countries, such as Iraq, Afghanistan, Libya, and Pakistan.

JEFF SH IFCC, Public Safety & Homeland Security Bureau, Policy & Licensing Division

Jeff Shi is a rising 2L at Washington University in St. Louis School of Law where he is pursuing a concentration in Intellectual Property & Technology Law. Originally from New Jersey, Jeff received his undergraduate degree from Rutgers University, majoring in Information Technology and minoring in Digital

Communications. While at Rutgers, he served as secretary of the Information Technology Council and worked in the IT sector as a technology/network consultant and IT assistant manager. This experience along with his interests in telecommunications and technology policy inspired him to obtain a law degree from WashU.

JOEL THAYERFCC, Wireline Competition Bureau, Telecommunications Access Policy Division

Joel Thayer is a rising 3L at the American University, Washington College of Law (AUWCL). He is the current President of AUWCL’s Communications & Media Law Society and the Senior Technical Editor for The American University Intellectual Property Brief. He has worked as a telecommunications and intellectual property legal fellow for Congressman Lee Terry co-authoring the office’s white paper concerning over-the-top companies’ influence on the multi-channel video programming distributor market. He has also worked for both the Competitive Carriers Association and Telecommunications Industry Association as a law clerk conducting research on telecom law and policy.

The David L. Snyder Memorial StipendThe David L. Snyder Memorial Stipend honors David L. Snyder, the founding partner of Snyder & Snyder, LLP. David’s colleagues recognized him as a fearless leader who was always “mobile.”

David L. Snyder passed away on November 22, 2012 at the age of 56. He formed Snyder & Snyder in 1990 with his wife, Leslie J. Snyder, and under his leadership, Snyder & Snyder, LLP represented major telecommunications providers and tower companies in developing wireless infrastructure for nearly two decades. Those who worked with David recognized his “we can make it happen” attitude, appreciating his hard work, creativity, and personal touch. He generously gave of his time to various charitable organizations and taught telecommunications law as an adjunct professor at Pace University School of Law. David enthusiastically endorsed wireless communications and stressed its importance for public safety and closing the digital divide, thereby improving the lives of everyone in the community. He is remembered by his colleagues as an incredible leader, lawyer, teacher and friend.

Joel is originally from Palm Springs, CA. He attended Cal State Fullerton where he served as the chair of his department’s honor society and was the co-captain of Cal State Fullerton’s British parliamentary national debate team. After graduating from Cal State Fullerton, he worked on Capitol Hill as a legislative correspondent

for his then-home representative, the Honorable Mary Bono. There he was introduced to the world of telecommunications, writing letters and researching the Congresswoman’s various legislative initiatives relating to telecommunications, cybersecurity, and internet privacy.
