Srinagar (UNI)Opposing merger of different

engineering wings in Public WorksDepartment (PWD) and abolishingreservation for Self Help Group(SHG) of unemployed engineers,Jammu and Kashmir Apni Party(JKAP) president Syed MohammadAltaf Bukhari on Wednesday urgedthe administration to stop takingpolicy decisions in haste and endalleged anti-youth approach.

‘We vehemently opposed theJ&K government decision to sub-sume engineering wings of variousdepartments into PWD as themove will create too much of messand confusion on the ground’, theformer minister said in a state-ment here.

Mr Bukhari, who has himself re-mained a Public Works Minister inthe previous government in J&K,observed that the R&B departmentlacks the requisite capacity to han-dle such a broader mandate.

‘A small instance in place is the

snow clearance operation whichwas assigned by the Gulmarg De-velopment Authority (GDA) to themechanical wing of the PWD atGulmarg last year. The snow clear-ance which would otherwise take afew hours took three to four daysand the vital roads to this world fa-mous tourist destination remainedblocked for days together,’ he al-leged.

The JKAP president further saidthat there would be joblessnessbecause of the merger decisionand the technical staff who werepresently working in different de-partments were bound to face hi-erarchical issues in addition to thehiccups in their career progres-sion.

On setting up a committee ofadministrative secretaries to workon modalities for merger of over adozen departments with PWD, heasked that ‘Once the decision ofmerger has already been taken bythe previous Lt Governor led stateadministrative council withoutany prior home work or taking anystakeholders on board, what is thefun of constituting such a commit-tee to chalk out modalities now?’

Mr Bukhari stated that the J&Kgovernment should have consult-ed all the stakeholders for thread-bare deliberations before arrivingat any such arbitrary decision.

Russia has taken thewhole world by surpriseby making Corona vac-cine. Russia has madethis drug, leaving behind100 countries includingAmerica. Preparationsare being made to pro-duce it from Septemberand to apply this vaccineto people from October. In Russia, this vaccinewill be first given to doc-tors and health workers. The entire world will beable to get its benefitslater this year or earlynext year. The vaccine-linked website states thatphase-3 clinical trials willbe conducted in the restof the world includingIndia. It has also beensaid that Indian compa-nies have shown interestin producing the vaccine. However, no officialinformation related toIndia or Indian compa-nies has been given yet.At the same time, on thisissue, AIIMS Director Dr.Randeep Guleria has saidthat first we have tomake it clear that thevaccine is safe. RussianPresident Vladimir Putinhas claimed that theworld’s first corona vac-cine has been prepared.Approval has also beenreceived from the HealthMinistry of Russia. Putinhas also told that he hasgiven this vaccine to hisdaughter. After the claimof Russia, discussion hasstarted in the wholeworld. Putin has said thathis country has createdthe world’s first coronavaccine. The name of thisvaccine is Sputnik V. Thisname is also special.Sputnik was the name ofthe world’s first satellite, which was launched bythe Soviet Union in 1957.Connected to this satel-lite, the world’s first coro-na vaccine has beennamed. A different virus‘adenovirus’ has been

used for this vaccine. Asimilar vaccine has alsobeen developed atOxford University andChina.

Russia’s Ministry ofDefense and GamalayaNational Center havemade it together. It hasclaimed to be 100 per-cent successful in clinicaltrials. The clinical trialwas started on 18 June.38 volunteers have par-ticipated in this trial.Immunity has evolvedagainst the virus in thesevolunteers during thetrial. After the trial, thefirst group was dis-charged on 15 July andthe second group on 20July. However, the vac-cine is yet to be finalized. In such a situation, ques-tions have also beenraised about its approval. At the same time,Russian companySistema has talked aboutmass production of thevaccine by the end of thisyear. The WHO has saidthat the vaccine is goingto be in the third phasetrial. The WHO haswarned about theRussian vaccine and saidthat if a license is issuedfor the production of avaccine without testingthe third phase, it canprove to be a very dan-gerous step. Other coun-tries in Europe, includingthe US, have expresseddoubts about theRussian vaccine. India’sHealth Ministry has notofficially said anything inthis regard, but AIIMSdoctors have said thatuntil the final Russiantest is successful till thenit should not be used. However, the news ofRussian vaccine produc-tion has definitely boost-ed the morale of warriorsfighting against Corona. This has raised hope thatthe vaccine will be avail-able soon.

By Kajal ChatterjeeAfter achieving his dream of

Pakistan following almost a year-long blood bath with his call of“Direct Action Day” leading to “GreatCalcutta Killings” taking the “cake”;M.A.Jinnah preferred to act “pious”promising “equality” of all citizens inthe new nation irrespective of theirreligion and other demographic cre-dentials! But what we had witnessedthereafter is nothing but systematicmarginalisation and persecution ofreligious minorities in Pakistan!Hardly surprising because when anation has been carved out on thebasis of religion itself with the goalbeing “Homeland for Muslims”; howcan it be expected that just on thesingle stroke of independence, allvitriol of hatred would automaticallyyield place to communal bonhomieand harmony! Actually it was notmeant to be because the concept ofPakistan was itself based on thefoundation of Islamic dominanceand animosity towards other reli-gious groups engineered throughviolence at its filthiest!

Ayodhya development can also beseen in that very “light”! Thedemand of Ram Temple right uponthe site of an existing mosque, riot-igniting marauding Yatra of the Rathon its journey path demanding thetemple, deluge of vitriol and choicestabuses targeting a particular com-munity, thereafter ultimate demoli-tion of the mosque itself by overrid-ing all norms of law make it the the

darkest chapter of independentIndia! Not to forget the “gift” of com-munal fire to rage the nation for sev-eral months following the barbaricdemolition!

With such a violent historybehind the Ramjanmabhooni sagawith muscle-flexing and mindset ofreligious domination by subjugationof a particular community being thedeterminant factors with the divinename of Ram being exploited as amere instrument; how can it beexpected that the Ram Temple, builtupon the foundation of such nega-tive factors, would represent a “har-monious nation” with “justice forall” and “exclusion of none”!

Just like Muslims ChristiansBuddhists Parsis tribal communitiesand atheists, innumerable Hindusalso do not view Ram as any “deity”to be worshipped in temples! In eyes

of them, Ram is only an epic herolike Yudhisthir or Arjun whose sagaof life needs to be enjoyed in textplays or films! Also there exist manyHindus who might see the “divine” inRam; but vehemently opposeexploitation of his name to playcommunal politics or demolition ofa shrine of “alien” religion to “reha-bilitate” him! So by no sense of logicneither anybody can brand all 1.3billion Indians as “Ram-mayas” norcan claim the “bhoomi pujan” as

“victory of Hindus”! Rather heads ofall true Hindus had hanged down inshame when Babri Masjid wasdemolished marking the darkestchapter in the history of indepen-dent India ensuring “unencroached”space for upcoming of the temple! Sofar from viewing it as “Hindu victo-ry”; true Hindus and real Indiansbelieving in secularism fraternityequality and religious tolerance seethe whole episode as “defeat ofConstitutional values”!

And how can 15th August and 5thAugust be compared with the“Common” factor being “Freedomfrom slavery”!

While 15th August 1947 was a cul-mination of an united fight launchedby the Kshudiram Boses, AshfaqullaKhans, Bhagat Singhs, Netaji and hiscomrades Colonel Prem Sahgal-Colonel Gurbaksh Singh Dhillon-General Shah Nawaz Khan to put anend to British imperialism alongwith the non-violent struggle envis-aged by Mahatma Gandhi withJawaharlal Nehrus, Abul KalamAzads, Sardar Patels, Khan AbdulGhaffar Khans following him; 5thAugust is a culmination of riot-ignit-ing Rath Yatra, ultimate demolitionof the shrine and a supreme psycho-logical assault upon the sentimentsof not only Muslims but also upon allsecular Indians believing in the spir-it of diversity as envisaged by theConstitution. As a matter of fact 15thAugust and 5th August lie in exactopposite pole as far as purity is con-cerned.

Perhaps the most obvious placeto seek enlightenment is India’sspiritual capital, Varanasi. Thisancient city, which has beendubbed the real City of Light(sorry, Paris), has long been a holycentre for Hinduism. ForBuddhists, too, Varanasi holdsgreat significance, for it was herethat Buddha is said to have givenhis first sermon.

Pilgrims come from all overIndia to bathe in the sacred watersof the Ganges.

Varanasi accepts pilgrims fromall over India and beyond, whocome to bathe in the sacred waters of the Ganges in an attempt to sanitise theirsouls. While the city offers plenty of beauty in its numerous temples, such asthe must-visit Vishwanath Mandir Temple, and on sunset cruises along theriver, travellers should be prepared to see the ritual of death played out daily. Some come here to cremate loved ones; others simply come to die in a citydeeply connected to the cycle of life.

Observing this reality, however, can have an unusually uplifting and peace-enhancing result, and strolling the colourful ghats along the Ganges is an expe-rience you’ll find nowhere else in the world. If you’re here for a soulful experi-ence, take a sunrise yoga session at Assi Ghat, one of the biggest and mostvibrant along the river, and return in the evening when it comes to life withhawkers and a holy fire ritual.Managing Editor- Sumeet Maheshwari, Group Editor- Kranti ChaturvediEditorial Board Send article on email - [email protected]

PM Modi deservesa big applause forcreating a goldenchapter in Ayodhya.Modi is the firstprime minister to visit the RamJanambhoomi and offer prayers atthe sanctum sanctorum where thedeity has been worshipped since1949, escalating the row over thesmall plot of land on which amosque had been built in the 16thcentury.

Hindus believe the Babri Masjid, was built over a temple dedicatedto Lord Ram, whose birthplace isalso considered to be at the site. The construction of Ram Mandir inAyodhya is a great honour for everyHindu who were tirelessly fightingon the issue of Babri Masjid casenearly for the past two centuries.Exactly three decades before, onthe same day the Supreme Courtapproved the construction of theRam Temple at the disputed site, onNovember 9, 1989, the VHP had put

the first stone for the Ram Mandirin Ayodhya. Now Ayodhya is set tobecome the center national atten-tion again with the beginning of theconstruction of the grand RamTemple in the town.

The historic event showcases thetriumph of one of India’s longestcampaigns, one that found reso-nance with millions in the countryand abroad. It marks the culmina-tion of a sustained political cam-paign by his party, the BharatiyaJanata Party, for a temple to be builton the spot where a Hindu mob, watched by some BJP leaders, demolished a more than 400-year-old mosque in 1992 sparking riotsthat left almost 2,000 dead. EveryDiwali, Hindus across the globe cel-ebrate the return of Lord Ram toAyodhya as the victory of good overevil.

The Ram Janmabhoomi issuegained political currency after thethen BJP president L K Advani start-ed his ‘Ram Rath Yatra’ in 1990.Modi as a national office-bearer inthe BJP played an important role inAdvani’s ‘Ram Rath Yatra’.The

senior leader, who is also key archi-tect of the Ram Janmabhoomimovement, LK Advani said: “It’s mybelief that Ram Mandir will repre-sent India as strong, prosperous, harmonious nation with justice forall and exclusion of none.”Construction was approved by thesupreme court in November, whenit ruled that a temple could be builtand land provided elsewhere for anew mosque, ending a protractedlegal dispute.

Expressing the gratitude of allthe people who had made hugesacrifices for Temple moment, PMModi has rightly said “A grand tem-ple will now be built for our RamLalla who had been staying in a tentfor decades.

Today, Ram janmbhoomi breaksfree of the cycle of breaking andgetting built again - that had beengoing on for centuries and the tem-ple symbolises India’s rich heritageand will be an inspiration for all ofhumanity.”

Ram Janmabhoomi is one of themajor pilgrimage centers for theHindus of India. In Ramayana the

mythical granth of Hindus, it is saidthat Ram’s birthplace is on thebanks of the Sarayu River inAyodhya town. Ayodhya has been inthe midst of a dispute and contro-versy, since last many decades, which has only increased since late1980s. The controversial issue ofRam Janambhoomi and BabriMasjid has always been a big influ-ence on Indian politics for severaldecades. Lord Ram is the embodi-ment of grace, dignity and deco-rum.

This is the historic day for India -the largest secular democracy inthe world that saw the end of a dis-pute spanning several centurieswhich had pitted the Hindu andMuslim communities against eachother in the courts. The RamMandir will be etched in the sandsof time as a symbol of Hindu awak-ening and restoration of pride of acommunity that has alwaysbelieved in ‘live and let live’ and itwill also bring economic activity tothe region which has over the lastso many years seen only politiciansand politics.

States will kick off their annualjoint military drills this week butwithout mobilising U.S.-basedtroops after scaling back the pro-gramme due to coronavirus con-cerns, a military source in Seoulsaid on Wednesday.

The allies have been discussinghow to adjust the exercises, whichusually begin in August, with thecoronavirus threatening to disruptthe travel of U.S. personnel.

The programme involves tensof thousands of soldiers from bothsides, though it is largely focusedon computerised simulationsrather than live field training.

The exercises will be held fromAug. 16-28 but in a reduced scale, though the timeframe was extend-ed by a couple of days to disperseparticipants and minimise nightactivities, the military source said, adding that a formal announce-ment would soon be made.

Seoul’s defence ministryspokesman said the plans have notyet been finalised. JacquelineLeeker, a spokeswoman for U.S.Forces Korea (USFK), said regular

training is aimed at maintaining“trust, proficiency and readiness”but did not provide details.

The 28,500-strong USFK has re-ported at least 65 COVID-19 casesamong its troops, employees andtheir families since July, promptingconcerns among some South Ko-rean residents near their base. Allwere confirmed upon arrival orwhile in two-week mandatoryquarantine.

Leeker said the U.S. Army hasstepped up its preventive controlmeasures, and requires soldiers toundergo a test before travelling in-ternationally, effective Aug. 21.

The combined drills are closelymonitored by North Korea whichcalls them a “rehearsal for war”and had already been reduced inrecent years to facilitate U.S. nego-tiations aimed at dismantling Py-ongyang’s nuclear programmes.

This year’s exercises also pro-vide a chance to assess South Ko-rea’s readiness to take overwartime operational control (OP-CON), and the change could com-plicate President Moon Jae-in’sdrive to complete the transfer be-fore his term ends in 2022.

On Tuesday, Russia announcedregistering the world’s first coron-avirus vaccine, dubbed Sputnik V, setto be produced industrially. Presi-dent Vladimir Putin has endorsedthe vaccine, saying it has passed allnecessary checks and is capable ofbuilding a strong immunity againstthe coronavirus.

“I hope that the Russians have ac-tually, definitively proven that the

vaccine is safe and effective,” Faucitold the event moderator, as quotedby National Geographic, adding “Iseriously doubt that they’ve donethat.”

As argued by the health official,“having a vaccine ... and proving thata vaccine is safe and effective are twodifferent things.”

The Russian vaccine was devel-oped jointly by the Moscow-basedGamaleya Research Institute and theRussian Defense Ministry. A total of76 volunteers have participated inthe clinical trials until now. Russianofficials estimated the productioncapacity at 500 million doses in thenext 12 months, including at facili-ties abroad.

“You know it’s going to be strange foreverybody at the CPL. Nobody has played

international cricket for a while, so every-one is going to be nervous, I’m sure. So, thetraining and early games are very impor-tant. The atmosphere in Twenty20 cricketis a lot of what you play and we get the bestcrowds in that format. So, to play in frontof nobody but knowing that people athome will be watching and cheering uson, it’s going to be a bit strange, but at thesame time something that we’re going toget used to,” he opined.

Taylor is expected to fill the void creat-ed by the withdrawal of CPL veteranShoaib Malik, who is currently on tourwith Pakistan in the UK.

Integrated job portal to be developed in the state: CM

The way the Election Commission had an-nounced to conduct the Bihar Assemblyelections on the scheduled time, after thatthe by polls in 27 seats of Madhya PradeshAssembly were also expected to be held ontime, but at present it does not seem likely. The resignation of 16 rebel Congress MLAswas approved by the speaker on 19 March, while the resignations of all six rebel minis-ters of the Scindia camp was already ac-cepted on 14 March. There is a rule for by-elections in vacant seats within a period ofsix months and this six-month period is be-ing completed only a month from now. Theagility shown by the Election Commissionabout the election of Bihar seems to bemissing in the MP by-election. Seeing this, the apprehension of the politicians seemsto be true that elections to MP Assemblywill have to be postponed.

16 of these 27 seats are in Gwalior-

Chambal area. Due to the large number ofseats, the maximum emphasis of Congressand BJP is on this zone.

Both parties are well aware that in thegame of saving, demolishing and makinggovernment, these 16 seats of Chambal willplay pivotal role. That is the reason, whether the by-elections are on time or af-ter the six-month constitutional term ends, the two main rivals want to keep theirpreparations full. Election managers ofboth parties are outwardly showing theirconcern about delay in by-poll but secretlythey are happy that the Corona crisis hasgiven them some more time for electoralpreparation.

However, in Gwalior Chambal, the elec-toral tone is getting better. Although politi-cal activities in the region have come to astandstill due to the Corona protocol, theprogrammes of both the major parties haveincreased sharply in all the 16 seats. It iscertain that BJP will contest elections on all
