We,theundersignedNeg-oAmericans,stronglycondemnyourhysteria-breedingarrestsof national.leaders of the CommunistParty, andcall uponyouto tabpositiveactionto protectcivil rights insteadof persecutingpolitical minori-ties.

Weraise here no defense of the principles of the CommunistParty. Our concclis to defendtheright of political andotherminorities,P0016-UJthe N957-people, to fight for the kindof society whichthey considernecessargyto givefull expression to the principlesof American democracy.

Us agree fully with the declaration of Henry A. Wallace:

Defense of the civil rights of Communist is the first line in the defense of the libertiesof a democratic people. The history of Germany,Italy, Japan and Franco Spain should teach us that thesuppression of the Communistsis but thefirst step inen assaultonthedemocratic rights of labor, national, racial andpoliticalminorities, and all those whoopposethe policies of the governmentin power."

The obviouspurposeof these Gestapo-like arrests of Communistleaders is tofrighten people away from the Wallace Movementand progressive people'sorgsnizstions generaJ.13',practically all of whichhavebeenslsnderedas "communist"or "subversive" by the Attorney General and the Un-American Activities Comittee.

Here, clearly, is an attempt to strengthen the current drive to vs.r'andreaction in general by intimidating all political opposition to such aprogram.

It is significant that the indictment of these Communistloaders does not evencharge themwith any attempt to use "force and violence", for political or anyother purpose. Indeed, the assertedbasis of their indictment has already beenoverruled by the SupremeCourt of the United States - in the "Schneidermn

Case", where the late Wendell Willkie served as defense attorney,Hetake special note of the fact that two Negro leaders are amongthose involvedin the recent "Communistround-up--one a veteran, the RationalAdministrativeSecretaryof the CommunistParty; the othera lawyer, whomsome60,000 citizensvoted to elect to the Council GBthe City of NewYork. The significance of thesefacts trill he understoodby the Negro people.

We call upon our Governmnt to halt its fascist-like attacks upon oppositionminorities, and to act for the protection edminority rights.

1-Iscall uponthe Attorney General to use the of his office to defend thelives and liberties of the Negro people in the South.

1-Iecall. uponthe H'eB1dentto give morethan lip-service to civil rights whileactingto destroy them! -- to use his executive authority to abolish discrimina-tion in federal employmentand segregation in the armedforces; to throw thefull influenceof his office into the fight to lave Congress repeal the poll tax, establish a national FEIECand outlaw lynching,

Africa atthe present time is a fragnent of the extensiveplans of the exploiters. .

It is the duty of every progressive individual to fightagainst theseplans, and to explain tothe colonial nations thatunder theseconditions the supposed benefits of the gradualindustrialization of their countries is nothing else but the in-position of new forms of lavery and exploitation.

Colonial nations are natural allies of European andlmerican workers in the fightfor peace.

The imperialists presently are endeavccring to occupyWestern Europe and deprive it even of its shadow of economic free-dom. In Wetern Germany they prefer to cooperate with posthumousHitlerites than with progressive forces. This is all a part ofour canmon fight. -

But I amconvinced that the reign of capitalism andimperialism willend, Just asit ended in Soviet Russia and innational democratic countries and asit is presently ending inChina, thanks to the splendid victories of the National Army.
