The Federal Bureau of Investigation (FBI) isa governmental agency belonging to the UnitedStates Department of Justice that serves as both

federal criminal investigative body and aninternal intelligence agency (counterintelligence).Also, it is the government agency responsible forinvestigating crimes on Indian Reservations in the

United States[

under the Major Crimes Act. Thebranch has investigative jurisdiction over violationsof more than 200 categories of federal crime

HISTORY

The FBI originated from a force of special agents created in 1908 by AttorneyGeneral Charles Bonaparte during the presidency of Theodore Roosevelt. The twomen first met when they both spoke at a meeting of the Baltimore Civil ServiceReform Association. Roosevelt, then Civil Service commissioner, boasted of hisreforms in federal law enforcement. It was 1892, a time when law enforcement wasoften political rather than professional. Roosevelt spoke with pride of his insistencethat Border Patrol applicants pass marksmanship tests, with the most accurate

getting the jobs. Following Roosevelt on the program, Bonaparte countered, tonguein cheek, that target shooting was not the way to get the best men. "Roosevelt shouldhave had the men shoot at each other and given the jobs to the survivors."

Roosevelt and Bonaparte both were "Progressives." They shared the conviction thatefficiency and expertise, not political connections, should determine who could bestserve in government. Theodore Roosevelt became President of the United States in1901; four years later, he appointed Bonaparte to be attorney general. In 1908,Bonaparte applied that Progressive philosophy to the Department of Justice by

creating a corps of special agents. It had neither a name nor an officially designatedleader other than the attorney general. Yet, these former detectives and SecretService men were the forerunners of the FBI

By 1907, the Department of Justice most frequently called upon SecretService "operatives" to conduct investigations. These men were well-trained, dedicatedand expensive. Moreover, they reported not to theattorney general, but to the chief of the Secret Service. This situation

frustrated Bonaparte, who wanted complete control of investigations underhis jurisdiction. Congress provided the impetus for Bonaparte to acquirehis own force. On May 27, 1908, it enacted a law preventing theDepartment of Justice from engaging Secret Service operatives.

The following month, Attorney General Bonaparte appointed a force ofspecial agents within the Department of Justice. Accordingly, 10 former

Secret Service employees and a number of Department of Justice peonage(i.e., compulsory servitude) investigators became special agents of theDepartment of Justice. On July 26, 1908, Bonaparte ordered them to reportto Chief Examiner Stanley W. Finch. This action is celebrated as the

beginning of the FBI. Both Attorney General Bonaparte and President Theodore Roosevelt, who

completed their terms in March 1909, recommended that the force of 34

agents become a permanent part of the Department of Justice. AttorneyGeneral George Wickersham, Bonaparte's successor, named the force theBureau of Investigation on March 16, 1909. At that time, the title of chiefexaminer was changed to chief of the Bureau of Investigation.

The FBI's main goal is to protect and defend the United States, to upholdand enforce the criminal laws of the United States, and to provideleadership and criminal justice services to federal, state, municipal, andinternational agencies and partners.

Currently, the FBI's top investigative priorities are: Protect the United States from terrorist attacks (see counter-terrorism);

Protect the United States against foreign intelligence operations andespionage (see counter-intelligence);

Protect the United States against cyber-based attacks and high-technologycrimes (see cyber-warfare);

Combat public corruption at all levels; Protect civil rights;

Combat transnational/national criminal organizations and enterprises(see organized crime);

Combat major white-collar crime; Combat significant violent crime.

Social Life

The FBI help in different ways one of them is the Field Office VictimAssistance Program. FBI victim specialists are located in field officesacross the country and are available to personally assist victims of federalcrimes investigated by the division or field office where they work. Victimspecialists must have extensive knowledge and experience in crisisintervention, social services, and victim assistance. The victim specialist ischarged with ensuring that victims who choose to do so receive theopportunity to be notified of important case events and receive informationabout and assistance with a wide range of victim assistance services in hisor her location. Some of these services include state crime victimscompensation programs, rape crisis centers, homicide bereavementsupport groups, mental health counseling, and special services for child

victims. The OVA devotes special resources to ensure that Native Americanvictims have access to assistance and services. More than 40 of the 122victim specialists working in the FBI are dedicated to serving NativeAmerican victims. To reach the victim specialist in the nearest FBI office,please contact your local FBI office. This helps hundred of people to befound in kidnaps or when they disappear
