    The IRR of RA 9514 covers the following:

    A. All persons;B. All private or public buildings, facilities or

    structures and their premises erected or

    constructed before and after the effectivity hereof;

    C. Design and installation of mechanical, electronics

    and electrical systems relative to fire protection;

    D. Manufacturing, storage, handling and/or use, and

    transportation of explosives and/or combustible,

    flammable liquids and gases, toxic and other

    hazardous materials and operations, and their

    wastes;

    E. Fire safety planning, design, construction, repair,

    maintenance, rehabilitation and demolition;

    F. Fire protective and warning equipment orsystems;

    G. All land transportation vehicles and equipment,

    ships or vessels docked at piers or wharves or

    anchored in seaports; and

    H. Petroleum industry installations.

    *   The National Building Code (NBC, PD 1096)was enacted on February 19, 1977

    * The Fire Code of the Philippines (FCP, PD 1185)

    *A written report prepared and certified by the Architect and his Fire SafetyPractitioner.

    *The report shall have three (3) parts:   Part 1- Pre-Construction Phase

      Part 2- Construction Phase   Part 3- Post Construction Phase

    *FALAR Part 1   is a compilation of plans/specifications and designapproach, criteria and calculations.

    *FALAR Part 2   is a compilation of all approved submittals, test andacceptance forms of all fire protection and life safety features.*FALAR Part 3 is a compilation of the maintenance and testing records

    kept by the buildings engineering and maintenance departments.

    What is a Fire and Life Safety

    Assessment Report (FALAR) ?

    A. All private and public buildings, facilities and structures to beconstructed or being constructed upon effectivity of this IRR shall berequired to submit FALAR 1 and 2 among other documents to theCity /Municipal Fire Marshal having jurisdiction as one of therequirements for securing FSEC or FSIC for the issuance of BuildingPermit and Occupancy Permit. (SECTION 9.0.3.1A. IRR’s RA 9514)

    B. All existing private and public buildings, facilities or structures withoccupancy of at least (50) persons shall be required to submit

    FALAR 3 annually to the City/Municipal Fire Marshal having jurisdiction when securing FSIC. (SECTION 9.0.3.1B. IRR’s RA 9514)

    • BFP Personnel do not have access to vital fire safety

    documents which includes but are not limited to the basis of 

    design, design approach, calculations, as  –   built plans,

    records of testing, commissioning and maintenance.

    • BFP Personnel involved in review plans and specifications

    and fire safety inspection have not cope up with the growth

    of fire protection and life safety technology.

    • Major violations of the fire safety provisions are difficult to

    discover by the BFP Personnel because of incomplete

    submission of vital fire protection and life safety documents

    by the designers, construction managers and building

    administrator.
