REPORT FROM THE PRESIDENT: Senator Benson

President Benson circulated vouchers to all senators for one free meal in the new Case Dining

Hall.

There is a reception at 5pm today for visiting Dean Toshitsugu Otake from the Graduate School

of Management at Asia Pacific University, Japan. Dean Otake is on campus to form a

partnership with EKU.

We continue to work hard to advocate for EKU in Frankfort and will be holding our annual

“Colonels at the Capitol” on Tuesday, February 6, 2018. (See: EKU’s presentation last Thursday

before the House Budget Review Subcommittee on Postsecondary Education to learn more.)

Below are recent campus highlights:

Our second annual Faculty Leadership Institute attracted 17 participants for a series of

sessions January 8-9.

Last week Eastern held its inaugural DEEP Week. DEEP is the acronym for Developing

Excellence in Eastern’s Professors, an event that originated with our Faculty Innovation

Workgroup.

On January 24, Dr. Qian Xiao, from Department of Management, Marketing and

International Business, and Matt Schumacher, senior director for student success in the

Office of Retention and Graduation, each received the Dr. Martin Luther King Jr.

Community Service Award.

Recent or upcoming groundbreaking or ribbon-cutting ceremonies: o Just before the break in December, we broke ground for a new student recreation center.

o Immediately after the break, the ribbon-cutting ceremony was held for the new parking garage.

o Wednesday, February. 7, at 4 p.m., ribbon-cutting ceremony for the new Case Dining Hall.

o Renovations are underway in the Powell Building. The ground floor of the renovated Powell is

slated to be completed around the start of fall semester ‘18.

After a six-year absence, Eastern again hosted the Kentucky All “A” Classic Basketball

Tournament January 24-28. Attendance exceeded expectations, approaching nearly

40,000.

GUEST SPEAKERS:

Ombud Minute. Ombud Joan Beck stated that Higher education institutions like EKU have

begun to recognize that there are many disputes that can be resolved better, quicker and at lower

costs by implementing an alternative dispute resolution system, like the Ombud. In addition to

remediating disputes between colleagues, the Ombud may also work on conflict prevention,

conflict management training, group facilitation, and coaching.

Plea for Faculty Support. Dr. Allen Engle reminded that the primary function of Eastern is

teaching and learning and he encouraged the administration and the Budget Advisory Committee

to remember the importance of tenure track assistant professors and newly tenured associate

professors as they review and make recommendations for proposed budget reductions.

The Executive Committee has begun collecting faculty opinions of President Benson. Please

complete the questionnaire and encourage colleagues to do so as well. Data collection will end

on February 14. The committee will begin summarizing the data and writing the report to the

Board of Regents shortly thereafter.

The Budget Advisory Committee has met with VP-level administrators from units across

campus. Dean Zeigler and I have held three drop-in sessions for faculty in our roles as Senators.

Approximately 25 faculty came to the first one, a similar number of faculty came to second, and

three came to the third. One session was canceled because of inclement weather. The Committee

also held a session for the full faculty on January 22 in the O’Donnell Auditorium with

approximately 50 faculty in attendance. The Committee made a brief presentation about the state

of the current budget, and outlined the process the Committee is going through. The bulk of the

time was spent on faculty comments and questions. It was a productive and satisfying session. A

$25M cut to our (unencumbered) budget (~$210M) is significant, and there is not enough money

in M&O to absorb the entire cut, which will force us to recommend cuts to programs and

personnel. I want to assure you that the Committee is considering cuts to every part of the

University. Our process requires that every VP-level administrator submit proposals for cutting

15, 20 and 25% of their budget – that is the part of the process that will be equally shared across

campus. While we have considered making across-the-board cuts of various types, we intend to

make strategic cuts, meaning that not all sectors will be affected equally. Our goal is to come out

of this process as strong an institution as possible, guided by the mission of the institution and

our strategic plan. Our recommendations are due to the President’s Council on March 9.

The Colonels at the Capitol event will be held tomorrow, February 6. It is extremely important to

make our voices heard in Frankfort. Please contact your representatives in State Government. In

addition, two EKU faculty, including our very own Senator Dupont, have boldly entered the fray

as candidates for political office in Frankfort.

REPORT FROM FACULTY REGENT: Senator Day

In preparation for the impending reductions to EKU’s allocation from the state budget, President

Benson established a University-wide Budget Review Committee to gather input and provide

recommendations for reducing our budget by $25 million. That target amount is the product of

anticipated increases in our KERS pension obligations of $10M; another $2-5M for KTRS;

decreased tuition revenue; and multiple cuts to our base funding in FY 18 and again in FY 19.

The Kentucky Center for Economic Policy has been reporting on the current budgetary

challenges which come on top of the nineteen rounds of budget cuts since 2008. This has

resulted in a general disinvestment in a variety of public services. In support of this year’s budget

cuts (the steepest yet) Governor Matt Bevin has pointed to reserve fund balances as an argument

that universities have plenty of money. However, sound financial practices require the university

(like most businesses) to maintain a certain level of funds to cover debt service, support our

bonding capacity, manage our day-to-day cash flow needs, and assure a strong credit rating.

There are important reasons for maintaining reserves, and once gone, they are very hard to

replace.

Unfortunately, the legislature still shows little appetite for generating new revenue and seems to

prefer cutting services to the citizens of Kentucky instead. But this is a very fluid situation.

Between now and April 15th

, the General Assembly can amend the proposed Executive Budget

or pass it “as is.”

Numerous meetings of administrative, academic affairs, and faculty groups have been taking

place across campus. Prioritized input from the Deans has been received by the Budget Review

Committee. Student Government has also weighed in with its ideas. The Committee plans to

study that input and report its recommendations in early March. The President’s Council will

review those recommendations and provide its input to the president by mid-March. The Board

of Regents is scheduled to receive the president’s recommendations in a called meeting on April

6th

(location TBD).

The Board has limited its involvement to assuring an open process with multiple opportunities

for faculty and staff input, and looking forward to as positive an outcome as possible for the

institution.

In other news, work continues on an interim policy pertaining to Time, Place and Manner

restrictions related to free speech on campus. The drafting team was nearing completion when

the Foundation for Individual Rights in Education (FIRE) came out with two new publications

that prompted new language in the draft. The Drafting Team will be called together one more

time to review the proposed changes. If approved by the team, the interim policy would then

move on to the President for action, perhaps within the next few weeks.

The university is still seeking a legislative solution that would secure the long-term viability of

Model Lab School by allowing us to tap into School Facilities Construction Commission funds.

The Model Lab School Steering Committee is also working to re-envision the school program.

We are exploring innovative ways to provide students with personalized, accelerated pathways to

college degrees while strengthening the school’s connections to academic departments across the

campus.

REPORT FROM COSFL: Senator Kopacz

Senator Kopacz stated that COSFL has not met recently.

As a point of interest, Senator Kopacz noted that Robert H. Staat has been re-appointed as the

faculty representative on CPE through June, 2021.

REPORT FROM PROVOST: Senator Whitehouse

CPE Grant for Corequisite Education

CPE has established a number of statewide academic policy priorities for 2017-18,

including using corequisite education to increase student success and decrease time to

degree completion. In keeping with these goals, CPE is proposing a policy change

effective Fall 2019 that will no longer allow regional universities to offer stand-alone,

pre-credit courses for students with academic readiness requirements.

Last Fall, the Council announced an opportunity for universities to receive state funding

to support full implementation by Fall 2018 of a corequisite model for students with

academic readiness needs (ACT 14-19) in literacy (reading and writing) and quantitative

reasoning (math). EKU has been awarded a $50,000 CPE grant for fall to scale

corequisite education in these content areas. The grant funds provide support for peer

tutoring, curriculum design, assessment, and faculty development to support corequisite

planning during the full-implementation year.

TO: The Eastern Kentucky University Faculty Senate

FROM: Senator Michael T. Benson

DATE: March 1, 2018

RE: March Report

February was a good month on the national stage for EKU students, faculty and academic programs.

Our mock trial team finished first in its regional tournament and is headed to the first level of national

competition later this month in Memphis. Congratulations to Coaches Tom Parker, Lynnette Noblitt,

Dean Sara Zeigler, and program alumni Kristeena Johnson and James Tee Pennington and these

outstanding students for another job well done, and best wishes for the rest of the season.

I hope, too, you saw the recent front-page Lexington Herald-Leader story on senior Omar Salinas

Chacon, a DACA recipient who last fall was chosen as the top honors student in the entire nation at the

National Collegiate Honors Council conference. Omar continues to do us proud, and I know he has a

bright future ahead of him. The EKU Board of Regents also passed a resolution on Monday recognizing

Omar and his contributions and stating its collective support of him and all our DACA students.

Dr. Peter Kraska, a professor in our School of Justice Studies, now boasts an Academy Award on his

trophy shelf. No, not that Academy Award. Dr. Kraska received the Academy of Criminal Justice

Science’s Police Section Award for his 25 years of scholarship in the field of police militarization. Kraska

is an internationally prominent scholar in the areas of police and criminal justice militarization, criminal

justice theory and mixed methods research.

Bernardo Scarambone, a professor of piano in our School of Music, recently picked up a similarly

prestigious national honor – the Steinway Top Teacher Award for his “hard work and commitment to

teaching and inspiring young people in their study of piano music.” Professor Scarambone has also

helped attract several students from his native Brazil.

Among programs to earn national distinction this past month, our Risk Management and Insurance

Program was ranked in the top 20 nationally, according to the February 2018 issue of Best’s Review

magazine. Also, SR Education Group ranked Eastern among the 2018 Top Military-Friendly Online

Colleges.

In other big news from our College of Justice and Safety, Eastern and the Federal Bureau of Prisons

recently announced an Inside-Out partnership, the first in the state, to provide criminal justice students

a more hands-on learning experience while also providing inmates at the Federal Correctional Institution

at Manchester a chance to learn in a college environment without leaving custody.

In another new teaching arrangement back here on the Richmond campus, we will launch our first

Faculty-in-Residence program this fall in the new Martin Hall. As Lisa Mendenhall with our Housing and

Residence Life staff said, this program will provide a perfect opportunity for students and faculty to

connect in more informal and meaningful ways. The application deadline is Friday, March 9.

We’ve had countless ribbon cuttings on campus in recent years, and it never gets old. The latest, of

course, was grand opening ceremonies for our new Case Dining Hall. At the ceremony last month, I

recalled the words of Food Network personality Guy Fieri, who once said: “Cooking is all about people.

Food is maybe the only universal thing that really has the power to bring everyone together.” We’re

already seeing ample evidence of that truth at this wonderful facility.

One of my favorite events each academic year is when our students gather in O’Donnell Hall to spin an

oversized wheel for study-abroad scholarships. This year, 17 of our students walked away with

scholarships to a variety of locations worldwide. But the larger story here is that 17 lives will be forever

changed by experiences that open their minds and hearts in an untold number of ways.

The tuition freeze announced last fall is already paying off. Enrollment indicators are all up a little

compared to the same time a year ago. And it’s not just prospective students and their families who are

paying attention. At our recent Colonels at the Capitol event in Frankfort, the Kentucky Senate honored

Eastern with Senate Resolution 118, which noted that we were the sole Kentucky public postsecondary

institution to have announced a tuition freeze for the 2018-19 academic year.

I noted in my last report that attendance for the Kentucky All “A” Classic on our campus exceeded our

expectations. Well, the final numbers are in, and the 2018 Classic recorded a total attendance of 38,201,

the highest number for the annual event since 2008. The tournament returned to Eastern this year after

six years at the Frankfort Convention Center. We can’t even begin to put a price tag on the positive

exposure our University receives from an event that draws so many prospective students and their

families.

Some additional positive news announced at our recent Board of Regents meeting came from Dr.

Eugene Palka, our vice president for student success, as he shared that our four- , five- and six-year

graduation rates, already at record-high levels, continue to rise and are well above the national average.

I can’t brag about this impressive fact enough: our four-year graduation rate has roughly doubled in

seven years.

Also from the enrollment management area, a pilot Pell Plus project, whereby Pell Grant-eligible

students from targeted out-of-state areas such as the Cincinnati and South Florida metropolitan areas,

will qualify for in-state tuition rates. This will ultimately result in greater diversity on our campus.

Also at that recent meeting, the board gave the go-ahead to a project whereby the University would

develop, in partnership with a private developer and operator, a low- to moderate-income assisted

living facility on the south side of campus as part of the first-ever Tax Increment Financing (TIF) district

on campus. Best of all, this project will ultimately create up to 60 new jobs, including a clinical learning

space for 20 EKU students from nursing, occupational therapy, nutrition, recreation and other academic

disciplines. Further, the project will require no financial expenditures from the University.

Finally, some recent news out of Frankfort gives all of us a glimmer of hope in terms of the outlook for

the state budget. The House version of the budget bills (HB200 HCS1) provides many improvements for

EKU for FY19-20, namely the restoration of both mandate reductions for Model and the Community

Operations Board and the restoration of the original 6.25% General Fund cut.

As I reported to the Senate in February, we advocated strongly last summer for Asset Preservation

Funds and the CPE approved a system-wide fee last month – to be implemented at the discretion of

each institution – and the House budget bill provides $43.2 million in agency bond authorization to

address our capital improvement needs on campus immediately. Our obligation is to raise $21.6 million

of that amount to apply to these renovation and repair projects. Top of the priority list are the Moore

Building, the Wallace Building, and additional floor build outs within Commonwealth so spaces within

Combs Classroom can be repurposed for instructional space.

It goes without saying that our attention will now be turned to the Senate to ensure that as much of the

House version of this budget can be maintained.

Thank you for your continued service and commitment to our students and community.

Executive Committee report

Faculty Senate meeting

5 March, 2018

Submitted by Matthew Winslow

The Executive Committee is hard at work on the faculty evaluation of President Benson.

Faculty-at-large were able to submit their responses to the survey from Feb. 1 to Feb. 16. We

received 396 responses, for a response rate of 54.6%, which we see as very good. We are in the

process of summarizing the responses into an easily digestible report. We plan to get that report to

the Board of Regents by the end of March.

Budget Advisory Committee. The Committee solicited proposals from every sector of the

University to cut 15, 20, and 25% of their budget. All units participated in this phase. The

Committee is in the process of prioritizing the individual proposals, with the goal to cut $25M.

While the cuts we propose to the President will not be evenly spread across campus, I can assure

you that we are looking at every unit, and our proposal will contain proposals to cut all units. The

Committee will submit its report to Pres. Benson on March 9. Should the President propose to

suspend academic programs, the University will closely follow all University policies, including

Policy 4.6.16P Dismissal of Faculty, which includes review of proposed program suspensions by the

Faculty Committee on Dismissal. Here is a tentative schedule for this process, highlighting events

that affect the Senate:

March 22 Regular CAA meeting

March 29 Called CAA meeting

March 30 Provost convenes Faculty Dismissal Committee, sends report to Faculty Senate Chair

April 2 Regular Faculty Senate meeting, vote on potential program suspensions

April 6 Board of Regents meeting, review of budget reduction proposals

April 16 Called Faculty Senate meeting to review FCD report

April 30 Faculty Senate report to Provost

May 7 Regular and Organizational Faculty Senate meetings

One unfortunate consequence of following these policies is that the campus community will likely

learn of proposed program suspensions before learning of cuts to other areas. I want to point out

that the order of these disclosures does not reflect the priorities of the Budget Advisory

Committee, but rather is a consequence of policies passed by the Senate, and to some extent the

calendar in Frankfort. Again, ALL units in the University are being examined and no area will be

held harmless in our recommendations. My understanding is that the campus community will learn

many more details following the April 6 Board of Regents meeting.

Reminder: nominations for Senator Chair will be called for at the April 2 Senate meeting.

EKU Board of Regents Friday April 6th, EKU Center for the Arts,

House Stage, 9am Folks, The EKU Board of Regents met in regular session on Monday February 26th. On Feb 28th, Governor Bevin named Laura Schulte Babbage, of Lexington, to fill the vacant position on the EKU Board of Regents. Babbage is currently a chaplain for KentuckyOne Health/St. Joseph Hospital and corporate social responsibility chair of Babbage Cofounder. Babbage holds a Master of Divinity degree from Lexington Theological Seminary (2007), as well as a

Master of Arts degree in International Business from the University of Kentucky (1992) and a

Bachelor of Science in Nursing degree from Eastern Kentucky University (1981).

She currently serves on the EKU College of Business Advisory Board, the Catholic Action Center Board of Directors, and the CPE Oversight Committee. Her past community service includes work on the Mayor’s Commission on Homelessness, Big Brothers/Big Sisters of the Bluegrass, and the Lexington Catholic High School Board of Trustees. Kentucky State Auditor and Secretary of State, (and former EKU Student Regent and Eastern Progress editor) Bob Babbage and they have three children, Robert, Julie and Brian.

The Board retained its existing officers for 2018 including Chair – Craig Turner; Vice Chair – Alan Long; Secretary – Dana

Fohl; and Treasurer – Barry Poynter.

The EKU Budget Review Committee continues its work and plans to report their recommendations to the President on March 9th. A handful of strategies remain in discussion with the VP’s and their reporting units. So far, the strategies included in the committee recommendation would reportedly yield 91% of the $25M goal. Recommendations will be presented to the Board of Regents at the April 6th meeting and an Implementation Team will be appointed by May 1st.

Given the scope of budget issues we are facing this spring the Board agreed to delay final action on Sabbaticals until it could be considered within the context of everything else.

We have some reason for optimism regarding the impact of the tuition freeze on Fall 2018 enrollment. As you know, the Board supported the president’s recommendation and froze tuition for next year and our enrollment management folks have made that a part of every recruitment tool we use. Evidence suggests that our message is getting out. As President Benson reported to the Faculty Senate recently our Fall-to-Spring retention numbers are up in terms of transfer students and new enrollees for the current semester. At the same time, Gene Palka reported that we are ahead in terms of admitted students and students signing up for orientation. These data are not determinative, but they are good signs.

Freshmen Retention data for the 2016 Fall Cohort showed a slight dip of just under one percent, representing a loss of approximately 23 students from fall to fall. But we are still running ahead of our CPE goals and up ten percent over the decade. The 4-year graduation

FS_03-05-18 Page 78 of 85

Page 79: Faculty Senate Agenda March 5, 2018 3:30 p.m. · Faculty Senate Agenda . March 5, 2018 . 3:30 p.m. CALL TO ORDER . ATTENDANCE . APPROVAL OF MINUTES . February 5, 2018 . PRESIDENT’S

rate is 29.98 percent, almost seven percent above our CPE goal. The five-year graduation rate stands at 46.96 percent, about ten percent above our goal.

Based on the successful partnership between EKU and the City of Richmond in developing the Eastern Scholar House, the Board of Regents approved a proposal to develop a low to moderate-income assisted living facility, in a proposed new TIF district, in partnership with a private developer and operator. The project calls for assistance to at least 100 low-income seniors who will live in the facility and be a part of our community. A development of this type would be the first of its kind in Kentucky and could provide a blueprint for future projects by creating a clinical learning space for several of EKU’s signature programs including nursing, occupational therapy, nutrition, and recreation.

The project could generate as many as 60 new jobs (20 targeting EKU students) and create approximately $20 million in new construction activity.

The proposed TIF district would forego up-to 20 years of municipal tax (approximately $200k per year) for reinvestment into economic development. All taxes for school, emergency services and other critical services will be paid on the development. EKU would have no financial or operational responsibility or risk for this project and funding for capital expenditures would be provided by the Kentucky Housing Corporation.

The filing of HB 453 has raised some concerns since its passage would eliminate the mandatory post-secondary education tuition waiver across all post-secondary institutions for faculty and staff. Tuition waivers are an important and valuable benefit to faculty - but that benefit is not well-distributed. Those who benefit, benefit greatly, while many of their colleagues receive no benefit from waivers at all. I have heard from faculty members who greatly value the benefit and I have heard from those who feel other priorities should take precedence over sustaining this unfunded mandate.

Some argue that the marginal costs of adding a given

student to a class is virtually zero, and therefore, there is

little or no cost to the university. But from an accounting

standpoint, the costs are quite real. EKU, like all public

universities, must follow Government Accounting

Standards (GASB) when accounting for revenue and

expenses. Universities are required to record both the

tuition revenue and the scholarship expense related to

these waivers. For any student in one of these programs,

tuition (revenue) is recorded, and a waiver scholarship

(expense) is recorded. While EKU budgets about $2 million

for this expense, actual annual expenses are running over

$3 million.

If the legislature ends the post-secondary waiver program,

the amount of funds that EKU has budgeted toward the

program could be eliminated from the budget. This would

lower our $25 million target for budget cuts. David

McFaddin suggested to the Board that it would then be left

to each institution to decide what we want to offer our own employees, either at our own institution, or at other institutions. He

noted that tuition reimbursement programs are prominent in private sector businesses.

The Board received a new personnel “Turnover Report” showing HR activity from November 2017 to January 2018. The data

show a net reduction of 12 positions, over all categories of employee, for a net change of - $171,080. Among full-time faculty five

new hires were reported against three terminations for a net gain of 2 faculty positions, a net of + $90,118. Among

Administrators/Deans there was one new hire (in Engagement & Regional Stewardship) against two terminations for a net

change of -$176,853.

At the same time, Operating Expense data reported by Finance VP Barry Poynter showed that Academic Affairs expenses

are running $1,596,296 behind 2017 levels due to the implementation of austerity measures.

Vice Provost Tim Forde presented data from EKU’s Diversity, Equity and Inclusion Plan, one of only three such plans

currently approved by CPE. The plan focuses on three areas: Opportunity, Success and Impact. It recognizes that maintaining a

diverse student body is essential to a meaningful campus experience, that EKU commits to making that experience successful,

and that includes assuring an inclusive and supportive environment on campus.

In support of the effort to continually improve the enrollment of a diverse student body, the Board approved the Pell Plus program - a pilot project designed to attract students with high financial need by offering in-state tuition to students in two targeted areas in southwest Ohio and southern Florida. The 5-year pilot will be limited to 100 students. Pell Plus would make students eligible to compete for in-state merit aid (using the in-state matrix; i.e. 3.0+ HS GPA/ 23+ ACT for Fall 2018, 21+ ACT for Fall 2019). Students would still be eligible to stack Rodney Gross Diversity scholarship, Trailblazer First Generation award, or departmental awards as appropriate. Participating students would be required to commit to sustained engagement in an on-campus activity of the student’s choice and to graduate in 4 years. Respectfully submitted,

Richard

Provost’s Report to Faculty Senate March 5, 2018

4th-Week Report Overall 4th-Week Report participation continues to remain steady at 76 percent, and the participation rate for 090-200-level courses continues to climb, reaching 78.5 percent this Spring (from 77.2 percent in Fall). Perhaps more importantly, over 1,000 students were referred University-wide for additional academic support. The 4th-Week Report is a valuable instrument to identify students who are struggling early and to implement intervention strategies to help them succeed. I would particularly like to acknowledge departments reporting at or above 90 percent:
