will provide an array of opportunities for all students to grow academically in basic and enrichment skills during the summer
of 2019.

Extended School Year Program Handbook 2019
Purpose
The Extended School Year (ESY) Program Handbook was created to provide a central repository of information regarding
the summer programs offered to Hillsborough County Public School students, including both academic and enrichment
opportunities.
Distribution
District and school administrators are provided ESY program information via administrative meetings, e-mail
communications, the ESY conference area in FirstClass, and the district’s website. School administrators are responsible
for communicating ESY program information to school faculty and staff, as well as to students and parents. Students and
parents can access information regarding ESY opportunities via a link found on the district’s website at
http://www.sdhc.k12.fl.us.
Student Participation
School personnel at all levels make every effort to communicate with the parent or guardian of any student identified as
benefiting from ESY services the importance of their child’s participation in an ESY program.
Commitment
Hillsborough County Public Schools is committed to ensuring the success of each student. ESY participation is a vital part
of the district’s mission to provide an education and the supports that enable each student to excel as a successful and
responsible citizen.
Collaboration across all divisions is essential to ensure a successful ESY program. Stakeholders from school sites, district
departments/divisions, and community members have contributed their knowledge and expertise to the planning and
development of the 2019 ESY programs.

Dual Language Immersion Kindergarten Readiness Camp

The Dual Language Immersion Kindergarten Readiness Camp will be offered free of charge to incoming kindergarten students of the Dual Language
Immersion program. Students will improve kindergarten readiness through a
curriculum specifically designed to address varying levels of language and
literacy skills in an effort to maximize both English and Spanish literacy growth.

identified through the district’s Elementary Talent Search during 2018-19.

ESY Program and Contact Description
Hillsborough Out-of-School Time (HOST) Program – Elementary
Schools

The Hillsborough Out-of-School Time (HOST) Program is a fee-based,
enrichment program that targets the K-5 population at approximately 50
elementary schools. HOST program activities are structured to provide variety,
safety, and affordability. Theme-based activities, indoor and outdoor games,
field trips, and opportunities for students to learn new skills and make new
friends are just a few activities offered throughout the summer. HOST programs
are carefully planned to ensure that students are supervised by well-qualified and
well-trained staff. Students enrolled and currently attending a HOST program
prior to April 1st are eligible for a reduced weekly rate during the summer.
HOST also accepts School Readiness funding. Families with children invited to attend the school district’s Summer Reading Camp may consider enrolling in the
HOST program from release to 6 PM. This “wrap around” child care service is
also fee-based. All HOST programs charge an annual registration fee. To learn

Hillsborough Virtual School (HVS) Summer Program

Hillsborough Virtual School (HVS) will offer online courses for students who need to complete coursework or retake a course during the summer.
Program 1 – HVS will offer a 4-week extension for students who enrolled in an
HVS online course late in the 2018-2019 school year and need additional time to
complete the required coursework.
Program 2 – HVS will offer an 8-week program for students to recover a .50
credit to meet the Student Progression Plan and/or graduation requirements. Dates/Times

Students will access course materials via internet from off-campus locations.

The Summer Internship/On-the-Job Training (OJT) Program will serve as a requirement for rising seniors enrolled in the National Academy of Finance (NAF) Academy of Finance, Academy of Information Technology, and
Academy of Hospitality & Tourism at various schools. Students must complete
a compensated internship program to be a program completer in the NAF
academy.

Adult Education Coenrolled Credit Recovery

Florida Statute (Rule 6A-6.0142) allows for a school to coenroll eligible students into the Adult General Education Program. Students must attend daily and
complete course requirements in order to earn credit. Day and evening classes are
offered at the district’s adult school locations.
Pre-registration for the adult summer term will begin at all adult sites on May 6,
2019. Coenrolled students will be registered by grade level with priority given to
seniors who are potential summer graduates.
Permission to attend: Students wishing to attend the adult program must first
consult with their high school guidance counselor to determine their eligibility to
attend the adult school. If a student meets the eligibility criteria, they must obtain
and complete a “Letter of Authorization to Enroll in an Adult Education Course”
form. The form must be signed by the high school principal and/or designee. The
student must present this signed “Letter of Authorization” to the adult school when
the student registers for the summer term.

General Educational Development (GED) Classes

General Educational Development (GED) classes will be offered for seniors and underage students who have not met graduation requirements and who wish to pursue a
State of Florida high school diploma via the GED test option. Students can register for a
GED class at any adult education site listed in Appendix E, or by calling the Adult
Education Office at (813) 231-1907. GED classes have a $45.00 per semester fee; there
is also a $128.00 test fee. Students who have not turned 18 years of age must meet the
225 hour seat-time rule and pass each of the five sections of the Official Practice Test
with a score of 500 or better.

Test Prep and Test Taking Skills for ACT/SAT/EOC

The Test Prep and Test Taking Skills for ACT/SAT/EOC program provides
test preparation and test taking strategies for students to be successful on the
ACT, SAT, or Algebra 1 EOC tests. Students will be given access to an online
test taking program with instruction by a certified teacher.
Students who need a passing score on the Algebra EOC exam will have the
opportunity to take it on July 15th and 16th, 2019. No academic credit will
be given to the student, but if successful in passing the EOC exam, the
student may satisfy the Algebra 1 benchmark for graduation or earn 1.0
Algebra 1 credit. Enrollment is limited to students who have been enrolled
in a Hillsborough County Public School during the 2018 -2019 school year.

college-bound students with disabilities. Project Quest will provide eligible

Hillsborough County Public Schools Extended School Year 2019 Adult Education Program
Co-Enrolled Adult Credit Classes
District high schools may co-enroll students into the Adult General Education program where students exhibit an educational need which can more effectively be served by the adult program when such courses are required for high school graduation.
Day, evening and online credit courses are available for co-enrolled students. Classes are offered from June 4 – July 18, 2019. Students
must register at the school for all classes. Classes held on campus require daily attendance. Completion of all course work and exams are required for a student to earn credit. There is no charge for students who have not surpassed the two core course limit. Transportation will NOT be provided. Refer to the table below for program locations, days and times.
Permission to Attend
High school students wishing to attend the adult program must first consult with their high school guidance counselor to determine their eligibility to attend. If a student meets the eligibility criteria, they must obtain and complete a “ Letter of Authorization to Enroll in an Adult Education Course.” The letter must be signed by the high school principal or designee. The student must present this signed “Letter of Authorization” to the adult school when registering for the summer term. Preregistration for the adult summer term will begin at all adult school sites on May 6, 2019. Co-enrolled students will be registered by grade level with priority given to seniors.

General Educational Development (GED) Classes
Day, evening and online GED classes are offered for seniors who have not met graduation requirements, have not passed FCAT, and who wish to pursue a state of Florida high school diploma via the GED option. Day, evening and online GED classes are offered June 4 – July 18, 2019. Students can register for a GED class at any school site listed below. The fee for GED classes is $45. The GED

WHAT DOES THE LAW SAY?
Extended School Year Services
for Students With Disabilities
The Federal Register, implementing the Individuals with Disabilities Educational Act, defines Extended School Year (ESY) services for students
with disabilities as follows:
ESY services include special education and related services provided to a child with a disability beyond the normal school year in
accordance with the child’s Individual Education Plan (IEP). Services are offered at no cost to the parents of the child and meet the
standards of the Florida Department of Education.
ESY services must be provided only if a child’s IEP team determines on an individual basis that the services are necessary for the
provision of free appropriate public education (FAPE).
NOTES:
Not all students with disabilities require ESY services.
Exceptional student education teachers conduct a review in the fall to assist students with any regression that may have occurred.
“Extended school year” does not necessarily mean services are provided daily or weekly at school.
Extended School Year Program Extended School Year Services
Eligibility is based on criteria set by the district.
Students, including those with disabilities, may attend if they
meet criteria established by the school district.
ESY curriculum for all students is provided based on the
eligibility criteria and is focused on academic instruction.
ESY dates are determined by the district.
Determination of services is based on whether skills achieved over
the school year as documented on the IEP would be significantly
jeopardized if ESY services were not provided.
Students with disabilities are provided ESY services if the IEP team
determines a need for the services based on the individual needs of
the student.
ESY services are decided by the IEP team and may be different than
those services provided during the regular school year.
Initiation and duration of ESY services are determined for each
student by the IEP team.
Extended School Year Services
for English Languages Learners
The League of United Latin American Citizens (LULAC) et. al. v. State Board of Education, Consent Decree, United States District Court for the
Southern District of Florida, August 14, 1990, Section II says English Language Learners must have equal access to appropriate programming.
ESY services must be provided if the English Language Learners Committee determines the services are appropriate and meet the student’s
academic need.
ESY services provide and ensure equal access to services that meet the academic needs of English Language Learners.
NOTES:
Not all English Language Learners require ESY services.
The English Language Learners Committee determines if a student requires ESY services for any of the following:
– to remediate a skill – to enhance and/or maintain a skill
– to provide additional opportunity to meet graduation requirements
– to enhance and/or maintain English language acquisition
– to provide additional opportunity for mastery of a benchmark
Teachers conduct a review of the progress of English Language Learners at the beginning of each school year to ensure accurate placement.
