Mahagenco intends to invite offers from interested bidders/companies for

installation of 100 MWAC solar power project at Ash bund lagoon 1 & 2 at

CSTPS, Tal. Bhadravati, Dist. Chandrapur in Maharashtra.

The interested bidders/companies can download the EOI document from

Mahagenco’s website http://www.mahagenco.in from 27.08.2018 free of cost.

Chief Engineer (SPGD-P) reserves the rights to accept/reject any EOI without

assigning any reason thereof.

Expression of Interest

Sub: Mahagenco intends to install 100 MW of solar power project at abundant Ash bund lagoon

1 & 2 near CSTPS, Tal. Bhadrawati, Dist, Chandrapur in Maharashtra.

Objective of EOI:

Mahagenco intends to invite Expression of Interest from the prospective

bidders/developers for setting up of solar power plant at Ash bund lagoon 1 & 2 (abundant)

at CSTPS.

The barren ash bund can be utilized for installation of solar power project.

Solar Power Generation.

Creation of employment to the rural community.

As the solar power project will be installed on the abundant ash bund, the other land

can be utilized for other purpose.

Land cost is not applicable.

About Mahagenco:

MAHAGENCO is engaged in the business of generation and supply of Electricity

and has been vested with generation assets, interest in property, rights and liabilities

of MSEB as per Gazette Notification dated 4th June 2005 issued by Industry,

Energy and Labour Department of Government of Maharashtra pursuant to section

131 of Electricity Act 2003.

Mahagenco has the highest overall generation capacity and the highest thermal

installed capacity amongst all the state power generation utilities in India. In terms

of installed capacity, it is the second highest generation company after NTPC.

Mahagenco having generation capacity of 13602 MW comprising 10170 MW

thermal, 2580 MW hydel, 672 MW gas turbine and 180 MWp solar was established

by government of Maharashtra under the central electricity act - 2003 with the

principal objective of engaging in the business of generation of electricity, &

Mahagenco produces cheapest power for consumers in state.

Mahagenco is committed to expanding the generation capacity to meet the ever-

growing power supply need of Maharashtra. The company is implementing a huge

capacity addition programme.

Salient features of EOI:

Mahagenco will provide the area of abundant Ash bund lagoon 1 & 2 for

installation of grid connected solar power project.

The location of site is @ 15 kms from the nearest substation (220 KV Chandrapur

SICOM Substation).

The scope of the Developer will include the Construction of Solar PV plant on the

available land of abundant ash lagoon 1 & 2 for 100 MW capacity along with

Operation and Maintenance and the evacuation of the Power & its transmission up

to nearest substation.

The bidders will be asked to submit their concept note and feasibility report and

also the following;

a) Technical and financial Feasibility of the concept.

b) Bidder’s technical and financial capability

c) Share (in %) to Mahagenco.

Mahagenco scope of work:

Mahagenco will provide the ash bund land (abundant) (near Chandrapur Super

Thermal Power Station)

Bidders scope of work:

The bidder will construct the Solar PV plant on the available land of abundant ash lagoon

1 & 2 for 100 MW along with Operation and Maintenance of the project for 25 years.

The scope of work includes Design, Engineering, Manufacture, Supply, Erection, Testing

And Commissioning of 100 MWAC Capacity Grid Interactive Solar PV Power Plant

However, the projects would be technology agnostic within the technology approved by

the MNRE i.e. Crystalline silicon or thin film or CPV, with or without trackers can be

installed. Only commercially established and operational technologies can be used, to

minimize the technology risk and to achieve the timely commissioning of the Projects.

Taking of possession of undeveloped land from Mahagenco.

Construction of the approach road to the site and Periphery Road along with Drainage

system. Construction of fencing to the land plot & Bore wells at the site

SPD will construct & erect complete evacuation line along with & ABT meters from the

switchyard of solar power project to the nearest MSEDCL/MSETCL substation (220 KV

Chandrapur SICOM Substation). Energy meter (ABT) will be located at

MSEDCL/MSETCL Substation.

The Bidder shall submit their offers along with concept note, feasibility report, financial

model, share (in %) to Mahagenco

Submission of EOI:

Interested bidders/developers are required to submit the response with the complete

information in all respect as per the enclosed format. The furnished information shall be

supported with relevant documents if any.

the market for eligible and interested bidders and has no compulsions to enter into

definitive contractual agreements. This EOI does not guarantee conversion of this

It is also agreed that Mahagenco in its sole discretion, may reject any and all

proposals made by respondent(s), may change the conditions relating to the EOI or

cancel this EOI at any time without assigning any reason.

Prospective respondent(s) acknowledge and agree that response to the EOI is purely

voluntary action on their part and for any expenditure on this account shall be borne

by the respondent(s).
