Interest Document (EOI document), the Bidder should satisfy themselves that the

2. Neither BMC nor their employees make any representation or warranty as to the
accuracy, reliability or completeness of the information in this EOI document. Each
prospective Bidder should conduct their own investigations and analysis and check
the accuracy, reliability and completeness of the information in this EOI document
and obtain independent advice from appropriate source before submission of this
EOI document.
3. Neither BMC nor their employees will have any liability to any prospective Bidder or
any other person under the law of contract, for any loss, expense or damage which
may arise from or be incurred or suffered in connection with anything contained in
this EOI document.
BMC reserves the right, without any obligation or liability, to accept or reject any or
all of the EOIs, at any stage of the process, to cancel or modify the process, or any
part thereof, or to vary any of the terms and conditions, at any time, without
assigning any reason whatsoever.
4. BMC reserves the right to modify or amend or add to any or all of the provisions of
this EOI document or cancel the present Invitation and call for fresh Invitations.
5. Neither BMC nor their employees will have any liability in case of non-receipt of any
correspondence from them to the bidders due to the postal delays.
6. The applicable laws for the purpose are the laws of India. Courts of Bhubaneswar
will have jurisdiction concerning or arising out of this EOI document.
7. This EOI process is not a pre-qualification for participating in the RFP process which
may be published in the future. The bidding for the project will take place through a
single-stage system which will include a public advertisement inviting Technical and
Financial proposals with the Request for Proposal document being downloadable
from the BMC website (http://bmc.gov.in).
8. The bidders are expected to know the relevant rules and regulations of the
respective local authorities / Government of Odisha / Government of India.

4. INTRODUCTION
4.1 Introduction:
The Bhubaneswar Municipal Corporation spreads to an extent of 162.00 sq.
Kilometres. The total population of the city is 8.44 lakhs as per 2011 census and
the present population is now touching more than 10 lakhs. There are 436 slums
in the city covering a population of 301611 under recent socio-economic survey
under RAY. The dwelling units construction activity is rapidly increasing in line
with industrialization of the city. Number of artisans of the different trades is not
in a position to find employment opportunities on their own and relying on the
mercy of contractors and service provide agencies and getting low remuneration.
Similarly, marketing opportunities for the products manufactured by SHG groups
are not encouraging for the local manufacturers. To bridge the gaps in these two
vital fields, the National Urban Livelihood Mission (NULM) provides for establishing
the City Livelihood Centres (CLC) in the ULBs with a capital grant of Rs. 10.00
lakhs for each centre which can be utilized for the following purposes:
Corpus fund
Basic training facilities
Procuring computer equipment
Product demonstration outlets
Furniture
Building rent (where building is not available)
Telephone and other operational expenses
Staffing support on contract basis
4.2 Objective of CLC: 4.2.1 The informal sector has traditionally been a source of service for middle
and higher income groups in cities through the provision of services such
as security, carpentry, gardening, construction, plumbing, electrical
works, health care support, housekeeping and bill payment etc,.
4.2.2 Therefore the urban poor need support to help themselves to access
several opportunities available to them.
4.2.3 So the objective of establishing the City Livelihood Centers (CLCs) at city
level is to address these gaps and to create a platform.
4.2.4 Hence these CLCs would bridge the gap between demand and supply of
services & goods of the urban poor.
4.3 Project Background: Bhubaneswar Municipal Corporation has submitted a proposal of following 10 nos.
of existing Community Centres to Govt. of Odisha for running the City Livelihood
Centre (CLC);

4.4 Expression of Interests (EOIs) are invited from the eligible Agency or
Institution for submission of a detailed proposal for establishment and operation &
Management of the City Livelihood Centre in the sites identified as per Social
Mobilisation and Institution Development (Operational Guidelines) of National
Urban Livelihood Mission (NULM) including timeline and budget.
5 PROSPECTIVE APPLICANTS Firms having experience in similar kind of projects* are hereby requested to send
their Expression of Interests (EOIs) to the below mentioned address;

Note: *similar kind of projects mean, experience in Skill Development Training
Programme, Management of Livelihood Centres etc.
6 PREPARATION AND SUBMISSION OF EOI
6.1 Language
The EOI and all related correspondence and documents should be written in the
English language. Supporting documents and printed literature furnished by the
Bidder with the EOI may be in any other language provided that they are
accompanied by appropriate translations of the pertinent passages in the English
language. Supporting materials, which are not translated into English, may not
be considered. For the purpose of interpretation and evaluation of the EOI, the
English language translation shall prevail. It should be noted that any document
in foreign language, not accompanied by an English version and duly
authenticated, will be liable for rejection.
6.2 Currency
The currency for the purpose of the EOI shall be the Indian Rupee (INR).
6.3 Validity of EOI The EOI submitted by Bidder shall be valid till the completion of bidding process.

6.5 Sealing and Marking of EOI 6.5.1 The envelope shall indicate the name, address and contact phone
number of the Bidder (or the Lead Member in case of a Consortium).
6.5.2 The envelope shall clearly bear the following identification:
“Selection of Agency / Institution for Management of City
Livelihood Centres in Bhubaneswar”
6.5.3 The envelope shall be addressed to:

6.6 EOI Due Date EOI should be submitted on or before the due date as set out in the clause no 3:
timelines at the address provided in Section 6.5.3 in the manner and form as
detailed in this EOI Document. EOI submitted by either facsimile transmission or
telex or e-mail will not be acceptable. EOI should be submitted only by
Registered post/Courier only. No drop box facility is available.
6.7 Late EOI Any EOI received by BMC after the due time and date will be returned unopened
to the Bidder.
6.8 Presentation Interested firms are also invited to present about similar kind of projects they
have undertaken on 18/04/2015 at 04:00 PM at BMC Conference Hall,
BMC Office, Bhubaneswar- 751 014. All the broad points relevant to project,
approach, methodology etc. shall be covered in the presentation;
7 CHECK LIST The EOI shall accompany the following:
1. Letter of Application duly signed by the Authorized person on the letterhead.
2. Details of Bidder along with the Incorporation and commencement of business
certificate attested by the Authorized Person.
3. The details to be provided as per Annexure 3 & 4.
