Paseka, a learner of the Retlameleng Special School in Galeshewe, is deaf and has a speech problem. He went missing on Saturday (18/04). This is the day on which some of the community members in Lerato Park last saw him. The community has started a search for the child, who is known to many people in the area due to his willing- ness to help everyone out. According to Paseka’s mother, Gladys Maamoge (40), she last saw her son playing at a nearby tuck shop on Saturday. “After he had left to play as usual I took a bath and went to visit a friend in my neighbourhood,” Maamoge said. “I passed him playing in front of the tuck shop. That is one of the few places he spends most of his time away from school.” She said she did not have a problem with that, because he had befriended the owners of the shop who had usually chatted and laughed with her son, also giving him sweets and chips. “I only spent about five minutes at my friend’s place, then returned home because I was not feeling well.” According to Maamoge, she started getting worried when her son did not come home at 17:00 as usual. “It also bothered me that he never came home to eat in the afternoon as usual. He does not usually go far. “I took his younger sister and went looking for him at all the places that he frequents.” The family became anxious when the father, James Louw (40), arrived from work at 20:00 and Paseka was still nowhere to be seen. “My first question was, ‘Where is Paseka?’ when I returned home and did not find him sitting at the door as usual, waiting for me,” said Louw. The family said they had opened a missing person’s case at the Roodepan Police Station, but that they were still waiting for the case number. By the time of going to print Lt. Sergio Kock confirmed that a case of a missing person had been registered at the Roode- park Police Station. He confirmed that the case was under investigation. At Paseka’s home in Lerato Park, the family pleads with anyone who might have taken Paseka to return him home. “He is just an innocent child and is disabled. He does not deserve to be harmed,” added his emotional mother. “If you have him, please bring him back, even if you can drop him off at the street corner and inform us, we will appreciate it,” said Paseka’s aunt Dimakatso Chabalala. The local Community Policing Forum (CPF) also pledged its support in finding the child. “We do not know the plans of whoever took him, but we will do anything in our power to support the family in finding the child,” said Tebogo Seele, a member of the CPF. One of the owners of the tuck shop, Mohiuwd Ahmed, said he and his brother were both sad over the boy’s disappea- rance. “My brother even cried, because we love him. the Department of CooperativeGovernance, Human Settlementand Traditional Affairs (COGH-STA) on Friday, the DM madethe announcement that theTraditional Khoisan AffairsAmendment Bill was at anadministration stage.According to Bapela, the bill,

that would allow the Khoisanlanguage to be recognised as anofficial language, would hopeful-ly be promulgated before the endof this year.“We hope that the president

can cast the bill into law byNovember or December,” addedBapela.The traditional leaders were

further urged to promote thehome languages that are disap-pearing due to the children beingtaken to the wrong schoolswhere their national identity(mother tongue) is not recog-nised.The Khoisan leader in the

Northern Cape, Denzel Katyara,also hoped that the bill would befinalised this time.“We are happy that the

THE ANC in the Northern Cape hasvowed to strengthen itself with aview to win almost all municipalitiesin the province.According to provincial secretary of

the ANC, Zamani Saul, the provincehad missed the 70% victory whichthey targeted during the 2014 localgovernment elections. Saul, however,lauded the province for the 64,4%victory, which he said had shown anincrease of 4%.The province’s mid term Provincial

General Council (PGC) meeting willstart on Thursday (23/04) at the MittaSeperepere Convention Centre inKimberley. ANC secretary general,Gwede Mantashe, will deliver thekeynote address on Thursday (23/04)while the national chairperson,Baleka Mbete, will give a lecture onthe Freedom Charter on Friday(24/04).“The PGC will work on strategies

to realise our target of 70% electoralvictory in the province in 2016 localgovernment election, which is aboutachieving this target,” said Saul.

THE Department of Agriculture, LandReform and Rural Development isreported to have spent R46,5 million onthe development in Heuningvlei, Loopengand Madibeng Fencing Projects.

The MEC for Agriculture, Land Reformand Rural Development, Norman Shushu,revealed this during the handing over ofcamps to the Heuningvlei community inthe John Taolo Gaetsewe District Munici-pality earlier this month (10/04).

Shushu said the project was aimed atproviding support to farmers and for thesustainable and effective use of agricultur-al natural resources.

The department reported that the projecthad been undertaken in conjunction andin consultation with the various communi-ties.

According to the department, thehandover of camps was expected to bringa sigh of relief to farmers.

It is believed that the project wouldhelp in curbing livestock theft, in reduc-ing road accidents caused by stray animalsand in bringing about an improvement offacilities.

Shushu further stated that a lot of workhad gone into addressing the needs ofsmall holder farmers as identified duringthe department’s first engagement in 2009.

The initiation project, which is in itsfirst phase resulted in 13 farms coveringan area of about 64 094 ha being fenced.

“It involved not only fencing of camps,but provision of water reticulation infra-structure, erection of pens, dipping tanks,loading zones, buffer reservoirs anddrinking troughs.

“Phase two involved the development

of 9 312 ha of the farms Burnley andBurford and involved the constructionof a 72 km water pipeline, 11 bufferreservoirs and 36 drinking troughs.

“A total of R6 million was madeavailable for the erection of 143 km ofborder fencing and a further R6 millionfor the erection of internal fencesthrough the National Fencing Scheme.

“This part of the project was targetedat the Harrow, Ashfield and Darnal farmswithin this municipality,” added the MEC.

Highlighting how the project boostedjob creation in the district, Shushuelaborated: “We have spent R9,5 millionfor the Loopeng Fencing Project covering284 km (Cahar, Mothantanyaneng, Tweedand Leinster), creating an incredible 377jobs in the process.

“The Ba ga Bareki Fencing Projectreceived R12 million for the erection of266 kilometers of fencing for the Ashfield,Darnal and Harrow Farms and 87 jobswere created.

“The John Taolo Gaetsewe FencingProject received R4,9 million for fencingcovering 123 km for the Greenwich,Battlemond, Kilokilo, Gamorona, Nether-way, Ditshipeng and Glenred areas. Thisled to the creation of 100 jobs.

“This is a total of R26,4 million creating564 jobs.

“In addition to this, we also spentR46,5 million on the development of thewater reticulation infrastructure inHeuningvlei, Loopeng and Madibeng.

“We are here today to hand over thefarms to the different beneficiaries,which showcases the work that wecontinue to do as a government to worktogether with our farmers, in movingSouth Africa forward.”

CHARGES against Karibuni SecurityServices’ boss, Motsamai Petrus Rantho,were withdrawn on Friday (17/04).Rantho was the last remaining accused

in the tender fraud case that was heard inthe Kimberley Regional Court.This followed after charges against the

four suspects from the Department ofRoads and Public Works had been with-drawn on Monday, 13 April.The five suspects (four of the Department

of Roads and Public Works and Rantho)were investigated by the Hawks in thecase which involved payments for ghostworkers by the Department of Roads andPublic Works to Karibuni Security Servi-ces.The department reportedly submitted

invoices during March 2006 to December2010 for security at sites that did not exist.The value of these payments wereR491 664 20,55.The five suspects were charged with

fraud, corruption, money laundering andsection 86 of the Public Finance Manage-ment Act. According to Col. PriscillaNaidu, a meeting was held on 31 Marchbetween the police, Assets Forfeiture Unit,Department of Roads and Public Works aswell as National Treasury where discus-sions, with much deliberation, led to the

decision that Rantho pay back the amountof R15 million.“Discussions were held and it was

proposed because all the parties were inagreement that it was the only and bestpossible chance of recovering the lost

funds which had been misappropriated.Rantho did not plead on any of thecharges,” said Naidu.

THE provincial NPA opened a case of fraud against four Public Works employees and a private company for defrauding the local Depart-ment of Public Works of R47 millon over ten years. THE newly-launched Postmasburg DistrictClinic in the Tsantsabane Municipality isexpected to cater for close to 40 000 peoplearound the Tsantsabane municipal district.The clinic was officially opened by the

minister of Mineral Resources, Adv.Ngoako Ramatlhodi, the Northern Capepremier Sylvia Lucas, and officials ofKumba Iron Ore, with patients alreadyqueuing outside the clinic.Kumba Iron Ore reportedly contributed

R8,8 million towards medical equipmentand project management of the initiative,while the Department of Health’s responsi-bility lies in the staffing and day-to-dayoperations of the facility.The municipality is further expected to

provide bulk services as the custodian ofthe Integrated Development Plan.According to Kumba, the clinic was

constructed by a locally appointed BlackEconomic Empowerment (BEE) jointventure (contractors Blu Ink and PNEArtisan) and a total of 92 jobs were createdduring the construction phase.The chief executive of Kumba Iron Ore,

Norman Mbazima, said during the openingthat the primary health care centre wouldhelp relieve the strain on the existinghealth care services.“It will also reduce the distance current-

ly travelled by patients to find medicalassistance, as the centre will provideante-natal, post-natal, HTC and TB servi-ces.”Explaining that the new clinic formed

part of a broader development in which thecompany was investing in new houses forits employees around its Kolomela Mine,the CEO said they were also constructingaccommodation for key medical personnelfor the centre, to ensure that skilledpersonnel were attracted and retained.Oumatjie Sebastia (54), who was spotted

professionals from other provinces; they donot last here,” he said.“We need to change our strategy of

importing health professionals due to nothaving enough professionals.“We need to uphold health standards by

THE appointment of a specialtask-team led by the director-gen-eral of the Department ofMinerals and Energy in theprovince, David Mtshiza, to dealwith irregularities concerningmining and service delivery inPostmasburg, is on the cards.The promise to set up a task

team was made by the ministerof Mineral Resources, Adv.Ngoako Ramatlhodi, during aMining Imbizo held in themining town two weeks ago.Ramatlhodi promised to

monitor the operations of themines in and around thecommunities of Postmasburg andthat his department wouldintervene in the allocation ofmining licences in the provincewhere necessary.This followed complaints that

were raised concerning themines, from which the communi-ties claimed not to benefit.

The community of Maremane,just outside Postmasburg, gaveemotional accounts of theirliving conditions. They com-plained about not having basicservices like clean water andtoilets.“I feel a lot of pain when I

hear the issues and conditionsthat the community, especially ofMaremane, live under while theyhave mines, which they aresupposed to benefit from,operating on their land,” saidthe minister.He suggested that a task team

be set up by government to doresearch and find solutions tothe problems in the area.Thetask team must be instructed tofind ways in which the commu-nity can be assisted.“The task team should also

assist you in the appointment ofa new CPA (Communal PropertyAssociation) team. I have heardcomplaints that members of theCPA tend to forget about their

communities once they areelected. They need to be marriedto the democratic processes,”added Ramatlhodi.Regarding complaints of the

fraudulent issuing of mininglicences, the minister said thatthe DG of the department was incharge of issuing prospectinglicences. Complaints were alsoraised about the Kimberley officeof the Department of Mineralsand Energy.“That office has a rotten

reputation when it comes toassistance. We never get anykind of assistance after travel-ling so far to Kimberley. Theseofficials are too comfortable intheir offices to assist people likeus,” said one angry communitymember.“If the response to your

mining application does notmake sense, then you arewelcome to lodge an appealwith the minister’s office,” saidthe minister.
