Nominated by President George W. Bush and confirmed by the United States Senate, Michael Griffin began his duties as the 11th Administrator of the National Aeronautics and Space Administration on April 14, 2005. As Administrator, he leads the NASA team and manages its resources to advance the U.S. Vision for Space Exploration.

Prior to being nominated as NASA Administrator, Griffin was serving as Space Department Head at Johns Hopkins University’s Applied Physics Laboratory in Laurel, Md. He was previously President and Chief Operating Officer of In-Q-Tel, Inc., and also served in several positions within Orbital Sciences Corporation, Dulles, Va., including Chief Executive Officer of Orbital’s Magellan Systems division and General Manager of the Space Systems Group.

Earlier in his career, Griffin served as chief engineer and as associate administrator for Exploration at NASA, and as deputy for technology at the Strategic Defense Initiative Organization. He has been an adjunct professor at the University of Maryland, Johns Hopkins University, and George Washington University, where he taught courses in spacecraft design, applied mathematics, guidance and navigation, compressible flow, computational fluid dynamics, spacecraft attitude control, astrodynamics and introductory aerospace engineering. He is the lead author of more than two dozen technical papers, as well as the textbook, “Space Vehicle Design.”

A registered professional engineer in Maryland and California, Griffin is a member of the National Academy of Engineering and the International Academy of Astronautics, an honorary fellow of the

American Institute of Aeronautics and Astronautics (AIAA), a fellow of the American Astronautical Society, and a member of the Institute of Electrical and Electronic Engineers. He is a recipient of the NASA Exceptional Achievement Medal, the AIAA Space Systems Medal, and the Department of Defense Distinguished Public Service Medal, the highest award given to a non-government employee.

Griffin received a bachelor’s degree in Physics from Johns Hopkins University; a master’s degree in aerospace science from Catholic University of America; a Ph.D. in aerospace engineering from the University of Maryland; a master’s degree in electrical engineering from the University of Southern California; a master’s degree in applied physics from Johns Hopkins University; a master’s degree in business administration from Loyola College; and a master’s degree in Civil Engineering from George Washington University. He is a certified flight instructor with instrument and multiengine ratings.

INTRODUCTION

The role of underrepresented minorities, females, and

persons with disabilities is regarded as vital to future science

and technology capabilities. Through its many educational

programs, NASA continues to develop and implement programs

to ensure our Nation’s technical and scientific human

resources are inclusive of groups underrepresented in STEM

fields.

The NASA Administrator’s Fellowship Project (NAFP) is a unique

program designed to enhance the professional development

of NASA employees and STEM faculty of Minority Institutions

(MIs). The first cohort of fellows was selected in 1997.

Since that time, 99 fellows have entered into the project.

Through the development and implementation of professional

development plans tailored to each individual fellow’s and the

host institution’s needs, the benefits to Minority Institutions,

faculty, and NASA employees include:

>> Access to NASA’s internal and informal information networks

>> Knowledge of NASA’s technical and scientific needs

>> Opportunities to share information about specific MI

capabilities and technologies

>> Enhancement of undergraduate and graduate research

>> Opportunities to build scholarly publication skills

Project participants include 54 NASA employees, 45 STEM

faculty members, all 10 NASA Centers, as well as 40 Minority

Institutions (many with repeat participation). As a result of

their participation in the project, several faculty fellows

received “NAFP Research Awards,” with matching awards from

the centers, including Glenn Research Center, Ames Research

Center, and the Jet Propulsion Laboratory. Fellows have

been instrumental in securing awards for their institutions

such as NASA’s University Research Center (URC) award,

which provides scientific and/or engineering research in

support of all the NASA Mission Directorates. Fellows have

assisted MIs in receiving other awards, such as the Science,

Engineering, Mathematics, and Aerospace Academy (SEMAA)

and the Curriculum Improvement Partnership Award (CIPA).

Individually, fellows have received numerous awards, such as

the Faculty Award for Research and Civil Servant awards. They

have coordinated visits to centers and laboratories, secured

internships, and helped with presentations at workshops and

conferences. Fellows have also aided students as they pursued

NASA–related research (KC135, BallonSat, etc.) and obtained

employment at NASA centers. The NAFP has supported

numerous partnerships, collaborations, research projects, and

technical assistance for underrepresented groups.

NASA Career Employees

NASA career employees1 teach and/or conduct research at

a Minority Institution (MI) and participate in developmental

assignments within the aerospace community. The 18 to 22-

month fellowship allows NASA employees to teach, conduct

research or assist in an administrative capacity at a MI for

one academic year. Employee fellows offer the MIs some of

the most current science and engineering technology. They

also acquaint their host institutions with NASA’s mission,

share information about NASA-specific technology and NASA

contracting opportunities, while helping to build strong

relationships between their host institution, the community

and NASA.

Employee fellows also have the option of spending a portion

of the fellowship in a professional development assignment

at NASA Headquarters, another government agency, or in

the private sector. These assignments provide within fellows

with the experience and insight to help guide future NASA

initiatives, while positioning themselves for greater leadership

responsibilities within the agency. By participating in this

exchange of ideas and experiences, NASA employees enhance

their own technical, research, and management skills.

STEM Faculty

The NAFP aims to enhance the research and management

capability of Minority Institutions (MIs) in science and

technology areas. Providing STEM faculty1 mid-career

opportunities to conduct research in the NASA Centers or

other large institutions enables them to better compete in

the mainstream, peer-reviewed research programs of NASA.

Fellows are provided with opportunities to interface with

high-level government officials, to participate in NASA’s R&D

programs, to learn about innovative scientific and engineering

research methods, and to discuss the pedagogy of STEM

disciplines.

Through the NAFP, faculty fellows enhance their

professional careers and better position their

home institutions to fully participate in NASA’s

mission. At the end of a successful fellowship

experience, faculty fellows compete for a NAFP

Research Award, which provides research support

for the fellow to continue his/her NASA-related

research for an additional year.
