Working groups on the harmonization of technical regulations of the Customs Union and EU directives.

As the result of the organizational meeting of TF 8 IRT, which was held on
December 14, 2012, in Brussels were identified priority areas of work. Were
selected 14 priority technical regulations of the Customs Union to be
harmonized.
INTERIM RESULTS OF THE WORK OF TF 8 IRT

1. Set the interaction of "Regulatory dialogue" and the business
community.
2. Russian and the EU experts have got acquainted and started real
work.
3. European documents translated into Russian language and became
property of the Russian experts.
4. European experts had an opportunity to familiarize themselves with the
Russian documents.
Russia is interested in the harmonization of legislation and is able
to use European and international documents
The European industry receives easier access not only to the
Russian market, but also on the markets of Kazakhstan, Belarus and
other CIS countries..
As a result of joint work has changed the conceptual approach to the
agreement between Rosstandart and CEN/CENELEC.
The first version define only the terms and conditions of use of European
standards in Russia.
The new version of the agreement has taken into account the
proposals of industry and paves the way for equal cooperation between
CEN/CENELEC and Rosstandart, and later between the two systems of
standardization: CEN/CENELEC and EASC.

During the negotiation of the Agreement between
CEN/CENELEC and Rosstandart was prepared a new version of the
document which took into account the main proposals of the industry:
• Canceled the list of sectors, which restricts the scope of cooperation.
• Allowed to make changes to European standards, in accordance with
the requirements of national legislation and the climatic conditions of
Russia.
• Clearly defined conditions for payment of participation of Russian
experts in the work of the technical committees of CEN/CENELEC.
• Permitted free distribution of standards in Russia.

The result of the work of TF 8 IRT in 2012 should be the presentation
of the White Book on technical regulation
in Brussels during the EU-Russia Summit

PROPOSALS TO EXPAND THE COOPERATION BETWEEN RSPP
AND REPRESENTATIVES OF THE EUROPEAN BUSINESS
1. Formed by system of technical regulation in the Customs Union aims to
reduce barriers to trade and aims to increase trade with trading
partners.
2. Use the international and/or European standards where there is no
corresponding Russian technical standards, especially in those
industries which are of priority to the tasks of modernization.
3. Participation in the work of the technical committees of CEN
representatives of Russian business will approximate the
standardization systems of Russia and the European Union. For the
effective application CEN-CENELEC of standards in Russia should
ensure the participation of Russian experts in developing of them
4. Russia and the European Union should work together, aiming at mutual
recognition of testing and certification of products.
5. We propose to create a body for coordinate joint activities on
developing of new standards with the participation of RSPP,
Rosstandart, Buisness Europe, CEN-CENELEC.
