Thereareseveralexciting,andnewprojectscomingtotheCityofSugarHill.Theheartofour“SweetCity”willbetransformedbythedevelopmentoftheEpiCenter,whichbreaksgroundsummerof2016.Themixed-usedevelopmenthasitsoriginsintheCity’sDowntownMasterPlanDevelopedover10yearsagowithsignificantcommunityinvolvement.DawnP.Gober,alifelongresidentofSugarHillandaprominentrealtorinthearea,hasservedontheSugarHillDowntownDevelopmentAuthority(DDA)sinceitscreationyearsago.Whenaskedwhatherthoughtswereontheproject,shesaid,“Theprojectissoexciting.Itaddresseswhatcitizenstoldustheywantedyearsagoincommunitysurveysandpublicdesignsessions-adowntowntheycouldcalltheirownwithshops,restaurants,officespaceandentertainment.Ican’twaittotakemygranddaughterstoashow,goshoppingandgrabanicecreamconeinourowndowntown”.

TheprojectwillbeconstructedjusteastofCityHallonCity-ownedpropertyalongWestBroadStreet.Itwillbehometoa326-seatperformingartstheater,communitymeetingrooms,astate-of-the-artgymnasium,indoorwalkingtrack,volleyball,basketballandpickleballcourts.TheEpiCenterwillalsofeatureover30,000squarefeetofoffice,retailandarooftopbaroverlookingTheBowl@SugarHill.

ResidentsandvisitorswillsoonbeabletoseeaperformancebythePlayersGuild@SugarHill,theBroadSt.Bandoratravelingtheatergroupandthenenjoyagreatdiningexperienceallwithinwalkingdistance.Arooftoprestaurant/barwillprovideanicerelaxingsettingtoenjoyarefreshingdrinkwhileoverlookingtheamenitypondortakinginthesoundsofoneofthegreatconcertsinthe“BestofGwinnett”outdooramphitheater,TheBowl.

TheprojectedcompletiondateisDecember2017.Theprojectwillbepartiallyfinancedwith2014SPLOSTfundsearmarkedforrecreationaswellascashreserves.Theremainingcostoftheprojectwillbefinancedwithhistoricallylowtaxexemptbonds,usingtheCity’sAA+creditrating.TheCityandtheDDAhavenooutstandingdebtandtheCityisinexcellentfiscalandfinancialcondition.Alldebtservicefortheprojectwillbecoveredbyleasepayments,internalbudgetmanagementandNOadditionaltaxes.TheCitywillalsohavetheopportunitytopayoffthedebtserviceearly.

Currently,therearenearly30,000vehicletripsadayonHighway20andthisisprojectedtoincreaseto50,000tripsadayoncethehighwaywideningprojectiscompleted.The2016completionofthenewLevelCreekParkandothernewdevelopmentopportunitiesonPeachtreeIndustrialBoulevardwillturnDowntownSugarHillintothetrue“EpiCenter”ofthisnewcommercialhub.

MayorSteveEdwardssummeduptheplanningprocessforthisproject,stating,“ThereisanarttobuildingaCity.Itisastrategicandmethodicalprocess,muchlikeagameofchesswheretherearenearlylimitlessoutcomestoconsiderwhenmakingamajormove.Thetimingisrightforthismoveandinvestment.Wearebecomingacommercialhubandourgoalistokeepcommerce,jobsandspendingrighthereinSugarHill.Wearedoingwhatothersareonlytalkingabout–creativeplace-making.ItisinourDNA.”

Thisprojecthasbecomeacatalystthathasalreadyattractedalmost$200millioninnewlyplannedprivatesectorinvestmentinthedowntownarea.Astheseprojectsunfoldinthenextfewyears,thefamily-friendlyandbusiness-readySugarHillofthenearfuturewillbeadynamiclive,work,playcommunity.

Dry Weather Screening Detects Illicit DischargesTheCityofSugarHillimplementsavarietyofprogramstocomplywithstateandfederalstormwaterregulations.OneoftheseprogramsistheDryWeatherScreeningprogram,whichisintendedtoassistinthedetectionofillicitdischargeorillegalconnectionstothestormsewersystem.

DryweatherscreeningentailscheckingstormwateroutfallsthroughouttheCityafteratleast72hoursofdryweather.ThisprocessistotoensurenohazardoussubstancesareflowingoutoftheCity-ownedpipesorstructuresandintostatewaters,includingstreams,riversandlakes.Anoutfallisthelaststructure,usuallyapipeoutlet,inastormsewersystemownedbytheCitythatdischargesintostatewaters(includingmoststreams,riversandlakes).Thepurposeistodetectillicitflowduringdryweather,sincenorainwatershouldbeflowingthroughthe

system.Whenflowisdetected,aninvestigatormeasuresfluoride,detergent,pH,temperatureandconductivitylevelsinthewater,andiftheflowisdeterminedtobeanillicitdischarge,theinvestigatortracestheflowupstreamtodetermineitsorigin.

Ifthesourceisfoundandtheresponsiblepartyidentified,theCitywillthenenforcetheIllicitDischargeandIllegalConnectionOrdinancetostopthedischarge.Toreportillicitdischargeinthestormdrainagesystem,ortorequestmoreinformation,calltheStormwaterDepartmentat770-271-2137.
