The heart of our “Sweet City” will be transformed by the development of the EpiCenter, which breaks ground summer of 2016. The mixed-use development has its origins in the City’s Downtown Master Plan Developed over 10 years ago with significant community involvement. Dawn P. Gober, a lifelong resident of Sugar Hill and a prominent realtor in the area, has served on the Sugar Hill Downtown Development Authority (DDA) since its creation years ago. When asked what her thoughts were on the project, she said, “The project is so exciting. It addresses what citizens told us they wanted years ago in community surveys and public design sessions - a downtown they could call their own with shops, restaurants, office space and entertainment. I can’t wait to take my granddaughters to a show, go shopping and grab an ice cream cone in our own downtown”. The project will be constructed just east of City Hall on City-owned property along West Broad Street. It will be home to a 326-seat performing arts theater, community meeting rooms, a state-of- the-art gymnasium, indoor walking track, volleyball, basketball and pickleball courts. The EpiCenter will also feature over 30,000 square feet of office, retail and a rooftop bar overlooking The Bowl @ Sugar Hill. Residents and visitors will soon be able to see a performance by the Players Guild @Sugar Hill, the Broad St. Band or a traveling theater group and then enjoy a great dining experience all within walking distance. A rooftop restaurant/ bar will provide a nice relaxing setting to enjoy a refreshing drink while overlooking the amenity pond or taking in the sounds of one of the great concerts in the “Best of Gwinnett” outdoor amphitheater, The Bowl. The projected completion date is December 2017. The project will be partially financed with 2014 SPLOST funds earmarked for recreation as well as cash reserves. The remaining cost of the project will be financed with historically low tax exempt bonds, using the City’s AA+ credit rating. The City and the DDA have no outstanding debt and the City is in excellent fiscal and financial condition. All debt service for the project will be covered by lease payments, internal budget management and NO additional taxes. The City will also have the opportunity to pay off the debt service early. MayorSteveEdwardssummeduptheplanningprocessforthisproject,stating,“ThereisanarttobuildingaCity.Itisastrategicandmethodicalprocess,muchlikeagameofchesswheretherearenearlylimitlessoutcomestoconsiderwhenmakingamajormove.Thetimingisrightforthismoveandinvestment.Wearebecomingacommercialhubandourgoalistokeepcommerce,jobsandspendingrighthereinSugarHill.Wearedoingwhatothersareonlytalkingabout–creativeplace-making.ItisinourDNA.”

Thisprojecthasbecomeacatalystthathasalreadyattractedalmost$200millioninnewlyplannedprivatesectorinvestmentinthedowntownarea.Astheseprojectsunfoldinthenextfewyears,thefamily-friendlyandbusiness-readySugarHillofthenearfuturewillbeadynamiclive,work,playcommunity.

Dry Weather Screening Detects Illicit DischargesTheCityofSugarHillimplementsavarietyofprogramstocomplywithstateandfederalstormwaterregulations.OneoftheseprogramsistheDryWeatherScreeningprogram,whichisintendedtoassistinthedetectionofillicitdischargeorillegalconnectionstothestormsewersystem.

DryweatherscreeningentailscheckingstormwateroutfallsthroughouttheCityafteratleast72hoursofdryweather.ThisprocessistotoensurenohazardoussubstancesareflowingoutoftheCity-ownedpipesorstructuresandintostatewaters,includingstreams,riversandlakes.Anoutfallisthelaststructure,usuallyapipeoutlet,inastormsewersystemownedbytheCitythatdischargesintostatewaters(includingmoststreams,riversandlakes).Thepurposeistodetectillicitflowduringdryweather,sincenorainwatershouldbeflowingthroughthe

system.Whenflowisdetected,aninvestigatormeasuresfluoride,detergent,pH,temperatureandconductivitylevelsinthewater,andiftheflowisdeterminedtobeanillicitdischarge,theinvestigatortracestheflowupstreamtodetermineitsorigin.

Ifthesourceisfoundandtheresponsiblepartyidentified,theCitywillthenenforcetheIllicitDischargeandIllegalConnectionOrdinancetostopthedischarge.Toreportillicitdischargeinthestormdrainagesystem,ortorequestmoreinformation,calltheStormwaterDepartmentat770-271-2137.
