1. EXECUTIVE SUMMARY
The Proponent, Tvl. Yellow Stone Enterprises, is intended to apply for
Environment Clearance, over an extent of 1.97.0Hectares in S.F.No.224/1, 224/2,
224/3, 224/4 and 224/20A, Ariylur Village of Illupur Taluk, Pudukkottai District.
The Proponent has vast experience in mining and marketing of granite rough
dimensional blocks and finished products in the domestic and overseas market.
The mining lease was granted vide G.O.3(D)No.2 Industries (MMB-2)
Dept, dated 04.01.2001 for a period of 20years (04.10.2001 to 03.10.2021). The
mining plan was prepared and submitted during the year 2000 and was
approved by the State Geology and Mining Department, Guindy, Chennai vide
letter no. 4439/MM2/2001 dated 20.09.2001. The mining Scheme is prepared for
period from 2016 - 2021 for effective implementation.
The scheme of quarrying is prepared with a view of optimum exploitation
of deposit by systematic quarrying and scientific mining with proper bench
formation and adhering to strict safety measures. The main objective of this
scheme is to maintain consistent ore to waste ratio, uniform cost of mining, profit
margin, mineral conservation and proper dumping of waste/rejects with a bare
minimum damage to the environment and society.
The EIA (Environmental Impact Assessment) Notification, 2006,
requires mining projects, including new projects, expansion, modernization, or
renewal of mine leases of minor minerals less than 5 Ha has to obtain
Environmental clearance from the DEIAA.
Accordingly, the proponent has submitted Form1M, Prefeasibility report,
Copy of Scheme of Mining for issuing Environmental Clearance for the above
quarrying activity from DEIAA/DEAC, Pudukottai.

2. INTRODUCTION OF THE PROJECT/BACKGROUND INFORMATION

(ii) Brief description of nature of
the project
Open cast method of semi mechanized quarrying
method is adopted to raise the production in this
area using Line drilling, smooth blasting and block
lifting using cranes. Waste and rejects removal
using Hydraulic excavators and tippers
combination. The Wire saw cutting is adopted
below second bench to recover more granite blocks
to increase the rate of recovery. Removing the
defective portion and dressing into the dimensional
blocks are done manually using feather, wedges
and chisels by the skilled Chislemen. The defect
free dimensional stone of different sizes are
marketed into domestic and international market.
The waste material generated during quarrying
activity includes rock fragments of different sizes
and waste chips during dressing of blocks are
dumped in the area earmarked as waste dump.
(iii) Need for the project and its
importance to the country
and/or region
The Granite dimension stone is used in buildings,
bridges, paving, monuments, and many other
exterior projects. Indoors, polished granite slabs
and tiles are used in countertops, tile floors, stair
treads and many other design elements.
The Granite raised out of the mine is proposed to be
transported to the different parts of the country.
The mining activities have uplifted the economy of
people in the adjoining area, besides contributing to
the exchequer of the State and Central Government.

are economically viable at present market
conditions.

3. PROJECT DESCRIPTION

The applicant does not have the facilities to
cut and polish the rough blocks of granite. He
proposes to export the rough blocks directly
to the potential buyers of the Domestic and
world market.

No raw material is required for this project. The
Granite raised out of the mine is proposed to be
transported to the polishing units as well as
exports through agencies.

No recycling and reuse of material is envisaged as
entire excavated material will be transported.
(viii) Availability of water its
source, energy /power
requirement and source
should be given:
Total water requirement in the mine will be
about 6.0 KLD for drinking & domestic use, dust
suppression and plantation. Drinking water will
be utilized from the Mineral water industries.
Water for dust suppression and green belt will be
met from nearby existing sources such as surface
water bodies and bore wells.
(ix) Quantity of wastes to be
generated (liquid and
solid) and scheme for
their management
/disposal :
There will be a generation of topsoil about 510m3
during the scheme period which will be dumped
along the western boundary barrier for
afforestation. Granite rejects forms nearly 80% of
ROM and the total quantity of waste in the
scheme period will be around 2000m3.

project needs environment clearance from State
Environmental Impact Assessment Authority
(SEIAA). The project falls under B2 Category and
hence site specific EMP has been given.

The area is almost a flat terrain and granite
rock is well exposed at many places with
intermittent soil cover. There are pits nearby
on the southern side of the area applied for
lease varying in depth from 1-2m. The general
gradient of the land is from South to North.

The lease area is well connected with road network
and approachable in all seasonal conditions.
(v) Soil classification The overburden soil is reddish and gravelly in
nature. It occurs to a depth of 1.0m.
(vi) Climatic data from

The climate is semi-arid with maximum
temperature upto 35°C in summer and 25°C
during winter seasons. The area receives 600 –
800 m rainfall per annum during both south west
and north east monsoons.

(iv) Assessment of
infrastructure demand
(Physical & Social)
The existing road network will be sufficient to meet
the proposed production capacity. Existing approach
road on the southern side will be utilized for
transportation.
(v) Amenities/ Facilities Around 26 persons including supervisory will get
direct employment, similar or more number of
persons will employed indirectly. This employment
has a positive impact on socio economic conditions of
the nearby villages as most of the work force will be
from the nearby areas. Local persons will be hired for
meeting the requirement of trucks loading, plantation,
etc., Drinking water, rest shelter and first aid will
provided to workers at quarry site as per the mines
act/rule.
6. PROPOSED INFRASTRUCTURE

7. REHABILITATION AND RESETTLEMENT (R & R) PLAN

Due to nature of occurrence of massive granite
formation, the depth persistence of the granite body
in this quarry is beyond workable limits. In the
proposed scheme of mining only 6m depth (1m
topsoil + 5m Multicolor granite) has been envisaged
as workable depth for safe, systematic and economic
mining. Hence after quarry reaches the ultimate pit
limit of 26 m depth during the entire lease period,
the proposed waste will be dumped along the quarry
barrier in south eastern portion to form safety bund
and barbed wire fencing will be erected to maintain
safety around the quarried area.

9. Analysis of proposal (Final Recommendation)
(i) Financial and social benefits with
special emphasis on the benefit to
the local people including tribal
population, if any in the areas
The mining activities in this belt will benefit
to the local people both directly and
indirectly. The direct beneficiaries will be
those who get employed in the mines as
skilled and un-skilled workers. There will
be no environmental impact from the
project since the scale of operation is very
minimum and the method of mining by
manual. This operation doesn’t need
relocation of any habitants. The proponent
will plant sufficient number of trees around
the lease boundary as well as along the
village roads to keep the environment
green.
