1. PMAY PPP scheme is valid for a minimum plot area of 1 acre.
2. The maximum permitted FSI for residential plot is 2.5 & for Green Zone plot is 1.
3. Subsidy of 1.5 lacs from Central Government and 1 lac from State Government shall be given per EWS
apartment.
4. Stamp Duty at Rs. 1000 only per EWS apartment.
5. Beneficiary list of Government survey will be shared with the developers.
6. A discount of 50% on development charges.
7. GST for affordable housing is 8% , conditions applicable to the same.
8. The prices of the 50% of the houses constructed shall be fixed as per the pricing policy of MHADA. For
the rest of the 50%, the selected bidder is permitted to fix the prices. The bidder may advertise for
sale under the name of Government (PMAY) scheme.
Exclusive Benefits Of PPP
Model
1. Core efficiency
The ratio of Core (includes common passage, staircase and lift lobbies) to construction area per floor should be
16% for each 30 sq.mt. apartment (1bhk) and 12% for each 60 sq.mt. apartment (2bhk)
2. 0 waste design
For 30 sqm. (1bhk) and 60 sqm. (2bhk) apartment, internal corridor should not exceed 15 sq.ft.
3. Wall area ratio
The ratio of carpet area to wall area for 30 sq.m. (1bhk) and for 60 sq.m. (2bhk) should be maximum 15% and
13% respectively.
4. Total Carpet area to construction area
The ratio of total carpet area to the construction area per floor should be 70%.
5. Saleable to construction area
The ratio of saleable area to construction area should be minimum 100%.
6. Maximum feasible cantilever is 600 mm
7. Wall length
The ratio of construction area (sq.ft) to perimeter(r.ft) per floor should be <20
The ratio of construction area (sq.ft) to common wall(r.ft) per floor should be <14
8.Steel consumption should not be more than the mentioned table : Table 1

Cost
Following guidelines play an important role in reduction of construction cost and hence overall
project cost.
1. Selection of land with good SBC and topography.
2. Phasing of project as per RERA, 80IB and available seed capital, availing the advantages of the
government norms for reduction of interest.
3. The building profile, column grid and location of core reduce the construction cost significantly.
4. The apartment design has to be suitable for the parking below. No floating columns in the design.
5. While designing the building, the heights are decided as per the fire norms.
6. Choice of appropriate construction technology with respect to project size, location and tenure proves apt
for reduction of construction costs.
7. Minimal customization, less typologies and maximum repetition.
8. Selection of appropriate material and its ideal sourcing.
Important guidelines for
super deduction
in construction cost
1. Ingrain are the architects who initiated PMAY project in India.
2. At present Ingrain has several ongoing project of PMAY (affordable housing) in PCMC, PMRDA, MMRDA,
PMC, NMMC and many other authorities from rest of the country.
3. The construction cost achieved is Rs.1482/sq.ft (including all finishes) for P + 14 floor, (as per new NBC)
4. The steel consumption is 3.6 kg/sq.ft, (as per the new NBC)
5. The construction technology used is Alluform.
6. In the design the building heights are decided as per the fire norms, to reduce the construction cost.
7. Ingrain has a dedicated team for affordable housing projects, the team works on a fast track schedule as
mentioned in the following page.
