Q.4 Read carefully the passage below and answer the questions (a), (b) and (c) that follow.A play is not like a novel or a poem. This is a truism that needs to be repeated. A composer of

music writes a notation for the sounds in his mind but the fullness of the music is heard only in performance; so it is with drama. A moment’s thought about a few of the difference between a noveland a play, and between a poem and a play, will put us on guard against some of the obvious mistakes.

A novel can pause in its career while its author draws attention to some detail he is anxious thereader should not miss, or while he gives his reader direct information about the thoughts of a character.A play, on the other hand, can only work through visible actors and what we can hear them speak andsee them do. Thus, by description, a novelist can, if he wishes, present a character, virtually whole, onhis first page, but the playwright, through his actors can give us only so much at a time; and for themost part, he must demonstrate it. This accounts for the delightful immediacy of drama.

In some plays, of course, we infer that a situation or a character is full and complete off stage just as we know there is a great deal more of an iceberg beneath the surface. The good producer andactor and the student too has to test the quality of such situation or character by exploring for what is

not directly seen or heard. In the theatre an audience does this continuously and this is one of the active pleasures of undergoing a play.

Any detail the playwright wishes his audience to notice particularly, anything he wishes to ‘tell’them requires a special technique of signaling in to the auditorium. These signals, visual and auditory, are being made all the time and are the life of the play. As we sit in the theatre we willingly adjust oureyes and ears to receive a multiple barrage of impressions from the instant the curtain rises. Visualsignals are transmitted through mime, gesture, movement, choreography, stage decor, costumes andlighting. Aural signals are largely transmitted through the voice of the actors, his use of tone and pace, though music and sound effects also contribute to the message of the play. The viewer feels thecumulative impact of such impressions and the reader dare not ignore this fact.

A novel can move so freely and loosely in space and time that essentially space and time havenot the same necessary importance as for the theater, but physical space and actual time are the real andrigorous limitations of a play and its condition of working. Without them it could not be a play. Anactor on his platform is alive in three dimensions, and for however long he remains there he must

contribute also to our awareness, of time, the fourth dimension. Furthermore, if great drama is achieved, these very limitations of space and time will have been turned into creative opportunities.

A poem can convey its meaning to its reader even more directly than a novel. The poet selectsand organized words in patterns of sound association and image, the reader for his part can linger hiseye or his ear over the poem reading it forwards and even backwards, making the pace of his readingexactly correspond with the needs of his own understanding, feeling and imagination. In a play, on theother hand the good dramatist exactly controls the kind and intensity of our interest in the details ofcharacter and events of the stage. Moreover, he absolutely insists upon a precise speed at which they areto be transmitted and received.

The difference here is partly because the poet, like the novelist, thinks of his reader as anindividual. The playwright must always think of his audience as a group. Drama is a social activity;reading poetry, and fiction, too, is usually a private one.

1.  Of greatest importance is the fact that the poet can speak in his own voice, whereas the playwright must always translate his thoughts into terms of the theatre, splitting his mind intotwo or more minds, those of his characters, each with an individuality and life of his own. The poet speaks directly with the words, the these words are his poem, but the playwright’s words

alone are not his play. The playwright only speaks through his actors, who must in turntransform his words into signals of sight and sound to the spectators in the theatre. Therefore, the reader of a play must be ready to see and hear in his mind’s eye and in his mind’s ear.

Q.1 Composition(C). Honesty is a waste of lime in the modern world. (In favor)The Slogans referring to honesty as a heavenly virtue look very inspiring. Arguments for oragainst the day of judgments and honesty playing a major role there affect and impress the people a lot, but I am going to present before you the facts not fiction, truth and only truth. Ithas been said time and again that honesty is the best policy but I tell you that a culture which prizes honesty as the best policy is not honest itself. It is cunning and cunningness is violence become crafty.

Honesty may be a heavenly virtue, a synonym for truth sincerity and integrity but intoday’s life it is just a waste of time, a fruitless task.

Take any field of life. In politics an honest leader is less popular and fails to pleaseeverybody because of his principles. He is doomed whereas a dishonest politician, with thehelp of corrupt practices and even with the help of Mafia gangs emerges victorious. Look at

the irony. Such a person even commands love and respect of millions through crooked meansand oily tongue.

In society wealthy people are always held in esteem, no matter by what dishonestmeans they have acquired and accumulated their wealth. Smugglers, drug-traffickers evenvillains can become the members of parliament and thus the honorable citizens of theircountry while an honest man, the so called noblest work of God, is unable to provide food, clothing and shelter to his family. What is the result then?

Either his wretched life is wasted or he is compelled to follow the tempting path ofdishonesty. That is why Plato had to say, “Honesty is for the most part less profitable thandishonesty.” It is true that honesty is praised but starved.

Business and trade affairs are mixed with black and white money So many scams arein today’s world that without going into their details (like coal scam or 2 G scam), we cansafely say that he, who resolves to deal with none but honest men, must leave off dealing.

What to say of law! George Bernard Shaw has rightly said, “what is law an excuse forhanging you.” No one believes in law and order because dishonesty prevails everywhere. It isa joke among the law breakers” “Go on taking bribe. If you are caught, bribe the police andgo scot-free.”

Sports and game used to be a source of healthy entertainment and joy. These excitingaffairs have been blackened and blemished by match fixing and other dishonest dealings.Take last but not the least aspect of life, that is, religion -the last solace of suffering

humanity. Now a days, priests, the so-called. representatives of God, are teaching hatred in place of love. It is the limit of dishonesty when people of one religion are taught to hate the people of another religion and communal riots flare up. We always hear that honesty wins inthe long run and dishonesty never pays. Now where does that long run end – in the grave. Moreover after looking at the recovery of millions upon millions in the past and recent raids, who can say dishonesty never pays.

We are ordinary human beings not saints like Gautam Buddha, Mahatma Gandhi orJesus Christ. Honesty is a bed of thorns and dishonesty a bed of roses. Roses smell great andtoo alluring not to be tempted. To err is human. Today honesty is the greatest fault of man,

not an asset. Why does a man become dishonest. His circumstances his own greed, envy and

vaulting ambition are the reasons. Until these reasons can be wiped out and a miracle takes place honesty will be a waste of time. Therefore if we want to compete, survive and succeedin this ruthless world of today we have to forget about honesty. We will all be better offwithout honesty.

Note:  Don’t think I am advocating dishonesty. They are just arguments to win the case.

Q.1 Uneasy lies the head that wears the crown, what do you think of this statement?

A.  This line ‘Uneasy lies the head that wears the crown’ from the great dramatistShakespeare’s play Henry IV is not only a simple sentence but has become a proverb a

quotable quote. It can be claimed that the words that have become a proverb and been used asa quotation for the last four centuries are bound to contain absolute truth.

The crown is symbolic of the topmost authority with unlimited powers and regaliawhenever we have the glimpses of a king or the head of a state, our ears hear the sound oftrumpets, our eyes see a red carpet welcome, and clicks of cameras are there. In other words alife of infinite luxury is there and we begin to think that such a dignitary must be happy, contented and carefree. Is it really so. Oh, no. The outward appearances are very deceptive. The crown brings unlimited responsibilities, innumerable worries and tensions too, whichmakes the wearer of the crown despondent and his bed of roses, a bed of thorns.

There are political and economic responsibilities. The wearer of the crown striveshard to achieve stability, solidarity and prosperity of his nation, where will be peace, comfortand happiness for him if freedom and lives of his people may be at stake? Was there any peace or easy living for Mr. Nehru when China attacked India in 1962 or for Mr. Lal Bahadur

Shastri in 1965 when Pakistan waged war against India. Was there any luxurious living forMr. Atal Bihari Bajpai, the then Prime Minister of India when there was the war in Kargil.

When trade centre of New York was destroyed by the terrorist attack, you canimagine the feelings, worries, sorrow and rage of the President of world’s most powerful and prosperous country America. Such are the turmoils, the wearer of the crown faces.

The head of a state has to be always alert and cautious against espionage andconspiracies from within and without. His life is always in danger. Inspite of all the securityarrangements and the presence of commandoes, no one knows which window of a skycrapper has a gum set on the target and the target being the wearer of the crown. We onlycome to know when John Kennedy is shot dead, Abraham Lincoln is murdered, when IndiraGandhi’s own security guards shoot her, or when a human bomb eliminates Rajiv Gandhi orwhen in Nepal the king is murdered by his own son. In our ancient India Vish Kanyas wereused to eliminate kings or princes. So where is any ease in the life of a state’s head or a king.

The head of a state has to fulfill social and moral commitments and obligations. Hislife is always on a pedestal. He has to be an ideal, a model, whom his people are supposed tofollow. There is no privacy in his life. He is all public. There is no place for humanweaknesses in his life. He can not afford to live a normal common place living. The wearer of

the crown is all alone. None is his and he cannot belong to anyone. No one trusting and noone to be trusted. He can’t afford to trust anyone, love any one, belong to anyone. He is allalone in his golden cage.

It is no wonder that in reaction to all these odds, he sometimes tries to cross the borderline of humanity and tries to become omnipotent, but what is the result! He becomes atyrant or a despot in his desire to be more and more powerful and as a consequence is hated by all. From Alexander to Hitler and Mussolini to Col. Gaddafi of Libya it is the same age oldstory of downfall. Sometimes their loneliness is so frustrating that it is in the danger ofcrossing the borderline of sanity. Shakespeare’s Macbeth is one such example. It is true thatthe head that wears the crown pays a heavy price for it and goes on paying for life and ohdear, what a price a long uneasy existence and sometimes a violent end in bonus.

was said that on September 14 around 10.50 a.m. that ghastly incident took place. In the bank, the work was going on in the routine way. The employees were busy in theirtransactional jobs. The senior manager was in his cabin. A few customers had walked in. They were just enquiring about the required counters. Then three suspicious looking persons, carrying brief casesentered the hall. They had masks on their faces. Later it was discovered that they were armed withguns, pistols and other deadly weapons. When they were tried to stop by the gunmen standing at thegate, they hit them on their head with the rifle butt and they fell unconscious. Then they hastilywalked towards counters. They pointed guns at customers and bank employees. Some lady-customerstried to raise a hue and cry. They pushed them away and frightened them to death. Then they askedthem to move silently with their arms raised. They handled them roughly, levelled their pistols atthem and showed them their knives. The poor helpless customers were silenced. Meanwhile, alltelephone connections were cut. Nobody was allowed to move even. They asked the cashiers to hand

over all the cash silently. They removed whatever cash and jewellery they could lay their hands on.But the senior manager had very smartly played a trick. As soon as he saw these robbers

entering the bank, he got suspicious and secretly switched on the emergency alarm to police. The police force also showed the quick action. No sooner did they receive the signal, they rushed there and pressed guns on the backs of robbers. Unaware of that quick police operation, the surprise robbers losttheir mental alertness. They had to surrender. The police led them into the police van. The bankemployees and customers breathed a sigh of relief. The authorities are looking into the matter and a committee is conducting the investigation on a large-scale basis and making an assessment of the situation. A compensation of loss will be given to thosewho have suffered. But, the victims of this tragic incident said that the precautions must be taken andthe security must be tightened by the authorities to avoid such incidents in future:

Comprehension

Read carefully the passage given below and answer the questions (a), (b) and (c) that -follow :

In 1939, the French director, Jean Renoir made one of his best-known films  Rules of the Game. Filmcritics at that time failed to grasp that it was an amazing exception among films made for commercialrelease. One reason for this lack of proper evaluation could be that the film was screened only for ashort while. The first noticeable thing in  Rules of the Game  is that it has no single central character. It does nothave a plot, but the story does move to a conclusion. What Renoir had done in this film was to exposean unpleasant but true aspect of the wealthy upper-middle class of French society.  Vehement  protestswere made against the film and consequently, it was removed from the various cinema-halls.There are many scenes which show two or three characters in a room. At the same time, through anopen door, it is possible to see another set of characters in a room, involved in a different event. Sincethe camera could not maintain the same distance from both sets of characters, Renoir was faced with achallenge. When shooting indoors, if objects close to and far from the camera must remain equally

and clearly visible, it is necessary to use a large number of lights. No one used to do it, because it had been unanimously accepted that it was the foreground that was of primary interest, and the background was secondary. Renoir was the first to use extra lights and maintain an equal focus on both. Today, such a technique is known as deep focus.Three years after   Rules of the Game, a new film appeared in America. It was Citizen Kane, directed by Orson Welles. Like Jean Renoir, it showed a huge deviation from the established norms of filmmaking. It had a central character: a typical American, a tycoon. Usually Americans harbour feelingof reverence towards such characters. Orson Welles tried to expose the real nature of such a characterand forced the public to open its eyes to the truth.Until that moment, every director in Hollywood had accepted as gospel truth that the audience shouldnot be taxed too much. Welles struck a blow at these beliefs, without displaying the slightest ofqualms. Visually  Citizen Kane  was shot with a harsh sharpness which  permeated every scene.

Traditionally, every make-up man and cameraman in Hollywood had to keep a careful eye on theappearance of the heroine, in case blemishes on her skin became obvious. Welles refused to followthis practice in the case of his own heroine. For the first time, dialogue was presented in a realisticform, and mentally the audience was totally taken aback by a new style of flashback.Citizen Kane has been universally acknowledged as an epoch-making creation in the history ofcinema. Orson Welles made  The Magnificent Ambersons after that. However, both films were inadvance of their time. Consequently, they failed commercially, and a disappointed  Welles was forcedto  make thrillers to survive. His later films bear plenty  of evidence of   his  originality in terms oftechnique, but the seriousness and social consciousness shown in the choice of subject in   CitizenKane and the Magnificent Ambersons, is not discernible, in these later films.

Q.4 Read carefully the passage given below and answer the questions (a), (b) and (c) that follow:

(30)

(1)  Sir Winston Churchill, who steered Britain through the direst peril of its long history, as a

towering international figure in a war-racked generation. He was born at Blenheim Palace, the

historic seat of the Marlborough family in Oxfordshire, on November 30, 1874. The infant’s

heritage was that of a warrior. His birthplace itself commemorated the victory of his famous

ancestor, John Churchill. The first Duke of Marlborough, at the battle of Blenheim, in 1704.

Marlborough’s name stands among the greatest of the masters of the art of warfare. Winston’s

future seemed to have been preordained.

(2) But although martial instinct bore so profoundly upon Churchill’s subsequent career, he was

only one of the innumerable facets in a complex, brilliant and unpredictable make-up.

Dominating him was a great sense of history which burned to express itself. This was reflectedin Winston the soldier, the politician, the writer, the orator and the war leader. In a public life,

extending over fifty years, Churchill’s unpredictability showed itself in a hundred ways, and

never more than in his wartime Premiership. If the mood so took him, he could be ill-tempered

and testy, especially when subordinates allowed plans to miscarry. But as often as not his

reaction was full of consideration and sympathy for the difficulties of those who worked underhim. Impatient of fools, he would yet go out of his way to treat some of his most ill-informed

critics with courtesy and patience. He could show the utmost ruthlessness to his nearest aids-

and surprise someone with no claim upon his indulgence by the most enthusiastic efforts on

his behalf. In the heart of a Parliamentary battle, his dark anger would dissolve into chuckles

as the humour of some opponent’s remark suddenly occurred to him. The mainspring which

made Churchill a giant among men was partly his courage, partly his extraordinary vitality and

partly his ability to see the heart of a problem and to take lightning decisions with the supremeconfidence that he was right. His grasp of history and his firm belief that history repeats itself,

because the behaviour of mankind follows a pattern through the centuries, were other assets.

(3)  Churchill, in his sixty-sixth year, was invited to form a new government. Now war was here

and without the strength for which he had been clamoring to back him up, Churchill found the

whole burden on his broad shoulders. Bluntly, somberly, he told the nation to brace itself

against a future of terrible, unimaginable ordeals. His famous speeches roused a numbed,

defenseless nation and drove it to victorious effort. He showed no signs of distress under the

strain his office imposed upon him. As Defense Minister, he had the prodigious task of

directing partially every phase of the war effort at home and overseas job which would quickly

have exhausted many a younger man. As Prime Minister, he regarded it as his personal

responsibility to be continually at the disposal of the Parliament, answering for the conduct of

the war, keeping the legislature informed of every new development. As war leader, he felt it

his duty to sustain the spirit of the nation and the will to victory through the famous radio talks

which had by now become so much a part of the people’s lives.

(4)  After the war, though numerous honours were offered to him, he preferred to remain a

commoner. When the late King George VI asked him to accept the Order of the Garter (a

knighthood which he much later accepted), he begged leave of decline. He was awarded

instead the exclusive Order of Merit, which carries no title, precedence or rank. France gave

him the Medaille Militaire, her highest military award. After his retirement, he paid frequent

visits to the south of France which offered scope for his favorite hobby of painting. From the

time he stepped down from the Prime Minster ship in April, 1955, the House of Commons,

robbed of his majestic oratory, seemed a much poorer place in consequence. His literary

activity was, however, still unabated, and the first volume of his ‘History of the English-speaking peoples’ was published in April, 1956.

Q.1 Composition:

Ans.  India Through My Eyes

East is east, West is westIndia is best.

Beauty lies in the eyes of beholder and recognition of qualities lies in the mind of one who

feels, understands and realises. Really there is nothing like India. She stands apart.

The qualities that make India different from any other country are her rich culture civilization,

values, ethics, spiritual powers and her people. We feel proud of our rich heritage. When other

countries were in their cradles. India was at the peak regarding art literature, medicine and science.

Centuries before we had developed aircraft as is depicted in the great epic Ramayana. Our Vedas were written when other nations were developing their alphabets. In architecture

India has no equal. The palaces the Mandapam and other world famous buildings of Ancient India,

Middle ages and Moghul period are the proof of this fact.

In medicine the treatment of cancer, known as Karkat Roga was found very early and the

physicians could treat it successfully. Vedas, Ramayan, Geeta are not only religious books but their

literary qualities have no parallel. In later age, Kalida’ Abhigyan Shakuntalam, Van Bhatt’s

Kadambari and others stand unique and unequalled.

In Mathematics, it is India who gifted the world the numeral zero (0). India has been the

acclaimed Guru of Yoga and spiritual powers. In the account of Megasthenese, the famous traveller

who visited India during Chandra Gupta Maurya’s rule certifies it. We Indians, never cared much for

the pleasures of body, we never went much for the luxuries of life, although we had them in

abundance. It does not mean that we were not human or we did not enjoy them. These pleasures of

body, these cravings for external joys made us study them like science. Kam Sutra explains our

thought processes. We believed in such enjoyments as the way of life but we were not their slaves. We

believed in spirituality, powers of mind and inner strength.

It is the inner strength which bestows upon us the capacity to adopt to adjust and to absorb the

changes of life and never be defeated. Since times immemorial, India has been following the maxims

of universal brotherhood or Vasudhaiv Kutumbam. Today, there is the talk of globalization and man

being the citizen of the universe. We were that long ago.

India is the only country in the world where so many castes and cultures and religions are

present and we have enjoyed unity in diversity. We may be different from one another in everything

but when there is the question of integrity and safety of our motherland, we arise as one.

Considering all those aspects, one troubling and terrifying question arises in the mind why thisgolden bird of so many attributes was in captivity for more than hundred years. Why after the mutiny

of 1857, we had to wait for 90 years to achieve freedom? The answer is very embarrassing and painful

but simple. We became lazy, comfort loving and thus naive. We were easily befooled, divided and

ruled. This golden bird was caged and we have to suffer those hundred years of slavery, suffering pain

and humiliation. Again our indomitable spirit and undaunted courage came to our rescue. We got

freedom with the help of a unique and unheard of weapon ‘non-violence’. Through my eyes, I see

India’s 66 years of freedom and although her progress is no doubt commendable. I feel that the people

have not learnt anything from their past experience. Errors are being repeated. I see disintegration also,

corruption also excessive greed also, corruption also, exercise greed also and I see my India suffering.

Those five deadly sins described in Bible seem to be flourishing here and corroding her soul.

Everyday newspapers are frightening with their daily news of scams, murders and rapes etc. It seems

that this heaven of freedom is again going to become hell of slavery. But I believe this will not happen

because public is waking up against these mal-factors and truth honesty sincerity are not totally wiped

out. I hope that we will make her that golden bird again with hard and sincere work. India will revive.

May God help us to save our beloved motherland. Amen.

Ans.2  Fire in Gopala Towers.

Kanpur, Last night there was heavy rainfall along with lightning and thunder, fire broke out in

Gopals Towers - a popular shopping complex, situated in the heart of the metropolitan city. According

to the investigations, immediately after the mishap, it was said that around 12 O’ clock that night fire

 broke out.

After the fire explosion, there was panic everywhere. Though the fire brigades arrived minutes

after explosion and immediately started the rescue operation, but still it is believed, about 30 people

were severely burnt and loss of property is estimated about 2 crores.

The cause of fire was an electrical short circuit, The moment fire spread out. There was chaos

every where, although rescue work was carried out by 4 fire brigades and the police began on the spot

investigations and inquiry.

Though the police was looking into the matter and disclosed the cause of fire the public

believed that it was deliberate and intentional caused by some terrorist group which wanted to create

chaos, panic and destruction.

There are reasons to believe that fire did not originate where it was supposed to. At least threeshopkeepers told the police that some undesirable people had been seen in the Mall. They had been in

the Mall for two or three hours every day for a week. They were trying to pose as shoppers but had not

bought anything except cold drinks. Suspicion grew because whenever someone passed by them, they

used to stop talking and very carefully they were looking over every nook and corner of the Mall.

They had come on that fateful day also and left just half an hour before the fire broke out.

The people of the town have asked the State Government to form a committee for

investigations on a large scale basis and make an assessment of the situation. The government has

announced one lac each to the victims of this disaster. The involved persons in this tragedy and others

said that Government must take precautions so that such accidents may not take place again and lives

and property of the citizens may remain safe and secure.

Practice Sheet – 34

(Report writing and grammar)

Q1. Write a report or a short composition of about 300 words 'entitled Education as I see it,

and want it to be", basing it on the following points:

Education : Two types-formal an informal.

Formal : Academic, with emphasis on textbooks, classroom teaching, notes, examination, degrees etc.

Informal: Co-curricular, highlighting sports and games, debate, quiz, drama, inter- school festivals

etc.

Formal: Builds up academic proficiency, sharpens intellect, awards degrees for jobs or vocations.

Informal: Builds up strength of mind and helps exposure of other qualities.

Ans. "Education as I see it, and want it to be."

Education is a term derived from the Latin word "Educo" which means to lead forth. It aims at the all

round development of the personality. Education in general implies imparting of knowledge to others.

Education in my opinion, should be of two types-formal education and informal education.

Formal education, involves the education imparted by the schools, colleges and universities along

with the various institutions. It's aim is to award with the degrees and the certificates to successful

candidates.Formal education involves the academic achievement of the students in various institutions. This

academic achievement lays emphasis on text-books and the classroom teaching. Not only this formal

education imbibes in itself the facility of class-notes, the examination facility to have a view of the

student’s understanding power, and their capacity to learn. But it also makes them capable enough

to build their career on the basis of the abilities acquired in so many years.

Besides this, i .e. along with the formal education, informal education must also be given on an equal-

footing on educational platform. Various co-curricular activities, and the facilities of games and

sports, and the organization of Annual sports day should be a regular feature. Various co-curricular

activities like quiz, drama, and inter-house activities must be initiated and conducted at various

educational levels. The purpose of formal education must cater to the academic proficiency of a child

or a student, in order to make him an all rounder. It must aim at shaping their intelligence, and

ultimately award degrees qualifying them for the jobs or vocations. If the present educational pattern

is based on these lines, it is surely going to raise the standard of education.

Practice Sheet – 35 (English Language)

Comprehension

Q.1 Read the passage given below carefully and answer the questions A, B, C that follow.Since time immemorial, terrorist acts have included assassination, seizing hostages,

and variety atrocities that only fiendish minds could devise. Terrorists give innumerableexplanations for their violence. They declare that society is sick and cannot be cured by halfmeasures of reform and that as the state itself uses violence it can be overcome only byviolence. They also assert that the righteousness of their cause justifies any action they maytake.

Once of the factors which can be considered as a cause of terrorism is that mostnations are undergoing a process of drastic socio-economic change and as a result there aregroups who feel deprived and resort to terrorism as a form of protest. Another factor is theethnic explosion when a group feels searches for a strong identity and this result often infundamentalism. The principal manifestation of this occurs in areas that have multiplecultures of races.

What does the future hold for terrorism? International terrorism has been rising in

frequency at a dramatic rate. Indications are that it is almost certain to increase as it seems to pay. Political blackmail gets results, and punishment for convicted terrorists is light while free publicity is acquired in a massive scale.

Terrorism has entered the mainstream of world politics and could become a new formof warfare. With the availability of relatively small and inexpensive means of destruction, ahandful of men could have an enormous impact upon states and societies. It is quite possibleto find some countries preferring to use terrorists to pursue their foreign policy objectivesrather than through direct and visible involvement in a conflict with another state it posesgreater danger to mankind than an open was.

To counteract the growth of terrorism and the inhuman, meaningless killing ofinnocents’ peace loving people, governments all over the world must crack down on thismenace and condemn all terrorist acts as criminal. What is more the terrorist cause must not

pay, political blackmail must not get results. While every effort should be made for peacefulresults there must be no flinching from using force when necessary. Punishments forconvicted terrorists must not be light. Most of all, the publicity which terrorists receive onsuch a massive scale must never be given. If the terrorists acts are neither acknowledged norflaunted abroad with great fanfare their balloons will be pricked and their cause dead.

Finally, it is essential that anti-terrorist strategies are taken up on an internationalscale and it is essential to have good intelligence on terrorists and their plans. This mosteffective weapon must kept secret to be effective. It is also essential to develop theappropriate tools for handling a terrorist situation including special units for hostages rescueand clear legislative authority.

The fight against terrorism must be undertaken by a strongly united world because itis a fight for humanity.
