Clkvior, Manager FRENCH REVERENCE FOB THE DEAD. This is tho Jour des Morts, the day devoted to memories of the dead. On this solemn anniversary the liglit-iicnrte- d Parisian, setting aside for the moment all thought of worldliness nnd pleasure, joins tho pious in pilgrimage to the tombs of departed relatives rnd friends, and lays, on them tho floral wreath. Reverence for the dcnd'is one of the most pleasing features of the French character. It is shown in their elaborate funeral services, in their careful tending of tliir graves, and lastly, as on this occasion, in their frequent visits to tho last homes of their dear ones. Favored by bright, mild weather a most agreeable contrast to tho rains and gales of tho past week crowds have throng- ed, both yesterday and to-da- to tho Pans cemeteries, first assem- bling in small family groups round the resting places of their own dead and then wpndcring through the countless paths by which the grave- yards are intersected, and halting hore arid 'there at tho spot where the remains of those whose rery names arc household, words now repose. This year the assemblage has been even greater than it was last year, and yesterday n'onc over 400.000 uersons v'sitcd the Paris and suburban cemeteries. At Pcre la " Chaise the crowd is particularly large. As early as eight o'clock this morning the gates of this the principal cemetery in the metropolis werc-opened- , and bodies of police were" ranged along the, walks to keep order among the Vast multi- tude. Up to noon access to the tombs was a comparatively easy matter, but after that hour the public wore only allowed to enter at regular intervals in parties of from 300 to 400 persons.. Among the graves about which the throng was greatest may be montioned those of M. Thiers. Oasimir Perier, Bcau- - marchais, Beranger, Balxac, Bran-ipi- i, 'and las"notf least, that of Heloiso and Abelard. At the Menlmartrc Cemetery large crowds also assemblodj-thc- -. tombs of God-efro- y, Cavaignac, Halovy,Tlieophile Gauticr, and.Murger being through- out tho day the centre of immense gatherings. The cemetery of Mont-pamass- e and the suburban grave- yards of Jory and Saint Ouen have likewise been thronged to repletion, more than 100,000 persons visiting the last named burial-plac- e in tho course of yesterday alone. London Telegraph. Tho new Penal Code in New York has alarmed the Chinese washermen, who have been notified by the police that thoy must closetheir shops on Sunday, or else be fined and go to jail. So they wake a virtue of necessity nnd say that they arc going to, close anyhow for they "go to Mclican man's Sunday school." Then tliey put on their doors somo such notice as this : - : Notis. ,, .DECENTRALIZATION.

The tciitlWifcy of'ihmlcrn constitu-tional government, is- - to ilimlp,

mid 1 dlijtribtttd thegoverning power., llcnco the exis-

tence in nibst ebifstitutiorialry 'gov-

erned couiltiica, apart fiom tlic gen-ci- al

government and to a, .ccilninextent independent'of it) sucli bodlc's

as city councils, education1 boards, district 'councils, load boards, etc.

Awl it may be added, wherever this

modem . conception of division of

powci and decentralization ofthe fullest development

and acquires the widest practicaloperation, there is found the laigcstmeasure' of contentment, satisfac-

tion, and general prosperity. Herein the Hawaiian Kingdom if we

have correctly viewed the march of.events, the tendency is to centralizeand place entire power and sole con-

trol in as few hands, as possible.ThiB may. be considered progression,

but from our standpoint and that ofsuch compichensivc-niindc- d politicaleconomists as Ji S. Mir.tand suchlarge-braine- d statesmen as AY. E.

Gi.adstonk, it is retrogression. Menof intelligence and reflection rcgaidcentralization not only as fraughtwith danger to the rights and

liberties of the people, but as mili-

tating against the efficiency of gov-

ernment. Evcn.in a little country like

this, no one man, however great hisability and industry, cin thoroughlyand efficiently discharge the combincd duties of Premier, President of theBoard of Health, President of theBoard of Education, and Member ofthe Board of Immigration. In ouropinion, each of these Boards here,as in other countries, should consistof different set of men ;

and this, too, in thcjinterest off wisemid efficient government. More-

over, what advantage is there in theexistence of such Boards as separatebpdics if they arc to be composedof, or controlled by, the samcjndi-vidunls- ?
