All criminal investigations are concerned with the dual aspects that create the possiblility of physical evidence:

1. The individuals (perpetrator and victim) involved.

2. The items employed or touched during the commission of the crime.

By its very nature, a crime scene cannot be left untouched by the participants. Physical evidence, in some form, is left behind. The investigators involved should utilize a balanced approach to each inquiry —concerning the collection of the pertinent physical information and formulating connections between that information and the individuals involved in the crime.

The enormous potential of physical evidence must be realized by understanding:

a. What physical evidence is.

b. How to collect and preserve it.

c. How to determine the pertinent information it offers.

d. How to interpret that information.

This section is concerned with presenting concisely and accurately those essential products and methods which will effectively explicate the systematic process of evidence collection.

In order to preserve physical evidence in its original state, the crime scene must be protected and preserved as soon as possible. It is the responsibility of the first officer arriving on the scene of a crime to take steps to preserve and protect the area to the greatest extent possible.

In addition to SIRCHIE’s full-line of evidence collection products SIRCHIE also offers a special training course designed to further the knowledge and skills of law enforcement professionals in evidence collection and crime scene technology. The 40-hour course covers the scientific methods of collection, identification, evaluation and preservation of physical evidence utilizing the latest techniques and equipment available. BArrier TAPeAbsolutely essential at the outset of any investigation is the securing of the integrity of the crime scene. All too often, investigators arrive at the scene to find the original condition disturbed by family members or bystanders whose often zealous attempts to be helpful destroy valuable evidential items.

Each emergency scene is unique, but each has one requirement in common—CONTROL. Establish and maintain tight control over emergency scene perimeters quickly and efficiently with this brilliant yellow warning tape. Simply tie one end of the tape around a fixed item, walk around the scene’s perimeter and tie it off where desired. The tape is available in six formats to accommodate virtually any situation. Eye-catching black lettering is printed on brilliant yellow or red polyethylene. The tape is three inches (7 1/2 cm) wide by 1,000 feet (300 m) long. The warning repeats every 31 inches. A dispenser box is furnished with each roll.

SKeTcHeS AT THe Scene OF THe crime PLAY A ViTAL rOLe in THe inVeSTigATiOn. The finished sketch gives a precise and permanent record of the evidence found at the scene. A photograph is a two-dimensional view of the scene and does not provide accurate information concerning distances between objects that are present at the scene. Photos cannot be clearly understood unless the measured distances between these points are known. A finished drawing or rough sketch of the scene is the most effective way of showing actual measurements and of identifying important items of evidence at the location of the scene. Sketches are separated into three classes:

1. ROUGH SKETCH: The rough sketch is prepared by the investigator at the scene—but not until all photography has been completed and before any evidence has been collected. The sketch does not have to be drawn to scale but should include exact measurements of the surroundings and the location of evidence in relation to the victim’s location or other important evidence.

2. FINISHED SKETCH: The finished sketch is a duplicate of the rough sketch prepared to scale by using layout templates and exact distances. When the finished sketch is completed, it should immediately be duplicated and forwarded to the proper authorities for safekeeping until the case is resolved.

3. SCALE DRAWING: A scale drawing is used primarily for courtroom presentation. It may be drawn to any scale chosen. The drawing should include all measurements of the rooms, furniture, walls, etc., but not the location of the evidence that has been recovered. When the drawing has been completed, a clear plastic overlay should be attached showing the location of the evidence in the room where it was found.

There is hardly a situation which cannot be drawn quickly, neatly and accurately. These templates may accommodate a ballpoint pen, however a lead pencil and eraser are recommended.

Evidence Collection Vacuum Kit

An important lesson to be learned by the investigator is the value microparticle physical evidence possesses and how to best make full use of it once it’s collected.In every crime scene, it is important for the investigator to realize that while the obvious physical evidence must receive full attention, it often will be absent. Microparticle evidence is, however, present in most cases.

A knife, gun, signature or burglar tool are immediately recognized as constituting physical evidence. Less often is it considered that dust, microscopic fragments of all types, bacteria, even an odor, equally may be physical evidence, and quite often the most important of all.

Well established is that the most useful types of physical evidence are generally microscopic in dimensions—not noticeable to the naked eye, and therefore most likely to be overlooked by both the criminal and the investigator. For this reason, the microscopic evidence persists at the crime scene long after all visible and obvious evidence is removed. Constructed of clear, acrylic plastic in two pieces joined by precision-machined, thread joint, the filter boasts a metal filter support screen which permits unobstructed suction. Tapered aluminum connections permit attachment to any tank and cyclone-type sweepers. Dimensions are: 5 3/4” long, 4 1/2” diameter.

Once connected, microparticle evidence is sucked into the adapter and collected into the filter paper within the enclosed petri dish. After collection, remove the petri dish, cover with the enclosed optically correct plastic lid which can then be used directly in the optical microscope. Enclose the evidence container in the evidence collection bag. Be sure to write any important documentation on the outside of the evidence bag before submitting to crime lab for examination. Dispose of the remaining adapter.

The use of evidence collection lifters helps to solve this problem. This unique lifting device may be used throughout the scene to collect evidence such as dust and dirt particles, fibers, hairs and stains. Simply remove the backing material and press the lifter against the area under scrutiny, lift, then apply to an opaque vinyl cover.

rePuLPABLe eViDence TAPeHair and fiber evidence are often the only link between a crime and its perpetrator—and they’re all too often overlooked. Repulpable evidence tape from SIRCHIE offers a solution.

Apply the tape to those areas of suspicion, remove and immerse in water or methanol (check with the crime lab—often, it requests the tape itself). The hair or fiber evidence separates from the adhesive backer and is then recovered after filtering. The tape is 3” (76 mm) wide x 180’ (54.9 m) long.

Once the lid is put in place, an airtight seal is formed preventing flammables and hydrocarbons from evaporating into the atmosphere. The collection pump provided, along with the Teflon® chemical resistant hose, can collect liquids from up to 10 feet away, allowing access to otherwise inaccessible pools of suspected liquids. Syringes are provided for collecting samples from cracks and crevices, as well as filtering test tubes for providing a simple collection and transportation method. Also provided in the kit are two simple methods of identification. DeBriS SiFTing SHOVeLThis time and labor-saving innovation is a modified coal shovel featuring precision-machined sorting holes that isolate objects greater than 3/8” (1 cm) diameter, while allowing water run off. Sifting through ashes is important because an investigator may find evidence, such as furniture hardware—even when areas have been completely burned. In addition, the absence of some remains may lead to the motive. For these reasons, it is necessary to sift through debris to collect representative samples of solid materials such as wood, ashes, wiring, melted metal or glass.

DeBriS SiFTing ScreenSSift through large volumes of potential evidence while eliminating unimportant debris with our newly redesigned sifting screens. These screens presort physical evidence to size, while allowing small, insignificant particles to remain at the scene. Made from heavy-duty 18-gauge cold-rolled steel with black wrinkle-paint finish, the redesigned screen now features a base screen with a single insert. Rotating the insert in 90° increments creates three opening sizes from 1/8” up to 1/4”. Two thumbscrews hold the insert in place and when the insert is removed the base screen with 3/8” openings may be used. Manufactured from DuPont’s rugged Tychem® material that has been “quality coated” with 1.25 mils of polyethylene, providing coveralls that meet Level B protection against accidental spills, sprays or splashes of acids or bases as well as many other chemicals, including those that may be present in clandestine drug labs or fire scenes where accelerants may have been used.

All seams are sewn and bound using a chain stitch that provides increased holdout of liquids and dry particulates.

LASer TrAjecTOrY FinDer KiTUsing a powerful, yet compact Class IIIa laser, this Laser Trajectory Finder Kit allows the investigator to visualize a bullet’s trajectory. The Ballistic Laser Pointer may be attached to a Penetration Rod inserted into a bullet hole, or it may be mounted on a tripod and directed into the bullet hole along the bullet’s actual path. BALLISTIC ANGLE FINDER: Determine the angle of trajectory from the vertical plane using the Finder’s built-in magnet

and the Universal Tripod Mount.

To use the laser to project a beam through a bullet hole, mount the laser onto the Universal Tripod Mount using one of the rod connectors. Attach the tripod mount onto a tripod using the predrilled 1/4-20 mounting hole. Adjust the tripod’s height and lateral adjustments until the laser beam penetrates through the bullet hole.

LASER POINTER: Light the path of trajectory with the Ballistic Laser Pointer. Attach the laser to the Universal Tripod Mount or to the end of a

Penetration Rod.

eXPLAnATiOn OF PrinciPAL cOmPOnenTS OF LTF100

ballistic Laser Pointer: This is a Class IIIa laser diode with an output of <5mW and operating at a frequency of 630-680nm. Two L1154 batteries power the laser. Momentary ON/OFF switch with moveable collar which permits constant ON. Mountable on the end of a Penetration Rod using a Rod Connector or attach it to the Universal Tripod Mount for use with a photographic-type tripod.

Penetration Rods: Four aluminum Penetration Rods are supplied. Inserted into bullet holes, they give a visual approximation of bullet trajectory. To facilitate bullet hole entry, one end of the rod is machined with a bullet-like tip. For more accurate gauge of trajectory, slip Centering Cones on the rod, one at the entry point and one at the exit hole. Cones are then held in place by O-Rings. The taper of the cones provides a snug fit, thus providing more stable positioning of the rod.

Multi-Colored Photographic Rods: Six multi-colored rods are included to provide good photographic contrast at the crime scene. Attach it with a Rod Connector to the Penetration Rods already positioned in the bullet holes or use in place of Penetration Rods.

Universal Tripod Mount: This device provides a means for mounting the laser to a photographic-type tripod. Using this configuration, the laser beam may be directed into the bullet hole(s). The mount is fabricated from steel to compliment the Ballistic Angle Finder.

Stringing Tips and Colored Trajectory String: Once a Penetration Rod is positioned into the bullet hole, a Stringing Tip may be attached to the rod. The Colored Trajectory String may then be attached to the Stringing Tip.
