Welcome to the round four of the 2019 Towards Zero Victorian Junior Road Series in Eildon.

This event supports Cycling Victoria’s vision of “Building a love of cycling. More People Riding and Racing.”

Safety

Safety of participants is the most important priority in the planning and delivery of this event.

Riding on open roads represent one of the greatest risks to our riders. Development of a suitable

Traffic Management Plan (TMP) is key aspect of this, but more importantly is the implementation

of traffic controls which aligns with this plan. Blackburn Cycling Club takes this responsibility very

seriously and has invested over $30,000 in signage, equipment and training. Please feel free to

communicate any of your concerns to the Race Director should you observe any concerns on

race day.

A reminder to parents and carers of riders driving in and around the event that you also are

required to follow traffic control signs and directions given by traffic controllers. Whilst racing

remains in progress, you are also requested to support the safety of all riders by arriving and

departing to and from OEG Camp Eildon (726 Back Eildon Road) by only using the Eildon

township approach roadway. This means you are not to exit from the vicinity of OEG in the

direction of Thornton.

Please understand that the race entry fees are reflective of the cost to implement controls consistent with the TMP. To optimise safety for riders, our planning has included provision of a closed road for the Mt Pinniger hill climb, ITT and all finish lines.

Blackburn Cycling Club supports Cycling Australia’s and Cycling Victoria’s expectation that volunteers and officials associated with junior events to have a work with children check card. Applications for these cards are free for volunteer organisations and can be obtained by accessing the link below. All junior tour volunteers are encouraged to obtain their working with children card:

Important note: Riders are reminded that weather conditions can vary throughout a race. Thus, suitable race clothing should be worn to cater for the conditions and any potential change to the conditions. You should also have a change of clothes available at the completion of each race.

Registration

Registration will be located on Embankment Road (approximately 500m north of Jerusalem Creek Road) from 1:30pm to 2:30pm on Friday 12 July 2018. Refer to location map on page 14.

Riders must register at least 45 minutes before your start time. You will need to supply your Cycling Australia Membership License to receive your race numbers & transponder. If you have not received your membership you will need to show proof that, you have purchased a racing license.

Transponders and race numbers are to be returned by 11:30am on Sunday at OEGs Camp Eildon at 726 Back Eildon Road. Late returns and non-returns will incur a $100 replacement fine.

Riders not participating in Stage 1 on Friday, registration will be open from 8:30am to 9:30am on Saturday at OEGs Camp Eildon at 726 Back Eildon Road. Please note: For riders not participating in Stage 1, please understand that they will not be eligible to score any General Classification points.

Catering

Conveniently located near the finish line, catering services will be at OEGs Camp Eildon at 726 Back Eildon Road. For detailed location refer to the Event Coordination and Assembly Area map on page 8.

Presentations

Where possible, presentations for stages 1 and 2 will occur following confirmation of stage 2 results, with other presentations to take place at the conclusion of each stage. Where this is not possible, upon completion of all racing. Presentations will occur at OEGs Camp Eildon at 726 Back Eildon Road.

VicEmergency

VicEmergency, is a centralised website for Victorians to find emergency information and warnings. You can also access preparedness and recovery information related to emergencies.

Thus you can inform yourself of any emergencies or incidents impacting the event area.

You can access the VicEmergency website from this link.

The website has a real-time map display with incidents across the state including floods, storms, fires, earthquakes, tsunami, beach closures, shark sightings and more.

Remember, always access more than one source for emergency information and warnings.

You can get information by tuning in to ABC local radio, or other emergency broadcasters including radio or SKY News, by downloading the VicEmergency app, phoning the VicEmergency Hotline on 1800 226 226 or following VicEmergency on Facebook or Twitter.

Event coordination and assembly areas

Please note that the Junior Tour event coordination and assembly area will be located at OEGs Camp Eildon at 726 Back Eildon Road.

The event coordination and assembly area will also be the planned location to deliver any additional information or briefing to parents or participants should this be required.

To support the successful coordination of this event, a council event checklist has been completed and accepted, a traffic management plan has been approved, a Victorian Police Permit obtained, and an Emergency Management Plan prepared.

Rules and Regulations

Competitors

1. All riders are to race according to the Cycling Australia/Cycling Victoria Rules, and the direction of the Chief Commissaries, Deputies, and Race Directors. 2. Riders to be present at Start Lines at least 10 minutes prior to starting time for Commissaries briefing and to confirm attendance. 3. Individual Time Trial Start Times as provided by Cycling Victoria—riders must present themselves at the Start Line at least 10 minutes prior to their start time. Roll-outs must be passed

prior to any racing. Additional roll-outs may also be required. Top five place getters must confirm roll-out immediately presenting themselves to the race official upon completion of the race. 4. Helmets must be to Australian Standards. 5. Directions from Traffic Controllers, Traffic Marshals’ and Cycling Victoria Officials must be

followed. 6. See page 10 for General Classification. 7. Riders MUST claim their top-ten finishing place to the finish-line judges. 8. Police permits for events conducted on ‘Open Roads’, require all competitors to keep left at all times. No crossing double lines. A competitor who purposely crosses ‘Double White Lines’ will be disqualified from the event, fined $100 and their license will be suspended for 4 weeks (Annexure 9: item 49).

9. Competitors who cross the centre of a roadway may be fined $100 for the first offence, second offence will be disqualification, fined $200 and suspended for 4 weeks (Annexure 9: item 49.1).

10. Each competitor will be issued with two x body numbers, 1 X frame number and a transponder. Numbers must not be cut, folded or modified in any way. 11. One body number is to be placed on the lower centre of the back and the other on the left / right

ribcage. The frame number must be secured on the seat post or attached to the rear brake assembly.

The transponder must be placed as low as possible on either front fork. Numbers must be visible at all

times. 12. Cameras attached to a competitor’s bicycle are not allowed during this event. 13. Riders are to obey all instructions given by all Officials including Traffic Controllers and race

marshals. 14. No rider is to overtake a lead car. 15. Riders are reminded that for this event the ‘Red Light Policy’ will be in force. 16. Riders who are found LITTERING will be disqualified and receive a $100 fine.

The timing of this event uses transponders. It is the responsibility of the rider to return the transponder at the end of the event by 11:30am on Sunday 14 July 2019. Late returns and non-returns will incur a $100 replacement fine.

Spectators, Coaches, Handlers and Parents

1. For the safety of riders, pedestrians, road users, and the general public, please follow directions of Cycling Victoria and Club officials. They will be wearing fluorescent vests. 2. Keep off the asphalt, and stay in the road-shoulder, when watching events. 3. Allow Race Officials a clear view of Finishing Riders. 4. No rider vehicles on the Race Circuits within 10 minutes of Race Start times, or during the

events. 5. Coaches/Handlers, Parents/Spectators, either in vehicles or on bicycles, are NOT to be present on the circuit whilst races are in progress.

General Classification

Series Points will be awarded for each event in the series.

General Classification will be determined consistently and as described within the Cycling Victoria Junior Road Series Regulations, and the Cycling Australia Technical Regulations Riders who do not finish a stage may still be allowed to compete in the following stage(s) of the same Tour. However, these riders will not be eligible to score any General Classification points for the VJRS Standings. Riders trying to take advantage of this rule may be disqualified at the commissaries’ discretion.

Race Courses

Stage 1 – Mt Pinniger Hill Climb – Friday

Race Course 1: The U11s and U13s will start from the intersection of Jerusalem Creek and Mount Pinniger Roads and head up to the top of Mt Pinniger for a total ascent of 91 over a distance of ~1.7km.

Race Course 2: The U15s and U17s will start from the intersection of Jerusalem Creek and Embankments Roads and head up to the top of Mt Pinniger for a total ascent of 248 over a distance of ~4.7km.

Stage 2 – ITT - Back Eildon Road - Saturday

Race Course 3: The U11s will start from 726 Back Eildon road and ride out 2km along this flat course to 460-696 Back Eildon and return to the start location.

Race Course 4: The U13s will start from 726 Back Eildon road and ride out 4km along this flat course to 360 Back Eildon and return to the start location.

Stage 3 – Road Race – Eildon Wall and Pondage - Saturday

Race Course 7: The U11s will start from the intersection of Goulburn Valley Highway and Jerusalem Creek Road and head up to the Eildon Wall via Jerusalem and Embankment Roads before descending Eildon Alliance Drive and Sugarloaf Road, then onto Eildon Road and Riverside Drive and finishing at 726 Back Eildon Road.

Race Course 8: The U13s will start from 1089 Goulburn Valley Highway. They will continue on Goulburn Valley Highway and head up to the Eildon Wall via Jerusalem and Embankment Roads before descending Eildon Alliance Drive and Sugarloaf Road, then onto Eildon Road and Riverside Drive and finishing at 726 Back Eildon Road.

Race Course 9: The U15s will start and finish at 726 Back Eildon road. They will head west along Back

Eildon road and turn left onto Goulburn Valley Highway. They will continue on Goulburn Valley Highway and head up to the Eildon Wall via Jerusalem and Embankment Roads before descending Eildon Alliance Drive and Sugarloaf Road, then onto Eildon Road and Riverside Drive and finishing at 726 Back Eildon Road.

Race Course 10: The U17s will start and finish at 726 Back Eildon road. They will head west along Back

Eildon road and turn left onto Goulburn Valley Highway. They will continue on Goulburn Valley Highway

and head up to the Eildon Wall via Jerusalem and Embankment Roads before descending Eildon Alliance

Drive and Sugarloaf Road. They will turn left at the roundabout onto the Goulburn Valley Highway Bridge

before heading back up to the Eildon Dam Wall a second time via Jerusalem Creek and Embankment

Roads. This time they will descend Eildon Alliance Drive and Sugarloaf Road, then onto Eildon Road and

Riverside Drive and finishing at 726 Back Eildon Road. For a total ascent of 214m over a distance of

~37.3km. (Note: U17Cs will do Course 9)

Note: For Stage 3, KOM/QOM 1 point will be allocated for the first rider to reach the KOM/QOM indicator sign. For U17s

KOM/QOM points will be allocated on both passings.The indicator sign will be in the vicinity of the Eildon Wall Car Park. Please be

advised the allocation of KOM/QOM points will remain at the discretion of the Chief Commissaire.

Stage 4 – Road Race – Skyline - Sunday

Race Course 11: The U11s will start and finish at 726 Back Eildon road. They will head east along Back Eildon road towards Eildon. They will do a circuit of Vaughan Close, Shaw Avenue and South Crescent before returning to 726 Back Eildon Road. For a total ascent of 24m over a distance of ~7.7km.

Race Course 12: The U13s will start and finish at 726 Back Eildon road. They will head east along Back

Eildon Road towards Eildon. They will do a U-turn at the roundabout at the intersection of South Crescent and head back in the direction they came before doing another U-turn at 78 Back Eildon Road, before returning to 726 Back Eildon Road. For a total ascent of 23m over a distance of ~20km.

Race Course 13: The U15s and U17s will start and finish at 726 Back Eildon road. They will head east

along Back Eildon road towards Eildon and turn left onto South Crescent before ascending Skyline Road

up to the Lake Eildon Lookout. They will then commence the descent and then turn left onto U T Creek

Road, again turning left onto Goulburn Valley Highway. They will return back onto Back Eildon Road at

Thornton and finish at 726 Back Eildon road. For this race a total ascent of ~414m will be achieved over a

distance of ~42km. Representing the majority of the climbing (321m), commencing at 5.5 km into the race

and extending to the 10.5 km mark gradients of 6 to 13% prevail.

Note: Technical Commission has approved race distance for U15s.

Note: For Stage 4, 2 KOM/QOM points will be allocated for the first rider to reach the KOM/QOM

indicator sign. The indicator sign will be in the vicinity of the Lake Eildon Skyline Road lookout. Please be

advised the allocation of KOM/QOM points will remain at the discretion of the Chief Commissaire.
