• Who wants the evaluation?• Does the initiative, service or programme actually exist?• Have objectives been set for the initiative, programme or

service?• Can you specify objectives for the evaluation?• Is relevant data or evidence accessible?• Have you allowed sufficient time and resources for the

evaluation to be carried out and reported?• Will the evaluation be done in house or by an external?
