INTRODUCTION

Ourworldchangeseveryday.Rapiddevelopmentofinformationaltechnologies,globalizationofeconomics,politicalintegrationofeuropealltogethermakeusclosertoeachotherandalsohelpsustounderstandthateventshappeningindifferentpartsoftheworldapplytous.

butglobalizationoftheworld,universalizationofitsrulesandnormshavetheirreverseside.europehaslivedwithoutwarsandshocksfordecades.butthelastyearsfedreflection.Regionalwars,ethnicaldisorders,threatsofterrorismarejustapartofthechallengesandquestions,towhicheurope,youngpeopleofourcountrieshavetofindadequateanswers.

Whatshouldbethecorrelationoffreedomandsecurity,commitmenttocommoneuropeanvaluesandnational, religious identity,manageabilityof societyandparticipationof citizens inmakingdecisions?

Themodernsituationineuropemakeseveryonethinkaboutfuture,itsfateisinourhands,in the hands of young people that are not indifferent to what kind of europe we all will seetomorrow.

It is particularly for these reasons why the Council of europe collaborating with the european Commission andthe european Youth Forum begantheCampaignundertheslogan“AllDifferent–Allequal”,whichdefendsthekeyconceptionofthedevelopmentofthecontinent:commitment to the ideaofdiversity, respectanddefenseofhumanrightsandalso thecall toactiveyouthparticipationinsociallifeatalllevels

The first european Youth Campaignundertheslogan“AllDifferent–Allequal”washeldbytheCouncilofeuropein1995,intheyearof50thanniversaryoftheterminationoftheWorldWarII.Atthattimethe“AllDifferent–Allequal”Campaignwastargetedonthestruggleagainstracism,anti-semitism,xenophobiaandintolerance.

In2005itwasdecided,however,thattheCampaignhadtogofurther,developingandaddingsomethingnewto the ideasof theCampaign1995.Attentionwasdrawn to the necessity to support social participation of young people, the importanceofeducation in the field of human rights,andovercomingofdiscriminationtowardsanygroupofsociety.

What does the slogan “AllDifferent –Allequal”,whichnowcanbeheard inalmost alleuropean languages,mean?Allpeople in thehugeworldaredifferent, forexamplethey look

differentandpracticedifferentreligions.butstillalltheyneedtobeprovidedwithequalrights.Decisionsthatdeterminepossibilitiesandrightsofyoungpeoplehavetobetakenwiththeiractiveparticipation.

TheCampaign’saimistoshowallyoungpeoplethatitistheywhohavetoinfluencetheirfuture,the future of their country and the whole europe.ThankstotheCampaign,whichwasjoinedbyhundredsofthousandsofyoungpeopleallovertheeuropeancontinentfromIslandtoAzerbaijan,fromNorwaytogreece,everyonehastofeelthateverydayhiswordsandactionsatschool,inauniversity,atwork,inthestreetofhiscitycaninfluencehappyfuturenotonlyofhisfamilyandfriends,butofthewholeeurope,themultiethnic,multiculturalcontinentwithrichpastandcommonpresent.

TheRussianFederationisamultiethnic country,andonitsterritorytherepresentatives of different cultures and religions havebeenlivingtogetherforhundredsofyears.TheRussianFederationhasbeenalwaysconductingthepolicyoftoleranceandrespecttowardstherightsofallpopulation.Russiahasbeentakenanactivepartinthe “All different – All equal”CampaignsincetheverybeginninginFebruary2006.TheNationalCampaignCommitteewasformedinRussiaaslikeasinmanyothereuropeancountries.TheCommitteeincludestherepresentativesfromtheministryofeducationandscienceof theRussianFederation, theFederalAgencyofeducation,theNationalyouthCouncilofRussia,youthorganizationsofallkindsandinterests.

TheNationalyouthCouncilofRussiahasinitiatedanumberofeuropeanactivities,supportedbytheDirectorateofyouthandsportsoftheCouncilofeurope,theeuropeanyouthFoundationandtheeuropeanyouthForum.TheprojectofimplementationoftheRevisedeuropeanCharteron theparticipationofyoungpeople inlocalandRegionallifeat thenational level isbeingrealized.Adecisiontousenationallanguagesinworkofeuropeanstructureswasmade.

Thisbookletisthefirsteditionofpublicationsabouttheimplementationofthe“All different – All equal”Campaignineuropeancountries,itisajointprojectcarriedoutwiththeeuropeanyouthFoundation.OnbehalfofallparticipantsoftheprojectIwanttothankfortheircollaborationthegoverningbodyoftheFoundation,alltheNationalCampaignCommittees,whichtookpartinitsdevelopmentandwhicheverydaypromoteideasoftolerant,justanddemocraticsociety.

Ihopethatourjointworkwillcontributetothedevelopmentofmutualunderstandingbetweeneuropeancountriesandnationalities,buildingofeurope,whererightsofeverypersonandnationareberespected,europewithoutdividinglines,doublestandards,political,nationalandreligiousstereotypes.

The Campaign in Armenia

Diversity, human rights and participation –thesearewordsthatconveythekeyideaandthebasisof theCampaign“Alldifferent–allequal”.Theseconceptsandvalues, that inspiredus fornewideas,touchedsomeoldandnewproblemsand have stimulated the new european youthCampaign. everybody tried to understand themeaningof thesewordsandtorealize that theyhave in them both the problem and the way tosolvethem.Undoubtedly,thesituationhasbeenquite thesame inArmenia,whenyoungpeoplegot toknowabout theCampaign.Thereactionswerequitedifferentanditturnedouttobeevidentthat we need to do something to discuss themultiple opinions and to reveal themost actualpoints.We decided to create an institution thatwouldcoordinateallthework,ideasandactionsintheframeworkoftheCampaign.

Work of the nCC in Armenia

TheNCCinArmeniawasfoundedifFebruary,2006 and it comprises governmental and non-governmentalstructures.TheCommitteeincludestheministryofyouthandCulture,theyoutheventsCentre,theNationalyouthCouncilofArmenia,theFund“panarmenianinternationalyouthcentre”,theAll-Armenianyouth Fund, Association of youngWomenofArmenia,theFederationofyouthClubsof Armenia, Association of the young lawyersandecologistsofArmenia,theyouthsocialandlaw support Centre, the Armenian Associationofdisabledpeople“punic”,“Theschoolofyoungleaders”project,theyouthOrganization“paros”.The committee is collaborating with local andregional organizations that are interested in theCampaign’sprojectsaswell.

TheministryofyouthandCultureaswellastheeuropeanyouthFundarethemainpartnersoftheCampaign,whichfinanceandsupporttheCampaign in Armenia. The NCC of Armenia iscollaboratingwith the InformationalOfficeof theCouncilofeuropeinArmenia.

The organizations that aremembers of theCommittee have run andare planning series ofprojects as a part of theCampaign at the localand international level. All these projects provethattherestillexiststheneedtodiscussthetopicsoftheCampaignintheArmeniancontext.multiplechangeshaverecentlyoccurredinArmenia,wherestillacertainresistancetowardsthekeyprincipalsoftheCampaigndoesexist.Theseprincipalsareperceivedfromadifferent,localpointofview.

It is natural that in every country that is amemberoftheCouncilofeuropeweputaspecialemphasisonanagendaofthe“AllDifferent–Allequal”Campaign.Thisemphasisisdeterminedbytheproblemsthatareonthesurfaceinacountryatthemoment.

Itisurgenttoruncampaignsagainstracismandintoleranceinmanyeuropeancountrieswherea lot of national minorities live, but in Armeniaracism isnot theurgentproblem,because98%of thepopulationof thecountry isArmenian. Incomparisontothisthereisagreatdisconnectionbetweenthecapitalandruralyoungsters.

One of the main goals of the youth policyinArmeniaaswellastheaimoftheNCCistheraiseofparticipationofthoseyoungpeoplelivingin regions of the country in the creation of civilsociety.

The “AllDifferent –All equal”Campaign isthe sureandopenspace for youngpeople thatenablesthemtothinkoverthesetopics,todiscuss

itandexchange theirviewsand ideas.TheaimoftheNCCinArmeniaatlocalandinternationallevel is the creation of this very space. For thisparticular reason the NCC spreads informationabout different international events, whichhappenineurope.ThustheNCCsupportsyoungArmeniansandencouragesthemtotakepart intheseprogramsandshare theirexperienceandideas.TheNCCalwaystriesitsbesttonominateyoung people of different origins, professions,thosewhohavedifferentexperience, viewsandinterests,etc.forparticipationinsomeinternationalprograms.TheNCCofArmeniahasitsownweb-site aswellwww.armyouthcenter.amwhereonecanfindthemaininformationabouttheCampaignandtheNCC’sworkintheArmenianandenglishlanguages.

News about the Campaign’s projects iscovered as well in media, especially in youthpapers “We, you, They” and “A New point Ofview”andintheyouthTv-project“ThegenerationofIndependence”.

projects held in Armenia in framework of “All different – All equal” Campaign

TheNCCofArmeniatogetherwithmemberorganisationshasrealizedseriesofprojectsasapartoftheCampaignduringthe2006year.Theprojectswereverydifferent:localandinternationalones, exhibitions, training courses on theCampaign’s topics, seminars on the experienceexchange,etc.Itisimportanttonotethatin2006we’ve published the Armenian translation of“COmpAss”. It is planned to run the long-termeducational courseonhuman rights inArmeniausing“COmpAss”in2007.

The ministry of youth and Culture chosethe topics of the Campaign as the first-prioritydirections in the grant program of supportingyouth non-governmental organizations in 2007.Thisprovestheneedtocontinuethe“AllDifferent–Allequal”Campaign.

Themaingoaloftheprojectisorganizationof the coordinating campaign during theparliamentaryelectionsinArmeniaandstimulatingthe active participation of young people in thedemocratic process. The project is targeted onthe youth leaders of Armenia andgeorgia and

representativesoftheCouncilofeuropethatwillbeinterestedinit.

Theprojectaimsatthepreparationofyoungleaders thatwill become thosewhospreadandadvocate the active participation in the politicallifeoftheircountrybyprovidingyoungpeopleoftheneighboringcountrieswiththenewknowledgeabout the elective mechanisms and methodsandinvolvingthemintothecoordinativemissionduringtheparliamentaryelectionsintheArmenianRepublic.Thesewillencourageyoungpeopletoparticipateinsociallifeactively.

Theprojectaimsatraisingtheawarenessofvulnerablegroupsofthepopulationinthefieldofhumanrights, rightsofwomen,civilsocietyandthe european youth “All Different – All equal”Campaign.Duringtheyear2007theassociationhasalreadyproduced3plays:“RedRidingHood”,“genzel and gretel”, “gulliver’s adventures”.The textsof theclassicplayswerechanged formoremodernonesthatconveytheprincipalsofeuropeanConventiononHumanRightsandthespiritoftheprincipalsoftheCouncilofeurope.

Thepuppetshowhasbeenontourinmanytownsandvillagesintheregionsofthecountry.Itgavethoseyoungpeoplewholivefarfromthecapital and regional centers, representatives ofvarioussocialgroupstheopportunitytovisit thepuppetshowforthefirsttimeandtaketheactivepartinitsworkmakingquestionstothepersonagesand giving answers to the questions that wereraised by the actors. Those young people whoparticipateintheplayarenotprofessionalactors;they aremembers of the associationwho havesomeworkexperienceinthefieldofhumanrightsusing the “COmpAss” educational book. Ourplayswerevisitedbymorethan1000peoplefrom18to30yearsold.TheaudiencewasabletolearntheConventiononhumanrightsandwomenrightsintheinformalatmospherewithoutanyprofessorsand lectures and to get information about the“All Different – All equal” Campaign, which isprovided by the author in the beginning of theperformance.Duringthewholeplayprotagonistsoftheplayputemphasisonits importance.Theworkofthepuppetshowfoundagreatresponseinyoungpeople,whovisitedtheplaysactivelyanddisplayedawideinteresttowardstheCampaign,which proves positive results of our work. TheAssociationwantstocreateapermanentpuppetshow.We areworking on some new plays thatwe’llshowallaroundArmenia.

The closing of the Campaign in Armenia

Weareplanning tohold theofficial closingceremonyasitwillbedoneinmanyothercountries,this will take place as a part of the conference“young people – Reality – perspectives”. Theproject is aimed at raising of awareness abouttheyouthsociallife,supportingandencouragingof the collaboration of different governmentalbodies, youth non-governmental organizationsand international organizations. The conferenceincludes two parts: the exhibition of the youthNgO, international organizations, communitiesof the national minorities, student councils,projects that were carried out as a part of theCampaign and workshops on the topics of theCampaign,evaluationofitsworkanditspotentialprolongation.

The work of the nCC in Azerbaijan

A different person is just different, but not worse…

There is one very simple school of producingAzerbaijancarpetsamongdifferentclassicones,itsnameis “gurama”, which means a patchwork carpet. It is apatchworkblanket,which ismadeofequalsquarepiecesofdifferentcolorsandpatternsthataresewedtogetherorwoven.This is a sort of abeautiful kaleidoscopewecanadmireforhours.

Iamsurethat ifwewouldascendonaballoonoraplain we could see the real gurama, created by Nature,made of forests and mountains, running from our sight,sharplydelineatedsquarepiecesofvillages,settlements,towns.

NowIamsittinginatraining-roomandwhilepreparingmyself for the tomorrow’s program I am contemplating ahugeposteroftheeuropeanyouth“Alldifferent–allequal”CampaignandIamthinkingthatifIwasofferedtoinventmyownlogo,Iwouldmakeitintheformofaguramawithoutamoment’shesitation.

All these equal patches of the same form but sodifferentintheirpatternsformsuchaharmony!Ifyoujusttrytochangeonepieceforanotherorputawhitepieceofclothonitsplaceeverythingwillbeimmediatelydestroyed.

Thediversityofoursocietyisthereminiscentofthatofthepatches.societiesdifferintheirlifestyles,languages,customs,anditisveryfrighteningtoimaginethateverythingcouldbejustopposite–identical.

I am looking at the first part of the slogan: “AllDIFFeReNT”. It says here that the highest meaning ofourexistence is indiversity?Thisvery thing includesourtreasure and beauty. What happiness it is that we aredifferent!

praisebetotheArchitectoftheUniverse(towhomwereferdifferently)thathecreatedussodifferentandcapabletounderstandit!

but from time to timeourconscious falls illwith theself-admirationandwebegintothinkthatwearethebest,themostbeautiful,becausewearewhite,incomparisontothosewhoareblack…

This loftiness was many times decreased by thewisdomandmindofpeoples.

Themainmanifestationofthiswisdom,accordingtomyopinion,was the fact thatwedidn’t “conquer”Natureof our region but “run into” it, an eminent Russian poetlermontovwroteaboutit.

Traditions, customs, experience of the priorgenerationswere themain regulatorofsocial life.Andallthese things formcriteria thatdiffer fromnation tonation,from village to village, and neighboring villages shouldrespecteachother’straditions.Andthesethingsareagaindifferent,glorytoAllah!

modernworlddoesn’tgiveusscopefordiversityanymore.peopleeatthesameproducts,theywatchthesameTv, followthesamefashion inclothesandhairstylesandtheydanceinthesamewayandsingthesamesongs…

butletusrefertothesecondpartoftheslogan:“AlleQUAl”.

butifthefirstpartisagodsendpresent,isgivenbyNature,thesecondpartdependsonuscompletely,dependsonourup-bringing,ourresistancetomanipulationsformthe

behalfofpoliticians.Andthisareaprovidesawidespaceforwork,especiallywithyoungpeople.

politiciansandideologistsaltogetherhavebeendoingabadthingforages(andevencenturiessometimes)andtheymanagedtodisunitepeoplepsychologically,tocreatenational,ideological,religiousandculturalbarriersbetweenthem.Thus,groupsofpeopleandevennationsbegan tohaveapsychologicalneedinanenemy!

It isnoteasyforeveryonetoovercomestereotypes,clichesand terriblemythsand realize thatdifferencesdonotdisunitepeople,theydoactivelyuniteus.

Only a very free person is ready to accept anothercultureof thosewho livesomewherenearor far fromhisplaceandnot refusinghisorherownculture. Itcanhelpus to realize our affinity with the humanity in its uniquediversity.

buthowcanwereachit?Onlywiththehelpofcontacts,discussions,overcomingourisolationandestrangement.

The art of communication creates harmony in oursociety.

For this very reason a guest is such an honorableperson in Azerbaijan’s culture and hospitality is a veryimportantpartofthenationalmentality.

“AguestisapersonsentbyAllah”,“Iwon’twishmyenemythataguestwillnevercrosshisthreshold!”–theseproverbs convey the life credo of every Azarbaijanian:his readiness to communicate and accept any person,tolerancetowardsanycultureandanyreligion.

And this is not simply words, the settlements ofmolocans,OldbelieversthatranawayfromRussiabecauseofpetertheFirst’spersecution,canserveasagoodexampleofthesethings.TheyranawaytothesouthCaucasusandsettled down not in Christian Armenia and georgia, butin muslim Azerbaijan. They have been preserving theretraditionsforyearsandtheyevenmanagedtodoitduringtheatheisticsovietperiod.Ialwaysrefertothisexampleattrainings.

Therearemanypositiveexamples,butthesituationisnotanidealoneandwemustacceptit.

Ifthesituationwiththenationalminoritiesismoreorlessstable,thatwiththesexualminorities,disabledpeopleandwomenneedstobeworkedonseriously.

Themajorityofoursocietythinksthatwehavetotakecare of disabled people giving them presents, providinghumanitariansupport,increasingtheirallowances,etc.

but even members of our municipal councils don’tunderstand that we need to give them opportunities toworkandearnmoney themselves, toprovideappropriateconditionstomakethemabletomovearoundthecity.

It isgood that theministryofyouthandsportshasfinallyrealizeditandjoinedtheCampaign.Concerts,roundtables,meetingsandevenmytomorrow’strainingwillbearfruit.

I hope thatAllahwill givemeanopportunity to seethem.Toseethetimewhenallpeoplewillbedifferentandequal!

The work of the nCC in Bosnia and Herzegovina

The National Committee of the Campaignin bosnia and Herzegovina was establishedin june 2006 as an initiative of the localDemocracy Agency of mostar. TrainingcoursewasaimedatprovidingyouthleadersfromthelDApartnerregions(bosniaandHerzegovina,Croatia,Denmark,FyRmacedonia,Italy, montenegro, Norway, serbia – includingkosovo) with competences in youth activism,related to the “AllDifferentAllequal”Campaignobjectives. It covered the issues of strategicplanning,Organizationalmanagement,Campaignand event management, youth participation,Advocacy and lobbying in connection to the“All Different - All equal” Campaign objectives.methodology which was applied was basedon Council of europe’s educational materials(COmpAss,“AllDifferent -Allequal”educationpack,Domino,T-kits).

Theprojectshadsomespecificobjectives:

- Toprovide26youthleadersfromdifferentyouth groups with competencies in addressingtheissuesofpersonaldevelopment,humanandminorityrights,youthparticipation,

- To exchange experiences and examplesof goodpracticeappliedby youthorganizationsin the lDA partner regions regarding youthparticipation.

Thevenueofmostarcityischosenbecauseofthepastconflictanddivisionthatstillexistsamongpeople,aswellasallnegativemanifestationsofnationalism,xenophobia,whichveryoftenendinviolence.butatthesametimetheOldbridgeofmostar city symbolizes reconstructed bonds oftworiverbanksand twoethnicgroups,but theyarestillnotstableandneed tobestrengthenedandfurtherdeveloped.yet,thatmodelshouldbeappliedinthewholeregionofformeryugoslavia.(participatingNgOsfromsee).

diversity in A.C.T.I.o.n. The 14-day youth exchange

for 40 young men from 9 countries implemented by the Association of

Builders of peace.

The themes of the exchange are ACTIONwithactiveparticipationandcontributionofyoungpeople to protection and preservation of bothnationalandeuropeanculturalheritage,aswellas of european diversity through Art, Culture,Tradition, Identity, Openness to New (ideas,contacts,knowledgeetc.)

It was aimed at making young participantsaware of cultural differences and similaritiesespecially in the context of enlarging europe;making south east european countries closer;breaking down prejudices and stereotypes,opening new horizons towards each other,meetinghalfwaytojointfuture.Thecontentoftheproject,whichwasheldintheformofasummercamp,gavetheconcreteproductofjointwork,andpaintedoutdifferentcolorsofeuropeancultures&cooperation.

Itwasrealizedthroughdifferentworkshops:

-music&danceworkshop - throughwhichyoungparticipants exploredboth traditional andpopularmusicanddances,how theychange intime,andpresentthewaytraditionsarecherishedintheircountries,andpreparedaconcertandadanceshow.Theywerefreetochoosethestyleoftheirpresentation.

-Theatreworkshop-thisgroupusedtheatretechniquestopresentimagesontheissue“Howwelive(d)”.sincethegroupincludedyoungstersfromdifferent cultures, itwas left up to them todecide how to compose a single performanceto present stories from all countries/culturesyoungstersinthegrouprepresent.

- Arts & crafts workshop - this group hada topic to work on, which was “symbolism”.Usingvariousmaterials,youngstersinthisgrouppresentedcommonsymbolswhichwereusedintheir countries, and tried to get acquaintedwiththeonesusedinothercountriesaswell,explorethemeanings,butwithouttracingthepathtotheorigins.Theyorganizedthemselvesanexhibitionoftheirworks,andmadeonejointpeace,whichconsistedofallthesymbolswiththemeaningtheygavethem.

-Theworkshopwhich related topromotionof UN Convention for the safeguarding ofIntangibleCulturalHeritage–whichconsistedofpresentation, lecture and field visits to godušaand lukomir, places where traditional bosnianlifestyleandtraditionalhandcraftsarestillbeingcherished.

-Theworkshoponhumanrightswithspecialemphasizeonculturalrights.

During this youth exchangewe applied themethodology which was based on “learning bydoing“,sinceyoungpeoplefromsevencountrieshavelivedandworkedtogetherfor14days.Theyhad the opportunity for personal developmentin natural intercultural environment, without anysimulationsorartificialsituations.

Thisprojectwasdesignedasapilotphaseofthe“AllDifferent-Allequal”Campaign,andinitsfollow-up(reunionistotakeplaceingermanyor/andpolandin2007)itisaimedatconnectingtheNCCsofsevencountriesinvolvedinthisphase.

The peace Activist Caravan “peace under Construction”

30-day regional bus-tour implemented by U.G. „Zašto ne“ for 70 participants

from 7 countries.

TheRegionalpeaceactivistcaravan“peaceUnder Construction“ was an activity of theRegional Network for Conscientious Objectionin the region of south east europe „Objectionfor peace“, it includes organizations dealingwith peace, demilitarization and conscientiousobjection in Croatia, bosnia and Herzegovina(youth organization “zasto Ne”), serbia andmontenegro,macedoniaandAlbania.ThegoaloftheCaravanistobringtheideasofconscientiousobjection, pacifism, antimilitarism, non-violenceandcultureofpeaceclosertothegeneralpublicoftheregioninanew,activistandcreativeway.besidesthat,withthejoinedworkofallactivists,friends and co-workers of the regional networkand the Caravan, we want to show that youngpeopleoftheregionsharecommonvaluesevenwithpeoplelivinginforeigncountries.

ThemaingoalsoftheCaravanare:

- promotionoftheworkondemilitarization

- strengtheningthecultureofpeace

- Creatingtrustandlinksbetweenpeople

- Campaigning for regional abolishment ofconscription and creating and strengthening ofactivistandartistgroupsintheregion.

These goalswill be focused on through allthe activities during the Caravan and during allfollow-upactivitiesthatwillbeheld.

The main elements of the program were:open-airactivities,streetactions,foodnotbombs,peace exhibitions, creative artistic workshops,comic – art, “open” radio, Dj workshops, hip-hopworkshops,jugglingandfire-juggling,peacebillboards,insideactivities,projectionsofmovies,roundtablesandpresentations,slampoetry.

The Caravan was a 15 day activity goingthroughCroatia,bosniaandHerzegovina,serbiaandmontenegro,kosovo,Albaniaandmacedonia.

It startedon the1stofmayandendon15thofmay,InternationaldayofConscientiousobjection.some60 activists, artists,members of differentcreative groups from 6 countries participated intheCaravan.

The work of the nCC in Bulgaria

The National Campaign Committee inbulgariawasestablishedon19thjanuary2006.Our country was one of the first among CoememberswheretheNCCwascreated.Over80representativesof youthNgO’s, representativesof thestate institutions, localauthorities,aswellasrepresentativesofthemassmediafromalloverthecountrytookpart intheconstitutedmeeting.TheNCCissupportedbythegovernmentinthefaceofthestateAgencyforyouthandsports.

In 2006 the Committee concentrated itsactivity mainly on popularizing the Campaignaroundthecountry,rangingamaximumnumberof young people, including representatives fromdifferent ethnical, religious, social and othergroups. We fulfilled a number of initiatives andinvolved one of the most popular media of thecountry, the bulgarianNational Television, as apartnerintheCampaigntoachievethisgoal.

Together with the youth volunteers, youthworkers, NgO’s representatives, media,institutionsandorganizationsthatworkonyouthproblems the NCC managed to include in theCampaignrepresentativesoftheculturalandshowbusinesselite.ThemembersofoneofthemostfamousRApgroups inbulgaria, “Romanetza&enchev”,becamemissionariesof theCampaignand produced a special song “All FORONe”.ThissongisakindofananthemoftheCampaign,it includeslyricsinbulgarian,Romanian,greek,Turkish,macedonianandenglish.

“All different – all equal” Cd

Theelaborationofthemusicalcompilation“Alldifferent–allequal”wasoneofthekeyactivitiesfor2006.songsbywell-knownartistsfromallthebalkan countries (greece, macedonia, Turkey,serbia,Romania andAlbania)were included inthisCD.Theyalsotookpartinabigconcertinthecentre ofsofia. TheCDwasproduced in 6000copiesanddistributedallover thecountry.ThisCDmetawideresponseineuropewhereitwasdistributedduring theOpeningCeremonyof theCampaigninjune2006instrasbourg.generally,wewereinspiredbytheideatopresentthebalkandiversity(ethical,religiousandcultural)ineuropebybringingtogetheratoneplaceandtimeyoungmusiciansfromdifferentcountries.

ThecreationoftheCDwasaverysuccessfulexperience during the Campaign in bulgariabecauseitbroughtuptogethersingersfromverydifferent countries and religions that acceptedthechallengetoplaytheirmusictogetherononesceneinthecentreofsofia.Wechosethewayofmusictoexpressthediversityamongpeopleandtogetherwiththistopresentthecommonwayofcommunicationamongpeople.Wesucceededingatheringthousandsofyoungsterswithdifferentorigins, representatives of various religions andculturestogether.

Insearchingofwaystomakeyoungpeoplemore tolerant and respectful to those who aredifferent we recommend all our friends, NCCsmembersandorganizations thatare included intheCampaignaswellasthosepeoplewhoadopt“All Different – All equal” elements of diversity,humanrightsandparticipationtoseekforaverysimplewayofreachingdifferentmindsandtryingtogetthemveryclosetotheideastheyholdandbelievein.

besides the musical compilation the NCCinitiated creation of a special film about theCampaign, inwhichyoungpeoplefromdifferentethnic and religious groups from all over thecountry took part. The film was shown on thebulgarian National Television as our goal wasto give an opportunity to the bulgarian youthto express their opinion publicly and to presenttheirviewsonfightwithactsofintoleranceinoursociety.

Series of training courses and “oath activities” of the nCC in Bulgaria

The integrativepartsof theactivitiesof theNCCin2006wereseriesoftrainingcoursesthatweorganizedin17regionsofthecountrytogetherwiththeeuropeanInformationalCentreinvelikoTarnovo:trainingforequality;interculturaltraining;trainingfortolerance;democraticcitizenshipandhuman rights. The goal of the trainings was tomakeyoungpeoplegainknowledgeandpracticalskillsonthetopicsoftheCampaign,aswellastoinstigateyouthtotakepart indecision–makingprocess at the local level. The National youthConference held in November 2006 in velikoTarnovobecametheoriginalendoftheseriesofactivities.

TheNCCproducedand distributed a largenumber of advertising products and visuals:posters,booklets,stickers,balloons,CD’s,capsand T-shirts. The NCC in bulgaria managedto involve sponsors in the Campaign: one ofthreemobileoperators,vIvATel,aswellasthecompanythatproducesHIsARmineralwater.

An essential part of the state Agency foryouth and sports’s activities for supporting theCampaigninthecountrywasthestartoftheprojectofsuggestinginitiativesregardingthegoalsoftheCampaign on the program for youth activities2006–2007.Amongthealreadyfinishedprojectstherewere:“schoolofTolerance”ofthe“Dialoguefortolerance2006”Foundation,europeanyouthmeeting of “Institute of the european law”Foundation, “All Different but Not Indifferent” ofthe “balkan youth Festival – the youth of Thebalkans”.

Amusicalshow“AllDifferent–Allequal”wasorganizedinsofiaonthe8thofDecember,2006.Itwas implementedwith the active participationof the “starrystart of Talents” Foundation.Ourrepresentativestookpartinthesymposiacarriedout in saint-petersburg in september 2006,“Difference, participation and Human Rights”,inbudapest inOctober2006,“europeanForumforDifference”,aswellas inallmeetingsof theNational Committees of the Campaign of thecountriesthataremembersofCouncilofeuropein2006.

InsupportoftheCampaigninthecountryin2007thestateAgencyforyouthandsportswillopenagainacompetitionforprojectsuggestionsrelevant to the Campaign on program of youthactivities2006–2007.

School peace program. “differences make life exciting” and

training courses.

There are activities related with the“school peace” program in the frameworkof theCampaign, theprogram itself aimsatspreading understanding of tolerance anddifferences, accepting diversity. The biggestproject named “Differences make a lifeexciting” is carried out in cooperation withdifferentyouthandyouthworkorganizations,the project contains introduction and shorttraining courses for pupils about preventingpersecutionatschool.

There are different training courses onhuman rights, diversity and participation.For example international training coursesorganized by the NgO Teajectory “How dowehandlediversity?”andestonianNationalyouthCouncil“TakepartwithHeart:modernWaysofyouthparticipation”.

The work of the nCC in Georgia

UptonowthereisnoNCCofficiallyestablishedingeorgia by a responsible state structure, butinpractice,thereisthecoordinatingorganizationthat took the leadership in coordinating theactivitiesatthenationallevel.ThefunctionsoftheCoordinatingorganizationdifferalittlebitfromtheNCCfunctions,andthereisnostructuraldivision.The functions of the Campaign CoordinatingOrganization(CCO)are:

-Tokeepcontactswithall interestedyouthorganizations,

- To facilitate the group work of thoseinterestedintheCampaign,

-Toactasabridgebetweenthesecretariatof theCampaignand theyouthorganizationsatthenationallevelandetc.

The “Century 21”Unionwas nominated asthe Campaign Coordinator Organization (notas aNCCwhich should be established upon adecree of a relevant state structure) since july2006whenparticipating in theofficial launchingceremonyinstrasbourgandaccordinglytookpartinthe2ndNCCs’meeting.Firstlythe“Century21”Union, represented byms. khatuna Tsintsadze,applied to thesecretariat of theCampaignwiththeproposaltoactastheCCOingeorgia,whichwas positively responded. Thuswe are to fulfillthefunctionsoftheCCO.

In order to coordinate the Campaign’sactivities in georgia effectively, the “Century21” Union does not/could not act individuallybut in strong cooperation with local, nationalyouth NgOs, relevant governmental structures,motivatedindividuals,etc.

On the 5th of December, 2006 the 1stworking meeting of those governmental andnon-governmental structures and organizations

that are interested in the Campaign launchingingeorgiaandcooperationforthecommonaimwasheld.ThemeetingwashostedbytheOfficeof thepublicDefenderofgeorgia.Themeetingwasattendedbytherepresentativesof thenon-governmentalorganizations(youthorganizationsas well as those with strong youth divisions)and the representatives of the governmentalstructures (ministries and parliamentariancommittees). Totally fourteen non-governmentalorganizations and four governmental structureswererepresentedatthemeeting.

Within the framework of the Council ofeurope’sHumanRightseducationyouthprogramthe mobilitas, the Hungarian National youthservice incooperationwith theeuropeanyouthCentreinbudapest(eyCb)coordinateacomplex

COmpAss–pilotprojectcontainingtrainingsforyouthworkers/teachersaimingat fostering localinitiativesandpromotinghumanrightseducation.

Inthefirstpartofthepilotproject7regionalprojectswere realized by the previously trainedCOmpAss–trainers(youthworkers/teachers)in2006. In thesecondpart theparticipantsof theregional projects should carryout local projectsand activities with the involvement of youngpeopleaged16-24years.

DuringthewholeprojectaspecialemphasiswillbeplacedontherightsoftheRoma.

Itisalong–termtrainingcourseformultipliersonculturaldiversityinthelocalandregionalyouthfieldsimplementedbytheHungarianNCCintheframeworkoftheCampaign.

The main aim of the TC is to train youthworkers, youth leaders to make them able tomultiply human rights in the youth field withthe emphasis on cultural diversity and activeparticipation of young people with the use ofinformalmethodologyandmoderntechnologies.We also want to raise awareness and developattitudes in connection to cultural diversity,to develop understanding and skills of usinginformal methods in human rights education at

Cultural diversities lay inlifestyles,traditions,histories,gender,education,belonging to minorities (traditional sexual onesaswellasnewminoritiesofyoungpeople).Ourgoal is tobuildahuman rightsmultiplynetworkformedbyyouthleadersandyouthworkerswhowillestablishandimplementhumanrightsyouthprojectswiththeemphasisonculturaldiversityatlocalandregionallevelandtocooperatetogetherattheinternationallevel.

The KárászAssociation,whichorganizedtheTrainingCourse,wasestablished in2000asaninformal group.Ourmembers organize differentevents,trainingcourses,youthexchanges,youthinitiativesfromthis timewithsupportofdifferenthostorganizations.Weareworkingattheregionallevel in thesouthplain region ofHungary.Ourmaintargetgroupisyoungpeople,youthleadersand youth workers. We try to develop lessexperiencedorganizations inour regionaswell.We implement training courses and workshopson human rights, support youth initiatives andinternational youth exchanges (supported byprogram youth) using human rights education.Ourmainthemesareculturaldiversityandequalopportunities.WedecidedtoestablishtheofficialbodyasaNgOin2004.

It has three phases of the lTTC:

phaseI:TrainingcourseinHungary,April13–23,2007.

phase II: practice period may 2007– December 2007 with the activities held byparticipantswithintheeuropean“Alldifferent–allequal”youthCampaign.

phase III: 2nd Training course in February2008 (the exact date and the venue will beannouncedlater).

The main learning objectives of the first training course are:

-Toenableyouthworkersandyoungpeopletorecognizeprejudgmentsandprejudicestowardsnationalities inside and outside of differentcountries

-Toidentifyanddefinedifferentandsimilaraspects of different cultures and stereotypesrelatedwiththem

-Toidentifyanddefinetherootsandoriginsofprejudicesandtodevelopcriticalwayofthinking

-Toteachyouthworkers tomotivateyoungpeopletobecomeactiveparticipantsinaprocessofacceptanceofculturaldiversity

-Toprepare,runandevaluatelocal,regionalandinternationalyouthprojectsbyyoungpeopleforacceptingculturaldiversityinsideandoutsidedifferentcountries

In the year 2006 The Center social andeconomic Initiatives “my motherland” with thesupportofDirectorateofyouthandsportsoftheCouncil of europe started the implementationof the long-term project on the promotion ofthe basic topics and principals of the “RevisedeuropeanCharteron theparticipationofyoungpeopleinlocalandRegionallife”intheRussianFederation.Duringtheyear2006variousseminarsinsixFederalRegionsoftheRussianFederationwereheld,andmorethan500youngpeoplewereabletogetacquaintedwiththeCharter.

The International Youth Assembly of national Cultures

The International youth Assembly ofNational Cultures was carried out in the townof Ulyanovsk from 22 till 13 ofmay, 2006. TheNational festival gathered many guests fromRepublicsofbashkortostan,mordovia,Tatarstan,Ingushetia and kirov, penza, samara, saratovregions. During the Assembly the participants

demonstrated their national cultural heritage.Though, themainachievementof theAssemblywasdifferent.Themainpoint is that itmanagedto help people to begin the dialog betweenyoung people of different cultures, national andculturalautonomies.Theattentionof theguestswas especially drawn to the creation of closerrelationsbetweenthenationsthroughrelationsofyoung people, youth diplomacy that championsinternationalfriendship.Inthesecondpartofthedaytheregionsdemonstratedtheir“callingcards”“We are different, but we are together”, tookpart in vocal competitions “Open microphone”,demonstrated their national costumes, carriedout national playingprogramscalled “Our joyfulplanetoffriendship”.TheAssemblyendedupwiththe resolution. The accepted resolution put thebasisforthefurthercollaborationoftheregionsinthefieldofinterethnicrelations.Itisonlythefirststeptowardstheinternationalfriendshipthatwasdoneby the regionofUlyanovsk,ofcourse,butevennowwecansaythatTheAssemblybecamethebridgebetweentheyoungpeopleofdifferentnationalitieswho live in one big country namedRussia.

Marathon “Friendship of peoples”

Themarathonwascarriedoutfrom15to20of August 2006 in the volga Federal District oftheRussianFederationasapartoftheeuropeanyouthCampaign “AllDifferent –All equal”. Theeventwasaimedattheencouragementofyoungpeople to participate in the building of peace,basedondiversityandintegration,spiritofrespect,tolerance and mutual understanding for thepromotionoftheideasoftheCampaigninsociety.Organizersof themarathon, theFederationandRegionalpolicyCommitteeofthestateRussianDumaoftheRussianFederationandtheAssemblyof peoples of Russia, organized educationalactivitiesin14regionsofRussianFederationthatform thevolgaFederalDistrict.Representativesofyouthorganizations,victimsofdiscrimination,(mostly disabled young people, young peoplefrom Caucasus, victims of the war), commonschoolchildrenandstudentsandstateauthoritiestookpartintheroundtables,conferences,sports

Youth camp “Team of the 21 century” –

“Many cultures - one russia”

The youth camp “Team of the 21 century”was organized and successfully carried outin the Russian Children Centre “Orlyonok” asa part of Campaign from 30 may – 20 june,2006. 2500 children and young people fromall Russian regions took part in this event. Themain ideaof the camp is to support children tocreateacommoncountry,inwhicheachpersoncan feela fullcitizen inanypartof thecountry;tosupportthepersonal impactofeachdelegatetothecreationoftheuniqueandvividaspectofthe international Russian society. The specialmembershipofthecampgavetheopportunitytopromotesocial valuesamong theyoungpeople– friendship, respect towards different cultures,health,family,motherland,labor,knowledgeandpeace.Thesevalues in their turnmayandhaveto become thebasis of the relations in childrenandyouthsocietiesinmultiethnicRussia,preventthe development of extremism and neofascism.The results of the camp “many cultures - oneRussia” are connectedwith the development ofthetolerancetowardsculturesofdifferentethnicgroupsandpreventionofethnic intolerance thathasincreasedlatelyandinterethnicconflicts.

The development of informal education in public organizations

The interregional theoretical and practicalconference “The development of non-formaleducation in public organizations” was held inmoscowfrom12to14ofOctober,2006.Themaingoal of the conference is the introduction andpromotion of the unique non-formal educationtechnologies into the work of public and youthorganizations. 65 people from 18 regions of

Russian Federation (The regions of vladimir,kirov,moscow,penza,Riazan,saratov,Tambov,Tula,Tumen,Chelyabinsk,yaroslavsk,krasnodar,perm, The Republic of mariy el, Udmurtya,st.-petersburg, and moscow) took part in theconference.

Foundation of the regional Campaign Committees in russia

The decision to createRegional CampaignCommitteeswiththeaimtospreadtheCampaignintheregionsofRussiawasmadeinthebeginningof 2007. At the moment Regional CampaignCommitteeswerecreatedinmorethan30regionsoftheRussianFederationandtheprocessofthefoundationoftheCommitteesinotherregionsisgoingon.eachRegionalCommitteeimplementsthe ideas of the Campaign at local level andcarriesoutitsownevents.

Common All-russian actions in framework of the Campaign

Russian NCC has made the decision toimplement common actions all over Russiawith the aim to unite all the regions of such alarge country as Russia. Finally, four projectswereworkedout,suchas: “Travelingbook”, thecompetitionofpicturesmadebychildren“Colorsof the world - to everyone”, graffiti competitionand the action “Thank you, winners!”, which isdevotedtothevictoryDay.

The “All Different – All equal” europeanyoutheventwasorganized in the frameworkofthechairmanshipoftheRussianFederationintheCommitteeofministersoftheCouncilofeuropeandtheeuropeanyouthCampaignforDiversity,HumanRightsandparticipation.

Almost 400 representatives from 42european countries*: young leaders, scientists,politicians and officials took part in the event.Having gathered in the same place such a lotofpeopleyounginboth,soulandheart,wecanproudlyremarkthatallofusaredifferentandallareequalinrights,abilitiesanddesirestoreachthegoalsset.

The “All Different – All equal” europeanyouth event is one of the greatest and mostsignificantactivitieswithintheextensiveprogramof the chairmanship of the Russian Federationin theCommittee ofministers of theCouncil ofeurope.ThustheRussianFederationemphasizesimportance of youth policy in europe andactivitiesof theDirectorateofyouthandsportsoftheCouncilofeurope.participantsoftheeventhaveexpressedtheirhopethatitwillevolveintoa tradition to conduct youth activitieswithin thechairmanshipofthememberstatesoftheCouncilofeurope.

ItisthesecondtimethattheCouncilofeuropeholds“AllDifferent–Allequal”youthCampaign.but there isasignificantdifferencebetween thecampaigns.Whilethe1995Campaignwasaimedat fighting racism, anti-semitism, xenophobiaand intolerance,having thusa tintof resistancetowards something, this time the Campaign isaimedatdevelopmentandpromotionofuniversalvalues of good, justice, diversity, human rights

and active participation in the life of a society.It is creative fundaments of the Campaign thatdistinguishitfromallothers,forcingnottofightbuttobearwarmth,friendshipandtohelpneighbors.No doubt, it is impossible to cardinally changeeuropewithin1year, to teachallandeveryonetorespectanypersonirrespectiveofcolorofskin,religionorsexualorientation.ThisCampaignandthe european youth event in st.-petersburg inparticularwillhelptofindcolleagues,assistants,to inspire and encourage youth tomake fruitfulactionswhichwillnotceasebyseptember2007,butwillleadeuropestepbysteptounity,diversityandequality.

The opening of the european youth eventwasheldonseptember22,2006 intheTaurianpalace, a historical place which saw the firstsessionofthefirstRussianparliament,andwherethe important decisions for the country beingtaken and now serious issues of unitedeuropearebeingdiscussed.

The opening was attended by DeputyministerofeducationandscienceoftheRussianFederation Andrey svinarenko and DeputygeneralsecretaryoftheCouncilofeuropemauddeboer-buquicchio.Theparticipantsoftheeventreceived greetings from: the president of theRussian Federation vladimir putin, minister ofForeignAffairsoftheRussianFederationsergeylavrov,ChairmanoftheCouncilofFederationoftheFederalAssemblyoftheRussianFederation,sergeymironovandothers.Attheopeningsessionthefundamentalreports“youthpolicyresponsestomodernchallenges”werereadwhichshownewapproachestomodernyouthpolicy.

Thestreetyouthactionwhich tookplaceatthepalacesquare,thecity’smainst.-petersburgsquare,helpedtheparticipantstogetacquaintedwitheachotherbetter, to letall theproblemsofmisunderstanding,intoleranceandinabilitygoupintotheskyalongwithmulti-colouredballoons.

3.youthparticipationandactivecitizenship4. Innovative society: capacity building of

younggenerationineurope»andmanyothers…

Aspecial traitof thiseventwasandiverseand professional choice of experts and chairs.It isa rare thing tomeetsuchaconstellationofscientists, trainers, politicians, leaders of youthmovementswithin one event. An opportunity ofadialoguewith thembringsgreatercontributionto the professional work of all participants andorganizers. It is always much more interestingto work, think and argue with like-mindedpeople with different points of view, experienceand approaches, especially when there is amultinationalandamicable teamof trainersandfacilitators.

Another positive feature of the event inst.-petersburg was that the participants hadan opportunity to make a presentation of theiractivities, ideas, desires and prospects. youngleaders from all parts of the europe from thegreatbritaintoTurkey,triedtoexposethemostimportant issues within more that 30 declaredpresentations.

The last day of the event was the mostintense, while also the most productive for theparticipants. During the first half of the dayparticipants continued to work within thematic

groups, discussed the declaration inside thegroups, prepared presentation of the results,chosereportersandpreparedtheirspeeches…

every participant without exception hascontributed to development, preparation anddiscussion of the final document.youngpeoplestruggledactivelyforeachword,phrase,meaningandcontextofthedeclaration.Thereforethetextofthedeclarationwasratherbulky,butitspeakswiththewordsofyouthofalleuropeandcontentsnosuperfluousorrashword.ThemostimportantprovisionsoftheDeclarationwhichcanserveasafundamentforfurtherworkarethefollowing:

The international competition of works of schoolchildren, students and professors “Memory of Holocaust – the way to tolerance”

The international competition of worksof schoolchildren, students and professors“memoryofHolocaust–thewaytotolerance”has been carried out by the scientific andeducationalCenter“Holocaust”since2001.Infact,itisanon-stopcompetition:workshavebeengatheredfromFebruarytillthemiddleofNovemberandaresummedupinDecember,theawardpresentationisheldinmoscow.Itiscarriedout inaverysolemnatmosphere,on the27thof january,on the InternationalDayofmemoryofHolocaustvictims.

schoolchildren,studentsandprofessorswho are citizens of Russia, CIs or othercountries can take part in the competition.About 700 works were presented at thecompetition in 2006; they were done bypeoplefrom37Russianregionsand9foreigncountries (belarus, estonia kazakhstan,kirgizia, lithuania, moldova, Uzbekistan,Ukraine, theUsAand).schoolchildren fromIsrael,Italy,latvia,polandandothercountrieshavetakenpartinthecompetitionsinceithadstarted.

The objectives of the competition are:

- TogivealessonofHolocausttoformtolerantconsciousinmodernsociety,

- To formskillsof independent thinkingand critical interpretation and creating ofa broad world-outlook based on the moralvaluesofthemodernsociety,

The aim of the competition is:

For youthparticipation!ThesearethemainconceptsoftheeuropeanyouthCampaign“AllDifferent–Allequal”.Thesewordsarepronouncedinalllanguagesthatexistintheworld.Themechanismsofrealizationofthesevaluesare,however,differentaroundtheworld.OneofthebrightestdistinguishingfeaturesoftheCampaigninRussiaisthecreationoftheRegionalCampaignCommittees.

TodescribetheexperienceoftheworkoftheRegionalCampaignCommitteesletusstudytheexperienceofUlyanovskregion,wheretheworkon the Campaign has been started long ago.In2006Ulyanovskregiontookanactivepartinthe“AllDifferent–Allequal”relayrace, in2007the region became one of the first ones wherethe Regional Campaign Committee (RCC) wasfounded.

The RCC sets down the main directionsof the implementation of the Campaign inUlyanovsk region and coordinates the workof all organizations that are interested in theCampaign.TheRCCcomprises representativesofthegovernmentalstructuresandactivepublicorganizations. besides that, with a purpose toorganizemore effectivework on the local level,headsoftheyouthorganizationsofthedistrictsoftheregion,membersoftheyouthparliament,thatare the bodies of youth self-government, wereincludedintotheworktheRCC.

From the very beginning RCC sets veryambitious tasks. Firstly, we’ve decided to set acompetitiontochooseregionalandlocalprojectsthatdeserve toget thestatusof “eventsheld intheframeworkoftheeuropeanyouthCampaign“AllDifferent–Allequal”.projectsthatwillreceivethestatuswillbeprovidedwithallsupportneededon the regional level. secondly, we’ve decidedto takepart inall four commonactions thatareofferedbytheNationalCampaignCommittee.

The first meeting was carried out in anuntypical formof a video spacebridgewith themunicipal bodies of the region, which gave theopportunity to participate in the meeting to a

greatnumberofthosewhowereinterestedintheevent. Themunicipal bodies of the regionwereabletotakepartinthework,toaskquestionsandintroduceoffersaswellas theparticipants fromthetown.

Workgroupsonallthediscussedquestions(implementationof theevents,giving thestatus,development of the working plan) were formed.suchanapproachhelpstoreachthegoalsoftheCampaigninthemostsuccessfulway.

Festival “Russian Winter” is the firstinterregional and international event forworking youth held in modern Russia. The“RussianWinter”projectstartedinDecember1996 and became traditional from February1997.

ThefestivalisthesymboliceventfortheprogramoftheregionalpublicorganizationofRussian Union of youth of yaroslavl region“Daysofyoungpeople”,whichwillcelebrateits30anniversaryin2008.

The work of the nCC in Serbia

In November 2006 ministry of education andsportofserbiawithafewNgOsestablishedtheNCCinserbiaforthe“AllDifferent–Allequal”CampaignoftheCouncilofeuropefordiversity,humanrightsandparticipation.Atthemomentitincludes14NgOexperts,aministryrepresentativeandserbianrepresentativesin the Council of europe bodies (CDej, AdvisoryCouncil,poolofTrainers)workasadvisers.

The NCC in serbia has 3 working groups,executivebody,andsecretariat.Workinggroupsareworking on the themes of the Campaign: diversity,humanrights,participation.executivebodyismakingstrategic and other important decisions for theCampaign. secretariat is caring for implementationandvisibilityoftheCampaigninserbia.

Campaignhaspromotedonthe“Fist”internationalstudent theatre festival and a few national andinternationalyouthtrainingsinserbia.Itwillhaveabigpromotionon the“exit”, thebiggestmusic festival inthesouth-eastofeurope.

As a youth campaign, it is based on youthparticipation in serbia (NgO activism, pupil’s andstudent’s parliaments, etc.). On 12th of may 2007, we’ve launched theCampaignactivitiesinserbia.ThiscoincideswiththedaywhenserbiaistakingpresidencyovertheCouncilof europe and we wanted to mark this significantmoment (it is the first time serbia is chairing overthe Council of europe) and use the opportunity toexplain to peoplewhat theCouncil ofeurope (Coe)is andwhat is the bases for cooperationwithin thisimportantintergovernmentalorganisation.Atthisdaywe will focus on equality, right to be different, etc.Wewillpromoteinterestingjobsorhobbies:juggling,clowning,breakdance,capoeira,drums,etc.amongrepresentatives of diverse minor social groups andotherpeople.We’veorganisedpublic launchingwithastreetactiontoprovidepeoplewiththeCampaign’smaterials,we’vepublishedbannersaswell.

Week of human rights – STop discrimination, JoIn the action!

Our aim was to use the period full of differentinternational days, all related to important issues ofthe society (World aids day, human rights day, etc.from1to10ofDecember.ThisweekshouldstartwithWorld aids day, the 1st of December, and continuewithactionstakingplacearoundotherimportantdaysthatwillfollow).

During these days our aim was to concentrateon discriminated people, due to their disability,nationalityorculture, race,sexualorientation,healthissues,etc.ThroughthesetofcoordinatedactionsindifferentcommunitiesandNOTstreetactionsweaimto come closer to people to understand their viewsandstandpoints.Ouraimwillbetoorganizepracticalactionsforpeopletomakethemknowhowimportantit is to respect and support all individuals and alsoprovidethemwithdifferenttoolsandopportunitiestojointheeffortsinmakingthechangeinthesociety.

We are all equal because we are different!

TheeventimplementedbytheInclusivesocietyDevelopment Centre (IsDC) is being held fromseptember2006to31ofmarch2007inbelgrade.

Themain aim of the project is fighting againstprejudices about handicapped persons and Romathatstudentsandprofessors inelementaryandhighschoolshave.

We’ve made 18 inclusive workshops wheremore than150students from “normal”and “special”schools met; 3 panel discussions with student’sparentsandprofessorsofschools,afewcelebrationsand informalmeetings with the students.We talkedabout handicapped people and Roma’s potentialsandrights.Thisprojectissupportedbythe“savetheChildren”Uk,ministryforeducationandsportsinthegovernmentofserbiaandtheNCCinserbiaasapartof“AllDifferent–Allequal”Campaigninserbia.

Asa resultprofessorsandstudents in “normal”schools understood and supported handicappedpeople andRoma in fighting for their human rights,

especiallyforrighttohaveequaleducationwithinthejoint educational system. “Normal” schoolswill offertohandicappedandRomachildrenthepossibilitytostudyintheseschoolsfromthenextschoolyear.Thiswillbeforthefirsttimeinserbia,becauseuptonowhandicappedandRomastudiedinspecialschools.

Thisprojectpromotedvaluesofthe“AllDifferent–Allequal”Campaignthroughlearningprocessaimingatahumanright tohaveequaleducationwithinoneeducational system (withoutdiscrimination), diversitywith meetings handicapped and other children, andparticipation by calling students in elementary andhigh-schools in belgrade to influence through theirparliaments on schools officials to create equalopportunitiesforthosewhofacediscriminationeveryday.Wewillcontinuetomakesimilarprojectsinothercitiesofserbia,andwillcontinuetoprovidestudentsof belgrade with education and help (logistical andother thatweareable togive),andsupport schoolsthatwanttocreateequalopportunitiesforeverybodyandaninclusiveeducationalsystem.

Attheendoftheproject,IsDCwiththesupportoftheNCCinserbiapresentedafilmmadeasapartofthisproject,explainingthatchildrenandyoungpeoplewould like to fight against prejudices together andsupport minor social groups. This excellent projectcanbeusefulineachsocietywhereprejudicesand/orviolenceonhandicappedpeopleandonminoritiesingeneralstillexist.

The National youth Council, one of themainactorsintheCampaign,isalsoworkinghard tostart theactivities inApril.Themainactivity will be training on human rights foryouth organizations and youth workers, aswellasacalltomusicianstopreparethesongwithintheCampaign.

Work of the nCC in Ukraine

The “All different – All equal” Campaign from the volunteers and participant’s

point of view

I stood still on the street to discern aposter, onwhich itwaswritten “AllDifferent–Allequal” and justa full stopafter it. It isreally hard to arguewith it. I began to thinkhowever:towhatextenttruthswrittenonpaperare real in our life?Howoften dowe followbigslogansrejectingstereotypesandputonthefirstplaceequality,libertyandjustice?Towhatextentwearefreefromprejudicesinourthoughts, feelingsandespecially inactions?It isveryeasytotalkabout itandit ismuchhardertoact,especiallyifitreferstopersonalprincipals,ethicsandcultureof thepeacefulcoexistenceofpeopleinonecity,onesociety,onecountry,oneworld…

I was captured by such thoughts. Andfinally I have an opportunity to share themwith other intelligent people thanks to theinvitationof theNCCof theeuropeanyouthCampaign “All Different – All equal”. “Whynot?” – I thought and found myself at theopen debates of the youth leaders, devotedtoeuropeanintegrationandeuropeanvaluesinUkraine. It turnedout tobethat theyouthmovementinourcountrycanbecalledactiveandprogressivewithcertainty.Alotofyoungpeopleareinterestedinactualproblemsandevents inour country, takeanactivepart insolving them, contributing to the process ofdevelopmentofUkraine.Andthiscontributionis real,actionsareconcreteandproductive,ideasaremodernandoriginal.ThusIbecameapartoftheyouthmovementinUkraine.

DebatesdevotedtoeuropeanintegrationturnedouttobejustonethingofthemultipleeventsheldinUkraineasapartofthenational“AllDifferent–Allequal”weekofeuropean

integration in the end of November. Amongthemostmemorableevents I canname thetheatrical integration festival of people withspecific needs, the festival of short films“genderformat”,photoexhibition“AllDifferent– All equal”, the procession with candles,the concert “Compassion”, which gatheredabout15000peopleandmanyothers.Noneactualaspectofdiversityand tolerancewasforgot:everydayoftheweekwasdevotedtoaspecific topic (children,nationalminorities,women, disabled people, people with HIv,AIDsandotherdiseases).

Having taken part in the events of thenational week I wanted to make my owncontribution to thedevelopmentofcultureoftoleranceandeuropeanvaluesinoursociety.I wanted to prove my words with actions, Iwantedtogoaheadtomyaimsandcallothersto go afterme…Nowmy volunteerwork inthe “AllDifferent–Allequal”Campaignhasbecomethismovementtofuture,whichgivesa feeling of involvement to big and seriouswork,acknowledgementofmyrole,notabig,butstillsignificantone.
