Deadly blast kills 4 soldiers in Somalia

MOGADISHU, Somalia — Four government
soldiers have been killed in roadside bomb
explosion in southwest of Somalia’s capital
Mogadishu.
The explosion ripped through an armored
personnel carrier with Somali military soldiers while heading to military camp runs by African
Union peacekeeping forces from Uganda.
The bomb attack killed at least 4 government soldiers on board, according to policeman
Hussein Mohamed.
Mohamed says the explosion hit a military vehicle travelling through lixdan area, some 60km
southwest of Somali capital Mogadishu.
The attack was immediately claimed by Al Qaeda linked Al Shabaab.
The group says it killed senior military officials in the bomb explosion.
Somali military officials were unavailable to reach on the phone for comments on the bomb
attack.
Al Shabaab has been waging insuregency for more than ten years in Somalia.
The group, which once controlled much in Somali capital Mogadishu in 2011, wants to topple
the weak-westren backed government of Somalia.

Two Somali army soldiers were killed and two
others injured in a landmine explosion in Lower
Shabelle region, officials said.
A police officer told the media the two were killed when their technical ran into a landmine
along Number 60 and Shalembood road.
The injured soldiers were taken to a hospital in Afgooye town.
The militant group Al-Shabaab which claimed responsibility said it killed three soldiers.

Ten Jubbaland Soldiers Killed In Landmine Attack Near Kismayu
20 September 2018
At least 10 soldiers have been killed and 5 others injured in a suspected Al-Shabaab attack
in Southern Somalia. The soldiers died after their vehicle ran over an explosive device near
Kismayu on Wednesday. According to sources, the attack happened at around 3 pm at
Abdale-Birole villages, 45km west of Kismayu town. Al-Shabaab militants, who have since
claimed responsibility through their Radio Andulas saying their fighters killed 11 government
soldiers and burned the military vehicle.
The latest killings come as the Somali army backed by the African Union peacekeeping force
have mounted a joint offensive against the militant group in the southern region. On
Tuesday, combined forces of Somali military and Jubbaland forces killed 11 eleven Al-
Shabaab fighters near Beled-Hawo town after the forces raided Al-Shabaab new base. The
fight also claimed lives of five soldiers and injured seven others. The army officials said the
operation will continue until all regions still under Al-Shabaab control are liberated. Al-
Shabaab has in the past launched attacks in the region targeting military bases and convoys.

AMISOM embarks on plans to handover Mogadishu Military Academy to the
Somali government
Mogadishu, 20 September 2018 – Plans to relocate the 450 Burundian soldiers currently
stationed at the Mogadishu Military Academy are already underway. The relocation is part
of the condition-based transition plan agreed between the peacekeeping force, the Federal
Government of Somalia, United Nations and development partners. Yesterday, the Special
Representative of the Chairperson of the African Union Commission (SRCC) for Somalia,
Ambassador Francisco Madeira, toured three locations within the Mission area to identify a
suitable site to construct a transit camp for the soldiers before they vacate the Academy
next month.
“We are identifying land to put up facilities for our transiting personnel before they go to
their respective headquarters in the Sectors. The facilities will serve the Burundians when
they arrive or rotate out and other contingents on transit that might need a place near the
Mission or Force headquarters,” said Ambassador Madeira, who was accompanied by
AMISOM civil engineer, Andrew Alele. He noted that the AU Mission will move its properties
currently at the Military Academy to the Mission area before handing over the institution.
Engineer Alele said the transit camp will be ready by the end of October 2018 to ensure a
smooth handover.
“We should have the transit camp ready before the next rotation of the Burundian troops.
We will start building this camp as soon as possible. We are going to have discussions with
UNSOS (United Nations Support Office in Somalia) once AMISOM Mission decides the way
forward,” the AMISOM Mission Civil Engineer added. Engineer Alele said the transit camp
will have basic amenities including accommodation and ablution blocks, adequate for the
450 Burundi soldiers. AMISOM has already moved soldiers and police officers who were
located at the national stadium to Jazeera II camp next to the Mission area.

Galmudug State Forces Clash Causes Death
20 September 2018
Troops belonging to the Galmudug state forces fired at each other in the outskirts of Adado
city. The clash started after the forces from Galkacyo city was heading towards Dhusamareb.
The clashes killed one soldier and injured two others. Galmudug security officials speaking
to VOA said, they are investigating the causes of the clash between the armies, but could
not comment on what happened.
It was August 13 when armed forces with vehicles from Galkacyo city were refused to enter
Adado city, due to disputes between the political leaders of Galmudug state. Although the
situation is now calm, it is reported that tension is still high and no one has commented on
the clashes.

Several feared dead as clan clashes flare up in Dac-deer district in Galmudug

Several people are feared dead and another 26
were injured in clashes between two
communities in the Dac-deer district of
Galmudug, along with the border of Somalia and
Ethiopia.
Goobjoog News correspondent in the region says
the clashes happened after the Liyu police from Ethiopia who were in control over the region
left and handed over the administration of the district without consulting the whole
community living in the region.
The death toll could be high, our correspondent says. “At least 11 people who were injured
were taken to Adado while 15 others were moved Abud-waq
The two clans in the region have been in conflicts in the pasts years over access to water and
pasture that have been scarce owing to the frequent droughts in the region.
The fight has affected hundreds of residents in the area with some reportedly fled their
houses.
There was no immediate response from government authorities as tension escalated.

Intelligence Officers In Somalia Agree To Strengthen Collaboration In The
Fight Against Al-Shabaab
20 September 2018 - Intelligence officers in Somalia have resolved to strengthen
collaboration on information gathering and sharing to counter threats posed by terrorist
group, Al-Shabaab. The resolution was made at the end of a three-day intelligence
information sharing conference organized by the African Union Mission in Somalia
(AMISOM) and the UK Mission Support Team (UK MST). The conference, attended by senior
intelligence officers from AMISOM and Somali national security agencies, sought to forge
closer working ties among security agencies in the country. Intelligence officers gather
critical information that informs security decisions taken by AMISOM and the Somali
government. Speaking at the end of the workshop, Col. Naboth Mwesigwa, the AMISOM
Chief Military Intelligence Officer (CMIO), urged intelligence agencies in the country to work
together by sharing critical information. “Let us aim at working together in terms of sharing
information, collaborating, and coordination so that we help our commanders to carry out
operations,” Col. Mwesigwa stated.
The participants were told that though Somalia faces numerous challenges, the collective
effort by security agencies can help to transform the country and restore lasting peace and
security. Col. Mwesigwa cited terrorism as one of the threats to global security, which
intelligence officers must fight against. Participants were told that the lethality of the
Improvised Explosive Devices (IEDs) has been on a decline due better intelligence gathering
and training on bomb handling. Other topics discussed included the provision of regular
security updates in AMISOMs area of responsibility and how to overcome challenges faced
in intelligence gathering. Also present at the conference was the Director of Military
Intelligence in the Somali National Army (SNA), Brig. General Abdullwahab Omar

Four soldiers arrested after girl, 9, shot dead in Mogadishu

Four soldiers have been arrested in Somalia
after a nine-year-old schoolgirl was shot dead
in the capital, Mogadishu, police say.
Deqa Dahir died and another girl was
wounded when bullets hit their school bus
while it was stuck in a traffic jam, Amnesty
International said.
Soldiers opened fire in an apparent attempt to clear the road for their vehicle, the rights
group added.
Somalia's president met Dahir's family as public anger over the shooting grew.
The nine-year-old was buried on Thursday, two days after she was killed.
She was a first-year school pupil, and was returning home happily, eating ice cream, when
she was killed by what appeared to be a stray bullet, reports the BBC's Ahmed Adan from
Mogadishu. She was shot in the head and died instantly.
Her mother, Safiya Mohamed Hooshow, demanded justice from the government of
President Mohamed Abdullahi Mohamed.
"I demand from the government to bring the murderer in front of me," she told BBC Somali.
Her father Dahir Moalim Ali Farah told Amnesty: "It was shocking to see the dead body of
my daughter."

"My 11-year old son, who was also in the bus with Deqa, came home crying and shouting
and told us that she had been shot dead. I ran to the scene of the incident, where I was told
the body of my daughter was taken to Masaarida hospital," he said.
How common are such cases?
In another incident, the driver of an auto-rickshaw taxi was hit by a stray bullet fired by a
soldier on Monday.
Militant Islamists often detonate explosives in Mogadishu, targeting people caught in traffic,
Ahmed Adan adds. It is therefore common to see soldiers shooting near civilians as they try
to keep traffic moving.
Police chief Bashir Abdi Mohamed has promised to prosecute anyone who shoots randomly.
"We won't allow civilians to be killed by a gun which is supposed to defend them. Killing
people and running away has ended. We will arrest them and bring them into justice straight
away," he told the BBC.
Somalia has been without an effective central government since the fall of the Siad Barre
regime in 1991.
The country has been hit by numerous conflicts since then, involving rival clans, militias and
militant Islamists.
The government is facing its biggest threat from al-Shabab, a group linked to al-Qaeda.
It has carried out a wave of bomb and gun attacks in an attempt to overthrow the
government.

Banadir Appeal Court Chief Warns People Not To Seek Justice At Al-Shabaab

Banadir regional Appeal Court chief Abshir Omar Abdullahi warned the residents of
Mogadishu of seeking justice at Al-Shabaab court, to settle judicial matters. Speaking to
Dalsan Radio, chief Abshir Abdullahi denied the existence of any case settled by Al-Shabaab
through their court system. “ I can tell you for a fact there are no cases within Mogadishu
jurisdiction involving houses or other properties issues, that was settled by Al-
Shabaab courts.
Only the government courts can settle judicial matters and, only after can
the police execute court orders. The only areas that our courts cannot settle are the areas
that are currently controlled by the militant group. He acknowledged the complaints raised
by the people against the courts however, he said the judiciary is working on improving the
judicial system in the country. Recentaly we appointed a new judges in certain parts of the
Mogadishu and, we are also in process of appointing more, particularly in the areas where
district courts are dysfunctional or non–existent.

Puntland’s Gaas holds cabinet meeting in contested Sanaag, Somaliland
reacts

Puntland president Abdiweli Ali Gaas today held his
first cabinet meeting in Badhan district in Sanaag
which is under dispute with Somaliland sparkin
immediate reaction from Somaliland.
During the meeting, the regional cabinet approved
the Trade Bill. Gaas also visited government institutions in the town.
Somaliland government said in a statement the move by Gaas amounted to an ‘act of
aggression from Somalia’. “It is clear that President Mohamed Farmaajo government is
launching continuous fight against Somaliland,” the break-away region said.
Both Somaliland and Puntland have had long running disputes over Sool and Sanaag regions.
