A s Latin America’s longest running civil war appeared to be winding to a close in Colombia in 2016, another less known rebel insurgency in Paraguay was heating up. In late August eight Paraguayan soldiers were killed in an attack in Arroyito, in northern Paraguay. The roadside explosion and execution of the survivors was thought to have been carried out by the Paraguayan People’s Army (EPP). Formally organized in 2008 but active for some two decades, the tiny Marxist group may have killed as many as 60 people since undertaking its rebellion, which was carried out pri- marily with stolen weapons and funded through ransom kidnapping.
