I LEGAL BASES AND GENERAL CONDITIONS 1 This European Technical Approval is issued by the ÉMI Non-profit Limited Liability

Company for Quality Control and Innovation in Building (ÉMI Építésügyi Minőségellenőrző Innovációs Nonprofit Korlátolt Felelősségű Társaság) in accordance with:

– Council Directive 89/106/EEC of 21 December 1988 on the approximation of laws,

regulations and administrative provisions of Member States relating to construction products(1), modified by the Council Directive 93/68/EEC of 22 July 1993(2),

– 3/2003 (I. 25.) BM-GKM-KvVM common ministerial decree(3) on the detailed

regulations applying to the technical requirements, conformity certification, distribution and use of construction products,

– Common Procedural Rules for Requesting, Preparing and the Granting of European

Technical Approvals set out in the Annex of Commission Decision 94/23/EC(4), – Guideline for European Technical Approval of "NON LOAD-BEARING PERMANENT

II SPECIFIC CONDITIONS OF THE EUROPEAN TECHNICAL APPROVAL 1 DEFINITION OF PRODUCT AND INTENDED USE 1.1 Definition of product

The POLISTYRENE EPS NEOPOR BUILDING MODULE ProKoncept® is a formwork comprising EPS units generally consisting of two Neopor expanded polystyrene leaves (EPS - EN 13163 - T2 - L2 -W2 - S2 -P4 -DS(70,-)3 - BS200 - DS(N)5 - TR150) fixed together with EPS spacers made at production stage. The density of EPS is 27 kg/m3 (+ 10%). The EPS contains graphite for a better insulating performance. The raw material contains flame retardant hexabrom-cyclododecane. The forms are grey in colour. The modules of POLISTYRENE EPS NEOPOR BUILDING MODULE ProKoncept® form a concrete core with a nominal thickness of 140 or 150 mm. The EPS spacers are designed with slots to receive horizontal reinforcement built into the concrete core of the wall. Length of the basic modules is 1000 mm.

The upper and lower surfaces of the EPS forms incorporate small castellations so that adjacent forms lock together effectively without fixings. The forms are interlocked and build up horizontally and vertically into a tight rigid formwork.

The elements of the wall system are filled with concrete manually, 2-3 rows at a time. To achieve proper consistency for the concrete, compacting can be done manually and hammering through the masonry elements load distribution boards as needed. In case of a technical break, the elements of the last row should be filled with concrete only halfway, and joining is done when continued, by filling the next 2-3 elements.

The formwork is used in conjunction with concrete class of C16/20 (according to EN 206-1) for plain concrete walls or classes in the range from C20/25 to C30/37 for reinforced concrete walls. Class of slump ≥ F2 is recommended and maximum size of the aggregate used in concrete walls is 16 mm. The concrete is possible to apply according to national rules. The concrete can contain an admixture complying with EN 934-2:2009 to allow placement by either rodding or free flow and eventually allow adequate time of concreting. For the intended use it is essential to protect the formwork against effects of the weather. Components and finishes used in conjunction with the formwork, not covered by this document, are as follow: - steel reinforcement - where required, should comply with applicable national rules - external rendering or external masonry or gypsum plasterboards according to EN

520:2004+A1:2009 - internal finishing - brickwork/stonework wall ties according to EN 845-1:2003+A1:2008 - supports

1.2 Intended use POLISTYRENE EPS NEOPOR BUILDING MODULE ProKoncept® is used for forming loadbearing and non-loadbearing internal or external walls. Once filled on site with concrete, the EPS formwork remains as a permanent part of the wall and so contributes to the overall thermal resistance of the completed wall construction. When using this system below ground, then according to applicable national rules, a waterproofing membrane should be provided on the external surface. The membrane should be applied in accordance with the manufacturer's installation instructions and should be protected from damage using an impact-resistant protective layer or sand blinding. The relevant and applicable use categories in accordance with EOTA TR 034 for the product are: Category IA 2: Product with no direct contact to but possible impact on indoor air. Category S/W 3: Product with no contact to and no impact on soil, ground or surface water.

1.3 Intended working life The provisions made for the ProKoncept® elements in this ETA are based on an assumed working life of the system for at least 50 years. The indications given on the working life cannot be interpreted as a guarantee given by the manufacturer or approval body, but are to be used as a means for selecting the appropriate product in relation to the expected economically reasonable working life of this systems.

2 METHODS OF VERIFICATIONS The assessment of the fitness of the shuttering system for the intended use has been made in compliance with ETAG 009 Guideline for European Technical Approval of non load-bearing permanent shuttering kits/systems based on shuttering elements or blocks of insulating materials and sometimes concrete, edition June 2002.

2.1 Mechanical resistance and stability (ER 1) 2.1.1 Resulting structural pattern

In relation to concrete infill structural pattern, the walls made of POLISTYRENE EPS NEOPOR BUILDING MODULE ProKoncept® shuttering elements are grid type walls according to ETAG 009, chapter 2.2.

2.1.2 Efficiency of filling The requirements according to ETAG 009, chapter 6.1.2 are met through observation of the filling of the trial structure with concrete. The efficient filling without bursting of the shuttering and without voids or any uncovered reinforcement in the concrete core is satisfactorily met.

2.1.3 Possibility of steel reinforcement The geometry of the voids and the arrangement of the EPS spacers allow correct installation and provide appropriate covering of the steel reinforcement. The instructions in the ProKoncept® Application Guide are appropriate to install steel reinforcement for walls designed according to EN 1992-1-1 or corresponding national rules. The requirements according to ETAG 009, chapter 6.1.3 are met satisfactorily.

2.2 Safety in case of fire (ER 2)

2.2.1 Reaction to fire

EPS elements: Euroclass E, according to EN 13501-1+A1. 2.2.2 Resistance to fire

The results below are valid in the case when walls are exposed to fire on one side only. With the minimum thickness of the grid type concrete core of 150 mm and minimum concrete strength of C16/20, according to Table 2 of Annex C of ETAG 009, the fire-resistance class of load-bearing walls is R30. Limitations:

The μfi value, according to EN 1992-1-1, shall not exceed 0,7. The slenderness of the concrete infill shall not exceed 50.

No performance has been determined for non load-bearing walls. Note: The classification of the walls constructed with the shuttering system regarding to fire resistance are valid for walls without openings (for windows or doors for example).

2.3 Hygiene, health and the environment (ER 3) 2.3.1. Content and/or release of dangerous substances(5)

The declaration of the manufacturer states that the raw material of POLISTYRENE EPS NEOPOR BUILDING MODULE ProKoncept® system contains flame retardant hexabromocyclododecane (HBCDD) and pentan which have to be classified as dangerous according to General ER 3 Checklist(6) and listed in the "Indicative list on dangerous substances". The content of hexabromcyclododecan is ≤ 2,0% w/w. The content of pentan is < 4,5 % w/w.

2.3.2 Water vapour permeability The water vapour diffusion resistance coefficient of EPS according to EN 13163 is μ = 30-70. The values for the water vapour diffusion resistance of concrete depending on density and type of concrete are tabulated in EN ISO 10456.

2.3.3 Water absorption

The water absorption has been determined by observation of the finished shuttering elements during the filling. Water absorption of shuttering in contact with fresh concrete or from internal or external sources did not cause any damage and the shuttering dried out again during the evaporation period. The requirements according to ETAG 009, chapter 6.3.3 are met satisfactorily.

2.3.4 Water tightness The NPD option in ETAG 009, Table 3, is used.

2.4 Safety in use (ER 4)

2.4.1 Bond strength between the shuttering leaves and the concrete core.

The NPD option in ETAG 009, Table 3, is used.

2.4.2 Resistance to filling pressure The resistance to filling pressure has been determined by observation of the finished shuttering elements for both stages, during filling and on completion of the filling. The requirements in respect to cracking and failure of the system elements and horizontal bowing of shuttering are also satisfactorily met. The resistance to filling pressure has been determined by tests of tensile strength of spacer webs and flexural strength of the shells. The resistance to filling pressure was also determined by observation of lower sections of the shuttering during concreting. Resistance to filling pressure is satisfactory for filling up to a height of 0,75 m (3 rows of the shuttering) at once. Next section can be filled after achieving a compressive strength of the previous section of 2 N•mm-2. The requirements according to ETAG 009, chapter 6.4.2 are met satisfactorily.

(5) In addition to specific clauses relating to dangerous substances contained in this European technical approval, there may be other requirements applicable to the products falling within its scope (e.g. transported European legislation and national laws, regulations and administrative provisions). In order to meet the provisions of the Construction Products Directive, these requirements need also to be complied with, when and where they apply.

2.4.3 Safety against personal injury by contact As delivered on site the shuttering elements do not have sharp or cutting edges. Because of the soft surface of the shuttering leaves there is no risk of abrasion or cutting people. The requirements according to ETAG 009, chapter 6.4.3 are met satisfactorily.

2.5 Protection against noise (ER 5)

2.5.1 Airborne sound insulation

Airborne sound insulation of walls is given in the table below as weighted apparent sound reduction index (RW) in accordance with EN ISO 140-3(7) and EN ISO 717-1.

2.5.2 Sound absorption The NPD option in ETAG 009, Table 3, is used.

2.6 Energy economy and heat retention (ER 6) 2.6.1 Thermal resistance

In Table 3 thermal resistance values are listed for all wall types included in the POLISTYRENE EPS NEOPOR BUILDING MODULE ProKoncept® system (see Table 1). The influence of the EPS spacer was not taken into account during the calculation. The calculations were carried out in accordance with EN ISO 6946 and the following thermal conductivities were used: - expanded polystyrene Neopor 0,032 Wm-1K-1: - tabulated value according to EN ISO 10456 for the concrete 2,3 Wm-1K-1

2.6.2 Influence of moisture transfer on insulating capacity of the wall

The NPD option in ETAG 009, Table 3, is used.

2.6.3 Thermal inertia The NPD option in ETAG 009, Table 3, is used.

(7) The acoustic test was carried out in accordance with EN ISO 140-3 which is now superseded by EN ISO 10140-2. From technical point of view, this standard update does not cause any effects on the result.

2.7 Durability, serviceability and identification 2.7.1 Physical agent

As given in the designation code of the EPS material used (see chapter 1.1), the dimensions of the shuttering leaves do not differ more than 3 % after exposing them for 48 h at 70°C (DS(70,-)3). The requirements according to ETAG 009, chapter 6.7.1.1 are met satisfactorily.

2.7.2 Chemical agent Corrosion protection POLISTYRENE EPS NEOPOR BUILDING MODULE ProKoncept® does not contain any steel components. The requirement "corrosion protection" according to ETAG 009, chapter 6.7.1.2 is met satisfactorily.

2.7.3 Biological agent The application of EPS as thermal insulating material has shown for decades that it sufficiently protects against fungi, bacteria, algae and insects. EPS does not provide a food value and in general it does not contain voids suitable for habitation by vermin. The requirements according to ETAG 009, chapter 6.7.1.3 are met satisfactorily. The product does not contain any biocides.

2.7.4 Resistance to normal use damage

The product will be protected in use by internal finishing and external applications against normal use impacts. The requirements according to ETAG 009, chapter 6.7.2.1 are met satisfactorily. Incorporation of ducts The requirements according to ETAG 009, chapter 6.7.2.2 are met satisfactorily. Fixings for hanging objects The anchorage of fixings for hanging objects in the shuttering leaves is not possible. Such fixings only shall be anchored in the concrete core. The requirements according to ETAG 009, chapter 6.7.2.3 are met satisfactorily.

3 EVALUATION OF CONFORMITY AND CE MARKING 3.1 System of attestation of conformity

According to the decision 97/463/EC of the European Commission the system 2+ attestation of conformity applies. The system of attestation of conformity is defined as follows: System 2+: Declaration of conformity of the product by the manufacturer on the basis of: a) Tasks of the manufacturer: - Initial-type testing of the product - Factory Production Control - Further testing of samples taken at the factory by the manufacturer in accordance

with a prescribed control plan b) Tasks of the Notified Body: - Certification of factory production control based on: - Initial inspection of factory and factory production control - Continuous surveillance, assessment and approval of factory production control.

3.2 Responsibilities 3.2.1 Task of the manufacturer 3.2.1.1 Factory production control

The manufacturer shall exercise permanent internal control of production. All the elements, requirements and provisions adopted by the manufacturer are documented in a systematic manner in the form of written policies and procedures, including records of results performed. This production control system ensures that the product is in conformity with the European Technical Approval. The manufacturer shall only use raw materials stated in the technical documentation of this European Technical Approval. The factory production control shall be in accordance with the control plan, which is part of the technical documentation of this European Technical Approval. The control plan is laid down in the context of the factory production control system operated by the manufacturer and deposited at the ÉMI Non-profit Limited Liability Company for Quality Control and Innovation in Building (ÉMI Építésügyi Minőségellenőrző Innovációs Nonprofit Korlátolt Felelősségű Társaság). The results of factory production control shall be recorded and evaluated in accordance with the provisions of the control plan.

3.2.1.2 Other tasks of manufacturer The manufacturer shall, on the basis of a contract, involve a body which is approved for the tasks referred in chapter 3.1 in order to undertake the actions laid down in chapter 3.2.2. The results of factory production control are recorded and evaluated in accordance with the provisions of the control plan. The records include at least the following information: - Designation of the product, raw materials and the components, - Type of control or testing, - Date of the product manufacture and date of testing of the product or raw materials, - Results of controls, testing and, if appropriate, comparison with requirements, - Signature of person responsible for factory production control. The records shall be presented to the inspection body during the continuous surveillance. Details of the extent, nature and frequency of testing and controls to be performed within the factory production control shall correspond to the control plan, which is part of the technical documentation of this European Technical Approval and shall be handed over by the manufacturer.

3.2.2 Tasks of Notified Bodies The notified body shall perform the - Initial inspection of factory and factory production control, - Continuous surveillance, assessment and approval of factory production control, in

accordance with the provision laid down in the control plan. The notified body involved by the manufacturer shall issue an EC certificate of conformity of the factory production control stating the conformity with the factory production control of this European Technical Approval. It has to be verified that the system of factory production control and the specified automated manufacturing process are maintained taking into account the control plan. Continuous surveillance and assessment of factory production control have to be performed according to the control plan relating to this European Technical Approval.

During each visit, the Notified Body shall examine: - Control register of incoming materials, products in course of manufacture and

finished products, - Document attesting the application of the control frequencies, - Conformity of the products subjected to the ETA. In case where the provisions of the European Technical Approval and its control plan are no longer fulfilled, the Notified Body shall withdraw the certification of conformity and inform the ÉMI Non-profit Limited Liability Company for Quality Control and Innovation in Building (ÉMI Építésügyi Minőségellenőrző Innovációs Nonprofit Korlátolt Felelősségű Társaság) without delay.

3.3 CE marking

The CE marking shall be affixed on each packaging of the products. The letters «CE» shall be followed by the identification number of the notified body involved and be accompanied by the following additional information: - Name or identification mark and address of the producer, - Last two digits of the year in which the CE marking was affixed, - Identification number of the Notified body, - Number of the EC certificate of conformity of factory production control, - Number of the European Technical Approval, - Number of the ETAG.

4 ASSUMPTIONS UNDER WHICH THE FITNESS OF THE PRODUCT FOR THE INTENDED USE WAS FAVOURABLY ASSESSED

4.1 Manufacturing POLISTYRENE EPS NEOPOR BUILDING MODULE ProKoncept® is produced in a heat-moulded chamber where the dimensions, castellations and spacer positions are controlled by the template of the mould. Tolerances for dimensional stability are maintained by curing the EPS forms in elevated temperature places, in accordance with the agreed control plan. The shuttering elements are manufactured in accordance with the ETA using the manufacturing processes as identified in the inspection of the plant by the ÉMI Non-profit Limited Liability Company for Quality Control and Innovation in Building (ÉMI Építésügyi Minőségellenőrző Innovációs Nonprofit Korlátolt Felelősségű Társaság) and laid down in the technical documentation.

4.2 Packaging, transport and storage

The POLISTYRENE EPS NEOPOR BUILDING MODULE ProKoncept® are protected by corrugated edge protection and plastic strap. The material should be delivered in closed vehicle. The products should be protected against damage during storing. In case of long-run storing it should be kept in a closed or at least covered place.

4.3 Installation 4.3.1 General

The manufacturer shall ensure that the requirements in accordance with sections 1, 2 and 4 of this ETA are made known to those involved in planning and execution. The ProKoncept® Application Guide is deposited at ÉMI Non-profit Limited Liability Company for Quality Control and Innovation in Building (ÉMI Építésügyi Minőségellenőrző Innovációs Nonprofit Korlátolt Felelősségű Társaság) and shall be present at every construction site. If the manufacturer's instructions contain provisions which differ from those stated here, the specifications of the ETA shall apply. After installation of the shuttering elements the site-mixed or ready mixed concrete is brought in and compacted. In end use conditions the grid type concrete walls of plain or reinforced concrete according to EN 1992-1-1 or corresponding national rules will be formed. In end use conditions the EPS-shuttering leaves are the main part of the thermal insulation of the walls.

4.3.2 Installation of the shuttering elements The shuttering elements are put together on site in layers without mortar or adhesive. The formwork shall build up a wall with staggered hollow blocks and the spacers shall be stacked. The first row should be filled with concrete in half, than do the altitudinal fine setups and the walling should be continued only after the concrete had consolidated (the next day is recommend). Covering for the protection of the element’s castellated horizontal joints must be used during concreting. The maximum filling height is 0,75 m (3 lines of the shuttering) at once. Next section can be filled after achieving compressive strength of the previous section app. 2 N·mm-2. In this case it is not necessary to use support system for stabilization of the wall before concreting. Horizontally passing ducts are to be installed according to the ProKoncept® Application Guide and are to be taken into account when designing the wall. Horizontal ducts situated inside the wall cores and running parallel to the wall surfaces are to be avoided. If absolutely necessary, these are to be taken into account when designing the wall. Also vertical ducts in the concrete core shall be considered, if their diameter exceeds 1/6 of the thickness of the concrete core and the distance of the pipes is less than 2 m. The necessary reinforcement according to static calculation also shall be installed in an appropriate way. Further information is given in the ProKoncept® Application Guide which forms a supporting document of the ETA.

4.3.3 Concreting The used fresh concrete shall be according to relevant parts of EN 206-1 controlled according to Annex C of this Standard. Whenever possible, concrete shall be purchased under an approved scheme with continuous certification and testing of the supplier. Where such schemes/controls are not available it is the responsibility of the purchaser of the concrete to ensure fitness for the purpose.

4.3.4 Requirements The fitness for use of the system can be assumed if the elements are installed correctly in accordance with the following requirements: - installation is carried out under the direction of personnel trained and qualified and

verified as competent to install the product by the ETA holder or its agent, - installation is in accordance with the PROKONCEPT Application Guide prepared for

that purpose, and the appropriate tools are used, - the specified products and accessories are used.

4.4 Use, maintenance and repair The control before concreting is necessary and replacement of damaged elements is recommended. If required after concreting then cutting out and face replacement is advisable. The recommendations on use, maintenance and repair in ETAG 009, chapter 7.5 shall be considered.

5 RECOMMENDATIONS

5.1 Packaging, transport and storage

The manufacturer’s manual for the packaging, transport and storage of the kit shall be followed. The components and materials of the kit shall be protected from weather exposure and mechanical damage during transportation.

5.2 Maintenance and repair of the works It is the responsibility of the manufacturer to ensure that each delivery contains proper information for the use of the kit including general guidance on the basis of the European Technical Approval.

The components of the kit shall be regularly inspected and maintained in accordance with the maintenance instructions which follow every delivered kit.
