2 nd Transnational Project Meeting RoboVET Project The second Transnational Project Meeting of the RoboVET Project was held on 8 th and 9 th May 2019 in Nicosia, Cyprus The host was RTD Talos. The meeting achieved all its goals. The agenda was accomplished and the partners have actively participated in the meeting. The work plan was presented and agreed by all partners. The tasks and deadline in-between meeting were set and cleared up. The project entitled RoboVET: Definition and Implementation of a VET Programme in Robotics Technician was launched on 1st October 2018 and will be concluded on 30th September 2020. The European Office of Cyprus is the partner responsible for the dissemination of the project. The main objectives of the project are to: increase the employability of young people by matching the market needs to the qualifications; contribute to the development of a highly skilled, qualified and mobile workforce; support joint developments in VET in Europe and strengthen its quality, relevance and attractiveness by allowing the transferability and mutual recognition of qualifications, making it more appealing for the future workforce; promote the economic development, especially of the SME’s which traditionally have lower capacity to recruit skilled workers, by promoting VET offers in Robotics. Direct target groups will be VET students and teachers, VET schools and schools with VET offers, training centres, enterprises and relevant qualification authorities. Indirectly will be involved social partners from different bodies, policy makers and job counselling and /or recruiting entities. The creation of the Robotics Technician VET Course will have impact upon VET students who will have access to a new training offer in an area with high level of employability. VET providers and teachers will deliver a more attractive training offer and improve the capacity to respond to the skills needs of the job market. Enterprises and job market will increase quality, productivity and competitiveness by having access to highly skilled personnel. The project entitled RoboVET: Definition and Implementation of a VET Programme in Robotics Technician was launched on 1st October 2018 and will be concluded on 30th September 2020.

The European Office of Cyprus is the partner responsible for the dissemination of the project.

The main objectives of the project are to:

increase the employability of young people by matching the market needs to the qualifications;

contribute to the development of a highly skilled, qualified and mobile workforce;

support joint developments in VET in Europe and strengthen its quality, relevance and attractiveness by allowing the transferability and mutual recognition of qualifications, making it more appealing for the future workforce;

promote the economic development, especially of the SME’s which traditionally have lower capacity to recruit skilled workers, by promoting VET offers in Robotics.

Direct target groups will be VET students and teachers, VET schools and schools with VET offers, training centres, enterprises and relevant qualification authorities. Indirectly will be involved social partners from different bodies, policy makers and job counselling and /or recruiting entities.

SmartPV Project of FOSS Research Centre for

Sustainable Energy is the winner of the LIFE

Citizens’ Prize for 2019 The project was shortlisted for the above award together with another 8 other projects and won the first place following public voting.

LIFE+ SmartPV connected around 300 photovoltaic system owners in Cyprus to a decentralised power network. The project used smart meters,

remote monitoring and dynamic tariffs to provide incentives for changes in consumption profiles. The results of this project will be used to revise the country's energy policy to favour renewables and energy efficiency, in line with EU targets.

The LIFE Awards Ceremony was held within the 2019 EU Green Week, Europe’s biggest environmental event, on Thursday, 16 May 2019, in Brussels.

EIT Awareness Day CUT and the European Institute of Innovation and Technology (EIT) are organising an EIT Awareness Day in Nicosia on the 27th of June 2019.

The Cyprus University of Technology and the European Institute of Innovation and Technology (EIT) are organising an EIT Awareness Day in Nicosia, with the aim to raise awareness of the EIT Community, its activities and, in particular, of cooperation

opportunities among relevant national stakeholders. At this conference, the EIT Community will introduce its ongoing activities in Cyprus and at pan-European level, as well as specific information on potential areas for cooperation with interested national stakeholders. Organisations and individuals from all sides of the Knowledge Triangle (business, education and research), as well other interested stakeholders are invited to participate at the event, meet representatives from the EIT Innovation Communities and contribute to the discussions.

Designing Climate Ecosystems Conference 2019 The Cyprus University of Technology / Energy Lab is organising the Designing Climate Ecosystems in Nicosia on the 26th of June 2019.

The aim of the conference is to raise the awareness among relevant national stakeholders on best practices from around the world on how Cyprus can be transformed into a Climate Innovation and Entrepreneurship Hub.

Speakers from France, Australia, Israel and other countries will present their experiences on how to strengthen and support networks, clusters, consortia and value-chains in traditional and non-traditional sectors, with specific emphasis on climate innovation.

A female migrants’ role model campaign to inspire and

empower “SMART Volunteering for Female Migrants (SMART)”, a multi-agency cooperation project that is implemented with the support of EU’s Asylum, Migration and Integration Fund, initiated a Role Model Campaign.

The campaign seeks to motivate, inspire and empower all migrant women to share their life story and/ or their experiences of their participation in the SMART Volunteering project.

The overarching objective of the project, that in Cyprus is run by CARDET, is to promote better integration and active partic ipation of Third Country National (TCN) females in socio-economic life of European societies. To that end, the stories collected will help deepen society’s understanding of the realities and encounters of female migrants. Most importantly, they will humanize them and ensuring that people see them conceive them as human and not merely as data and information.

MEDIS hosts a series of workshops on its course against social exlusion MEDIS, a project implemented by CARDET and Hope for Children, is delivering a series of workshops for teachers, psychologists at and social educators in Nicosia and Limassol. The MEDIS online course is designed in accordance to the European standards for modern education and is complemented by a collection of Good Practices from Spain, Portugal, Greece, Bulgaria and Cyprus. The Course covers a wide array of thematic areas of teaching focusing on three main pillars: Empowering, Rooting the Net and Getting

EU Leaders adopt the Sibiu declaration at Sibiu Summit European Leaders, gathered at the Sibiu Summit in Romania on Europe Day, adopted the Sibiu Declaration, confirming their commitment to unity and joint actions. The Declaration includes ten specific commitments focused on securing the future of Europe. The Summit itself, dedicated to the 'Future of Europe', was a culmination of a two-year process aiming to prepare a roadmap detailing the main steps towards a more united, stronger and more democratic Union. Commission proposes additional €100million for Horizon 2020 and Erasmus+ in 2019 Following an agreement between the European Parliament and the Council of Ministers on the EU's 2019 budget reached back in December, the European Commission has now proposed to add €100 million to the 2019 budgets of Horizon 2020 and Erasmus+.

The previously agreed annual budgets for both programmes amounted to €12.3 billion and €2.8 billion respectively.

Of the additional €100 million, €80 million is expected to go to Horizon 2020 and will contribute to the ambitious target of devoting 35% of the programme's total budget to climate-related research. The remaining €20 million will support Erasmus+, in particular the creation of European Universities, a new EU initiative and cornerstone of the European Education Area.

The proposal still needs to be approved by the European Parliament and the Council of Ministers.

Finnish presidency events focused on Research and Innovation The Finnish Presidency of the Council of the EU will commence on 1 July and run until 31 December 2019. Together with Romania, which currently holds the Presidency, and Croatia, which will succeed Finland on 1 January 2020, Finland forms part of the ninth Presidency Trio, which announced its joint programme in November 2018. Finland is currently preparing its detailed programme for its Presidency period, as negotiations to form a new government are underway following recent Finnish parliamentary elections. The evaluation of 300 SwaftS Proposals is ongoing

The last SwafS call received 308 proposals, 56% more than last year. Citizens Science is the topic growing the most in number of proposals. For all the 13 topics combined there is a total budget of €62.50 million. Applicants will know the results in July. The last Science with and for Society (SwafS) call received 308 proposals, 56% more than last year (197). This call includes 13 topics. The topic Science Education remains the most popular with the biggest number of proposals (93). Launch of the European Black Sea strategic Research and

Innovation agenda The European Commission together with the Republic of Bulgaria, Georgia, Romania, the Russian Federation, the Republic of Turkey, Ukraine and the Republic of Moldova have launched today a Strategic Research and Innovation Agenda for the Black Sea (SRIA). The SRIA aims to advance a shared vision for a productive, healthy, resilient and sustainable Black Sea by 2030, while considering the special and unique ecosystem characteristics of it. Commission appoints Mauro Ferrare as next president of the European

Research Council The European Commission has appointed Professor Mauro Ferrari as the next President of the European Research Council (ERC), responsible for funding investigator-driven frontier scientific research in Europe. Professor Ferrari will take up his new role as of 1 January 2020, when the mandate of current President Professor Jean-Pierre Bourguignon ends. The new President joins the ERC at an important moment for its

development. For the next long-term EU budget, the Commission has proposed Horizon Europe, the most ambitious EU research and innovation programme ever. A political agreement on the new programme was reached in April. Horizon Europe will safeguard the independence of the ERC under the Scientific Council and maintain its sole focus on scientific excellence. The Commission has proposed a significant budget increase for the ERC from €13.1 billion in 2014-2020 to €16.6 billion for 2021-2027.

EDA launches third innovation prize

The European Defence Agency (EDA) has issued a call for applications to the third edition of the ‘EDA Defence Innovation Prize’. Each EDA prize addresses a different area of defence technology and offers an award of €30,000 to the winning entry. Previous editions of

the prize have addressed areas such as robotics, autonomous detection, identification and monitoring, the use of 5G and the Internet of Things (IoT). The area that has been selected for this year's Innovation Prize is “AI applications for defence”.

European Commission opens recruitment for Horizon Europe Mission Boards The European Commission put out a call on 13 May for applications to join the advisory boards of the new research missions that are to be set up under Horizon Europe, the proposed €94.1 billion research programme.

There is one call for five boards, corresponding to the five broad themes or “mission areas”, but applicants can express a preference as to which board they would like to join if selected. There will be a 15-member board for each mission area. The deadline for applications was midday on 11 June.

The boards will advise the Commission on the design and management of each of the missions, which will have specific goals, such as improving cancer treatment and protecting soil health.

EU to invest nearly €225million in security research The European Commission has selected 38 projects for funding that for the next two to four years will advance security research in six different areas. The €229.4 million funding comes from Horizon 2020, the EU’s €80 billion research and innovation programme. The big potential of Science Cafes Answers to key societal challenges could emerge from cooperation between scientists, policy-makers, industry and the public. Following this hypothesis, the EU-funded project BigPicnic used the concept of Science Cafés to boost discussions about food security. The project managed to reach 6,000 people.

Science Cafés are informal science communication events. The EU-funded project BigPicnic used them to promote dialogue and raise awareness of the global food security problem, then, communicate participants’ views to policy-makers through recommendations.

After 120 events, 13 countries and 64 locations, the project had managed to reach approximately 6,000 people, doubling the original outreach goal of 3,000 people. Including exhibitions, the total outreach of the BigPicnic project has been of about 180,000 people.

The organisers succeeded in bringing together different stakeholders including citizens, farmers, lawyers, nutritionists, schoolteachers and researchers.

10 finalists announced for the Horizon Prize for Social Innovation 10 outstanding projects have been shortlisted for the Horizon Prize for Social Innovation, funded by Horizon 2020, the EU research and innovation programme. The 10 finalist projects were selected by a jury of independent experts from the fields of social innovation, age-friendly environments, social finance, assistive technologies, mobility and transport. All the eligible applications were assessed on the work and progress achieved during the contest based on measurable data that the contestant had to prove against 7 award criteria: measurability, social impact, economic impact, community engagement, scalability and replicability, sustainability, originality and creativity. Council of the EU adopts conclusions on future of EU Space Policy The Council of the European Union has adopted conclusions on the future of European space policy following a meeting of the Competitiveness Council on 27 May 2019. After a wide ranging discussion on the future of space policy, the Council's conclusions stress the role of space as an enabler for social and economic benefits, for expanding the frontiers of knowledge, in particular in science and technology, and for supporting policy makers in implementing and monitoring a diverse number of sector-specific policies. The conclusions also emphasise the importance of science, technology, applications and research activities across all segments of the space value chain. Future and emerging technologies in the EIC pathfinder: How to turn crazy scientific

research into innovative technologies and products For 30 years, the EU’s Future and Emerging Technologies (FET) programme encouraged researchers from different disciplines to work together to convert crazy scientific ideas into proofs of concept, laying the foundations for radically new technologies. Now, the FET programme will be integrated into the new European Innovation Council and will help research to become industrial applications and systems more quickly.

At the moment, we are talking a lot about Horizon Europe, the Commission’s next programme for research and innovation, and it’s easy to forget that Horizon 2020 is not yet over. In the last two years of Horizon 2020, for example, we are still spending over € 1 billion on ground-breaking technology research in Future and Emerging Technologies programme calls (calls for FET Open and FET Proactive are already open). Many of these projects will go on well into the next decade, so please keep your great ideas coming!

Commissioner Moedas meets Japanese Science

Minister Takuya Hirai They agreed that the latest developments in respective research and innovation policies present new opportunities to continue strengthening EU-Japan cooperation.

Commissioner Moedas and Minister Hirai said: “The EU is preparing to launch its new research and innovation programme, Horizon Europe. The new Japanese Moonshot Research & Development Programme, at the same time, promotes R&D for disruptive innovation and targets solutions to ambitious social and economic challenges. With the introduction of these new programmes on both sides, we expect EU-Japan cooperation in science, technology and innovation to

increase in areas of mutual interest, in line with last year’s EU-Japan Strategic Partnership Agreement”.

EARTO publishes reports looking towards Horizon Europe

Implementation The European Association of Research and Technology Organisations (EARTO) have recently published a series of papers looking forward to the financial aspects of the Horizon Europe implementation. The publications are based on EARTO members experts’ feedback on the implementation of H2020, including on Framework Programme simplification measures, and their experiences on Lump-Sums. The papers support the European Commission’s efforts towards simplification. The recommendations put forth hope to solidify the argument for ensuring those articles in the Regulation establishing Horizon Europe that are related to further simplification are carried through to the Horizon Europe Model Grant Agreement and Annotated Model Grant Agreement. High-level expert group on Artificial Intelligence Following an open selection process, the Commission has appointed 52 experts to a new High-Level Expert Group on Artificial Intelligence, comprising representatives from academia, civil society, as well as industry.

The High-Level Expert Group on Artificial Intelligence (AI HLEG) will have as a general objective to support the implementation of the European strategy on Artificial Intelligence. This will include the elaboration of recommendations on future-related policy development and on ethical, legal and societal issues related to AI, including socio-economic challenges.

Moreover, the AI HLEG will serve as the steering group for the European AI Alliance's work, interact with other initiatives, help stimulate a multi-stakeholder dialogue, gather participants' views and reflect them in its analysis and reports.

Updated Research and Innovation Strategy The EU Joint Programme on Neurodegenerative Disease Research (JPND) initiative has launched its updated global Research and Innovation Strategy (RIS), to provide a unified framework for the support of research into neurodegenerative diseases.

The 2019 edition was published following consultations with JPND's stakeholder communities. JPND is the largest global research initiative aimed at tackling the challenge of neurodegenerative diseases. It was created in 2011 and aims to increase coordinated investment between participating countries in research aimed at finding causes, developing cures, and identifying appropriate ways to care for those with neurodegenerative diseases. Currently, funding agencies from 30

countries are members, including the UK, who are involved in specific activities such as joint calls and topic-specific working groups.

Europe advancing in 5G – new wave of projects launched to accelerate 5G take-up in

verticial industries Seven new research and innovation projects for a total amount of EUR 100 million of EU funding have been selected by the Commission to set up large-scale 5G validation trials for a broad range of vertical sectors. This will further reinforce Europe's capabilities in creating socio-economic value from 5G technologies.

The selected projects, running in the framework of the 5G Public Private Partnership (5G-PPP) co-led by the European Commission and industry, will explore the concrete applicability of 5G technologies to real-world use-cases across various vertical sectors. These include smart manufacturing, healthcare, energy, automotive, aviation, railway, logistics, food and agriculture, media and entertainment, public safety, smart cities, and tourism. The projects are expected to be launched in June this year. In line with the industry's 5G trial roadmap that was adopted in 2018, they complement the three 5G cross-border corridor trial projects as well as trial projects selected from previous calls. Together this whole 5G trial projects portfolio is worth more than EUR 300 million of EU funding, and is expected to leverage more than EUR 1 billion of private investment in 5G vertical trials, reinforcing Europe's leading position in this field.

European Research and Innovation Days: draft

programme available The European Commission has published a draft programme for the European R&I days in Brussels from 24-26 September - the three day event that will allow around 10,000 participants to help shape the strategic plan for Horizon Europe - the successor programme of Horizon 2020. The event is a first in the history of the Framework Programme, and the top event in DG RTD's calendar for the year. The KANAL museum in Brussels will be repurposed for the event, to allow numerous co-creation sessions around the different areas to be included in the new programme. The event is to attract a range of individuals and stakeholders, not limited to researchers but also including end users of research.

The programme is mainly organised around parallel sessions on particular areas to be covered under the Horizon Europe clusters or through the new Missions.

EDCTP 2019 Workplan and calls published The European & Developing Countries Clinical Trials Partnership (EDCTP2) published its Annual Work Plan. The document describes planned activities under the EDCTP2 programme in 2019. The partnership will launch 10 calls for proposals to support clinical research and related activities on poverty-related diseases. 2019 Call for Proposals under the EU-China co-funding mechanism launched The Chinese Ministry of Science and Technology (MOST) has published its sixth (first in 2019) call for proposals under the EU-China Co-funding Mechanism for Research and Innovation to support Chinese researchers in Horizon 2020. The call seeks applications by China-based beneficiaries (not third parties) in proposals submitted to the 2018 or 2019 calls under Horizon 2020, addressing nine broad priority areas, as well as the flagship initiative on food, agriculture and biotechnology. CNY60 million (approx. €7.7 million) will be allocated to support around 20 projects for the nine priority areas, with a further CNY40 million (approx. €5.2 million) allocated to support 2-3 projects for the flagship initiative on food, agriculture and biotechnology under Societal Challenge 2 of Horizon 2020. Commission and European Space Agency plan Earth-System Science Initiative to address

critical environmental challenges Satellites provide critical information on climate change, delivering the evidence needed to make informed decisions related to critical resources like water, food, land and marine ecosystems, pollution and biodiversity. One excellent example of this kind of services is provided by the Copernicus programme. Recognising the importance of collaboration in the field of Earth-system science, the European Commission’s Directorate General for Research and Innovation and the European Space Agency (ESA) have announced today their intention to establish a joint initiative to align selected activities in terms of goals, content, and planning under the research programmes of both institutions. The announcement was made by Deputy Director General for Research and Innovation, Patrick Child and ESA’s Director of Earth Observation Programmes Josef Aschbacher at the Living Planet Symposium, one of the biggest Earth observation conferences in the world. EU Green Week 2019 EU Green Week 2019 took place between 13-17 May 2019 with an official opening event in Warsaw on Monday 13 May. This year's edition of EU Green Week focussed on the implementation of climate legislation and environmental policy, exploring issues such as the relevance of environmental laws and what the added benefits are for citizens. Other questions addressed included: what does successful implementation look like? Why do "implementation gaps" exist? How can stakeholders take ownership of these laws and most importantly, how can the EU facilitate the process, making sure that citizens' voices are heard?

EU Green Week is an annual celebration and discussion of climate and environment policy, with events being hosted across the EU and a high-level conference taking place in Brussels between 15-17 May. This conference included a diverse range of interactive and plenary sessions, with representatives from the European Commission, Local Government, NGOs and Civil Society joining together to discuss the implementation of EU climate legislation. The European Commission, European Investment Bank and Breakthrough Energy

ventures establish a new €100million fund to support clean energy investments. Breakthrough Energy Ventures Europe (BEV-E), a new €100 million investment fund was established by the European Commission, the European Investment Bank and Breakthrough Energy Ventures during the Fourth Mission Innovation Ministerial meeting in Vancouver, Canada. The fund will help develop innovative European companies and bring radically new clean energy technologies to the market. It will support Europe's best clean energy entrepreneurs whose solutions can deliver significant and lasting reductions in greenhouse gas emissions. The first of its kind, it caters to the capital intensity and long development horizons that energy technologies need.

EU Sustainable Energy Week 2019. The 2019 EU Sustainable Energy Week (EUSEW) will take place between 17 and 21 June, with a dedicated policy conference in Brussels organised between 18 and 20 June. Registration for this event is now open. The policy conference is the most important European event dedicated to sustainable energy policy issues, and hosted between the Charlemagne and Berlaymont buildings and the Residence Palace. Sessions organised by the European Commission and energy stakeholders will focus on new policy developments, best practices and sustainable energy ideas, while dedicated networking events will help to form new partnerships.

European Commission launches the first “Women on the move” day

On 19 May, on the occasion of the 72nd Cannes Film Festival, the European Commission launched the first edition of the “Women on the Move” day. European institutions, private and public organisations and stakeholders from the audiovisual and film industries came together in order to discuss the issue of gender balance, which is one of the core values of the European Union, while remaining a key societal challenge. Revised implementation Guidance on Plan S published cOAlition S has published revised guidance on the implementation of Plan S, in response to feedback received through a public consultation earlier in the year. Over 600 inputs were received from more than 40 different countries through the consultation, meaning it was the largest ever international consultation conducted on Open Access policy. The changes maintain the fundamental principles of Plan S, but a number of important revisions have been approved by all coalition members. Most significantly, the timeline for delivery has been extended, with the formal commencement point for Plan S intended to now take effect from 1 January 2021

(previously this was set at 1 January 2020). The extension provides more time for researchers, institutions, publishers and repositories to make changes, and for involved funding organisations to develop their policies and allow them to take effect. “Big deal” publishing costs European Universities over €1B a year European universities are paying more than one billion euros per year for access to journals run by the leading science publishers, according to a new survey from the European University Association (EUA) of ‘big deal’ contracts for access to large bundles of journals. The survey, published mid May, looks at 167 contracts made by groups of universities with Elsevier, Springer Nature, Taylor & Francis, Wiley, and the American Chemical Society, finding that the cost for universities is already high and rising by an average 3.6 per cent a year. The EUA, which represents 800 universities, says it wants these findings to “create more transparency [and] raise awareness of the need for more sustainable market conditions.” Last October, the group made an official complaint over the competitiveness of academic publishing in Europe to Margrethe Vestager, the EU’s competition tsar. In an attempt to reduce the costs of reading and publishing articles and to make more scientific literature free to read, library consortia have been pushing for more open access terms from publishers. Juncker plan to guarantee €110m EIB loan for development of connected medical devices

The EU is to guarantee a €110 million European Investment Bank (EIB) loan to the German medical devices specialist Dräger, to fund the development of products that are compatible with a new international standard that allows devices used at the bedside to interoperate with hospital computer systems. The loan from the EIB is guaranteed by the Juncker plan’s European Fund for Strategic Investments (EFSI). Dräger will use the money for research and development of point of care devices, such as anaesthesia machines and ventilators, that are connected to hospital IT systems using IEEE 11073, an international standard for secure communication of hospital equipment. The list of applicants of the second call was published, with time of application and the breakdown of applications and vouchers per participating country in the second call. Municipalities have been incredibly fast and three countries (Italy, Spain and Germany) reached the maximum amount of vouchers available per country within

the first 13 seconds! Winning municipalities are selected on a “first-come, first-served” rule based on the date and time of the submission of their application. While a maximum and minimum number of vouchers per country are established to ensure balanced geographical distribution, rapidity is the first and main determinant in the selection. Since the total number of available vouchers is set, the faster the motivated municipalities apply, the less vouchers remain for the slower applicants. WiFi4EU is expected to contribute to bridging the digital divide, especially in communities that lag behind in terms of digital literacy. As the list of winning municipalities revealed, not only capitals and big cities will be equipped with free Wi-Fi hotspots, but WiFi4EU is also reaching rural regions and European territories around the world. Finally, 71% of the winners of the second call are municipalities that were not successful in the first call and decided to re-apply. This demonstrates continued interest in the WiFi4EU initiative, which promotes free access to Wi-Fi connectivity for citizens in public spaces throughout Europe. Defence and Security: Strengthen your opportunities The EU is proposing a €13bn budget for defence and security R&D - and it provides opportunities and proposals specifically for SMEs. The EU wants to encourage more co-operation between countries in the field of defence and security. It is proposing a budget of €13bn for R&D from 2021 to 2027 under the European Defence Fund. Funding is offered through a co-financing approach with European governments, covering up to 100 per cent of eligible costs. Opportunities are being provided specifically for SMEs as a proportion of the budget. Some project categories will focus solely on consortia of SMEs.
